If President Anura Kumara Dissanayake‘s (AKD) inaugural Policy Statement ten days ago was mellifluous in its delivery, it was also meticulous in detail, and sweeping in its themes and vistas. He literally spoke with words and numbers effortlessly flowing, but without notes or the help of the teleprompter even though he had the text in front of him. It was not soaring oratory but captivating eloquence. More like NM Perera in English; and Bernard Soysa, given the pirivena roots of his education, in both Sinhala and English. Yet as an old Peradeniya friend of mine told me last week, what NM couldn’t do AKD has done. And in more ways than one.
The subtitles in the English text of the Policy Statement are quite revelatory. The middle of the speech, taking nearly half its length, is all about the economy. Naturally so and the economic themes and content are indicative of both the government’s approach to stabilizing and growing the economy, and the President’s studiousness in mastering the file. There is no other practical alternative to abiding by the agreements with the IMF entered into by the previous government, while looking for better agreements in what is left of debt restructuring and, more importantly, for restructuring the economy on a sustainable growth path.

Those who are chiding the government for going along with the IMF would also have been the first people to lambast it for radical irresponsibility if it had chosen to repudiate the agreement. There are still uncertainties and challenges ahead, but as I wrote last week, there could not have been a better political start for the post Ranil-Rajapaksa era than what is being initiated by President AKD and his NPP government. The start is even more impressive when one looks at the President’s thematic assertions on giving no room for racism and on building national unity; accepting a multi-party system, restoring the dignity of parliament and building a democratic state; and reforming the public service, affirming the rule of law, and delivering justice to victims of crime no matter who the perpetrators of crimes are. Somewhat of a mundane theme amidst all the lofty ones is about cleaning Sri Lanka. Mundane, but a very crucial and long overdue cleaning initiative.
There are those who are ready to smirk at what they see as the JVP’s fatefulness in having to uphold and abide by a political system that it once strove to overthrow. But such self-amusements are rather superficial, for the real irony is that the JVP is now having to save and stabilize not only the economy but also the political system both of which were undone by the same forces that once unleashed state violence to protect them from the JVP. Equally, there is no need for the JVP to show its democratic credentials to anyone in the west when western democracies are electing the real antichrists of democracy such as Donald J. Trump.
What is strikingly unique about these themes and their contents are their sincerity and seriousness that should be apparent to anyone who would view President AKD’s Policy Statement in a historical perspective and in comparison to presidential declarations and statements that we have had to suffer through in the last twenty years.
No Room for Racism

