In my detailed response to the 2026 budget speech, I exposed a government that has not only failed to deliver on its core election promises but has presented a budget that is a betrayal of the very people who voted for it.
While I acknowledge the government has maintained the macro-economic stabilization achieved by the previous administration, I must challenge its complete lack of any plan for economic growth. This budget is not a “system change”; it is “the same old thing” wrapped in a new flag.
1. The “1 Trillion Rupee” Deception: Hiding a Surplus While Taxing the Poor
* A Massive Windfall: I revealed that the Treasury is “overflowing” with an unexpected cash surplus of approximately 1 trillion rupees. This windfall came from massive vehicle import taxes (over $1.4 billion worth imported), which the government did not anticipate.
* No Relief, Only More Taxes: Instead of using this 1 trillion rupee surplus to provide relief, the government is increasing the tax burden. They have widened the VAT net by lowering the threshold from 5 million to 3.6 million rupees per month (a mere 100,000 rupees a day), hitting small businesses directly.
* A New Property Tax: I also warned that this government has secretly agreed to implement a new, wide-ranging property tax, which will be rolled out in the first quarter of 2027.
2. A “Joke” Housing Plan: 1 Million Rupees for a 100-sq-ft House
* The housing promises are a cruel joke. The budget allocates 10.2 billion rupees to build 7,000 houses. My calculation shows this is 1 million rupees per house.
* With construction costs at 10,000 rupees per square foot, this 1 million rupee allocation is only enough to build a 100-square-foot structure.
* This is not a home; it is an insult.
3. The “416 Worker” Loan: Another “Joke” for State Employees
* The government’s “concessional” housing loan for state workers is equally absurd. They allocated only 500 million rupees for the entire program.
* With 1.4 million state workers, this tiny allocation is only enough for 416 employees. This is not a policy; it’s a lottery.
* The real problem, which they ignore, is the crippling taxes on building materials: 49% on cement, 60% on bathroom fittings, and 92% on PVC pipes.
4. No “System Change”: Borrowing 3.8 Trillion Rupees
* This budget proves there is no “system change.” The very people who criticized borrowing now plan to borrow a staggering 3.8 trillion rupees in 2026 (3,110 billion domestic and 700 billion foreign).
* They are taking credit for stabilization achieved by the previous government—when inflation fell from 17% to 1% and the USD from 370 to 294. Now, under their watch, the rupee is depreciating again, hitting 307.
5. Betrayal of the Youth and SMEs
This budget fails the “five simple dreams” of the youth who voted for them.
* Jobs: Promised state sector jobs are indefinitely postponed.
* Tax Relief: The promise to increase the tax-free income threshold to 200,000 rupees was broken.
* Freelancers: Instead of removing barriers, online freelancers, who previously paid 0%, were slapped with a new 15% tax.
* SMEs: The promised “Relief Bank” (සහන බැංකුව) for struggling SMEs has not materialized, and the “rice mafia” is stronger than ever, squeezing out small millers.
6. Disingenuous FDI Claims and Exporter Crisis
* The government’s claims of $823 million in new Foreign Direct Investment (FDI) are disingenuous. I showed that over 54% of this figure comes from old projects signed by previous governments, including the Adani Port ($229 million).
* Our exporters, the lifeblood of our economy, are in crisis. The removal of SVAT has created a severe cash-flow problem, as the promised 45-day refund system is not working.
* There was also complete silence on crucial trade deals like RCEP and ECTA, proving they have “no political will to walk the talk.”
7. Ongoing Corruption and Neglect of the Elderly
* While I support the anti-corruption talk, I pointed to new procurement irregularities, such as a tender for 1,775 double-cabs where the mandatory bid period was allegedly and improperly cut from 42 days to just 12.
* Finally, the budget fails our senior citizens. There is no progress on a pension for the non-formal sector. Worse, I allege the government secretly agreed with the IMF to stop the interest subsidy for senior citizens’ fixed deposits by the end of this year—a crucial fact omitted from the budget speech.
In conclusion, my analysis positioned this 2026 budget not as a vehicle for change, but as a document of broken promises. It fails to address the real needs of the youth, the elderly, and the nation’s key economic drivers.

