As long as I breathe I shall fight for the future that radiant future, in which man,\u00a0strong and beautiful, will become master of the drifting stream of history and will direct it towards the boundless horizons of beauty, joy and happiness.<\/em>&#8221; &#8211;\u00a0Leon Trotsky<\/p>\n<p>\u2018Inaccuracy and irrelevance\u2019 should not be dismissed as minor irritants in any public discussion. Dr. <a href=\"https:\/\/www.colombotelegraph.com\/?s=Dayan+Jayatilleka&amp;x=8&amp;y=7\"><span style=\"text-decoration: underline;\">Dayan Jayatilleka<\/span><\/a> couples this erudite disdain to an assertion that my rejoinder to his redefinition of national identity was a &#8216;misplaced personalized critique.\u2019 Dr. Jayatilleka is a politician and a political scientist. His indignation at my labeling him as \u2018<a href=\"https:\/\/www.colombotelegraph.com\/index.php\/the-mark-antony-of-nugegoda\/\"><span style=\"text-decoration: underline;\">Mark Antony of Nugegoda<\/span><\/a>\u2019 is understandable. It was a grievous error on my part. Mark Antony eulogized the Conqueror of Gaul and dictator of Rome. He declared that he had come to bury him and not to praise him.<\/p>\n<p>At Nugegoda Dr. Jayatilleka exhumed the fallen dictator, breathed life in to him, praised him and then urged that he be restored to the Senate. A reasonably impressive coalition of patricians and plebeians cheered and urged him on. It was in fact a great turning point. His rebuttal and explanation is explicit. <a href=\"https:\/\/www.colombotelegraph.com\/index.php\/the-nationalist-turn-a-necessary-detour\/\"><span style=\"text-decoration: underline;\">The Nationalist Turn: A necessary detour?<\/span><\/a> (Colombo Telegraph 9<sup>th<\/sup> March)<\/p>\n<p><strong>Necessary for whom?<\/strong><\/p>\n<p>Dr.DJ contends that in this case \u2018the larger matter is the political dynamics of this island\u2019.<\/p>\n<p>How do we explain the political dynamics of this island? In order to avoid adversarial positioning on this complex and delicate subject it is best that we rely on Dr. Dayan Jayatilleka the political scientist and diplomat. \u201cIt is usually the case that the period after a war is one of profound ferment and productivity in the intellectual, artistic and policy realms. From WWII Europe to post Vietnam America, this has been so. Sri Lanka seems a sad exception. We have almost ceased to <em>analyse<\/em> and <em>think<\/em>. [Preface -Long War, Cold Peace 2013]<\/p>\n<p><a href=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2015\/02\/Dayan-Nalin-Podi-Appuhami.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter  wp-image-140235\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2015\/02\/Dayan-Nalin-Podi-Appuhami.jpg\" alt=\"Dayan Nalin Podi Appuhami\" width=\"638\" height=\"425\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2015\/02\/Dayan-Nalin-Podi-Appuhami.jpg 960w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2015\/02\/Dayan-Nalin-Podi-Appuhami-300x200.jpg 300w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2015\/02\/Dayan-Nalin-Podi-Appuhami-800x533.jpg 800w\" sizes=\"auto, (max-width: 638px) 100vw, 638px\" \/><\/a>The nation has awoken at <a href=\"https:\/\/www.colombotelegraph.com\/?s=Nugegoda&amp;x=2&amp;y=4\"><span style=\"text-decoration: underline;\">Nugegoda<\/span><\/a>. It has begun to think! It has discovered new analytical skills! Dr. DJ himself has summoned his extraordinary powers of recall. He has discovered the expansionist Tamil aspirations of <em>Tamilakam, the Tamil Land<\/em> expressed by Ponnambalam Arunachalam in 1922 \u2013 the year that the League of Nations granted Britain the Palestine mandate.<\/p>\n<p>Dr. Dayan Jayatilleka learnt of the brutal murder of Neelan Thiruchelvam while in a three wheeler heading towards the ICES for a weekly meeting with him to discuss the production of a multi volume collection of writings by his father.<\/p>\n<p>Dr. Dayan J has regularly and repeatedly voiced his firm conviction that <a href=\"https:\/\/www.colombotelegraph.com\/?s=Lakshman+Kadirgamar&amp;x=9&amp;y=4\"><span style=\"text-decoration: underline;\">Lakshman Kadirgamar<\/span><\/a> epitomized the true Tamil patriot.<\/p>\n<p>Post Nugegoda he has shelved <a href=\"https:\/\/www.colombotelegraph.com\/?s=Neelan+Tiruchelvam&amp;x=8&amp;y=2\"><span style=\"text-decoration: underline;\">Neelan<\/span><\/a> and Lakshman and brought out the bust of Ponnabalam Arunachalam from the Sinhala attic of antiquity. As Einstein suggests why bother to remember facts available in a directory. I shall therefore cite <a href=\"https:\/\/www.colombotelegraph.com\/?s=Kalana+Senaratne&amp;x=8&amp;y=5\"><span style=\"text-decoration: underline;\">Kalana Senaratne<\/span><\/a> from <a href=\"https:\/\/www.colombotelegraph.com\/index.php\/jayatilleka-cold-peace-and-the-bbs-trend\/\"><span style=\"text-decoration: underline;\">his review of Long War, Cold Piece<\/span><\/a>. Jayatilleka correctly acknowledges that Sri Lanka \u201cis the only homeland that the Sinhalese as a collective, have\u201d (p. 365). But he also points out: \u201cWhat we must prevent is the breakup of the country based on monopolistic ethnic ownership of the North-east\u2026 we cannot deny the Tamils right to co-ownership, and such recognition is the only means to prevent separate ownership\u201d (p. 263). It is necessary to have a Sri Lanka \u201cwhich remains unitary but contains an irreducible autonomous political space for the Tamil people of the North and East\u201d (p. 265).