Sri Lanka’s Path To Systemic Change: Need For Support & Vigilance

The election of comrade Anura Kumara Dissanayake as Sri Lanka’s executive president has introduced a transformative environment into the country’s political landscape. His approach is marked by an emphasis on empathy, transparency, and a coalition-driven progressive agenda. It represents a significant departure from that of the political elite that dominated Sri Lanka since its independence in 1948.

His victory signals a rejection of dynastic politics, nepotism, corruption, and a lack of accountability. It is a victory that resonates with the “Aragalaya” movement’s demand for genuine change. Appointment of respected human rights advocate Dr. Harini Amarasuriya as Prime Minister highlights this shift, pointing toward a break from entrenched political practices.

However, the journey ahead remains challenging. Former President Ranil Wickremesinghe, who garnered just 17 percent of the popular vote, cautioned against deviating from the austerity measures negotiated with the IMF. He has warned that doing so might affect external financial support for Sri Lanka’s economic recovery. Moving forward, the new administration, with the backing of its supporters, must ensure that past mistakes are not repeated. Vigilance is essential—not only from President Dissanayake but also from the public—to maintain the integrity of this reformative path.

Three Core Issues: Conflict of Interest, Corruption, and Qualification

1. Conflict of Interest

A conflict of interest arises when an individual’s personal connections or financial stakes influence decisions that should prioritize the public good. Government agencies around the world, especially in public service, recognize the seriousness of such conflicts. In general, regulations are in place to address such situations.

Public trust hinges on ensuring that public servants prioritize their duties over personal interests. Sri Lanka’s government must maintain a commitment to this principle, with all appointments scrutinized for potential conflicts before being confirmed.

Historically, Sri Lankan politics has been dominated by influential family dynasties, such as the Senanayakes, Bandaranaikes, and Rajapaksas. They frequently placed their relatives and allies in key government roles.

To prevent a resurgence of nepotism and favouritism, the new administration must rigorously vet appointments. It is imperative that those selected to serve people hold the highest level of integrity and loyalty to national interests. They should foster a culture of accountability that supports realising the administration’s progressive goals.

2. Corruption

Under the past regimes, notably the Rajapaksa administration, corruption reached staggering levels, severely hampering Sri Lanka’s economic stability. Projects like the Hambantota Port, and international airport, stand as costly symbols of mismanagement. Public funds were diverted through such projects to benefit a few rather than the nation. These investments burdened the country with debt without yielding proportional benefits to the population. Thus, such investments have significantly contributed to the current economic crisis.

The new government must establish systems of accountability to ensure that corruption is addressed decisively and swiftly. Transparency and public oversight must be integral to both the government’s economic strategies and its operations. That may minimize opportunities for unchecked spending or financial mismanagement. Such measures will be critical to restoring public trust and promoting sustainable economic development.

3. Qualification

There is often a focus on formal qualifications in public appointments. However, this emphasis has not always guaranteed competence or prevented corruption and inefficiency. Instead, the selection process should broaden its criteria to include not only academic qualifications but also experience, ethical integrity, and a genuine commitment to public service. Positions should be awarded based on an individual’s proven record and ability to act in the national interest rather than their allegiance to political powers.

Conclusion

With a new administration at the helm, Sri Lanka stands at a pivotal juncture. President Dissanayake and Prime Minister Amarasuriya have shown their intent to prioritise welfare of the people. However, they will certainly face resistance from those who previously held power.

It is vital that the public support this administration’s goals by remaining vigilant against potential threats to progress such as conflicts of interest, corruption, and a narrow view of qualifications. Only through a collective commitment to these principles can Sri Lanka move towards a future defined by equity, accountability, and sustainable growth.

    The Constitutional Council that will be set up after the new parliament starts should “ rigorously vet appointments” to the high posts in the Government and semi-government departments.
    An independent Audit Commission should keep a close eye on how the various departments of the government is spending its allocated funds. Hopefully we will not see anymore scams- bond/garlic/sugar/visa in the future.
    These scams should be investigated and guilty people sent to prison.

