The government will highlight evidence of reconstruction in the war-torn north of the county.<\/p>\n<p>But two big questions will be studiously avoided at diplomatic receptions. Nobody will want to talk about the tens of thousands of civilians that the army\u00a0is alleged to have killed\u00a0in the final days of war in 2009.
