Unnecessary Interventions By A SLMC Politician Into Eastern Province Education Sector

A SLMC provincial politician has been making unnecessary interventions into the education sector of the Eastern province that has prompted a group of residents from Akkaraipattu to write to the Education Ministry Secretary concerning his influences and harassments.

In their letter they have pointed out that although the intimidations and interruptions of zonal education officials existed during the previous regime, the situation has taken a turn for the worse since the regime change.

They have particularly noted SLMC Provincial Council member Thavam and his henchmen who have engaged in unethical operations, intimidations and of their illegal involvements and influences that have resulted in a blow to the people’s hope of good governance.

The complainants have stated that this politician and his henchmen are heavily interfering with the work of the Akkaraipattu zonal education office and are intimidating the officers to implement the whims and fancies of Thavam.

They claim this politician has demanded a list of teachers who are due to be transferred, has omitted names from the list according to his wishes, cancelled all transfers of female teachers who were his batch-mates, compelled the office to transfer teachers who support his political opponents, threatened zonal education offices including the Director and has pressurized the Director into inviting him for office events and meetings.

We publish below the letter in full;

Dear Sir,
May Peace and Blessing of Almighty Allah, be on you.

First and foremost we are sorry for taking your valuable time. And also being anonymous.

We write to inform you about the local politicians who interrupt and intimidate the zonal education officials.

In the previous regime there was also some political influences which heavily disturbed us and we were able to put our pressure to eliminate the influences to a satisfactory level. But we see, dealing with the current situation seems detrimental.

Initially we thought of writing to Dailymirror and Virakesari, but some of our colleagues did not like the idea and said to write authorities which we found to be more appropriate and effective.

We, a group of educated people from Akkaraipattu, does not involve in active politics. As you know, unfortunately, the current political culture of our beloved country is still in the sickening state. However the recent change in the regime has given us the hope of ‘Good Governance’. It is a newborn baby and now it is in its infancy. Like other ‘Country Loving Citizens’ we also adore to support towards good governance and to see it grows healthier and stronger.

In this context, the local politicians’ (Notably and specifically Mr Thavam, SLMC PC Member and his henchmen) unethical behaviours, intimidation and illegal involvements and influences have put the people’s long waited hope of good governance into a hopeless one.

However we are, indeed, not bother about the way the politicians do their politics in Akkaraipattu and also we are certainly not interested in their involvement in any government institutions but the EDUCATION SECTOR.

Mr Tavam, the SLMC PC member and his hooligans, involve heavily in the Zonal Education Office in Akkaraipattu and intimidating the officers to bring them into Mr Thavam’s wishes, which has put the day to day work of the office in a chaotic situation. The amount of pressure, of Mr Thavam and the hooligans, is very high and it has put the zonal education authorities to unwillingly take unfair decisions in some of their official matters.

Accordingly the recent infamous ‘Teachers Transfer’ of Akkaraipattu Zone, specially the Muslim ladies teachers’ transfer has been made an ugly issue by Mr Thavam and his henchmen.

Through such intimidation;

-He demands the list of teachers who are to be transferred.
-He cuts and chops the names as he wishes.
-He has also ordered the Zonal office to cancel all the transfers of the ‘Ladies Teachers’ who were his batch-mates.
-He has compelled the office to transfer the teachers who are the supporters of his political opponent.
-We hear recently he has sent a warning SMS to the ZDE about his position if he doesn’t dance according to his tune.
-He also pressurising the ZDE office to invite him as a chief guest in their events and meetings.

The reason for the recent intimidation of Mr Thavam is that:
1) SLMC leader is a powerful minister 2) Eastern Provincial Director of Education, Mr Nizam’s brother is a general secretary of SLMC and a minister.
3) We don’t know Mr Nizam’s position on this political influence. However the pressure of his brother and the leader of SLMC might have put him into an awkward position and cornered him to obey the wishes of the SLMC.

We do know that the Muslim Teachers’ transfer has become a nightmare to your administration. We apologise on behalf of the Muslim community for this nature.

