I have seen him before when he disseminated his experiences and\u00a0views. Strategical\u00a0studies\u00a0on conflict resolutions,\u00a0especially on war ridden countries as well as regions\u00a0have\u00a0triggered this subject\u00a0\u00a0to be important\u00a0subject\u00a0in the world. This is now being taught as a subject in certain universities too. After\u00a0a\u00a0one and half score prolonged brutal terrorism, our nation expected a speedy healing process to soothen, not only the physical human bodies but also the minds of our people. Although our constitution does not give a definition for\u00a0a\u00a0nation,\u00a0we are civilized enough to\u00a0understand\u00a0it as all the people living in the country without any difference based\u00a0on\u00a0race, creed, language, religion, sex etc.<\/span><\/p>\n<p>Sinhalese and Tamils in Sri Lanka have a long history of habitation on this soil. Muslims migrated here as professional traders\u00a0and live\u00a0for generations. Our history is absolutely clear about\u00a0harmonized\u00a0lifestyle of Sri Lankans with an\u00a0ameliorated cultural\u00a0values and norms. The fact that\u00a0the\u00a0colonial rulers adopted various ruses to\u00a0disintegrate\u00a0the ethnic unity among our people was not\u00a0a\u00a0matter\u00a0of\u00a0surprise\u00a0as that type of conduct was\u00a0an\u00a0integral\u00a0part of imperialism in\u00a0every\u00a0part of the world. But the\u00a0sad part of it is the fact that even after passing a substantial period\u00a0and\u00a0after snatching the link between British Emperor and us, still we are in\u00a0the\u00a0same pit-fall as was during the period of colony.<\/p>\n<p>Even after independence,\u00a0those who were on the\u00a0saddle\u00a0of political power could\u00a0not\u00a0drive the nation towards unity within diversity, which is\u00a0the\u00a0idealistic goal to achieve in any democracy, if it is expected to prosper as a nation.<\/p>\n<p>No doubt that we shudder to think about the ordeal of horrendous and gruesome war that prevailed over here. There are enough post-mortems\u00a0that have been held including <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.colombotelegraph.com\/?s=Darusman+Report&amp;x=7&amp;y=8\">United Nations&#8217;\u00a0Expert Panel Report<\/a><\/span> (Darusman&#8217;s One) in the international\u00a0level and Lessons Learnt and Reconciliation Committee\u00a0Report\u00a0(<span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.colombotelegraph.com\/?s=LLRC&amp;x=5&amp;y=5\">LLRC<\/a><\/span>)\u00a0in\u00a0the local level. There are\u00a0certain strategic plans proposed by the government as well as recommendations and requests by international agencies. We also know that Tamil\u00a0Diaspora\u00a0also playing\u00a0a\u00a0vibrant role in between.<\/p>\n<p>The government is also making an attempt to develop the Northern\u00a0and\u00a0the\u00a0Eastern\u00a0Provinces with priority basis and introduced &#8220;<em>Nagenahira Navodaya<\/em>&#8221; and &#8220;<em>Uthuru Wasanthaya<\/em>&#8221; which are not legally or statutorily made up arms. Certain activities were carried on with the whims and fancies of <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.colombotelegraph.com\/?s=Basil+Rajapaksa&amp;x=9&amp;y=4\">Basil Rajapaksa<\/a><\/span> in\u00a0<em>ad hoc<\/em>\u00a0basis as there was no strategic\u00a0mechanism created for such development. Basil was neither a representative of North and East\u00a0nor a representative of Tamils. His only qualification was his brotherhood with the President. Will it be acceptable as a good tradition or\u00a0a precedent\u00a0to\u00a0Tamils\u00a0in\u00a0North\u00a0and East?<\/p>\n<p>Amidst\u00a0all those ongoing things which are\u00a0mixed\u00a0with pros and cons the rulers need advice of experts and people also need to know\u00a0the\u00a0basis for decisions and activities of the government. Dr. Gunaratne&#8217;s interview initially pretended that he was going to talk about indentified failings and frailties of the government in the peace building process and taking meaningful actions to prevent any re-emergence or resurrection of extremism in the North and East which will finally end up in\u00a0a\u00a0bloody\u00a0terrorists\u00a0war in its\u00a0normal course of activities.\u00a0But those spectators with intuition including myself\u00a0certainly knew that it cannot happen.