Northern Province Chief Minister CV Wigneswaran<\/span><\/a> has written to President Rajapaksa<\/span><\/a> informing him of the decision made by the Board of Ministers and Chairman of the of the Northern Province Council<\/span><\/a> to boycott the special district development meeting that has been scheduled to be held on October 13, with the participation of the President.<\/p>\n

In his letter, the Northern province CM has pointed out that they believe it is inappropriate for them to attend the meeting that is said to be held to discuss issues in Jaffna, Mannar, Vavuniya, Mullaithivu and Kilinochchi districts as they believe the gathering is politically motivated and because the NPC and Tamil speaking people continue to be marginalized by the Rajapaksa regime.<\/p>\n

He has stated that upon discussions, the Board of Ministers and the NPC Chairman have reached the conclusion that the meetings are not called in order to further a legitimate objection and is not transparent.<\/p>\n

They have also expressed alarm that the focus that on a \u2018medium-term investment 2014 -2016\u2019 , pointing out it has ignored the overwhelming democratic electoral mandated received by the TNA to address post-war needs and priorities of the war-affected Northern province residents.<\/p>\n

Therefore, he has urged the President to take concrete steps to build on the scheme of a 13+ that he promised the international community as well as the Prime Minister of India without further delay because these meetings that have been organized by his office have established beyond doubt that the provincial council system in the North and East are mere hollow structures devoid of authority.<\/p>\n

CM Wigneswaran has furthermore noted that the NPC was neither consulted nor informed of the necessity or agenda of this meeting and has gone on to question by the President is interested in picking up the strings left in 2012.<\/p>\n

\u201cThis shows that the NPC is not viewed as a partner in addressing the concerns of the North and the will of an authoritarian regime is foisted on the NPC in opposition to the democratic will of the people,\u201d he has written.<\/p>\n

According to the CM\u2019s letter, close to 20,000 persons in the above mentioned districts are to be awarded permits to lands \u00a0and 400 busloads of people are to be transported to Kilinochchi from far off places to partake in the meeting.<\/p>\n

He has gone on to point out that as the Minister is charge of Lands, he is yet unaware of the process undertaken by the officials in selecting recipients, the legal basis and the criteria on which the allotters hav<\/p>\n

e been selected, pointing out the granting of permits should be carried out in accordance with the law and beneficiaries usually receive their permits as and when the process is completed.<\/p>\n

\u201cIf all these people are coming to receive permits it seems they are doing so only to facilitate the creation of some political capital,\u201d he has stated furthermore in his letter to the President.<\/p>\n
