{"id":139920,"date":"2015-02-24T00:20:54","date_gmt":"2015-02-23T18:50:54","guid":{"rendered":"https:\/\/www.colombotelegraph.com\/?p=139920"},"modified":"2015-03-06T03:12:39","modified_gmt":"2015-03-05T21:42:39","slug":"sirisena-govt-violates-basic-democratic-obligations-without-sharing-draft-bills-friday-forum","status":"publish","type":"post","link":"https:\/\/www.colombotelegraph.com\/index.php\/sirisena-govt-violates-basic-democratic-obligations-without-sharing-draft-bills-friday-forum\/","title":{"rendered":"Sirisena Govt Violates Basic Democratic Obligations Without Sharing Draft Bills: Friday Forum"},"content":{"rendered":"<p>&#8220;To present key Bills on the national drug policy, electoral reform and the Nineteenth Amendment without even sharing them on the official Government website so that citizens can be privy to the drafts, would violate a basic democratic obligation in good governance&#8221;, says the <a href=\"https:\/\/www.colombotelegraph.com\/?s=Friday+Forum&amp;x=10&amp;y=6\"><span style=\"text-decoration: underline;\">Friday Forum<\/span><\/a>.<\/p>\n<div id=\"attachment_51492\" style=\"width: 209px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/08\/Deepika-Udagama1.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-51492\" class=\"size-full wp-image-51492\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/08\/Deepika-Udagama1.jpg\" alt=\"Dr.Deepika Udagama\" width=\"199\" height=\"264\" \/><\/a><p id=\"caption-attachment-51492\" class=\"wp-caption-text\">Dr.Deepika Udagama<\/p><\/div>\n<p>Issuing a statement today on transparency and public consultation within <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.colombotelegraph.com\/?s=Maithripala+Sirisena%27s+100+day&amp;x=8&amp;y=6\">the 100 day program<\/a>,<\/span> the Friday Forum\u00a0urges the Government to achieve a better balance between implementing all these key reforms within the time frame, and meeting its responsibility towards the people of Sri Lanka for this to be transparent and consultative.<\/p>\n<p>We publish below the statement in full;<\/p>\n<p>The Friday Forum commends the efforts of the Government to implement the 100 day program as promised in President Sirisena\u2019s election manifesto. However it is also concerned that focusing largely on accomplishing this within the short time frame may risk overriding other aspects like democratic and consultative processes and stakeholder interests. To present key Bills on\u00a0the national drug policy, electoral reform\u00a0and the Nineteenth\u00a0Amendment without\u00a0even sharing\u00a0them on the\u00a0official\u00a0Government website so that\u00a0citizens\u00a0can be privy to the drafts, would violate a basic democratic obligation in good governance. While welcoming the move by the government to hold a stakeholder consultation on the Draft Right to Information Bill in a few days, we would nevertheless wish to express the need to facilitate a broader consultative process as the series of contemplated legislation is of vital importance to entrench democratic governance in the country.<\/p>\n<p>We urge the Government to achieve a better balance between implementing all these key reforms within the time frame, and meeting its responsibility towards the people of Sri Lanka for this to be transparent and consultative, even if the outcome is a delay or deferment over and above the 100 days. The President was given an overwhelming mandate for his promise of good governance as much as for the 100 day implementation, and best practices of the former must be seen in the latter.
