Surviving At The Cross-Roads Makes Lanka Vulnerable To Great Powers: India’s Influence On Presidential Election

Lankans boast that their country is located at an Indian Ocean cross-point and strategically placed between East and West. “Our position is hugely important; India, China and America are falling over each other to buy our favours” we preen like pimps. But every coin has two sides and the other side of this one is that the rest of the world tells a small country how to behave in matters that affect their interests. India and China have abiding concerns, the former more than the latter, in ensuring that we ‘behave’ ourselves in strategic matters and in making sure that an out of control dictator inimical to their interests does not surface. Who the next president of Lanka will be and our political stability if they approve, and destabilising him/her if they do not, are contingent on great power considerations. The first step is the choice of candidate. 

There was no concern of ‘moral hazard’ regarding the sovereignty of a puny nations when nuclear weapons or missiles were at issue in Cuba in 1962 and North Korea in 2017-18. Ditto for us; a Chinese naval base in Lanka will be so repugnant to India that it will intervene or destabilise the offending regime. Likewise one can imagine sovereign actions of a Lankan government that could trigger Chinese or American responses. Indian or American trade or financial disruption will starve or cripple us, respectively, within months; if China gets tough on debts we will be bankrupt within two years. It is still early days so we can only speculate in broad outline how externalities may affect our electoral future. I will first comment on how the US can influence our presidential election, if it wishes to, and then move on to present to you some interesting correspondences I have been engaged in.

The background assumption is that America, to the extent that it bothers at all, will have a preference for the UNP and Ranil over the Rajapaksas. This is for the reason that from long ago the UNP was pro-business and pro-West and in the JR days in the 1980s a participant in the now discarded neo-liberal experiment. More recently, the US is not and cannot be pleased with Rajapaksa swaggering into the global ‘Chinese camp’. What the Americans can do to bugger the works for the Rajapaksas is to craft delays if Gota attempts to renounce US citizenship. Gota can move the courts and heaven and earth but the State and Justice Departments can spoke legal wheels to delay a determination beyond nomination date. I am not aware whether Gota feels enthused to rediscover his love for his land of birth, so we have to wait and see. US Tamils need to be on the alert and move the courts to block any attempt by Gota to surrender US citizenship. My point is that the US has room to put a spanner in the works if it feels bloody minded.

The interesting thing is that Modi, notwithstanding his sizable domestic political clout has been more reluctant to project Indian power over Lanka than his decades ago predecessors Indira and Rajiv Gandhi. Indira played on the international scene more than the domestic, Modi is the reverse. Except the iconic Nehru and controversial Indira, he is India’s sturdiest post-independence leader. His primary agenda is domestic; balancing between populism to help India’s poor and alleviate their deprivations, and the need to maintain rapid economic growth which requires class compromise. But come 2019-20 Delhi will get interested in the little drop at the tip of its southern extension.

Recently, I have been engaged in lively e-mail exchanges with about a dozen people and here is an input from someone called Randolph who has an inside seat in domestic politics and international exposure, but also has a soft corner for the left:-

Anyway Modi will not be able to sell RW to the domestic audience. Mattala is an empty gift to India to balance what RW did by coming to a deal with China.” 

“The Indian choice is crucial and it will be a very short campaign as the candidate will be selected in agreement with RW and CBK from a hurriedly established short list. Mangala and Karu may have a chance at that stage. If Sirisena wanted to play a political role he could have overridden RW but he chose to play a game to destroy the UNP and all chances for RW.” END QUOTE

I asked what made Rudolph think that Mangala and Karu were in the loop, to be told: “Karu has made himself a Maduluwawe Sobitha reincarnation. He venerates the late monk in public and is getting hunky-dory with liberals and NGOs. In an internal seminar in parliament Ariyarathna openly asked him to lead the country. Mangala lost ground earlier but, he has now been made a Deputy Leader of UNP and is CBKs favourite. She will play a role eventually with foreign countries”.

That CBK favours Mangala, despite the fact that he undercut her in 2005 and supported Mahinda, does not surprise me, but I inquired again why in Rudolph’s opinion, India is fed-up with Ranil right now. The explanation was: “The reason Indians dislike him is that he is playing a hawkish game with China via Singapore and is upsetting Indian plans for SL. Another reason is that being an unvarnished market-capitalist, he prefers China money to Indian Rupees”. 

I don’t expect anyone to agree with all this at face value, but what is important is that it initiates a discussion of a neglected – by all sides –  aspect of discourses about the next election; the importance of foreign, that is Indian, Chinese, US and to a lesser degree European influences, in Lanka’s internal decision making. I do not share the view that India has decided to dump Ranil but am interested to learn that a knowledgeable person is of this view. I also feel that Washington will plum for Ranil over Karu, Sajith or Mangala, whatever that brain dead imbecile Trump may tweet. As for the domestic morons who wring their hands and weep “Aiyoo how bad for outsiders to interfere in out sovereign affairs”, I respond: “Grow up stupid, get real! Welcome to the real world!”

