How can one effect a system change without discarding the old system? That is the question the answer to which many a student of politics would wish to know. Is it really possible that a system change could be brought about without disposing of the old system? If it is so, can that be called a system change? Is the NPP led by President Anura Kumara Dissanayake attempting to do precisely that: accomplish the impossible! A system change is usually effected after a violent revolution; it follows a totally different set of tools, different set of principles; a different philosophy; a different leadership and above all a complete breakaway from conventions and traditions. Instilling in the minds of the masses a sense of urgency and indispensability of fresh goals and newer ways to achieve those goals is a must. Educating the broad masses on preconceived lines should actually precede such a system change. It cannot be left to be done while the process is in actual flux.
Trust, a basic sense of faith and confidence, in the leadership of those who are supposed to be in charge of ushering in a new system is the foremost condition that demands to be met at the very outset.
The carefully woven tapestry is being unfolded, layer by layer. Each thread was selected according to its unique significance to the overall pattern. Those who wove it have been scrutinized for their aptitudes and skills and only those whose credentials met the strict guidelines managed to get through the rigorous process. AKD and the National People’s Power (NPP) could not afford to leave anything for granted; those who wanted to participate in the same pursuit with the leadership had to abide by the fundamentals of management principles. Taking over the harness of a nation that was driven to the edge of an abyss is not a mean task. Therefore, the principal advocates and actors need to meet the pre-qualification scores.
They have intended to chisel a new monument; they were more than eager to indulge in a harmonious balance between power and service. Is it possible for such an equilibrium to exist? If yes, is it possible to endure, withstanding all the stormy waters and wild currents? Only the future would answer that question. Drawing a country from certain catastrophe and carving out a new path on either banks of which are yet recumbent with great obstacles and impediments is not a measly task ordinary men and women can accomplish. Yet the men and women of the NPP chose to undertake such a difficult endeavor.
Nevertheless, if we expect just the NPP and its leadership would accomplish it alone, we will once again find ourselves facing certain collapse. The drama is being enacted on public stage right now; the story is unfolding; the script had been written a long time ago; the dialogues are being exchanged and the stage setup and other embellishments had been perfected to the hilt. But we have made a very crucial mistake: we have given the sole responsibility of delivering a flawless theatrical outcome to the NPP and its leadership alone.
Such an unpardonable error should not be repeated, as we have done on countless occasions in the past. The main actors and actresses are all of us. Without us, the people, the stage will be an empty space with beautiful settings, glamorous decorations, melodious orchestral music and wide and spectacular screen. The people and people alone are the main actors who would ultimately have to deliver the magnificent performance of a lifetime.
Therefore, instead expecting AKD, Harini, Vijitha and the rest of the NPP leadership and its soldiers to guide the way, let us do the eventual needful. Let us lead the way. If we want to end corruption and bribery, let us do it ourselves. If we want a system change, let ourselves be the change. At the beginning, it may appear to be extremely hard and backbreaking, yet we cannot expect our leaders in government to take bribes, if we ourselves are at the giving end; wherever there is a giver, there is a receiver. That is the unpalatable truth.
In the past seven to eight decades, it was not only the politicians and other government officials who were corrupt; we the people were the enablers of that corruption. In our own mad rush to get things done, in order to get our children to a better school, in order to get our building permit passed, in order to win a tender for which our price was not the best and not the most profitable for the country, we engaged in oiling the right palm. Had we chosen to refuse to indulge in such pernicious and punishable endeavor, we might not have accelerated the process of corrupting our national life. Yet we did.
Now we elected to do away with such practices. AKD and NPP said that they would change the system. We not only accepted that pledge; we indicated that we too need a system change. If we demand a change from the leaders, let us demand from ourselves that change. Mere pontificating from our cushy armchairs would not help at all. As much as I write here that we the people need to change, let the NPP and its leaders demand that from the people. They must do it each time they address this issue of corruption and bribery.
When a nation goes backwards or forward, it’s not only its leaders who do that alone. The people at large do it every minute, every hour, every day and every year and decade. The process is one vast caravan, trudging its way forward without a break, without rest and without a complaint. National discipline is built in such a hard and grueling manner. We had the discipline to wait days in line for our cooking gas, diesel and petrol; we showed immense patience when we were told that the supplies were over for the day. We came back the next day. We were hardened by that cruel lap of life. We must apply the same amount of patience and same degree of discipline when we start building anew.
Having been subjected to brazen hardships and unspoken harshness of the day, we have been summoned to a new plateau. The choice is between hard-work, probably resulting in satisfaction or indolence accompanied by procrastination; it couldn’t be clearer than that.
However, the burden cannot be alone on the us the people. The leadership of the country should lead by example. No more time for preaching; no more time for sloganeering and no more time for faultfinding. A real system change is not just discarding one set of leaders with another alone. It’s not changing laws and the Constitution alone. It’s not establishing new institutions and new Commissions and Courts alone. It’s all of the above and much, much more. It is essentially introducing new values; new ideals and new thinking. That is why it should not be left only to the government and its leaders. If it’s the government of the people, for the people and by the people, we the people must be engaged in the process from alpha to omega. Then only the process gets fully circled and wholly completed.
To accomplish such a system change, we might not need to dispose of the system; we certainly need to change the substance and the process of the system.

