This includes its own transgressions such as the alleged Central Bank Treasury Bond scams and the failure to introduce in parliament a credible National Audit Bill which was a major campaign promise. <\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">After the January 2015 presidential election one does not witness the OUTRAGE demonstrated by you in its run-up which includes your press conference on 17 December 2014 in the presence of Eran Wickramaratne another Yahapalanaya minister where with a slew of files in tow you inter alia referred to casino, drug, ethanol MAFIAS and alleged MONEY LAUNDERING in locations such as St. Nevis &amp; Kitts, Seychelles and Dubai. <\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">Here is the link to your 17 December 2014 press conference. This must be a \u2018new low\u2019 for promises being reneged with impunity.<\/span><\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/_FkVBvpBEMY\" width=\"639\" height=\"357\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p class=\"p7\"><span class=\"s2\">In the run-up to the elections you also referred to alleged unlawful EPF investments in the stock market. <\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">Work on the \u2018Colombo Port City\u2019 project (now renamed) which you <a href=\"http:\/\/www.ft.lk\/article\/257776\/Port-city--pump-and-dump--deal--Harsha\">reportedly<\/a> called \u201cColombo\u2019s largest land scam.\u201d in partnership with \u2018China Harbour Engineering Company\u2019 you alleged was \u201cbanned by the World Bank\u201d from 2009 to 2017 is continuing. <\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">What is the difficulty in pursuing these cases consistent with the rule of law if you have the evidence to back-up your claims?\u201d <b>CLOSE QUOTE<\/b><\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">My question was raised in the \u2018RESPONSE\u2019 section of your said article in the \u2018Colombo Telegraph\u2019. Normally they are answered on the SAME DAY. You too have followed this practice in your response to Dr Laksiri Fernando\u00a0vis-\u00e0-vis your same article. Whether he is satisfied is a matter for him. Please do so. <\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">ii) What meaningful action did you take in this regard when you were Deputy Minister, Policy Planning and Economic Affairs under yahapalanaya?<\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">iii) What meaningful action has Mr. Thilak Karunarathne taken in this regard after he was REAPPOINTED SEC Chairman by yahapalanaya in 2015?<\/span><\/p>\n<p class=\"p10\"><span class=\"s2\">Economic Affairs Deputy Minister Dr. Harsha de Silva in <a href=\"http:\/\/www.ft.lk\/article\/450807\/Harsha-regrets-delay-but-vows-swifter-action-against-stock-market-mafia\">conversation<\/a> with Securities and Exchange Commission Chairman Thilak Karunaratne<\/span><\/p>\n<p class=\"p11\"><b>CA Sri Lanka Corruption<\/b><\/p>\n<p class=\"p7\"><span class=\"s2\">As far back as 4 November 2010 (Ref. my e-mail) I brought to your attention (not that this was needed!) of the miserable failure of CA Sri Lanka (Institute of Chartered Accountants of Sri Lanka) to hold the \u2018Partners\u2019 concerned of the two largest audit firms in the country \u2013 PwC &amp; Ernst &amp; Young accountable for the \u2018open and shut\u2019 case of professional misconduct in the fraudulent privatisation of SLIC (Sri Lanka Insurance Corporation) confirmed by (i) Supreme Court (ii) Parliament\u2019s COPE (iii) Attorney-General and even CA Sri Lanka \u2018Ethics\u2019 Committee itself. This was to NO AVAIL!\u00a0<\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">You are aware that CA Sri Lanka established by Parliament by Act No.23 of 1959 is answerable to Parliament.<\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">In the context of the \u2018Partnership\u2019 Law in Sri Lanka where all \u2018Partners\u2019 are \u2018jointly and severally\u2019 liable for any wrongdoing will you as a PARLIAMENTARIAN:<\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">1) DEMAND that CA Sri Lanka will forthwith disclose the IDENTITY of those who were \u2018Partners\u2019 of PwC and EY at least three years prior to 11 April 2003 which is the date on which the fraudulent SLIC privatisation took place?<\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">2) WARN CA Sri Lanka that not holding the \u2018Partners\u2019 concerned accountable violates with impunity Section 17 (2) (b) of CA Sri Lanka Act of Incorporation?<\/span><\/p>\n<p class=\"p12\"><span class=\"s2\">How could anyone be sincere in combating corruption when chartered accountants and auditors who are the first line of defence against corruption in all entities dealing with financial resources are not held accountable?<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\"><b>Conclusion<\/b><\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">By not meaningfully acting on your OWN EVIDENCE and PROMISES, are you not letting down the many people who believed in your apparent championing of good governance?<\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">I request you in the PUBLIC INTEREST to provide CREDIBLE ANSWERS to the questions and issues raised herein. <\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">The so-called yahapalanaya government with its own share of alleged terrible corruption and abuse is committing hara<i>&#8211;<\/i>kiri by its acts of<i> <\/i>omission and commission. The deplorable manner in which the alleged scandalous Central Bank Treasury Bond scam is handled with ENDLESS investigations and no meaningful action taken to hold those concerned under the Rajapaksa administration ACCOUNTABLE for alleged egregious corruption and abuse are prime examples. This has left the door wide open for a comeback by the<i> <\/i>Rajapaksa clan with its assorted hangers-on<i> <\/i>led by the charismatic Mahinda. This is in relation to the largely \u2018colorless\u2019 yahapalanaya leadership. One gets the sense that a large section of people are confused and despondent. The minorities feel let down. One thing is certain \u2013 the country is in for a long period of <b>INSTABILITY<\/b>.
