As confirmed by Dr. Jehan Perera’s latest column, the PM disclosed in Mannar that Indian Prime Minister Modi had urged him, President Sirisena and ex-Presidents Kumaratunga and Rajapaksa to solve the ethnic problem by bringing in a new Constitution without delay. The PM said that this will indeed be undertaken, and a draft document presented in a week or two, with a draft Constitution ready for adoption in two or three months.
What the new Constitution really hopes to achieve are the political and economic aims of the PM and his allies and the economic and strategic aims of his foreign patrons. What is the underlying intent and core content of the new Constitution? What is its very logic?
Lenin said that “politics cannot but be the concentrated expression of economics”. The new Constitution is but the superstructure, the edifice of the new political economy for Sri Lanka that Prime Minister Wickremesinghe has outlined, most specifically in the “mega MoU” or “umbrella MoU” (as the Delhi media called it) with India, and Prime Minister Modi has placed in macro-perspective in his Vesak speech to this country’s power elite, both Government and Opposition.
Prime Minister Modi’s Vesak oration outlines it:
“We believe that free flow of trade, investments, technology, and ideas across our borders will be to our mutual benefit…In infrastructure and connectivity, transport and energy, we are poised to scale up our cooperation…Our development partnership stretches across nearly every sector of human activity such as agriculture, education, health, resettlement, transport, power, culture, water, shelter, sports, and human resources…The economic and social wellbeing of the people of Sri Lanka is linked with that of 1.25 billion Indians.”
The quality Delhi press has spelled out the important implications of the proposed ETCA:
“Geethanjali Natraj, professor at the Indian Institute of Public Administration, points out that …the Economic and Technological Cooperation Agreement (ETCA), which is expected to be signed by the end of 2017, will enhance trade in services, investments, and technology cooperation with India’s five fastest-growing southern states — Karnataka, Tamil Nadu, Kerala, Andhra Pradesh, and Telangana. “Given these states’ proximity to Sri Lanka, the ETCA would leverage Sri Lanka’s unique geo-strategic location, which is at the crossroads of major shipping routes…” (Aditi Phadnis, Business Standard, 16 May 2017, emphasis mine-DJ)
With the free flow of capital, goods, services and labour through ETCA from the powerful economies of the Southern Indian states, national capitalism and the national capitalist class built up from the days of DS Senanayaka will be overrun.
The new Constitution will dismantle the biggest impediment to the implementation of the Modi vision, which is the existing Sri Lankan state with its strong center. It will (a) decentralize power to the provinces thereby weakening the center, thus (b) providing unfettered access to foreign capital, goods and manpower, and (d) facilitating the divestiture to foreign powers of the strategic national assets and resources of the country, while it will (e) centralize political power in the hands of the Prime Minister and his allies, the Chief Ministers of the North and East.
Mr. Modi’s dramatic declaration that “Whether it is on land or in the waters of the Indian Ocean, the security of our societies is indivisible” adds to the economic, a strategic dimension. What the new Constitution does is to enable India, or more correctly the India-US-Japan triad to guarantee its foothold in strategic Trincomalee as per the MoU, by securing its immediate environment, the Northern and Eastern provinces, through autonomizing (i.e. loosening) them from the Sri Lankan state’s center by granting quasi-federal powers.
With India’s implantation in the North and East, the new Constitution will turn Sri Lanka into a de-facto confederation within a federation i.e. a confederation of two ethnic zones, the Northeast and South on the island, while the island itself becomes a de facto federal state unit of India.
Looking back at age 60, I have never been prouder to have supported and worked with President Premadasa who had the guts and principles to openly demand that 70,000 Indian troops leave our soil (following it up in a written polemic with the Indian leader).
Let me go beyond Premadasa to invoke the words of the finest, most courageous, exemplary and successful leader a small island on the doorstep of a predatory giant ever had:

And high upon this revolutionary wall there will fly forever a banner with the legend: Patria o Muerte! Venceremos! (Fatherland or Death! Our own little island home can be saved from the dreadful fate of disappearing from future History as an independent entity only if we, the people, the citizens, eviscerate the monster of the new Constitution at a Referendum this year or next.