Of all the themes that President AKD touched on in his Policy Statement, the most pathbreaking thrust is in the commitment to end racism in Sri Lanka. It needs to be said that Sri Lankans – Sinhalese, Tamils, Muslims, Buddhists, Hindus, Muslims and Christians, do not belong to different races in the biological sense. That race is a social construct and not a biological reality is now universally accepted except for flat-earth counterparts in social studies.
In Sri Lanka, the tradition of identifying Sinhalese, Tamils and Muslims, not to mention the castes among the former two, as different races was conclusively put to rest, at least among social scientists and progressive activists, by the pathbreaking 1979 seminar on “Ethnicity and Social Change in Sri Lanka” organized by the Social Scientists Association. Kudos for that belongs exclusively to Kumari Jayawardena and Charles Abeysekera.
Yet the term race is commonly used to describe the two (Sinhala and Tamil) linguistic groups and the two religious (Moors and Malays) groups. Especially in the Sinhala and Tamil languages in which the same term(s) is used overlappingly to identify caste, ethnicity and race. Race and racism are also political terms that are universally used to describe and denounce discriminations based on differences of colour, place of origin, language and religion.
The President makes it clear that his assertion that there is no room for racism is really an accusation that there has been too much room for ‘racism’ for too long in Sri Lanka – in the shaping of the country’s political framework and its power structures “along regional, ethnic, or religious lines.” And he goes on “such political divisions inevitably resulted in growing alienation among communities.”
This is quite a perceptive understanding because in many political societies pre-existing social and cultural differences aggravated political conflicts between communities. In Sri Lanka, it has been the other way around. Ethnic differences over every aspect of politics led to a breakdown of relationships between communities. Political differences spanned the entire spectrum of the state and its responsibilities – on citizenship, language rights, representation, and access to land, employment and education.
And the President’s dialectic that racism provokes counter-racism, and “racism in one part feeds and strengthens nationalism in another,” brings to mind a rather combative version of the same sentiment expressed by TULF leader A. Amirthalingam in his maiden speech in parliament, as a 29 year old Federal Party (ITAK) MP in 1956, that it is “communalism of the majority that begets communalism of the minority.”
President AKD is striking a remarkably conciliatory note, and without pointing fingers at this or that community he is drawing on the electoral sweep in which “all communities across all provinces have trusted us and granted us this power.” He is also firm in assuring that his government will not allow “a resurgence of divisive racist politics” or any “form of religious extremism to take root again in Sri Lanka.” And again that no one “will be allowed to use nationalist or religious rhetoric as a means to gain political power in this country.”
Flights of Oratory
Sri Lankan politics has seen flights of oratory extolling national unity and equality for the first twenty years after independence. Even earlier SWRD Bandaranaike waxed eloquent at the State Council that contributed to JR Jayewardene’s original on bill on the national languages being changed to include both Sinhala and Tamil as official languages. While he would later repudiate the original arrangement as Prime Minister in 1956, SWRD was never unclear about what was needed for Sri Lanka’s unity.
He went poetic envisaging an island that would someday be a “painted ship on a painted ocean.” Colvin R de Silva was polemical and blunt in presaging that with two languages there would be one country, but with one only there could be two of them. NM was inflexible in his stance on the parity of languages, and even though it cost the Left an election or two, it held the country together as both Amirthalingam and AJ Wilson would later acknowledge in their obituaries of NM.
There was more of it in the late 1960s. GG Ponnambalam, the father of fifty-fifty, was sincere and genuine when he perorated in parliament that “through fair weather and foul, in sunshine and in rain, I have held aloft the ideal of a united Lanka.” In fact, “from Point Pedro to Point Dondra,” was Ponnambalam’s rhetorical rejoinder to what he saw as peninsularity in the idea of Tamil federalism. To sum up, at the 50th anniversary of Sri Lanka’s independence, President Chandrika Kumaratunga acknowledge on behalf of everyone that “we have failed in the essential task of nation building.”
Now there is a chance for the remaking of a broken nation. President Dissanayake seems convinced of the great opportunity he, his government and the new parliament have, and he seems determined to make good use of it. The rhetorical flourishes of the past were all sincere expressions of individual political leaders. But none of them drew on electoral support from every part of the country and none could be backed by the power of the state to the extent that President AKD and the NPP now seem to have.
Put another way, what AKD and his gallant team are manifesting is an organic possibility and not a synthetic constitutional experiment. In the past, resolving the inter-ethnic or the national question was attempted primarily through top-down initiatives and consociational agreements. Now the initiative is equally grass-root at the electoral level and committedly government-led at the state level. This new confluence of grass-root and governmental streams has never been experienced before.
There is authenticity as well, but it is the authenticity of the progressive kind and not the chauvinistic variety of the last twenty years. So, there is plenty of room for optimism. The prospects are not only pleasing, but those in power are also not vile. At the same time, there is no denying the pitfalls ahead even though there is none that is obvious now. For caution, just look at the fall of the United States of America. From the cloudy heights of post-racial America that Barak Obama briefly heralded to the racial pits of Donald Trump. Fortunately for Sri Lanka, it may be that the country has had its share of trumps already and is now ready for a new beginning.