<\/p>\n<p>\u201cWhile we belong to our particular ethno-national ones\u201d (p. 23). The inability to build a truly Sri Lankan identity, Jayatilleka believes, is \u201cthe key, the most crucial problem\u201d confronting Sri Lanka today (p. 429); with the \u201conly pathway to build a successful Sri Lankan identity\u201d being \u201cequality of citizenship\u201d \u2013 \u201cthe idea that Sri Lanka belongs equally to all of its citizens\u201d (p. 432).<\/p>\n<p>Now we come to the \u2018Socratic-Hegelian\u2019 dialectics of a\u00a0<em>thesis<\/em>, an <em>antithesis<\/em>\u00a0that could yield a\u00a0<em>synthesis<\/em>. What is the\u00a0<em>thesis<\/em>, the pre-existing starting point? It is the failure of Ivor Jennings who dismissed the Indian constitution as a document drafted by lawyers for lawyers.<\/p>\n<p><a href=\"https:\/\/www.colombotelegraph.com\/?s=Asanga+Welikala&amp;x=6&amp;y=3\"><span style=\"text-decoration: underline;\">Asanga Welikala<\/span><\/a> in his \u201cThe Failure of Jennings\u2019 Constitutional Experiment in Ceylon: How \u2018Procedural Entrenchment\u2019 led to Constitutional Revolution\u201d describes the \u2018Thesis \u2013 the starting point\u2019 with a brilliance yet unmatched in contemporary constitutional discourse. He describes the now forgotten \u2018Ministers draft constitution\u2019 submitted to the British government before the arrival of the Soulbury committee.<\/p>\n<p>\u201cThe Ministers\u2019 Draft Constitution prepared on the basis of these principles was submitted to the British government in February 1944. It was in form an essentially Westminster-type scheme, but with certain limitations on legislative power. In respect of the minorities, the Ministers\u2019 Draft envisaged two major devices. The first was a scheme of weighted representation for Tamil majority areas whereby in addition to the allocation of parliamentary seats on the basis of population, the Northern and Eastern Provinces would be allocated an additional number of seats in appreciation of their required representation and taking into account that the two provinces were sparsely populated. Secondly, the Ministers\u2019 Draft envisaged a general limitation on the legislative power of the future Parliament whereby a constitutional prohibition against discriminatory legislation (by ordinary legislative procedure) would be emplaced against any attempted majoritarian excess.\u201d<\/p>\n<p>What was the Anti-thesis? Asanga Welikala again comes to my rescue.<\/p>\n<p>\u201cWith the prospect of some form of more or less independent status under a democratic constitutional scheme modelled on Westminster rapidly becoming a possibility, Mr Ponnambalam was forceful in the articulation of the fears of the minorities that they would soon become swamped under a permanent domination of the Sinhala-Buddhist majority. His main constitutional proposal, known as the \u2018fifty-fifty\u2019 scheme, providing for \u2018balanced representation,\u2019 was based on an analytical understanding of the socio-political structure of the country that was fundamentally different from the \u2018mononational\u2019 or \u2018Ceylonese\u2019 conception of national identity underpinning both the Ministers\u2019 Draft as well as the Soulbury Commission\u2019s recommendations. It was argued that political representation should be based on the communal heterogeneity of Ceylon\u2019s society, and the notion that the people of Ceylon were a single entity was firmly resisted. In substance, Ponnambalam\u2019s protoconsociational scheme would ensure one half of legislative membership for the minorities (and commensurate representation in the political executive), thereby preventing an in-built institutional majority for the Sinhalese community\u201d.<\/p>\n<p>The Soulbury Commission summed up the thesis and the anti-thesis. \u201c\u2026the relations of the minorities \u2013 the Ceylon Tamils, the Indian Tamils, Muslims, Burghers and Europeans \u2013 with the Sinhalese majority present the most difficult of the many problems involved in the reform of the Constitution of Ceylon.\u201d<\/p>\n<p>What is the synthesis? My revered editor and <a href=\"https:\/\/www.colombotelegraph.com\/?s=Mervyn+de+Silva&amp;x=10&amp;y=7\"><span style=\"text-decoration: underline;\">Dayan\u2019s father<\/span><\/a> defined this synthesis in 1981 two years before the <a href=\"https:\/\/www.colombotelegraph.com\/?s=July+1983&amp;x=6&amp;y=5\"><span style=\"text-decoration: underline;\">July Holocaust<\/span><\/a>.<\/p>\n<p><strong>\u201cPerhaps in the absence of a truly national and unifying pre-independence movement, Ceylonese nationalism, denied a natural birth, acquired mongrel features with the departure of the foreign ruler.<\/strong><\/p>\n<p><strong>Inasmuch as it was against foreign domination and foreign symbols, this nationalism historically speaking, was normal.