          I don’t like him personally. I see him as arrogant , has too many fawing hangers-on and too full of himself. But ,maybe that lack of empathy helps him to make good economic decisions, which AKD (whom I like better) is not reversing.

              A couple of examples:
              1. The price formulas for fuel, which make it difficult for governments to manipulate prices for political reasons.
              2. Stopping money-printing through legislation. The CB tells the government how much it can spend, not the other way around.
              3. Can you identify a time in the last 76 years when the USD depreciated by 25% against the rupee? And, before you say so, it was Gota, not Ranil who caused the economic crash.
              That these were good economic policies is borne out by the fact that AKD has decided not to change them. You must give credit where it is due.
              Yes, AKD is nicer, but being nice sometimes prevents you from giving bitter medicine.

                That “Price Formula”. Do you know the agreement given to the foreign companies that operate within S/L. According to the agreement every time the formula establishes prices, and if that price makes a loss to those companies, CPC has to reimburse the loss. Pl. listen to AKD who explained this at the News 1st discussion yesterday.
                2. Money Printing: Yes, “Paper” money printing is regulated, but there are other “Means” of how the money supply to the market is introduced, such as “Sale of Bonds” and “Buying Back Bonds”. You know it well. Although “Printed” money is not supplied, the money “Supply” is increased.
                3. The “Appreciation” and “Depreciation” of a country’s currency are dependent on many factors. It is too lengthy to describe in this comment. Anyway, Thank You again for a very healthy response.

                  OC. I forgot to remind you of the “Binding Agreement” imposed upon S/L, in which all those “Good Economic” conditions were laid down and Ranil W had no option but to follow the instructions. Ranil W’s Government had no other propositions to add or amend that agreement. He was merely a “Yes, Sir”, I will do it type. Even the CB to be made an Independent body was a demand of that agreement. That “Agreement” became binding because it was agreed upon and assented by the Parliament. Virtually, the IMF is our “Economic Policy Maker” and not RW. That is the reason for RW to challenge AKD to amend it. Now even AKD has to follow it. Simple as that.

                    GDP growth was significantly higher under Mahinda than Ranil. Obviously the country went bankrupt under GR, but it would have been the same under anyone, as the short-term debt (not GR’s fault) became unsustainable when lending dried up. Regarding the last point, yes, the IMF is in charge now. Due to the brain drain and consequent lack of productivity, SL will face austerity for decades to come. Another Argentina. A Marxist from the village is not going to move the needle much.

                      Please explain the components of growth, given that growth partly can be explained by war economy, unnecessary constructions funded by foreign loans and active participation of foreign labour, actively sought commissions on state inflated construction contracts, 10% on supplies, ….

                  No, you are wrong. That is what the clueless new CPC chairman claimed. The real situation is that the GOVERNMENT has to pay ALL companies including CPC if Government subsidies cause a loss to the companies. That is good, because that is how CPC ran up massive losses in the past.

                    To put it briefly, we are buying shiploads of REFINED PETROL from a refinery in Singapore, while our own refinery sits idle in Sapugaskanda. Why is the NPP government doing this, you might ask? Because it is cheaper to import petrol from Singapore than to refine it here! This was Ranil’s policy too.
                    So, do you believe me when I say that Ranil’s economics was good?

                  You must not swallow everything that the CPC chairman says. The formula is a “cost plus taxes” thing. It is based on the real market price of oil. As such, a company CANNOT make a loss.

But if the companies’ costs are higher compared to the CPC a reimbursement of the difference would have to be paid. In the end, there is no benefit to the CPC. What is the control or transparency on the costs of the companies?

                    Already a letter has been forwarded to the Treasury by the companies for that reimbursement.