The mechanisms by which India can influence the choice of a UNP candidate are palpable. Apart from CBK and a small group loyal to her in the SLFP, there are the Upcountry parties which have strong ties to India, business houses (not only Tamil or Colombo based) which are pressure points, and social connections to the High Commission or Delhi or Madras. In addition, whether Mattala provides India with another pressure point I don’t know. How China can pressurise the UNP on candidate selection is unclear though many politicos have been invited to the Middle Kingdom and wined and dined. China’s stranglehold on Sri Lanka is the economy; that is the mountain of debt that the Rajapaksa rogues wrote into the nation’s balance-sheet. This is an elephantine problem which goes far beyond pigmy concerns like candidate selection in either UNP or poropaya.

Muddying these waters is uncertainty about Provincial Council elections dates. If they are today my sense is that poropaya will win the South, Sabaragamuwa and Wayamba PCs and I think the NCP, but electoral alliances may have an effect in the last case. A UNP alliance will win the Western and maybe the Central provinces while Uva will the shared. The North and East will go to Tamil and Muslim parties. Psychologically, this will be a setback for the UNP. On the other hand, a delay of PC elections is likely if the government argues that time is needed to change the electoral system and to enact a new constitution requiring a referendum. I would be amazed if this cowardly government and its PM and President could deliver a constitution so that strategy would be an election delaying scam only. Major constitutional change entails moving beyond 13A and including something for the Tamils. If yahapalana is capable of defying racist monks, Sinhala chauvinists and the Mahinda-Gota cavalcade of proto-fascists and delivering a new constitution, well, I am a monkey’s uncle!

A more purposeful government would have prosecuted mega-crooks; Basil for one would be savouring hira-bath or the salubrious comforts of Merchant’s Ward at state expense. This botch led to shipwreck on 10 February. Unless a family member is put behind bars and others threatened with the same fate Mahinda has no incentive to cut a deal. This lily-livered government won’t do that; instead it has squandered a useful political weapon in its armoury; turning SF and his pack of hounds loose on the family.

That would have been a grand spectacle to us.. All these professors have to explain us how they can avoid the posibility of landing in the same cell.     There are many puppet masters in SL politics. India’s RAW, US’s CIA and China are playing major roles in our elections, and in fact other politics as well. It benefits them to keep the SL politics focused on internal conflict, so they can benefit by pitting one group against the other.

    In the meanwhile, India can develop their own ports on the Malabar and Coromandel coasts that would make the Colombo and H’tota ports not critical to them. Why do you think the international shipping companies did not start using H’tota port? I am sure India and the US played a major role in discouraging its use by the shipping companies.

    Why was Avant Garde taken down? Because of corruption? BS. It was a threat to the military hegemony of the US and India, who want to control our ocean. So taking AG down, removes a potential military rival and gives them the profits of protecting ships from pirates.

    Do our people see India and the US (and increasingly China) doing their best to keep us servile to their interests? I doubt it. Our politicians are making sure that they continue mud-slinging at each other and announcing grandiose pipe dreams to the masses, while undercutting the middle-classes and the majority populace. Our buddhist monks collaborate to keep the people blinded by their shenanigans as well.

    Sri Lankans are not patriotic. They are ethnocentrist and communal-minded. So they will not put the interest of the country first. As a result, the global power games will create a fractured island with multiple little fiefdoms, each with its own benefactor/controller. The north under T.nadu and India, Colombo under US and India, while the South and H’tota will be under the Chinese. Everyone will fight it out for Trinco.

    They say that when elephants collide, it’s the ants that get crushed. Sri Lankan middle classes better start building some under-ground ant hills.

      There was a huge rock in the enclosed harbour. The Chinese company which built the harbour should have removed it before being handed over to Dr Mahinda but it didn’t. .

      Those faceless little functionaries behind the desk who signed the deal and approved commissioning failed in their fiduciary duties as the guardians of state assets. Later China demanded extra payment to remove the rock. At the time international underwriters refused to insure the harbour hence no sane minded ship owners would send their multi million worth ships to the harbour.

      The issue initially had nothing to do with RAW, CIA, MI6, …………………… it has the hall mark of your paranoid mind working overtime.

      The east will also go to T,Nadu and India, as eastern heartland Batticaloa has a 78% Tamil majority and the strategic, coastal areas of Trincomalee has also a Tamil majority. Sinhalese are in the land locked interior. The Muslims are a majority along coastal Amparai and in the Mutur delta in Trincomalee. They will try their best with the help of Pakistan and certain Gulf nations to take over the east, to create an Islamic homeland but I doubt that they will succeed, as the Tamils have now woken up to their game. Anyway , they are Tamil speaking ,their origin is from Tamil Nadu( ethnic Tamil Muslims) and will not be overly concerned if they come under the influence of India/Tamil Nadu. They are returning to the bosom of their mother land.