That is rich, considering that Amirthalingam was gunned down in his own home by LTTE gunmen. More and more, I am leaning towards the theory that it was Prabhakaran who outfoxed everyone: Premadasa, Indira Gandhi, Rajiv Gandhi, Amirthalingam, CBK, etc. Just in that list, 3 of them paid with their lives. JRJ was not a racist. He let India try to implement a political solution for the people in the North and East. The issue was that Prabhakaran did not want to share power with any of the other militant groups. Neither did he want a federal solution or limited autonomy. The man wanted a full-fledged independent and he was willing to kill anyone for it. This is the story of Sri Lanka from 1983 to 2009. It is similar in some respects to World War II. Chandrika was the equivalent of Chamberlain (appeasement) and Mahinda was the equivalent of Churchill. Hitler’s weakness was that he grossly underestimated the latter.

When VP was done with India, he turned on Premadasa.

There was a By-Election in KKS in 1975 when SJVC resigned and re-contested KKS, which he won overwhelmingly.

Any kind of “devolution” or power-sharing agreement while VP was alive was impossible. VP did not even want to share power with the other Tamil militant groups. VP used India as a proxy to prepare his group for a future all out war with the Sri Lankan Army. Ex: while India was training LTTE and other groups, giving them weapons, VP used KP to create a secret arms smuggling network to get much better weapons from Lebanon. The incompetency of CBK convinced the Tamil Diaspora that a separate state was possible. This provided significant funding for LTTE operations. CBK went too far with her devolution proposals, costing the life of Neelan Tiruchelvam. After that, the hardliner Mahinda came to power. VP knew negotiating was impossible. So he attempted to assassinate MR, GR, and SF. These attempts failed and VP faced his karma in 2009 at Mullivaikkal.
Separatists will disagree with my assessment and claim that “Sinhala-Buddhist fundamentalist” forced the Tamils to take up arms. Yeah right. VP was a megalomaniac kicked out of his own home by his father. He used the naivety of India and stupid people like CBK for nefarious purposes.

It doesn’t matter that the LTTE agreed to the Indo-Sri Lankan Accord. They didn’t follow any of the protocols, such as disarming and allowing democratic elections in the North and East. They forced a boycott of these provincial elections. Prabhakaran did not want to share power with any other Tamil militant group.
RAW helped to create Bangladesh in 1971. India thought a similar thing could be done in SL. Not a new country, but a federal territory. Prabhakaran knew from the beginning India would not support the creation of “Eelam.” He cooperated with them for a short time until the LTTE had received enough training, money, and arms to engage in a full war.

Federal cannot be created instantly. Start with provincial councils, which the parties in the South would have agreed to. Once there is some level of economic prosperity throughout the country, no one will be opposed to federal. So the Indian strategy would have worked in the long-run.

One more time. India sent 100K soldiers to Sri Lanka. As I understand, the entire NATO sent about 130K men to Afghanistan. Even if the parties in the South opposed a political solution, there is nothing they could have done. This was the best opportunity for the Tamils. To hold democratic elections under the protection of the Indian Army. Only a madman like VP would go to war with India. But that was his plan all along, since the time he was in India.

Anura Kumara knew what happened in the two JVP insurrections where more than 100,000 youths died. Likewise he also knew what happened in the communal riots against Tamils. At first he may have some reservations about the Tamil movements, but after the election he could not imagine himself how Northern Province had turned in favour of his policy. This is where the CHANGE has begun. This had strengthened his mind in favour of the Tamils. There may have been a few instances where some mad Tamils would have misused the liberties offered by Anura. But that is not the criteria. Now the Tamils are strongly in favour of Anura Kumara, his team and also of the Sinhala comunity because of his sincerity. It is regretted that some mad politicians like Wimal Weerawansa, Champika Ramanayake, Navin Dissanayake etc are trying a stage to come back and raising communal cries. But the Sinhalese have realized their cunning plans to enjoy the old privileges. We only pray God that Anurakumara should be given the moral strength to carry out his noble duties for the betterment of the entire country. We only hope that Anura Kumara join hands with India for better Sri Lanka.