                      I don’t think you understand, the companies’ costs CANNOT be higher than the CPC’s, for the simple reason that the CPC is the highest cost producer of petrol.All the private companies import refined petrol and diesel from Singapore at much less than the CPC can refine. Now even the CPC is doing it. Did you not read that news item?

                NV: Surprisingly, most do not want to accept that S/L’s monetary policy and other administrative functions are destined to be managed according to the IMF policy agreement hurriedly accepted and assented to by the Parliament even without tabling the actual working papers. All our budgets and monetary policies must be within the parameters stipulated by the IMF. That’s a fact. Both MR and RW have pawned the country’s sovereignty and integrity.

                  DS: Why are you involved in a matter of a PhD of Hans? We all know he has gained a great deal of experience in communication, which would not have been achieved by being a “Henchman” of political masters.

                  This appointment was questioned by a member of the panel from AKD at a TV (Sirasa Newst 1st) interview aired a day before. AKD said Hans has undertaken a project (without any payment and other perks) which has to be completed within three years. AKD said, “If he doesn’t perform well and measure up to the expectations, no matter what he will be replaced”.

                  Isn’t that what we want? Forget “PhDs” – Performance to expectations is what matters.

                    An acquaintance of mine was an OBE, given for Services to Education. He had written a few books and was involved in Curriculum Development at both County and National Level. I asked him once about his award, as a Colleague had been invited to one of the Queen’s Garden Parties. He asked me if I knew what OBE meant. I gave the usual reply and he jokingly said “No it means Other B*gger’s Efforts.

            Do you remember good old W Dahanayake?
            He was awarded an honorary doctorate and when told that he cannot be called Doctor, he answered back “Why should you give ma a thing that I cannot use?” and continued to call himself Dr WD.
            Personally knowing the quality of many PhDs, I will not object much to other other doctorates.
            It will be good to call everyone a doctor of something or another and make the world a happier place.

          For Deepthi, “graduated from the University of Cambridge UK in 1989. He subsequently obtained his PhD in Digital Mobile Communications from the University of Bristol UK in 1994. A Chartered Engineer and Fellow of the Institute of Engineering Technology UK”
          His Cambridge Degree was in Electrical and Electronic Engineering.
          I checked the Engineering Councils Registration and he is definitely a Chartered Engineer and Fellow.
          Looks like he is extremely well qualified.

            Earlier you were saying an engineering degree is not necessarily to qualify as a successful engineer. Has the leopard changed its spots? By the way, Cambridge is not that well-known for engineering. UCL & Imperial are much better. Cambridge is very theoretical, it’s best for maths & physics.

                Hello Scot,

                I work in IT, so a CEng is not necessary. A CEng is essential for those in civil/mechanical/electrical/chemical who wish to undertake project management. With that said, experienced plumbers here make quite a bit. I imagine they can afford to buy chicken, in contrast to your low IQ comrade, whose full-time “job” is CT.

          According to his class mates Hans was quite mediocre, mouse like , knew where the cheese was and knew how to maneuverer towards it very cunningly !

          He comes from the old Moratuwa capitalist de Soysa family. With family money he was able to arm himself with various qualifications . According to Wikipedia he got a PhD from Bristol in 1994. I am not certain whether Bristol even had a computer science faculty in 1994.In other words before he was 26 years old Hans had done a basic degree, masters and a PhD !

          This is why I want to know what his thesis was .

          His career is built up on selling a foreign company to clueless locals through Colombo connections and gifts and bribery to political operators

              LS, getting an engineering institution charter is pretty tough here as well as in India.
              (Some British institutions have compromised on qualifying standards to expand membership. But rules are rules.)