Do not panic about a new constitution, as it will never see the light under this regime. Srilanka will not be in a soup for giving powers to Tamils to rule their region. It is already in the soup for selling and leasing parts of the land to China by Mahinda. India is not happy about it and will harass Srilanka for this folly. Indo-lanka accord is an international agreement which Srilanka cannot abrogate unilaterally. India looked the other side when Srilanka supreme court de-merged north and east, where it had no jurisdiction over an international agreement. Now India is not going to take things lightly when Srilanka had done this dastardly act of bringing China into Srilanka. They know that MS/RW are playing a double game of showing a good face to India and doing nothing about Chinese activity. Do you sincerely believe that the Chinese labour force working in their projects in Srilanka, are ordinary peasants and not from their armed forces. However much you attack India, Mahinda will go behind India and despite the tirade he received from Modi will shamelessly go to India and fall at their feet to help him to regain power. Whether you like it or not, federal solution is the best for Srilanka, and it will be enforced in some way. Economically it is best for Srilanka to engage with India especially the southern states which are the richest in India. Building a land bridge between India and Srilanka is an absolute necessity as the world is shrinking and there is a direct railway link from UK to China via Europe and Russia/Siberia. With oil prices remaining low and the US emerging as a major net exporter of oil, those dynamics may well shift in the future. How long can the Saudis rely on their FX reserves to fund their extremist adventures, that is another question.

There ain’t no such thing as an Arab or an American. It is not an ethnic description, just as “Jew ” is not an ethnic description.

We Srilankans (Sinhala, Tamil, Muslim) saved Srilanka from falling in to the hands of a dictator who wanted to keep the power to his family forever and handing over the ownership to China. The 18th amendment to the constitution was with this vision. However, the vigilance of Chandrika and Ranil with the support of Ranil and Rauf Hakkem saved the nation’s independence. Since then Mahinda Rajapkse with the chief advisor Dayan Jeyatilake thought of a military coup but again Ranil blocked that coup with the support of India and other democratic nations. They did not stop there, they took of the anti tamil slogan again along with hardcore racist like Wimal & BBS, going around Buddhist temples and createing fear among Buddhists about Tamils, Tamilnadu and India. The people understood that Buddhism and Sinhalese are the origins of India and India always with us in difficult times. It is not difficult for them to bring Srilanka under their control within a few minutes if they really want. India recognises our democracy, India recognises our unity, India recognises devolution power as SLFP and Leftists did in the past. The Sovereignty of People is lay of elected members of people’s represtaitives are the pillar of our democracy. That is why we want Indian to respect principles of which that accepts democracy norms not by words but in deeds .
Well, Indian politics has more influence and impact of our modern Democracy than China economic assistances and Investments .
Our system of governances and mode of operandi is more closed to Indian democracy . So we want more in depth debate on the key issues of Democracy with India.
That is not going to undermined ours relationship with Indian at all.
The PRC system of governances in deed is different social system from ours —–Republic of “Socialist”– democracy of SL !!!!!

Almost the essence of sustainable peace for all living in the country is clear to everyone equally. We fought a war not just few years but for last 30years taking us to below all comparable Asian countries whose economic rise would not have been easier to that time. Not just Tamils but Sinhalese too made life sacrifices making up to unbelievable numbers. Anyways, northern Srilankens faced it to all unthinkable ends. So was the case with ones lived in border villagers be them Muslims, Tamils, Sinhalese, all faced it for such a long time. Had we the majority folks been that clean providing its minorities but also srilankens their equal rights, no such a brutal war would have been born. That is so simple.
Ensuring rights of its various folks, ethnic groups have been guaranteed by a constitution in India already long ago. Our people s thinking patterns may be close to those of Indians, but most of them are literate in SL comparably that of a developed world in our country than the numbers in India.
The best democracy of the world is from UK – they function without a constitution. But they have been upto that way of highly civilized cultures for centuries. They are bound to laws and disciplines and no comparable to those even in developing countries. If a leader would make a mistake in his or her politics, they would not wait folks to go on demonstrations asking him or her to resign. Law and order is on their top of agenda.

Even so called religious monks behave today beyond all the bearing. They have fallen to that depths – for example abusive movements such as BBS led by a highly aggressive monk publicly accept that they are paid by some groups if they would work according to them.