My relatives both in Sri Lanka and the UK think that I am strange because I despise FaceBook and other such Social Media Sites. I never use my phone to send sensitive information and if I use a Memory Stick to print Docs or Photos at a local Printshop I always Virus Check it on an Unconnected PC afterwards. The Printshop Laptops and PCs are well infected. In my first year living in Sri Lanka I spent a fair amount of time in removing Viruses from my relatives (mostly younger) Laptops (and sometimes even rebuilding them) and educating them in Online Safety.
Most of their Virus Infections were as a result of Downloading Pirate Films and Music.

Many people depend on the free Antivirus Software, however even Microsoft’s Defender doe not get them all. Some of my IT Colleagues were Specialists in Anti-Virus, Firewalls, Cryptography and the General Security of the IT Infastructure and even Mobiles. I learned a great deal from them over the years.
The Israelis have their Pegasus Surveillance Software but they tend to specialise in Apples IOS. They ignore us peasants with Samsungs, Huaweis etc. but for how long I don’t know. For a long time I only used an old Nokia (2G) which even worked in the middle of the Gulf long after everyone else’s Smart Phones had given up, a few miles from the shore. They were also secure from any of the Spyware.
As for the Cold, my wife can tell you all about it. We travelled by car from London Heathrow to Aberdeen in January and it was as low as -20 degrees C crossing over the Border. She had no idea what a Snow Blizzard was until we drove (very slowly) through one in Perthshire. However Germany is very cold in the Winter.
And yes, many Sri Lankans don’t look after their Health.

One of our Managers in the Middle East was a German from the Ravensburg Area. I had no misgivings about tracing his German Army ancestors that died in either of the two World Wars. I even manged to trace one to a Cemetery in Poland. The Family was grateful as they had no idea what had happened to him. Apart from the Cultural (and Religious) reasons for treating the dead properly, the sins of the Fathers should not be visited on the Children (or their Kin).
As Mahila has pointed out there may be ulterior motives for destroying Grave Sites. Maybe this was one of the reasons that one of Lester’s Relatives was being pursued by the UNHCR?

The web site seems to be a bit amateurish, and doesn’t make it clear who King Nissankamalla was, and why he singled out the Goyigama (which he didn’t). I think this subject needs a bit more research before drawing any conclusions.
King Nissankamalla was from Kalinga, which is now in modern-day Orissa in Eastern India.
There are a few translations of the North Gate Slab written in 1200, which mention the Govi Caste, however it says this about kingship “people should not establish in the Island of Laṅkā which belongs to the Kāliṅga dynasty, non-buddhistic kings of Cōḷa, Pāṇḍya [countries], &c., who are inimical to the religion of the Buddha. Since the time of prince Vijaya, it is to the princes of the Kāliṅga dynasty that the Island of Laṅkā has belonged. Therefore, if there are any of them to be found, then it is the duty [of the people] to place them in the position of supremacy, and thus to protect the State and the religion”.
Some translations mention “Govi” but in others quite a few words are missing.
I have seen “Govi, Govigama, Goigama, Goygama, Goyigama, Goviyo”. What are the real differences if any?

In his PhD Thesis in 1984 about the British Rule from 1815 to 1833, Kulasekera Mudiyanselage Padmasiri Kulasekera mentions”All the basnayaka nilames belonged to the radala grade of the govigama caste”.
It begins to look like the British didn’t invent Govigama, however I am sure that Sri Lankans will have a better grasp of the subject than me.