                Hello SJ,
                When I was doing the Interviews in Doha for IT Engineers and Trainers (2011 – 2020) that came from India, Pakistan and the Middle East, we had to be very careful to ascertain their knowledge. The Qatari Military insisted on this and explained that many Bogus Degrees had been bought especially from Indian Establishments. On reflection I found one Candidate very suspicious, however he was from Lebanon. This was for the Training Manager’s post. Before I could make a decision or even raise my doubts, he was escorted off the Site, taken to his Hotel and then to the Airport under Military Guard. One of the Brigadier’s intimated to me, later on, that he was a Spy.
                All of our Security Clearances and Qualifications were vetted by the Qatari Authorities before we were officially allowed to take up our posts. Given that we would also be working in the American Base I know that they also had access to our details.

      Merit is very important.
      It’s not really the problem. The problem since independence is the culture of impunity and amassing of wealth by few families.
      The practical solution is to introduce term and age limits to elected office to get rid of this sad culture in a new constitution.

    Corruption , nepotism and favors from friends are deeply rooted into Sri Lankan society . As the author said it was taken to it’s maximum level by Mahinda Rajapakse and his family. In Sri Lanka if you do not favor your friends or family you are regarded as traitor and person without any care to the family and friend and get blacklisted in your society.
    This is rampant even in the lowermost part of the society in Grama Sevaka, policemen, postmen and your vegetable vendor as well.
    In order to come out of it you need good education and set up new course to pass before confirming public appointments giving goverment servants some skills to get out of corruption without offending the person asking undue favor or financial gain. Otherwise you have to put entire nation into the jail.

      Why don’t you write a few articles to rectify the CT’s allegedly erroneous stand.
      If it is refused to be published, I will take your complaint seriously.
      CT is an open forum without censorship except for comments that breach its publication policy, which is apolitical.
      There have been articles approving of SP and even RW.

        Srilanka newspapers are biased. They will never publish any article outlining racial discrimination faced by Tamils or atrocities caused against Tamils. This is why Tamils turned to Colombo Telegraph which they found to be fair, giving opportunity to everyone to espouse their cause and air their grievances. One person said that there are too many Tamils in the forum, which is due to the above reason. But lately I have found that Colombo Telegraph is not conforming to the ideals on which it was established. Constructive criticism is part of democracy and not allowing NPP to brought to task for any lapses, is doing disservice rather than helping to correct mistakes. Transparency is paramount for good governance, and I hope that those in the helm of this journal will take notice of.

      It is true that CT has tilted towards the NPP nowadays. Even the Editor published a piece favouring the NPP. Still, it has every right to do so, in the same way it promoted Yahapalanaya at one time. It doesn’t block anti-NPP articles.
      In any case, most of these NPP backers are idealistic dreamers with no idea of economics. Furthermore, they are hypocritical in that they mostly tender advice to us peasants from their comfortable abodes abroad. It is easy enough to demolish their irrational adulation of the NPP..

      I have always been suspicious of Journalists claiming to be “Neutral” or”Impartial” whilst they have an Agenda of their own. To give an example I have always seen Piers Morgan as being a closet Trump Supporter (even openly on occasions) whilst trying to claim Impartiality.           There are many meanings for “neutral” 35 according to the OED (Oxford English Dictionary). I know it sounds pedantic but “impartial” and “unbiased” are given as Synonyms for “neutral”.
          Mostly it will depend on the context for determining the intended meaning.
          But I am sure Sinhala Man will jump in and correct us both.

          “The UN said on Monday that nine staff working for its Palestine refugee agency UNRWA will be sacked because they MAY have been involved in the 7 October 2023 Hamas-led attacks against Israel”. UNRWA employs 30,000 people.
          Now have a good think about the background to this story. For a long time it has been apparent that Israel is hostile to the work that UNRWA does. It is critical for Israel to discredit the WHOLE of UNRWA. They have made a law in Israel against them and also stopped their operations, This is to ensure that the Palestinians are forced out of Gaza by being starved. I said way back in October 2023 that Israel wanted to re-occupy Gaza, force the Palestinians out (or just kill them) and completely Annex and Settle the West Bank.
          The second coming of Trump (or is it Jesus) may speed up this Genocide and illegal theft of Land.

