The cable is classified as \u201cCONFIDENTIAL\u201d and recounts details of a meeting US Ambassador to Colombo has had with President\u2019s advisor and his brother <span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=Basil+Rajapaksa&amp;x=7&amp;y=6\">Basil Rajapaksa<\/a><\/span> on October 04, 2006. The cable was written by the US Ambassador to Colombo, <span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.colombotelegraph.com\/?s=Robert+O.+Blake&amp;x=7&amp;y=6\">Robert O. (C) During an October 4 courtesy call, Ambassador Blake\r\nreviewed to Presidential Advisor Basil Rajapaksa (brother of\r\nPresident Mahinda Rajapaksa and Defense Secretary Gothabaya\r\nRajapaksa,) US priorities and initiatives in Sri Lanka.  The\r\nAmbassador expressed the USG's strong hope that the GSL and\r\nLiberation Tigers of Tamil Eelam (LTTE) would participate in\r\npeace talks in October or early November and emphasized our\r\nwish to help the GSL strengthen its human rights record. \r\n\r\n\u00b63. (C) Rajapaksa told us that the President had decided as of\r\nthis morning to return to talks as early as October 14 or\r\nafter October 27 (note:  they will be busy in the interim\r\nwith Parliamentary consideration of the budget).  He said:\r\n\"If we delay, something can happen.  The LTTE's communication\r\nnetwork is down, for instance.  Someone might inadvertently\r\nplant a bomb.\"  In fact, he said, a bomb squad had defused a\r\nclaymore bomb found in a dumpster in a predominantly Tamil\r\nneighborhood in Colombo that morning. \r\n\r\n\u00b64. (C) The Ambassador reiterated what he told Defense\r\nSecretary Gotabaya Rajapaksa on October 3, that it is \r\n\r\nSIPDIS\r\nimportant that the military exercise restraint and not engage\r\nin offensive action.  Basil conceded that: \"The Air Force\r\n(SLAF) has bombed several LTTE targets since the (September\r\n12) Co-chairs' statement, but we didn't move forward an inch\r\n(at the forward defense line (FDL)).  While we keep the\r\ntalking going, we must also keep the South (Sinhalese\r\nconstituents) happy.  If we're not making gains against the\r\nterrorists, the people won't support us.\"  He added that the\r\nMinistry of Defense hopes to purchase Bushmaster cannons from\r\nthe United States to overcome the Sea Tiger's equal artillery\r\nstrength. \r\n\r\n\"President is Keen on Human Rights\"\r\n----------------------------------- \r\n\r\n\u00b65. (C) Basil told the Ambassador that the President genuinely\r\nseeks the help of the Co-chairs, and the US in particular, to\r\nimprove Sri Lanka's human rights capability by lending\r\nexperts, assisting with inquiries, and building up the\r\nindigenous Human Rights Commission (HRC).  The Ambassador\r\nagreed that President Rajapaksa and Development and Human\r\nRights Minister Mahinda Samarasinghe have strong reputations\r\nas human rights advocates, but noted the UNHCR lacked\r\ncredibility. \r\n\r\n\u00b66. (C) Speaking with surprising candor, Rajapaksa explained\r\nthe GSL's efforts to prove that members of the Security Task\r\nForce (STF) murdered five students in Trincomalee in January:\r\n\"We know the STF did it, but the bullet and gun evidence\r\nshows that they did not.  They must have separate guns when\r\nthey want to kill some one.  We need forensic experts.  We \r\n\r\nCOLOMBO 00001622  002 OF 002 \r\n\r\nknow who did it, but we can't proceed in prosecuting them.\" \r\n\r\n\u00b67. (C) He said that the Sri Lanka Army (SLA) has been\r\nsufficiently trained in human rights, but that the Sri Lanka\r\nNavy (SLN) has been credibly implicated in harassment and\r\nhuman rights violations.  \"We have few complaints in areas of\r\nSLA presence, but we have a problem with the SLN,\" Rajapaksa\r\nexplained.  \"We didn't expect them to work with civilians and\r\nthey weren't trained.\"  He said the President has prioritized\r\nhuman rights training for the Navy. Rajapaksa added that with\r\na new law requiring that police notify the magistrate before\r\nthey can detain a suspect for longer than 24 hours, \"We have\r\nminimized harassment by the police.\" \r\n\r\n\"Douglas and Karuna, control your cadres.\"\r\n----------------------------------------- \r\n\r\n\u00b68. (C) Basil addressed the September 29 arrest of a Karuna\r\ncadre for the kidnapping-for-ransom of a Colombo businessman.\r\n He said that arrest had led to the arrest of 13 other Karuna\r\ncadres with the help of a newly appointed 100-officer police\r\ndivision to investigate abductions. He speculated that the\r\nLTTE has long run an extortion ring targeting Tamil\r\nbusinessmen, but that now Karuna and local criminal gangs had\r\ntaken over the business. \r\n\r\n\u00b69. (C) \"We have had trouble with other Tamil groups,\"\r\nRajapaksa explained, naming Douglas Devananda's Eelam\r\nPeople's Democratic Party (EPDP) and the Karuna Faction who\r\n\"might have weapons.\"  Rajapaksa said that the Government of\r\nSri Lanka (GSL) has requested Devananda and the Tamil Mukkal\r\nVidutalai Pulikal (TMVP - Tamil People's Liberation Tigers,\r\na.k.a. the Karuna faction) to control their members and in\r\nthe case of the TMVP to \"go back to Batticaloa.\"  \"We have\r\nclearly instructed Douglas and Karuna that they are\r\npersonally responsible for the actions of their members.\"  He\r\nadded that it \"looked like\" EPDP cadres, along with the SLN,\r\nhad perpetrated the mid-August burning of the pro-LTTE\r\nUthayan newspaper office in Jaffna. \r\n\r\n\"Winning Hearts and Minds in Jaffna\"\r\n------------------------------------ \r\n\r\n\u00b610. (C) Rajapaksa spoke proudly of the GSL's efforts to\r\nimprove the humanitarian situation in Jaffna, where fighting\r\nsince August 11 has cut off the supply line by land.  He said\r\nthat in Jaffna \"the Tamils feel we are trying to look after\r\nthem by sending supplies.  They know that the LTTE refused to\r\nallow the ICRC supply chain but that we have never stopped\r\nsupplying food despite the cost.\" \r\n\r\nComment\r\n------- \r\n\r\n\u00b611.