2) Even though these are early days, indications are that the new dispensation other than (for the most part) some COSMETIC changes seem to be lacking in TRANSPARENCY and taking BOLD decisions for the required ‘system change’. The reluctance to take on the rice ‘mafia’ and take a decision after a transparent investigation of the alleged antics of the ‘Speaker’ are some examples.

The priest in the local church supported the girl and tried to reconcile the matter with parents and neighbours. “Don’t be hasty,” he cautioned everyone. “Hadn’t such an event taken place in the past?” Neighbours too began to wonder, Was this then another “Immaculate Conception”? A “Second Coming”? The homeowners would have nothing of it. They threw the girl out, using such terms as “vesi balli” and others more foul.

Unfortunately NPP has to change the system by reforming the public service to begin with because it has to work within established rules and regulations, processes and codes of conduct. This will take a long time. This is if we think about a top down administration.

It will not 100 percent but better than the Past Government
The NPP might not be perfect, but its direction is positive. The efforts to address corruption, ensure qualified representation, and tackle issues like the rice hiding and monkey problems show a commitment to change. This is a promising start compared to previous governments.
1. System change means not having family members in the Cabinet, Like previous Government.
2. System change means avoiding mass corruption like previous governments,
3. System Change is ensuring most non-qualified representatives,
4. System change is not addressing issues like the rice and monkey problems.
The NPP aims to tackle these within the first six months, unlike past governments that led the country to bankruptcy. Donald Trump has also praised the NPP as an honest government.

What does it mean by system change?
Accord to one definition that Systems change aims to bring about lasting change by altering underlying structures and supporting mechanisms which make the system operate in a particular way. These can include policies, routines, relationships, resources, power structures and values. We want a country where a system of governance where all the citizens are treated equally that means the structures and supporting mechanisms should represent to treat all equal. Can we say the current parliament represent all as equals when the 200 members out of 225 are from Sinhalese in the South. When almost all North East Districts or Provinces are very poor education level indexes, can we call this system as unbiased system?
There is something wrong in the system. That should be changed, not by talk but by real change.

Part II – After listening to this speech live and while returning home on a high-way bus, the following story came to my mind.
A Professor of Philosophy set out on a world tour to find out – “What is Truth”. He carried with him a “Lantern” and never forgot to abandon it at any place of meeting (prearranged) with all the Professors, Religious Leaders, Gurus, and Eminent Persons attached to Social Organizations.
On his tour, this Professor of Philosophy arrived in Sri Lanka and spent two weeks, meeting with all the learned people. He ended his meetings and arrived at the Katunayake, Colombo, Bandaranaike International Airport to leave. He hired a porter to carry his luggage. The porter had heard of this Professor and his mission from the media. While walking to the check-in counter, the porter asked, “Sir, how well has your mission gone, and where are you traveling next?”.
The Professor replied and said: “My friend, if you ever find my Lantern, please let me know and offered his contact address and telephone number.
The porter said: “That means you have completed your mission and going home”.
Compare this story with what the President said. Can we even think of “System Change Without Discarding The System”? Or, without Didcarding The People at the TOP?

Whatever can happen, or whatever NPP may do correct the system, but if they are not fooled with UNP-SLFP’s 76 years of magic art, or if they are not relenting to the “old guards” but caring the people believed in them, the rest can be taken care of later. They should not be so easily blown away by the tsunami the Hangbangtota rowdies created to float another Help fund or issue Lawyers’ degree, DSc,……….etc. for themselves.
Modayas have to content to the conclusion that Asoka Ranwala’s PhD is something born out of the classical civilization of Sinhala Buddhism’s peak time, which is remembered for its fantastic deeds of Indian Pakistani Citizenship Act, Sinhala Only, Standardization, DSc degrees for Old Rowdy King and Hitler King…….., but not out of two months of NPP administration. Didn’t we want a Hitler to fix the Countries’ sovereignty? So, are we now flying, within two months of the NPP government, in a rocket to the moon for systemic change? If we have forgotten, as Leader Pirapaharan said, “who we the Sinhala Buddhists are” then this flamboyant drama fits only for us. Otherwise, we can start to patch & mend the age-old Sari and dress it properly for the coming occasion.

