The Ambassador wrote \u201cNonetheless, Herath expressed frustration with Rajapaksa\u2019s refusal to abolish the executive Presidency, citing the seventh clause of the UPFA\u2019s agreement with the JVP, reached in the run up to the last presidential election. Herath said the JVP\u2019s main election goal was defeat Rajapaksa and do away with the Executive Presidency, which the JVP viewed as an obstacle to democracy.\u201d<\/p>\n

The Colombo Telegraph found the leaked cable from the WikiLeak database. The cable classified as \u201cCONFIDENTIAL\u201d by the US ambassador Patricia A. Butenis. The cable written on October 6, 2009, recount details of a meeting the embassy has had with MP Vijitha Hearth of the Janatha Vimukthi Peramuna (JVP).<\/p>\n

Under the subheading \u201cElection Strategy\u201d the Ambassador wrote \u201cwhen PolOff asked about a formal alliance with the UNP, he responded that it was not possible: \u2018fighting together, but marching separately\u201d<\/p>\n

Placing a comment the Ambassador said \u201cThe JVP has fought to remain politically relevant after its traditionally Sinhala-Buddhist nationalist message was overpowered by President Mahinda Rajapaksa\u2019s aggressive military prosecution and subsequent victory over the LTTE in May 2009. Rajapaksa managed to weaken the party further when Rajapaksa loyalists split off to form the National Freedom Front in May 2008, leaving behind the traditional leftists. The remaining JVP members have grown increasingly frustrated with Rajapaksa\u2019s refusal to follow through on his promise to end Executive Presidency and what they perceive as his lack of focus on important post-war issues.\u201d<\/p>\n

Herath repeatedly underscored the need to abolish\r\nthe Executive Presidency. He cited the economy and IDPs as\r\ncentral issues for the JVP, issues which he accused the GSL\r\nof largely ignoring. The JVP expressed great concern over\r\nrecent rumors of U.S. prosecution for war crimes of Chief of\r\nDefense Staff General Sarath Fonseka, and possibly Defense\r\nSecretary Gotabaya Rajapaksa, which could crush its election\r\nhopes. END SUMMARY.\r\n\r\nELECTION STRATEGY\r\n---------------\r\n\r\n\u00b62. (SBU) Herath told PolOff that the JVP was aiming for a new\r\npolitical era, which had begun with the recent positive\r\nresults from the southern provincial elections. He said that the JVP had not yet decided on its\r\ncandidate, but offered that Fonseka and former Chief Justice\r\nof the Supreme Court Sarath Silva were possibilities.  When\r\nPolOff asked about a formal alliance with the UNP, he\r\nresponded that it was not possible, but that an alliance at\r\nan unofficial level was possible: \"fighting together, but\r\nmarching separately.\" (NOTE: The JVP-led uprisings against\r\nthe then-UNP-led government in the 1970s and 80s and the\r\ngovernment's brutal response, as well as fundamental\r\nideological differences, probably are the primary factors\r\nkeeping them apart. END NOTE.) Herath opined that it was more\r\nadvantageous to the JVP to hold parliamentary elections\r\nbefore Presidential elections.\r\n\r\n\u00b65. (SBU) Herath pointed to economic problems, including the\r\nincreased cost of staples, which most people expected to\r\ndecrease after the war, as a sign that the GSL's focus was\r\n\r\nCOLOMBO 00001016  002.2 OF 002\r\n\r\nnot on the issues that were important to voters. He accused\r\nCentral Bank Governor Ajith Cabraal of quoting faulty\r\nstatistics to paint a falsely rosy picture of the economy.\r\nThe GSL overspent on the war and had not put together an\r\neffective budget, which was why they had not presented one to\r\nParliament. Herath said that he had just returned from\r\nBatticaloa, where he witnessed the government's inability to\r\nprovide promised compensation to civilians displaced from the\r\nwar and for land it appropriated during the war.\r\n\r\nCOMMENT\r\n-------\r\n\r\n\u00b67. (C) In the wake of the United National Party's\r\nannouncement of its United National Front alliance and the\r\nTamil National Alliance's Tamil coalition, the leftist JVP is\r\nwaiting for the dust to settle before publicly committing to\r\nan election strategy and choosing its political partners.
