WikiLeaks: US State Department Collected Information From INGOs

CARE compiled situation reports from staff in the conflict zone once a week, and there were plenty of anecdotes that could be of interest for purposes of the congressionally mandated report. A Leaked “CONFIDENTIAL” US diplomatic cable, dated August 24, 20o9, recounts the details of a meeting the US ambassador to Oslo Clint Williamson has had with Ranveig Tveitnes,  former country director for Forut, and Nils Mork, political advisor for CARE Norway. The Colombo Telegraph found the related leaked cable from the WikiLeaks database which is written by acting Deputy Chief of Mission Cherrie Daniels.

“Tveitnes, who was expelled from Sri Lanka without an explanation, explained that Forut, and a number of other international NGOs, had local staff on the ground with satellite phones who were able to provide brief but consistent text message situation reports. Tveitnes also would text specific questions to her contact and receive responses. She had compiled the messages from her contact and provided print outs to Ambassador Williamson. Forut continues to be one of the largest NGOs operating in Sri Lanka, feeding 60,000 Tamils per day. Tveitnes also referred Williamson to Guy Rhodes, a Geneva-based employee of the NGO umbrella organization Solidar, who, she said, had compiled reports from various NGOs which had maintained a presence on the ground in the conflict zone, including staff from Oxfam, CARE, Danish Refugee Council, Forut, ZOA Refugee Care, World University Service of Canada, and Save the Children.     All this information could have been presented at the UNHRC to expose the lies of the Sri lankan government but for some reason it was withheld. Were the USA, India and the UN behind this concealment to protect their own culpability in the carnage that occured at the end of the war agaisnt tamils? Very likely!

      Piranha, I find difficult to understand even the Tamils not seeing through what went on, that led to the annihilation of VP and and a strong force of the LTTE who were to surrender after much publicity was given of the LTTE holding the civillians as a Human Shield where the entire civillian population was provided with rubber dingies and boats to wade the lagoon, which would not have been possible if the attitude of the LTTE was to hold them as a Human Shield? If any, with an ounce of brain look back at the whole Drama, it is not difficult to find the PLOT and the Actors in the Drama.

      It is quite obvious that MR and VP worked out a plan to settle the whole fiasco making false accusations at RW’s involvement with the LTTE, to draw a red herring. This was obviously brokered by the US and the Indians. VP would have agreed because he would have been promised the moon after allowing MR to consolidate his position as a War Victor to satiate the foolish Sinhalese masses, rousing Patriotism for MR to be the undisputed Leader. Little did VP know that he and his cadre was to be decimated in the end and that it would take quite some time for the Tamils to regroup again. Towards this end, VP helped MR to defeat RW to become the President. When RW wanted to taken the matter up Internationally he was quietened by the advice of the Indians and the Americans. Next the LTTE scuttle the Peace Talks. Then they close the Mawillaru Anicut, rouses public ire and draw the Govt. Forces to a staged War. Everyone else including the UN, Red Cross and all the NGOs are forced to vacate the entire NorthEast with no protest from anyone, not the Tamils, nor the diaspora, the Americans nor the Indians including the Tamil Nadu Politicians. Next the LTTE bury all their sophisticated armoury. It is advertised of a massive onslaught by the Govt. Forces where the numbers of the dead were highly exagerated by both sides. Town after town starts to fall in to the hands of the Govt. Forces although the strong holds of the LTTE were heavily land mined and easy entry was difficult unless they were given the route map to follow. Thus the MR forces capture the whole of NorthEast under thirty months and loudly proclaims so, for the whole world to hear. Yet there is no protest from any quarter. Then starts to filter the news of the greatest massacre of the century and the cover up offered by the very Forces that are there to probe on Human Rights as the UN.

    every one knows that all ngos are agents of funding organisations and hostile countries.For a country to be really independent it should be able to do away with all ngos.

      For the ignorant and naive the truth never appeals. There were many photos of Rubber dingies and boats in the media displaying people coming by the score to the mainland under the Forces Command, all by arrangement. This was the first thing that came to my mind as to who supplied, Rubber dingies and boats for the civillians to cross? If only CT can get some of those photos printed for these thick skulls to see reality.

        I wonder whether the Undara Demala will understand how many tubes would have been needed to ferry over three hundred thousand civillians across, unless the tubes would have had to be shuttled. Now who shuttled them for the civillians if they were held as a Human Shield and the LTTE were massacring any who tried to defy. Further Rubber Dinghies or Tubes in such large numbers, who provided them to the Civillians, who were under LTTE cover?

          Undera Demala how many Tubes to transport over three hundred thousand civillians in a short time as a month? judging from the photograph? Why there is no LTTE guard as these were supposdly held as a Human Shield? Who took this photograph? Had this photo been taken after arrival there would have been Army Personnel in the photo. So obviously it is before embarking on the journey to escape where they have been freely allowed, looking at the people in the photo. Did the LTTE take the photograph? What gimmickery and what a story?

          ROFL yes Kabini, as we all know the entire human shield floated across the lagoon on tyre tubes – it was the only way to escape. There are no army personnel in a tightly cropped photo so that must mean it was taken by the LTTE just before they happily waved them off (or in this case it must have been by the army media embedded with the LTTE). What astounding logic Kabini! Did they up your dosage recently by any chance or do you come up with this stuff all on your own without chemical aids?

According to you, as shown on photo, seven adults per Tube will require 42857 tubes for three hundred thousand to get across. Who donated the tubes? MR or VP? Judging from the photo there appears no hurry, pressure, fear or any secracy. They are even willing to pose for a photograph. By the way, who is it that took this photograph? Was it by you for the MOD? Where was the tube factory to supply Forty two thousand eight hundred and seventy two tubes? Try again! Try again!

    These stories continue to become the raw evidence that Tamil terrorists were not a result of any ‘Tamil issue’ in the country.
    They were created for a mission. Trained, funded and unleashed in our Motherland by foreign hands, Tamil terrorists created untold pain, misery and damage to Sri Lankans at the request of foreigners, who bloated Velu as a military genius. My as$!

    If these foreign parasites could freely spy on the Sri Lankans on the ground during the war time this successfully, how much damage they must be doing during peace time?

    Activities of the NGOs must be tightly controlled, monitired, reported and those responsible for Crimes Against Motherlanka (CAM) must be made to pay dearly. GOSL, tighten the loose ends now.

      IF you read else where, Pabakaran did his job “Tamil National Leader” only from Monday to Friday. the other two days, he was enjoying the life with his family. The story of Pabakaran’s youngest being ill and mentally disable was created by Pabakaran himself in order to get sympathy from pother people. That child was learning very well in the school. Though other children died 12 year old young for the sake struggle, none of two young children – daughter and the younger son and his wife had at least a bruise in the name of Tamil struggle.