This is the mess previous administrations , you included handed over to him. Please do not pretend that you all handed over a well oiled economy and a justice system to him.
All educated Lankans who follow politics closely and even otherwise understand that Pres.AKD has to undo this massive tangle called SL economy and society. And that he is making a totally honest attempt to fix this mess while being good boys under IMF.
Yes, AKD might not have kept all his promises but that he is walking a tight rope of honoring IMF and debtor commitments, while. keeping the economy growing and at the same time help the Lankan to make their life better.
Can you tell me any previous administration that kept all or even some of their promises. Also can you tell me any honest efforts made by previous governments to restore the rule of law and eliminate narcotic menace that has engulfed SL society.

I know you are an educated man, but didn’t the NPP, and AKD in particular, go around claiming that they had a new “system” ? That they would renegotiate the IMF deal? This is the government’s second budget, and as Harsha says, it is the same old thing.

Whoever wrote this budget doesn’t know how to count. As Harsha says, 1 mn rupees allocated per new house is a cruel joke. And why import 1600 double cabs but only 600 buses?

The distinction between the old and new versions of the story remains unclear. Whether the previous account is as toxic as “cancerous talc” or the current narrative is merely harmless “talc”, but both seem to originate from the UNP-SLFP Union’s nepo-standerdization chemists and rapist police. There are past stunts that the police, known for their dubious reputation, might have tampered with evidence before it could be even reviewed and sealed by the judges. The recent narcotics captured were destroyed as soon as documented as it cannot be left in courts custody, where it is known Shevanti& Co makes frequent supervisions.
It is important to remember the connection with the Evil Emperor’s IMF and Paris Club deals seeping into NPP’s barrel through the siphons of Colombo media and causing it to overflow. The present budget, orchestrated by our omnipotent uncle “Evil Emperor” before he appointed NPP as the inheritor of his burned bookshop by JVP, reflects these influences. In Tamil, there is a saying: “The hen is from their farm; the paddy is from their stores,” meaning that everything involved comes from the same source. The central concern, therefore, revolves around the origins and integrity of these arrangements. What are we doing here?

This happens in cycles, and people will never learn to use their brain. Lies and gossip take precedence over facts. The consequences are dramatic, but nature is preoccupied with taking things for granted and ignoring them. As a result, no powerful legislators become progressive, and voters do not get what they hoped for when they elected the group. They have not been trained to ask “why,” so everything goes astray. I am hopeless, and if joint opposition is not empowered, the next danger is looming.

If I remember correctly. AKD was confident in negotiating better terms with the IMF, In fact, didn’t the AKD/NPP initially opposed RW going to the IMF? The NPP had no alterative strategy, so, they are now going along with the status quo.
Politicians don’t always honour their pledges but gullible SL voters were happy to take the word of the new kid on the block, although he has been in the background for a long time.

What do you think of the huge lies being spread by the NPP today? They are making every effort to get people to forget the previous government, which was led by RW for 26 months. While there may be some differences with the UNP, the RW leadership was able to work from the ground up to increase forex reserves. By the time AKD took over the government, the country’s economic situation was well balanced, with 6.0 billion USD in reserves. Thanks should go to the previous government. Even after a year of AKD leadership, it has not yet increased to 6.5 billion USD. They do, however, make every effort to steal credit without shame.

Who brought the IMF into Sri Lanka, and ‘WHY’? Dr. Harsha de Silva must answer the question ‘WHY’, because he knows the answer much more than anyone else.
Question No. 2 – Who ‘AGREED’ and passed legislation in the Parliament – the ‘Agreement’ stipulating the ‘Terms and Conditions’ to be complied with to secure the ‘Emergency Funds’?
Question No. 3 – Was there a way out of that IMF agreement by any successive Governments, OR did they leave any provision to ‘Amend’ it?
Both Dr. Harsha de Silva and his ‘BOSS’ – Sajith must explain the above to the people.