\u00a0The\u00a0great enthusiasm\u00a0of\u00a0Sri Lanka Rupavahini\u00a0Corporation\u00a0to telecast it with\u00a0such\u00a0prominence, itself was sufficient to come to that conclusion. I am not prejudiced at all on such matters in expressing my view. I also can humbly state that I am not influenced by ethnic hatred or party based political ideologies, when it comes to national issues such as these. Similarly I also believe that any intellect with patriotic feeling also should brook no\u00a0nonsense\u00a0on matters of national interests.<\/p>\n<p>Dr.\u00a0Gunaratne\u00a0expressed\u00a0some factually important matters in his interview\u00a0while\u00a0there appeared\u00a0to be\u00a0very notable and serious lacunas as well as self contradictory matters which are seriously contentious.<\/p>\n<p>Although he insisted the importance of combating terrorism, he did not address\u00a0on\u00a0the cause for the emergence of terrorism. Terrorism is not a cause, it is only a symptom. Defeating terrorism through military forces is a removal of symptoms through pain killers. If one wants to eliminate the illness he has to give antibiotics\u00a0to permanently remove the cause \u00a0for\u00a0illness. Similarly,\u00a0any country which defeated terrorism has\u00a0resorted\u00a0to political solutions\u00a0to remove communal distrust and to re-build the nation. This government also in principle accepted that procedure as it signed a Memorandum of Understanding (MOU)\u00a0with\u00a0United Nations\u00a0on 23.05.2009, made representations\u00a0to\u00a0United Nations\u00a0Human Rights Committee in Geneva and by the\u00a0President&#8217;s address\u00a0in the Parliament in May, 2009 etc;.<\/p>\n<p>Dr. Gunaratne spoke about the importance of diplomatic relations, but failed to explain that we are having the weakest diplomatic corps\u00a0nowadays. Vast majority in the diplomatic corps\u00a0are not either from\u00a0Foreign Service\u00a0nor trained in that service. The majority of them are retired military officers, politicians rejected by people in elections, relatives and those who live\u00a0in respective countries while supporting\u00a0Sri Lankan political\u00a0leaders in power. Most\u00a0of the\u00a0people\u00a0in the last category are citizens in overseas countries. Some\u00a0of the Sri Lankan ambassadors\u00a0are not even citizens of this country. How could one expect that those people have interests in Sri Lanka over the countries of which they are either citizens or hold permanent resident visas. One time even our permanent representative to the\u00a0United Nations\u00a0was not a full citizen of Sri Lanka. Why\u00a0did\u00a0you omit talking\u00a0on such an important matter which could easily call historical historical blunders.<\/p>\n<p>Dr. Gunaratne also said that it is important for us to establish a strong relations\u00a0with Tamil Nadu than New Delhi including the people those who support for a separate <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.colombotelegraph.com\/?s=Ealam&amp;x=7&amp;y=4\">Ealam<\/a><\/span> state\u00a0in the North and the East. He mentioned the names of Vaiko and Nedumaran too. While the government opposed\u00a0the idea of\u00a0Tamil National Alliance\u00a0having\u00a0direct foreign relations\u00a0to develop their region,\u00a0how can he argue Sri Lanka must\u00a0maintain\u00a0either stronger or by passing relations\u00a0with Tamil Nadu?.\u00a0It is within the knowledge of any mediocre that India has\u00a0a\u00a0strong foreign policy and a foreign service. Further,\u00a0their intelligence service is second to none. Even his mere expression,\u00a0itself may have caused\u00a0India to have more vigilance on Sri Lanka. If anyone thinks that Indian Central Government would permit Sri Lanka to\u00a0have\u00a0such relations\u00a0with Tamil Nadu, it is more mythical than realistic.<\/p>\n<p>Dr. Gunaratne said that he is highly impressed about the speedy development in the one-time war\u00a0ridden\u00a0zone, and it was amazing.\u00a0He expressed that,\u00a0as if the development had been the most concerned issue by the people in\u00a0the\u00a0North and the\u00a0East. If the theory that he believes is correct,\u00a0there will be a landslide victory for the government in the\u00a0forthcoming provincial council elections\u00a0in\u00a0North.\u00a0All of us will abide the answer\u00a0to this question by the people on 21<sup>st<\/sup>\u00a0September. But I dare say his idea is again mythical. We must be able to separate facts from\u00a0fallacies, fictions from realities. Ethnic issues are too sensitive to\u00a0be\u00a0left\u00a0in the hand of politicians alone as political leaders are tempted to act towards political expediencies\u00a0and personal gains. If intellects\u00a0do not\u00a0contribute to it\u00a0either directly\u00a0or indirectly, confusion may be\u00a0worsely\u00a0confounded.