{"id":115389,"date":"2013-11-21T02:04:26","date_gmt":"2013-11-20T20:34:26","guid":{"rendered":"https:\/\/www.colombotelegraph.com\/?p=115389"},"modified":"2013-11-29T23:12:54","modified_gmt":"2013-11-29T17:42:54","slug":"public-interest-litigation-against-lankan-envoy-to-india","status":"publish","type":"post","link":"https:\/\/www.colombotelegraph.com\/index.php\/public-interest-litigation-against-lankan-envoy-to-india\/","title":{"rendered":"Public Interest Litigation Against Lankan Envoy To India"},"content":{"rendered":"<p>A case has been filed in the Madras High Court to declare Sri Lankan Envoy to New Delhi <a href=\"https:\/\/www.colombotelegraph.com\/?s=Prasad+Kariyawasam&amp;x=9&amp;y=3\"><span style=\"text-decoration: underline;\">Prasad Kariyawasam<\/span><\/a> persona non grata (unwelcome person) for overstepping his limits as a foreign diplomat, the Indian media reports.<\/p>\n<p>The public interest litigation claims Kariyawasam has issued provocative statements in contravention of Article 9 of the Vienna Convention on Diplomatic Relations, India&#8217;s The Hindu Newspaper reported earlier today.<\/p>\n<div id=\"attachment_111512\" style=\"width: 233px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2013\/10\/Prasad-Kariyawasam-e1382635837526.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-111512\" class=\" wp-image-111512 \" alt=\"Prasad Kariyawasam\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2013\/10\/Prasad-Kariyawasam-e1382635837526.jpg\" width=\"223\" height=\"330\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2013\/10\/Prasad-Kariyawasam-e1382635837526.jpg 318w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2013\/10\/Prasad-Kariyawasam-e1382635837526-202x300.jpg 202w\" sizes=\"auto, (max-width: 223px) 100vw, 223px\" \/><\/a><p id=\"caption-attachment-111512\" class=\"wp-caption-text\">Prasad Kariyawasam<\/p><\/div>\n<p>The petitioner, L. Lena Kumar, a social activist and the proprietor of Yathumahi Publications based in Tirunelveli district, alleged in his petition that Lankan High Commissioner Prasad Kariyawasam had issued \u201cseditious, inflammatory and provocative statements\u201d which affected the integrity, sovereignty and secular nature of India.<\/p>\n<p>Mr.Kumar stated in his petition that Mr.Kariyawasam had issued a statement on March 19, 2013 claiming that the Sinhalese were descendants of Odiyas and Bengalis and, therefore, they deserve Indian support.<\/p>\n<p>The statement, reported in media, angered the Tamils, whose sentiments were hurt in view of the alleged mass killing of the Tamils in Sri Lanka during the war.<\/p>\n<p>The petitioner claimed that the statement was made intending to \u201cdivide and bring fraction in India on the basis of race, ethnicity and region\u201d.<\/p>\n<p>The Sri Lankan High Commissioner was bound by the provisions of the Vienna Convention on Diplomatic Relations, 1961, but Mr.Kariyawasam had transgressed his limits as a foreign diplomat, Mr.Kumar argued.<\/p>\n<p>\u201cThe manner in which the Indian government dealt with the \u201cseditious and provocative\u201d statements of the Sri Lankan High Commissioner is highly disturbing. If it is left unchecked, the intervention of foreign diplomats in India\u2019s internal affairs may become inevitable,\u201d the petitioner contended.<\/p>\n<p>The petitioner claimed that he had submitted a representation to the Foreign Secretary and the Prime Minister on April 25 this year to declare Mr.Kariyawasam a persona non grata, but he got no reply.<\/p>\n<p>Therefore, he filed the public interest litigation.<\/p>\n","protected":false},"excerpt":{"rendered":"<p> [&hellip;]<\/p>\n","protected":false},"author":22,"featured_media":111512,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[3,1,6969,2375],"tags":[],"class_list":["post-115389","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-colombotelegraph","category-news","category-popular-stories","category-stories"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.3 -