My briefcase filled with two laptops and other accessories also went missing at Heathrow, London, however, it was found within an hour, and during that waiting time I was treated like a god, given my tea and a place to sit and work. That’s scheduled for the rest of that day of my agenda. I thought Covid-19 could do the job by turning the good into the bad, but it ended up leaving all the big criminals like Mahinda Rajapaksa alive, and good ministers like Mangala Samaraweera or the like forced to death. A legacy of the kingdom, full of thieves, rapists, fraudsters, media bloodsuckers, various other beasts in human guise, the repurcussions of MaRa own administrative failure is continung. TO me, srilankens’ fate is comparable to that POST Mugabeism. Period.

The philosophers will go in circles and give you a conclusion nested in ambiguities. A few months ago, I bought the entire collection of “Plato’s Works” and gave up after the first dialogue. I will try again, albeit with a different approach. When it comes to something like economics, there is a tried-and-true approach, e.g. open-market/laissez-faire/Keynes with a sprinkle of socialism mixed in to keep the uber poor class satiated. Geopolitics is far more complicated, that has been the “Achilles Heel” for Sri Lanka since around 1980, considering the Indian interference in domestic politics. One could go even further back and note the failure of the colonialists to create much of value (for the native inhabitants) other than an educational system for the English-speaking elite.

Some commentators say everything that needs saying in a line or two, even a compact paragraph, and make sense. Always a pleasure to read.
Others require paragraph after long-winded paragraph, but their confused minds and writing still don’t convey a viewpoint or arrive at logic. Waste of space.

A system change does not need discarding of the system that existed. In fact, lots of systems exist together under one general way of governing or managing a society. So, the elements that are vile, such as endemic corruption, need to be rooted out by denying those practicing it, the benefits they received earlier. However, when income is very small and expenses to survive are large, most people who were used to the existing system will continue to be corrupt. So, by increasing national wealth, prosperity and reducing debts, people will no longer need to take bribes or steal. Good examples are critical in the leadership and corporate sectors. Ordinary people take cues from what they see around them. They do not listen to lectures or admonitions as much as children might, in Sunday School or Daham Pasala.

When he was at Dialog ( for about 30 years !) he was plain Hans Wijesuriya.
Just before NPP came to power he became Doctor Hans Wijesuriya !
I assume he was always a doctor or never a doctor !

running medical practices in the country . Reports emerged
during and long before Rajitha served as health minister . In
my life , I have seen four such Bogus Doctors . In eighties and
nineties thousands of girls sought abortions from these Bogus
medicos . Impersonating in O/L and A/L was common in many
districts even during 70s and 60s . Even law exams . Remember
this is Srilanka . Cheating , Bribery , Corruption are seen as a
way of life . If anyone is under any belief that within five or ten
years everything will turn right , he / she must have the head
examined . The NPP maintains that they didn’t check their
candidates’ qualifications because that was not a requirement in
politics . Oh really ? So you start yourself on the same old founded
system but calling for system change ? Remember it is the Speaker
of the parliament that was made to look a joker . This is only one
incident . There’s a question about the Absence of a Muslim Cabinet
Minister . Muslims will definitely look at it a Racist Move , not
second to any old order politics . It happened in the name of Qualified
Personals with Efficiency to function . Would this have happened
without two third ?

It’s not the small-time local in-country bribes and corruption, People. That money eventually gets returned to the economy, albeit in a skewed way that is not too optimal for the economy.

It is the money going out of the country from unpaid taxes…essential taxes that haven’t even been implemented yet, plus the many overseas accounts from Lankan commercial venture that utilizes the hard work of the suffering-Lankan-masses for pittance while amassing vast amounts overseas. These vast amounts are being laundered in all KINDS of ways in places like the US, and structured and protected by Lankan law associations (now happening at breakneck speed even as we speak, before the new government gets to them).

Whilst in-country bribery and corruption can also add to the off-shoring at times, let’s catch the Real Crooks shall we.

Author: “A real system change is not just discarding one set of leaders with another alone.”
Not so long ago this author seemed to hold a different view. If I recall correct, touching on the Aragalaya in one of his past articles, he expressed the view that regimes should be changed even violently and repeatedly until you ended up with the right one, to which I responded saying that that would be never, because until the people and society as a whole reform ethically no true change can be achieved.
Glad to see that the author has come round to my view, which proves that you CAN teach old dogs new tricks!
