{"id":154575,"date":"2015-12-16T13:44:14","date_gmt":"2015-12-16T08:14:14","guid":{"rendered":"https:\/\/www.colombotelegraph.com\/?p=154575"},"modified":"2015-12-16T13:55:31","modified_gmt":"2015-12-16T08:25:31","slug":"two-petitions-filed-against-bills-criminalizing-hate-speech","status":"publish","type":"post","link":"https:\/\/www.colombotelegraph.com\/index.php\/two-petitions-filed-against-bills-criminalizing-hate-speech\/","title":{"rendered":"Two Petitions Filed Against Bills Criminalizing Hate Speech"},"content":{"rendered":"<p>Two petitions were filed in the Supreme Courts yesterday challenging the constitutionality of Bill titled \u2018Penal Code (Amendment) Bill\u2019 placed on the Order Paper.<\/p>\n<div id=\"attachment_121135\" style=\"width: 160px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2014\/03\/Sumanthiran-.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-121135\" class=\" wp-image-121135\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2014\/03\/Sumanthiran-.jpg\" alt=\"Sumanthiran \" width=\"150\" height=\"186\" \/><\/a><p id=\"caption-attachment-121135\" class=\"wp-caption-text\">Sumanthiran<\/p><\/div>\n<p>The Bill seeks to introduce a new provision (Section 291C) to the Penal Code, No. 11 of 1887. A further Bill seeking to amend the Criminal Procedure Code Act, No. 15 of 1979 was also placed on the Order Paper.<\/p>\n<p>The petitioner Arun Arokianathan, the Editor-in-Chief of Sudar Oli, urged Supreme Courts to &#8220;Declare the Bill titled \u2018Penal Code (Amendment) Bill\u2019 and\/or any one or more of its provisions as being inconsistent with Articles 10 and 14(1)(a) of the Constitution, and therefore may only be enacted by following the procedure laid down in Article 83 of the Constitution&#8221;<\/p>\n<p><a href=\"https:\/\/www.colombotelegraph.com\/?s=M.+A.+Sumanthiran&amp;x=11&amp;y=1\"><span style=\"text-decoration: underline;\">M. A.