<\/p>\n<p>When the commentator asked whether it is fair to have one military person\u00a0present per\u00a0every\u00a0eleven\u00a0residents\u00a0in the Northern Province, Dr. Gunaratne was pathetically evasive and said their presence is needed for development. He said an en example that saw a soldier constructing a le votary for an ex-LTTE terrorist. \u00a0That answer could lead to make us a laughing stock in the international sphere. Development is not a task of military people.<\/p>\n<p>With all that, it is incumbent to ask from Dr. Gunaratne the following questions;<\/p>\n<p><span style=\"font-size: 13px; line-height: 19px;\">Is it his position that the only problem faced by Tamils in the North and the East is lack of development? Isn&#8217;t there a more serious problem about their dignity above \u00a0the issues of development?<\/span><\/p>\n<p><span style=\"font-size: 13px; line-height: 19px;\">If those regions are developed, can you assure that there won&#8217;t be a threat of terrorism or separatism?<\/span><\/p>\n<p><span style=\"font-size: 13px; line-height: 19px;\">Is it his \u00a0position that a threat of separatism and or terrorism could be resolved only\u00a0through military suppression and not otherwise?<\/span><\/p>\n<p>Does he say that there is no any issue involved regarding their dignity in the root cause for their struggle?<\/p>\n<p><span style=\"font-size: 13px; line-height: 19px;\">As I understood that there was no in-depth\u00a0matter\u00a0or wisdom in the substance\u00a0of\u00a0his argument. I also felt sorry for the\u00a0fact that he had been hired to talk to create a public opinion in the above stated lines, especially at an eve of provincial council elections\u00a0scheduled to be held in few days time,\u00a0in which the decisive point of view is the view of Tamils in the North.<\/span><\/p>\n<p>It is hard to\u00a0believe\u00a0that Dr.\u00a0Gunaratne\u00a0had forgotten the core issue in relation to\u00a0bungling of\u00a0foreign\u00a0Policies.\u00a0As we are aware now Sri Lankan\u00a0Foreign\u00a0debt has exceeded Rupees Seven Billion in an\u00a0unprecedented\u00a0manner. The major portion of it\u00a0are\u00a0the loans from China including the\u00a0commercial rate interest loans. The Government has already\u00a0surrendered\u00a0too much of authority to China as far as commercial hubs are concerned.E.g.\u00a0Hambanthota\u00a0Port, Airport, Colombo South Jetty etc;.\u00a0It is a significant reason for India to\u00a0be\u00a0distanced from us. That diplomatic void \u00a0reached to it&#8217;s peak in\u00a0Geneva\u00a0in last March and India voted against us\u00a0in the resolution moved by USA. Sri Lanka getting\u00a0closer to China and Pakistan,\u00a0more specifically on military pacts \u00a0and involvement, we have paved way for India and USA to get\u00a0closer.\u00a0Even though\u00a0Dr\u00a0.\u00a0Gunaratne pretended that\u00a0\u00a0he knows nothing of it, we know for certain that if we exceed our limits, India will make sure to affect the necessary changes here internally as was done in the past. Any\u00a0decision\u00a0of the Government to tie up with any power in the\u00a0world\u00a0will\u00a0be defeated by India either by hook or crook. It is a bounden duty cast upon all\u00a0of us to call\u00a0humbug\u00a0politicians, not\u00a0to expose\u00a0the nation to potential danger by trying to hoodwink the innocent people of the country for the sake of their political victory or survivals.<\/p>\n<p>The tragedy descended upon our nation is unfortunately the leaders in both Sinhala and Tamil communities have failed to understand precious commonalties and inter-religious respect for Buddhism and Hinduism. Instead they spread hatred, malice and anger among communities on lingual and religious basis, for\u00a0sheer\u00a0political expediency. As a result whenever we march forward ten feet, we have been dragged back eight feet. The existing political culture is\u00a0a\u00a0bane for this country. People must unite under one umbrella as Sri Lankans, not as Sinhalese, Tamils, Muslims, Burgers or Malay. Not as Buddhist, Hindus, Christians or Islamists. If there is a proper leadership in the country,\u00a0who\u00a0has\u00a0feelings\u00a0for\u00a0each and every citizen\u00a0and\u00a0that the government\u00a0is the protector for all, in an equal standard, no community will make attempts to separate, instead will plead to be in one flock and in unity. Mere claims by leaders on political platforms that they are protectors of all communities are discarded and despicable slogans of our wily and unruly political leaders. Anybody can become a leader like nobody is becoming somebody.