Specialy in in kalutara & gampaha with out any single floating vote slfp of Mahinda go closer to 58% only with their single party vote bank. central matale and Kandy can unp win.     Normally mahindas slfp single largest party formed in srilankan history .they have closer to 47% block vote base .this vote base is like fixed deposit in a bank.unp is very small party when comparing with mahindas slfp .unp only has 23% vote base no.we can’t say even unp has block votes like slfp.if unp want to compete with huge party like slfp they want to collect all the floating voters as well as all small parties.specially in western province unp has defeated for 25 years.the place like gampaha ,kalutara,or Colombo kaduwela, Homagama ,kesbawa, Maharagama avissawella or Moratuwa if slfp sleeping with out doing any campaign 47% of fixed deposit block votes of slfp will make more than 55% votes in gampaha,kalutara or Colombo.     So,….. Instead of having our autonomy to directly access the China port profits, we are letting India handle it for us. India will take our profits and renegotiate with US. Isn’t that the stupidest thing ever? We can go direct with China and renegotiate our profits with the US.

    Interesting realpolitik spin by KD. It is a spin nevertheless with a little bit of realism. According to his calculations, Rajapakses have no chance…………But I believe he knows that this yahapalana caricature will crumble to pieces from the awaiting voter backlash. They cannot continue to postpone elections without creating a dictatorship. However the internal contradictions and fissures doesn’t allow such a course of action. Rajapakses have a list of candidates to choose from and all of them have potential to be the president. In each scenario, Gota will perform a pivotal role in a future administration even if the US or the diaspora koti in the US prevent him being contesting. Therefore targeting Gota might only provide some instant gratification but very short lived.

    After Indian election, PM Modi badly… very , very badly underestimated Lankawe’s power. Probably he never heard when Man Mohan Singh was saying in 2012 that “If we tell, Lankawe is not listing, so what we can do?”. Manmohan Singh got the hold of Old King and had the NPC election to take place in 2013 (sep). But Modi could not do anything at all. He is still blaming Sonia, but has no clue of what to do. Ranil and Ponny are Indian enemies. After Digoya hospital opening last year, he found he has no friends at all in Lankawe. Like blind is guiding blind, he took the path of Up Country politicians, who never had any path to go. Up country politicians are Modi’s brokers. Here the bride (Modi) is walking behind the groom (Ranil), whom she never did meet. Typical Indian marriage! But we don’t know what is going to be her future. Ranil wants ETCA upgraded as GSP+. Modi did not get any better deals anytime near to this. So the bride hoping her husband will be an agreeable guy to live with. Today, in Jaffna, Modi said Lankawe is trustworthy Partner. But is that the reality? Further India has agreed to share her man with America, even before she reaches his home. Real Dismay to India!

    America has not been able to clear its head from the time Ex. Secretary Condoleezza Rice stirred it up. She locked America in a no exit room with Lankawe. Anytime they throw napalm bomb, Lankawe is defusing it with a Chinese cracker. They helped Old Royals hoping to Land in Lankawe. While Old King was giving Hangbangtota to China, he uprooted Dole even from NCP jungle. Latter, Ponny was a disastrous failure. Ranil (& New King) is their disappointment of the century. Ranil appears to have thought that as soon as he ascent to throne, America will get the IMF clear all Chinese loan, no obligations, but scot free. For the interim, he used Mahendran. In March (2015) he has had torn off OISL report by Sec. Kerry. But in September, many times milder, but still binding Resolution 30/1 came out. Angry Ranil put the foundation to fire Mangala. He gave up on fighting for the Colombo Pong Cing from China. New King had an unsubstantiated hope in November 2016 to have the resolution repealed. In March 2017 Ranil had almost worked out his plan. The entire 2017, he was piling victory after victory from China, India and America. By December 2017, he had fully build up him and showed his real face to Trump Administration. They got disappointed and put a hold GSP+, temporarily. They looked for comfort from Old Brother Prince, but he too betrayed by taking the American plan to China in March this year. Now America has got out of UNHRC; additional loss of grip.
    It was unknown that China had spent on New King too (for election), yet everyone did know it was spending on Old Royals. After election, China worked with Malik, Mangala, Deal and Ranil to grab the Hangbangtota. Ranil is now, blocking NYT’s investigation. It may be indicative his hand too may not be clean.

    China is not working with one specific person. It lavishly spends on all of them (Not its money-repayable loan). Further, from the prospectus of Lankawe citizen, Ranil, New King, Old Royals and others are same because they all must follow China centric policies. There is no way out for any politician from China, hereafter. Though ready to work with anybody, nevertheless, China likes Old Royals better than all others. But, interestingly, it is the Old Royals who are reluctant to work with China these days. Their fear is not about taking commission (Bribe). They know Modayas never mind on that. Their fear is now about their Physical safety. Whoever coming to power will have to allow China to bring and birth Submarines. Ranil or Vallaiththoodam or even New King, they all will have to comply on that. If Old Royal comes, China will feel free to do that in Colombo, Galle, Hangbangtota and if possible KKS and Trinco too.
