The US Embassy wrote; “The FM emphasized Sri Lanka’s intention to encourage a pluralist democratic government in the North, reviewed the military’s recent successes in the East, and committed to reducing civilian casualties in the conflict with the Liberation Tigers of Tamil Eelam (LTTE). The FM expressed hope that the joint U.S.-Sri Lankan military exercises that were postponed last year would proceed this year, and raised concerns about the delay in the delivery of Bushmaster guns and ammunition. He also asked the Deputy Secretary to look into the possibility of another assessment of Sri Lanka’s eligibility for Millennium Challenge Account (MCA) funds. (C)  The government of Sri Lanka (GSL) is \"totally \r\ncommitted\" to the political agenda of devolution, and will \r\nstart with the proposals put forth by the All-Party \r\nRepresentative Committee (APRC), Sri Lankan Foreign Minister \r\nRohitha Bogollagama told Deputy Secretary Negroponte in a \r\nJuly 31 meeting on the sidelines of ASEAN.  The GSL is \r\nworking to bring moderates and opposition members into the \r\ngovernment, he emphasized, stating that \"we want to encourage \r\na pluralist, democratic environment in the North, and hope \r\nthe LTTE is involved in the process.\" \r\n\r\n\u00b63.  (C)  Reviewing the GSL's recent military successes in the \r\nEast, the Foreign Minister explained that the region had been \r\nliberated from the hold of the LTTE.  Describing the \r\nsituation there as post-conflict, he noted that the \r\ngovernment hopes to showcase this area, particularly to the \r\nCo-Chairs, to gain international assistance for livelihood \r\nand infrastructure projects.  \"We want people to benefit from \r\nthe clearance of the LTTE,\" he emphasized. \r\n\r\n\u00b64.  (C)  Violence between the government and LTTE has \r\ndeclined compared to last year, Bogollagama stated, adding \r\nthat the GSL has been able to mitigate the effects of \r\nviolence through security measures.  Still, the LTTE \r\ndeliberately draws attention to issues such as human rights \r\nor other issues of concern to the international community in \r\norder to detract attention from their own activities.  When \r\nthe attention of the international community is deflected \r\nonto the government, the LTTE is able to effectively \"take a \r\nbreather,\" and regroup. \r\n\r\nMilitary Cooperation and Surveillance Equipment \r\n--------------------------------------------- -- \r\n\r\n\u00b65.  (C)  Highlighting a reduction in civilian casualties as \r\n\"the one thing to improve,\" Sri Lankan Secretary of Defense \r\nGotabaya Rajapaksa requested U.S. law enforcement assistance \r\nto address civilian-military issues and improve \r\ncommunication.  The GSL has taken measures to reduce civilian \r\ncasualties in the fight against the LTTE, he stated. \r\n\r\n\u00b66.  (C)  Reiterating Sri Lanka's desire for enhanced maritime \r\nand ground surveillance capabilities, Rajapaksa also raised \r\nconcerns about the \"delay\" in the delivery of Bushmaster \r\nnaval guns and ammunition.  He explained that the delay was \r\nnot based on legal restrictions due to the country's internal \r\npolitical situation, but because of the need to ship the guns \r\nthrough a \"staging point\" such as Kuwait.  Expressing \r\nappreciation for the long-standing military training program \r\nbetween the U.S. and Sri Lanka, Rajapaksa noted that the \r\njoint military exercises scheduled last year had been \r\npostponed. \"We hope the exercises take place this year,\" he \r\nsaid. \r\n\r\nMillennium Challenge Account \r\n---------------------------- \r\n\r\n\u00b67.  (C)  Arguing that the \"goalposts have shifted\" in the \r\nthreshold requirements for Millennium Challenge Account (MCA) \r\ndisbursement,  Foreign Minister Bogollagama asked the Deputy \r\n\r\nMANILA 00002586  002 OF 002 \r\n\r\nSecretary to look into Sri Lanka's qualification for MCA \r\n\r\nSIPDIS \r\nfunds.  Emphasizing that he had repeatedly raised concerns \r\nwith U.S. interlocutors, the FM asked for another assessment \r\nof Sri Lanka's eligibility for the MCA before a final \r\ndecision.  Noting that the MCA funds would be used for \r\ndevelopment, he requested that the U.S. consider the Sri \r\nLankan people and \"not submit need-based judgments to various \r\nother considerations.\"  The Deputy Secretary stated he would \r\nlook into the matter. \r\n\r\nMoney from the U.S. Keeps the LTTE Operating \r\n------------------------------------------ \r\n\r\n\u00b68.  (C)  Money collected by the LTTE among the Tamil Diaspora \r\nin the U.S. is allowing LTTE-sponsored violence to continue, \r\nFM Bogollagama emphasized.  \"We want to de-escalate the \r\nviolence so that the political agenda gets out,\" but money \r\nraised in Europe, Canada and the U.S. is used to purchase \r\narms and \"hit us at home,\" he stated.  Without the sources of \r\nforeign funds, the LTTE would be isolated among its own \r\ncommunity because of the civilian casualties they inflict, he \r\nargued.  He explained that the GSL would continue to raise \r\nthis issue \"because we want our position to be clear.\" \r\n\r\n\u00b69.  (C)  Defense Secretary Rajapaksa clarified that the Tamil \r\nDiaspora has been funding the LTTE not because of radicalism, \r\nbut because of a desire to make financial contributions to \r\ntheir homeland.  The Diaspora thinks the money they send goes \r\nto the Tamil community, but in reality it goes for purchasing \r\nweapons, he said. \r\n\r\nCommitted to Human Rights \r\n------------------------- \r\n\r\n\u00b610.  (C)  Sri Lanka seeks to be transparent regarding human \r\nrights issues and the detention and prosecution of \r\nterrorists, FM Bogollagama stated.  \"We want to be \r\ntransparent and to see law enforcement authorities \r\nconsciously following human rights norms and be more educated \r\ntoward civilians.\" He also noted that the GSL remained \r\ncommitted to conducting human rights training at every level \r\nof the military hierarchy.