However with the same breath we would strongly support your stern action and position in transferring the Muslim teachers as you planned; whether they are males or females.

We will be with you and we strongly believe under this good governance no politician dare to poke their nose into your administration.

Therefore Sir, Please do the needful.

The above points are the key ones we have mentioned here. The same undesirable situation may prevails in other part of the eastern province but this certainly need a permanent fix.

Let us all educate ‘Good Governance’ for which we start it from Education.

If you ask the ZDE or other authorities, about the above said facts we are sure that they will hesitate to reveal everything as the government authorities have been put in a situation that they fear to open their mouth fearing consequences.

We have copied this mail to the Governor with the simple intention of making the governor knows the issue.

We think it is worth to note that Akkaraipattu students have excelled nationally in education and cultural events. And also have proved to be one of the outstanding schools and students in the region.

We fear the political influences would definitely deteriorate all the future achievements and endeavours of the students.

    The SLMC was formed by the son of a Grame Sevakaya[GSN] A.H.M.Ashrauf.He began his political life in the old Federal Party. It is believed that he was responsible for the burning down of the Kannagi Amman Kovil at Karativu[Pattini Kovil as described by sinhala devotees] in 1985/1986. He later said that he was at Colombo when the incident occured and therefore he had nothing to do with it.
    Karuna said the same thing when 600 odd Policeman were killed when they surrendered!

      It is ridiculous to say the late Ashroff was responsible for the destruction of Kannaki Amman temple. I was opposed to the policies of Ashroff, but can say without any hesitancy that he never promoted this type of desecration or hatred.

    In response to the writer of this letter: We wonder who is talking about “Good Governance” at Akkaraipattu Zonal Education Office which was run by Athaullah and the DDE while ZDE was sleeping until the result of presidential election. Because even during the postal voting there was intimidation and harassment on teachers who went for voting.The very people who pasted posters were given principal post, the very people who wrote hand bills were given ISAs and ADE post.When there are qualified principals without given schools Athaullah ministers hooligans were given principal post in Akkaraipattu division with the political agenda. Why did Akkaraippattu DDE prepared the urgent transfer list even before the provincial rule was established to decide on the matters? Even if he had prepared it why did he take those teachers from Pottuvil before he sent these teachers? Why did Pottuvil Principals released those teachers to to Akkaraipattu before they get the replacements? When teachers who were appointed for Pottuvil for five years were brought to Akkaraipattu after just 3 months why didnt this educated society in Akkaraipattu worry about those students in Pottuvil? When these teachers were brought from Pottuvil to Akkaraipattu, and some lady teachers from Eravur were brought to Addalachenai PDE was good for you all, now you are telling he is playing politics as he is a brother of SLMC politician.When Mr.Wahab from Pottuvil passed SLEAS exam and was appointed as an ADE for Akkaraipattu office and was travelling towards Akkaraipattu, Akkaraipattu DDE along with Ex minister Uthuman cancelled that placement to post him to Trikkovil they called him and asked him not to get down at Akkaraipattu office but to proceed to Trirukkovil office and there was a transfer order. That much cruel were they to give the transfer order over the phone as to give that ADE – Physical Education post for just a GCE(O/L) qualified Mr.Jameel. So who played politics at Akkaraipattu ZDE office? Mr.Thavam only asked them not to transfer lady teachers to Pottuvil when there are gent teachers to go. And how can ladies with two three children travel 28 miles daily and be effective teachers? We know that there is a political agenda by DDE to tarnish the name of Mr.Thavam MPC that is why this transfer was done over the night without a proper transfer board meeting and the approval of teachers unions.On Thursday last when the secretary asked ZDE for the minutes of the transfer board meeting and the approval of teachers union he had lied him as he had forgotten to bring it which is lie. There was no such documents to produce. ZDE has cheated the secretary there in Trincomalee and got the approval for the transfer list which he promptly cancelled when a request to do so went to him. This is the type of politics they are doing there. There was no any harrasment to ZDE or Thavam never demanded to be invited for any of their functions and celebrations. And none of Thavam’s supporters had demanded anything from ZDE. They are all imagination as they expected UPFA MPCs to get minisitry posts but failed. So the fear.Thats it.