Given your figure of 30,000, it’s fair to say that 9 is a gross underestimate. There are likely dozens of UNRWA workers working for Hamas. To be fair, UNRWA does not officially endorse Hamas. The issue is that you can’t operate in Gaza by neglecting Hamas. The only solution is to remove Hamas, and that is what Israel has mostly done.

    Further, the title of the recent article, “Sri Lanka’s Path to Systemic Change,” is somewhat misleading. The three core principles discussed appear to rely heavily on individuals rather than on robust institutional frameworks. If NPP leaders with integrity are absent, the promise of systemic change risks being undermined, potentially reducing these ideas to mere rhetoric.

    CT should invite more balanced contributions to foster open discourse and avoid appearing as a partisan mouthpiece.

    I really wanted the People of Sri Lanka should realise the need for a traditional politics which moved from the interest to the country to interest to the family kingdom. We all exposed to DS Senanayake Family, SWRD Family, Rajapaksa Family, and JRJ family which came from Rich landlord Families. They should take considerable Responsibility to make this country as Buddhist Sinhala Only country which is turned into a Corrupted, lawlessness, and failed state. I don’t know exactly whether the people have changed for good reasons or bad reasons this is a necessity for the country. It is not the time to assess this changed government because they have to start the Country which is poor with a total debt of 100 Billion dollars and the country has used to the misuse of power from top to bottom. The country waited for a change for more than 75 years. It is the need of the hour to direct the government when it goes against to the people and against to the human rights.

      Dayan is a dejected person. He went behind Sajith Premadasa who appointed him as his political advisor. It appears that he has been ditched. Who knows, he may be sending feelers to NPP.

    Of the words in the title of this article, I like most the words – “Need For Support & Vigilance”.

    Whether we like it or not a New Government is in power to take over the Governing function of the country. The NPP has received a mandate from the people and they are responsible and accountable to honor that mandate. Our experience is that all previous Governments (held and led by Experienced & Professionals) failed in that task of keeping up with the mandates where the people too were irresponsible for not being “Vigilant” but, mostly lived an easy life of tolerance until the day arose for them to wake up to the reality and staged an “Aragalaya” at great expense of “Life & Time” to chase away a President, a PM and his cabinet.

    It is enough of the above experience for the people to know to give “Support” but be “Vigilant” to effect a “Check and Balance” to correct the cause if not drawing the “Vagon” (the State) on the clearly defined parallel lines of “Responsibility” and “Accountability”.

    To start, it’s clear that globally, media outlets rarely operate without some degree of agenda. While individuals within these institutions may strive for objectivity, systemic biases often remain. However, I believe CT should uphold its unique standards without diminishing its mission by benchmarking against the shortcomings of other publications, whether in Sri Lanka or elsewhere. This only risks diluting its original purpose.

      But it is hilarious how Derana introduces its owner Dilith Jayaweera as a “businessman” while giving him airtime.

    Recently there is a trend of endless number of articles in CT for NPP governance and public support for NPP without any menaingful proposals from within the party. My idea is not to suppress thier views but articles written from a public or without prejudice mindset which will provide the readers to make up thier own judgements rather than biased one sided favourism. I believe CT can find or even from thier own editorials able to fill this gap which they failed in the recent times.

    I can give a recent conflict of statements from within the NPP itself. Chathuranga in his recent interview seeking simple majority and both himself and father on the same party need to understand that as two individuals and party decision rather than neposim while Wasantha Samarasinghe on the otherhand predicts this time party will garner more voters than presidential elections.

    When juxtaposing these perspectives, it appears the NPP may unintentionally overlook nepotism within its ranks, all while pushing for the public to approach the party with a distinct mindset. Despite not actively seeking a two-thirds majority, there seems to be an unspoken expectation that people will rally in large numbers, independent of the party’s interest. Why, then, do authors persistently advocate for a two-thirds majority in their discourse?