The NPP’s budget is Meant for the people, but for others, it’s treated like a joke. ……They call the 2026 Budget a betrayal of promises, built on false narratives and empty allocations. But what about the budgets of the past governments??? Weren’t those the ones that drove the country into bankruptcy — and no one realized it until everything collapsed? At least now there is progress; one step has been taken, and the next is already on the forecast. The workers’ loan might seem like a joke to some, but for the workers, it fills their stomachs. In spite of Harsha’s criticisms , one has to appreciate the positive impact of electing AKD as President and his NPP with 2/3 rd majority in the parliament.
He is tackling the drugs problem/bribery and corruption.
He has to convert the loss making semi government organisations into profitable businesses. The Budget will not tell anything about the performance of NPP. The fact about the economy is that it is very week for long time and the country brought to bankruptcy and the debt of the country is increasing and the country is unable to start to pay the debt for another two years. For the advantage of the NPP, there is no war in the country, there is no protests and the country is in peace in the country and there is no external pressure at least for the past one or two years. But there is no guarantee the the same will continue forever. A simple threat of bomb may change the situation.

My perspective comes from firsthand experience, yet even that feels stretched thin when faced with your constant illumination. The breadth of your involvement is staggering: Organic Chemistry, Mechanical work, Karl Marxist Fellowship, budget commentary, full-time trading of stuff, a side business washing royalty, and now, the “Watha Mahatha” job as well. It raises the question of how one can possibly manage so many responsibilities simultaneously.
Whether we agree or not, there is a practical saying among Tamils: “The man killed a thousand people, half a doctor.” This proverb highlights the paradoxical nature of expertise gained through questionable means, suggesting that experience does not always equate to virtue or genuine skill. Welcome to CT, Watha Mahataya. While patience may allow one to endure the braying of a donkey, it becomes a challenge to tolerate the crowd’s endless, self-assured sarcasm. The constant illuminating “Aruvai”—meaning pointless chatter—comes with an air of pride, as if sarcasm were a mark of distinction. Sava, Sava… At times, only divine intervention seems capable of saving us from such relentless displays.

If any CT reader, Harsha included realistically and honestly believe that the economical, social and political ness the Pres. AKD took over can be solved in 8 months and turn SL in to a prosperous, drug free, well cultured nation with a budget surplus and all promises kept, either he or she is totally stupid, racially biased & wish SL will perish, hate to see AKD succeed or simply crying sour grapes ( like Harsha).
Majority of Lankans understand NPP and AKD are making honest efforts to fix our broken land.
They also understand, Pres AKD and his team are systematically addressing burning issues smartly, one by one.

Can you please send me any evidence you have to prove that AKD promised to keep all his promises in one year? My memory says he said during his term only.. So it is fair to say lets give him a report card after 4 more ears.
Besides the deeper the corrupt mess he inherited, the more time anybody should be given to fix, right? Don’t forget he was handed a bankrupted nation filled with narcotics all over, gang violence all over, an empty coffer, a corrupt political and civil service culture, a totally broken education & local governments syste along with about $ 50 B in debt that he needs to pay off by 2028.

That means that many of you, including yourself, have lost your memory due to pathological causes. This is very common among Sri Lankans. As someone who lives in Europe and returns to my home country on a regular basis, I see no significant changes in the country under AKD leadership. Despite my opposition, I believed that his leadership would bring about significant changes in terms of fundamental issues. People today are like animals on the road. There is no discipline at all.

Harsha is a decent, affable guy who is a cut above the lowlife politicians he’s aligned with. Clearly, men of his ilk have no place in Sri Lankan politics. Perhaps he should have joined the NPP some years ago, where he could have made a significant contribution to the fledgling party, and to the country. Sri Lankans in general have little regard for facts. If a neighboring standing man or woman eats cowdung for good luck, they don’t care about the facts; they simply follow suit. That is why yours and mine are identical here. I DO NOT LIVE IN SL, and I have never worked with Sri Lankans. I only lived there for the first two decades of my life. However, for the past three decades, I’ve returned to my hometown several times per year. I understand the factual points made by Dr. Harsha De Sivla, and he was one of the few who consistently urged Gota’s government to rely on IMF recommendations; otherwise, we would sink even deeper.
To that point, AKD and Vasidewa Nanayakara (another strong opposition) were adamantly opposed to returning to the IMF. Their argument was that we, the Sri Lankans, have many other options than the IMF. Paradoxically, THAMBUTHTHEGAMA thakkadiya has gone silent on his previous rhetoric and continues to make neoliberal recommendations that exceed what the IMF expected his government to do.
