The\u00a0Friday\u00a0Forum<\/span><\/a>\u00a0has urged the Inspector General of Police to\u00a0respond\u00a0as a matter of urgency to the current public concern,\u00a0including that of the Bar Council<\/span><\/a>,\u00a0on the deaths that\u00a0are\u00a0taking place in police custody.<\/p>\n

“A particularly shocking recent incident involves the\u00a0death of a 17 year old minor<\/span><\/a> after assault\u00a0in police custody<\/a>.” the Friday Forum said.<\/p>\n

Issuing a statement today the Friday Forum said; “The jurisprudence of the\u00a0Supreme Court,\u00a0including rulings by the\u00a0late\u00a0Justice Mark Fernando,\u00a0has held the State accountable under our Constitution to prevent custodial deaths and torture<\/span><\/a> as a violation of the\u00a0basic rights guaranteed to all. In the past, senior\u00a0Police\u00a0officials have been summoned to be present in the Supreme Court. Their responsibility to ensure prosecution\u00a0and internal disciplinary procedures for such violence\u00a0has been emphasized by the Court. It is regrettable to find civil society organizations and lawyers constantly reporting that the high incidence of torture and custodial violence continues unabated.<\/p>\n

“The Friday Forum is likewise deeply concerned about the killing,\u00a0in very suspicious circumstances, of\u00a0alleged criminals while under arrest and being escorted by police officers, who claim rather unconvincingly, that\u00a0they act\u00a0in self defence when their captives turn\u00a0on them.<\/p>\n

“The Police force\u00a0too have encountered violence and harassment when they seek to fulfill their responsibilities .The attack and murder of policemen on duty, an incident of a policeman being forced to kneel and apologize to a politician who was asked to pay a spot fine for speeding on an expressway, and the assault of a policeman (now in hiding) subsequent to issuing a fine for a similar offence, indicate that the State is failing in its responsibility to protect officials who seek to do their duty. We consider it the\u00a0responsibility of the IGP,\u00a0as the most senior official\u00a0responsible for effective law enforcement and the due administration of criminal justice,\u00a0to take immediate measures to investigate,\u00a0prosecute\u00a0and take disciplinary action against police personnel who perpetrate custodial violence and torture,\u00a0and to\u00a0safeguard,\u00a0in a legal manner,\u00a0those who fulfill their responsibilities to the public.<\/p>\n

“Serious cause for alarm also arises from recent\u00a0reports\u00a0indicating\u00a0abuse or incompetence in handling\u00a0weapons carried by police for protection when on duty.\u00a00n the evening of 12th\u00a0June,\u00a0a young man riding a motor cycle was shot at and killed,\u00a0and the same evening a three wheeler was shot at and\u00a0hit a person standing in the garden of his house.<\/p>\n

“Friday Forum has called upon the IGP\u00a0to act urgently on the proposals made by the Bar Council and conduct a credible investigation that will help him\u00a0to take necessary action to prevent and respond to a very grave phenomenon that can affect the lives of all Sri Lankans.”<\/p>\n","protected":false},"excerpt":{"rendered":"