Mr Saman Adhikari@With former US president Obama’s visit to Berlin today, what became even more clear having being able to see the welcome given to him as if a SUPERSTAR just arrived, is trump would not be easy in Europe even if locals would support him further. All age groups, young above the older love Obama in Europe than in his home country. It is just because his unique sensitivity to external politics. Germany’s chancellor, Dr Merkel will also meet with visiting Donald Trump in Brussels this afternoon. As we already know, not many from Europe would agree with Trump. Trans Atlantic politics have reached to all the unprecedented levels. All these confirms us further, no country can only focus on own folks on long term. Rajapakshes should learn from them.
Now turning back to SL INTERNAL politics
We know our people are easily manipulative. We also know their “modus operandi” in terms of doing whatever. Moreover, we know how some opportunists that currently make every effort twisting the message and send across panicking them. All these to achieve personal gains through their kind of ulterior motives.
It is fine if you would call us the average thinkers as gossip entertainers, but we too have feelings towards permanent peace for all than so called pseudo patriots that permanently abuse the stupid masses and their nativity/vulnerability for their political survivals do believe TODAY than few decades ago that, there is no other way than to ensure minority rights through an introduction of a new constitution.

Not to worry, this is only a shadow play for the International Community, to make believe on reconciliation and devolution. They will drag on to complete their agenda to colonise the Tamil homeland.
There will be nothing for the Tamils, even if there is something, even an ounce of equality for the Tamils and Muslims, it will not go pass 2/3 majority in parliament, and if by chance goes through, it will be riots for a referendum.
We should wait to ask the Tamil National leaders to please explain what other hidden options they may have.

Thero’s sarcastic satire title “The Modi-Wickremesinghe Constitution” suggests that he would prefers the Indian IPKF’s time “Rajiv-JR constitution”. The only difference between the two constitutions is Modi’s one is missing the IPKF Thirukkai Wal that Wal Rajiv used to convey that constitutional message to JR, though the options is not out ruled for PM Modi. Interestingly and increasing the chance of Mr. Modi using his Thirukkai Wal to convey his message to Yahapalanaya seems to be a reality. In fact Ranil’s behavior suggests that if he is wondering whether Mr. Modi may go ahead and deliver it. If so, Thero will again be prepared to take a minister post in NEPC, if Mr. Modi delivers his Thirukkai Wal. Other than that all his talk is usual rubbish. His is only the kind of talk the crowd, to whom he directs his propaganda, talks while they consume the Biriyani and the Arrack.

Modi’s ETCA withdrawal might be on a different direction. In case if Lankawe continues to flirting with the dragon and fooling India, we would go ahead and prepare for long overhaul of Lankawe and come back to deal with it. He would restart where Mrs. Gandhi stopped. Giving the signature to ETCA may impede the preparation for an occasion like that. You cannot have the unlimited Indian firms operating In Lankawe and bringing in Indian planes to bomb Lankawe.
PM Modi talked to Yahapalanaya about Tamils problems, both North-East and Upcountry. It is also one of his agenda in Lankawe. That is no hidden secret. Further, he will not sacrifice Indian protection to Tamils’ protection. So titling an essay “The Modi-Wickremesinghe Constitution” is nothing but diplomatic naïve action to counter the Indian advancement to protect its interests. This type of hallucination to sabotage Yahapalanaya and capturing power is not ensuring their political survivability. Thero substantially lacks ability conceive the situation of Lankawe at now and the turmoil developing around it by the activities of India, China, America, EU et al. They, now, have absolutely forgotten, when Ex. State Secretary telephoned, they ran out of Temple Tree House fearing to remain there. Using Gnanam or Thero or Kamal to sabotage, create coup or strategically defeating Yahapalanaya in election is not going to solve Old Royals’ problems. If August going to be challenging month for Yahapalanaya, it is a month of death or life for Joint Comedy club. They don’t have a person to compete in EP. They don’t have party to place candidates. None of them knows politics other than the few divided and dividing corny lefts there. They are armed with only anti-Minority racial hates. Will that do for to win the game of recapturing the power and then survive after that?