The Sinhalese kings were very proud of their lineage. If you visit “Ruwanwelisaya”, there is an inscription there for Nissankamalla, which says, “…having come from the royal line of the Ikshvaku family having become like a forehead mark to the royal family of Kalinga emperors born at Sinhapura…” Ikshvaku is very famous, Gautama Buddha is said to be descended from this line. Maybe Ruchira too, although he claims to be of British royalty. Depends on the liquor of the day? Anyway, in those times, the various kingdoms were under constant attack from Cholas. Some of the kings allied with the Pandyans. They also married with Pandyan princesses. That’s why you might see some small Hindu shrine if you visit a place like Polonnaruwa. In any case, the kings themselves never adapted the Hindu religion. They saw it as their duty to foster Buddhism on the island. Buddha himself said Buddhism would flourish for 5000 years on the island. So far we are at 2500 or so.

It’s like some baila song. There’s no difference, other than “Goviyo” refers to a group of people.

I know the history of the British Royalty (English, Scottish and a few Germans etc thrown in) fairly well. I am also aware of quite a few skeletons in the cupboard that they have. However I have never heard of a Sri Lankan Descendant of the Royal Family. So how far back is Ruchira’s ancestor in the Heirarchy? Of course there are quite a few of the Scottish Tea Planters that have proven links to the Aristocracy if not directly to Royalty. I even researched one Family from Central Province myself that have links to the English Norman Aristocracy and a Sri Lankan Gt Grandmother from Nawalaptiya.

It’s possible but very unlikely. However, in Kandy, you will find quite a few Sri Lankans who can count a British ancestor in the gene pool.
The main point of karava.org is correct. The Govigama class did not formally emerge until the arrival of the colonialists. The reason is that the British abolished the monarchy in Sri Lanka, as well as implemented a new economic system that re-defined land ownership. There is some mention of the “nobility” in Mahavamsa, who are said to have owned large amounts of land. But here the nobility owed all their allegiance to the king. Additionally, there was no mercantilism. The creation of the Govigama “class”= purposes of exploiting mercantile economy, which benefited England > Sri Lanka.

I suggest you actually read Kumari Jayawardena’s book. Nowhere that I can see does she refer to a Govigama Class. She does in fact explain that the Bourgeoisie was comprised of many Ethnicities and Castes. She observed that the development of this Class led to conflicts between the Govigama and Karava Castes.
She also explains the source of much of this wealth “retail of arrack, from being one among many small enterprises in Dutch and early British times became matters of ‘big business’ and a source of capital formation for the local bourgeois”
The rise of these Mercantile Capitalists stifled the transformation into Industrial Capitalism. Other writers have also studied this period (De Silva and Roberts).
Jayawardena had a hard time researching Primary Documents. Sri Lanka doesn’t seem to have the equivalent of the UK’s National Archives.

The Buddha did not say that Buddhism would survive for 5000 years. Nor did he ever mention Prince Vijaya. All of these come from the Mahavamsa (5th Century CE) and the Dīpavaṃsa (4th Century CE). These Documents (including the later Cūḷavaṃsa which has real History) are Mythological for the most part, with real Historical facts/people interspersed throughout. Like the Christian Bible (but without the Divine Origin) many of the Events and Personnel mentioned may have a real Historical Basis. However, like Biblical Archaeology much has to be taken with a pinch of salt until a proven narrative is established.
As Dr Robin Coningham (Durham University Archaeologist) wrote “It is clear that Sri Lanka was not a uniquely Buddhist island but had strong Hindu influences as well as more localized traditions”.

Although there are challenges, President Anura is trying his best to prove that he is a person who wants to deliver on all the promises he gave on election platforms. His allowing Maveerar commoration in a manner which did not create any issues in the south is commendable. His approach towards the Muslim complaints for not appointing a Cabinet Minister from that community is also very commendable.
Most importantly, people are waiting to see how he is going to tackle the issue of past corruption cases and corruption complaints. There are so many learned people from highly educated backgrounds are now openly presenting past corruption cases and its time President Anura and PM Harini jump into those corruption cases and start quick investigation and locking up those who were involved or part of the acts. until the cases are over. If not all those guys will vanish out of the country in no time.
Why the President Anura and PM Harini are not taking any action so far on these complaints and public presentations? Isn’t this these two publicly declare on election platforms?
