The Colombo Telegraph found the cable from WikiLeaks database. The cable was written on December 1, 2009\u00a0by the US Ambassador to Colombo Patricia A. Butenis.<\/p>\n<p>The US Ambassador wrote \u201cBasil Rajapaksa was critical of recent U.S. remarks and recommended that the U.S. should choose its word carefully. For example, he noted that \u2018the U.S. monitoring the progress \u2019 was perceived as \u2018U.S. encroachment on SL\u2019s sovereignty.\u2019 While Sri Lanka was a small but proud country, SL did not warrant a \u2018minority mindset\u2019. He suggested that the U.S. should approach SL as \u2018friends\u2019 and \u2018give suggestions rather than make critical remarks,\u2019 and such criticisms were a recent phenomenon.\u201d<\/p>\n<p>\u201cIn response to the \u2018incident\u2019s report,\u2019 Rajapaksa candidly remarked, \u2018I\u2019m not saying we\u2019re clean; we could not abide by international law \u2013 this would have gone on for centuries, an additional 60 years.\u2019 He highlighted the GSL\u2019s excellent relationship with India, and argued that even India did not request monitoring of SL\u2019s progress\u201d Ambassador Butenis further wrote.<\/p>\n<p>\u201cOn Media Freedom, Basil argued that the media had not been singled out, and that high ranking police and army officials and members of the business community had also been imprisoned on terrorism charges. On media access to the camps, Rajapaksa emphasized that media restrictions in the camps were for the benefit of the IDPs and commented that \u2018IDPs don\u2019t like media, cameras, because they don\u2019t want to be portrayed in those conditions.\u2019 He pointed out that free access would be only granted to those \u2018genuinely interested\u2019 and only those \u2018that could be truly trusted.\u201d the US Ambassador wrote.<\/p>\n<p>Basil Rajapaksa also spoke at length on the resettlement progress. (SBU) SUMMARY: On November 2-8, Senate Foreign Relations staff\nmembers Nilmini Rubin and Fatema Sumar visited Sri Lanka and held\nmeetings with senior government officials, international\norganizations, political leaders, civil-society activists, and\njournalists to discuss post war reconciliation, resettlement of\ninternally displaced persons (IDPs), the humanitarian situation, and\nmedia freedom.  They also visited the South, East and IDP camp at\nManik Farm.  The StaffDel observed that the post-war situation in\nSri Lanka was complex, particularly in light of possible elections;\nSri Lankans no longer sensed a strong partnership with the U.S.; the\nU.S. \"tool box\" in dealing with the government of Sri Lanka (GSL)\nwas self-limited; a sense of palpable fear still hung over the media\nand civil society; and while the GSL was making progress and doing\nsome good things, SL had a long way to go on reconciliation and\nresettlement.  Recognizing SL's geo-strategic importance to the U.S.\nand the current and long-term bilateral relationship, many SL\ninterlocutors gave their recommendations on strengthening the\nrelationship and noted a need for more U.S. assistance for\nresettlement and demining. He did not want to release\ndetails of the government's plan because any delays or changes would\nleave the GSL open to international criticism.  Basil believed SL\nwas well on its way \"to win the hearts and minds of the people\" and\nto resettle the IDPs.  On freedom of movement, the GSL was still\nconcerned about LTTE sympathizers in the camps and took a paternal\nview of the safety of IDPs returning to cleared lands.