      You are absolutely right about Mr Wahab’s issue. We too did condemn that. You might not aware that we were the force behind in reinstating him to the Akkaraipattau office. For which and other matters, the endeavours we made were countless. i.e. in form of writing to higher officials and newspapers etc.

      We are the fathers, grandfathers and uncles of the students and teachers. Our objective is very simple that the appropriate, corrupt free education to our children. We strongly believe, if we start eradicating corruptions from education that will impact in all other sectors. And remember our children will be the leaders of our beloved country tomorrow. Corruption in the education will corrupt the education official and then the principals and on and on. This will be a domino effect and finally the poor children will fall into this nasty trap.

      Oh George, our society gives its gratitude to you for having declared the illegal involvement of Mr Thavam, which has definitely made our letter of grievance as genuine.

      George do you know that there was team who went to Colombo? They used Thavam’s vehicle to meet the SLMC leader to push him to do some transfers and stop some. We have the list of the persons who went there. In fact, we got this piece of information from SLMC supporters at Schools, restaurants and other public gatherings etc.

      We all vote for the “Good Governance” to eliminate corruption and irregularities and defeated UPFA in which NC party is an ally. Then the situation and atmosphere must be Corrupt Free! Henchmen Free! Intimidation Free!, Whereas the conditions are worse than before. That is our worries!

      The President may not aware what is going on these areas. We are sure, if the president knows Thavam’s illegal activities which slur the reputation of Good Governance, he would have stopped all of them by now and a complaint will have already been filed in the anti-corruption unit against Thavam.

      We don’t understand why you were so rush to make the comment without clearly understanding our letter of grievances completely. If you could have spent little more time to read the letter meticulously, you would have understood our objective better.

    it appears that the provincial council system is incapable of handling the education sector.political interference was the main reason for deterioration for education quality in srilanka as pointed out by the national education commission report (2003). the commission wanted the political parties to make a joint declaration to refrain from interfering in the education sector. another fact was that 3000 principals were appointed thro’ political influence and when complaints were made another 3000 were appointed on merit basis. as a result the country was blessed with more number of principals than the total number of schools in the country. ask joseph stalin. he will come out with much more. god save the education sector.this is not akkaraipattu phenomena. all srilanka phenomena. over to you president.

    Mr. [Edited out] is behind all these allegations who gone shop for athaulla during previous regime . majority of akkaraipattu teachers welcome the new move driven by Mr. Thavam. Some criminal elements functions against Mr. Thavam ,in the name of so called learns people who illegally got through their basic exams,which well known by everyone from aakkaraipattu.

    I have gone through the comments both positive and negative. One thing is true that Mr. Thavam is doing too much to his size. Whereas, Akkaraipattu Zonal Director of Education and his hench man or master Mr. [Edited out](a teacher turned DDE on political victimisation relief) were involved in corruptions in school buildings. Dr. D.B.Jaya Vidyalaya and Arafa schools are cases in point. The ZDE illegally changed the plan of the buidings and approved payments. ZDE (as eveybody know not an intelligent, who himself abused university admission (Being an external Arts degree holder, he got the admission to Law Faculty illegally: A degree holder is not eligible to apply for university admission; but he could not pass his LLB degree. However he appointed his brothers as ISAs.
    Mr. [Edited out] being on political appointee, he was allowed to function as DDE and sign on payment and transfer orders illegally. The Akkaraipattu Learners society so far ironically digested this [Edited out], ZDE, Mayor as educated people.

    Akkaraipattu ZDE office is famous for corruption. The previous ZDE, a notorious for corruption lost his pension as well due to his corruption. So Akkaraipattu learnered and illiterat should study the ground even further to be called yourselves as litte studied
