Akali Dal considers itself the principal representative of Sikhs.<\/span> <span class=\"s3\">In 1973, it adopted the\u00a0Anandpur Sahib Resolution. The document was kept in abeyance till early 1980s. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\"><a href=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2017\/06\/1983-Black-July-Colombo.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-178557\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2017\/06\/1983-Black-July-Colombo.jpg\" alt=\"\" width=\"898\" height=\"524\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2017\/06\/1983-Black-July-Colombo.jpg 600w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2017\/06\/1983-Black-July-Colombo-300x175.jpg 300w\" sizes=\"auto, (max-width: 898px) 100vw, 898px\" \/><\/a>The Akali Dal was initially opposed to religious leader Jarnail Singh Bhindranwale, and even accused him of being a Congress agent.\u00a0However, as Bhindranwale became increasingly influential, the party decided to join hands with him. In August 1982, Akali Dal under the leadership of\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Harcharan_Singh_Longowal\"><span class=\"s4\">Harcharan Singh Longowal<\/span><\/a> formed an alliance with Bhindranwale and his followers to launch the\u00a0Dharam Yudh Morcha in order to implement the Anandpur Sahib Resolution. The major motivation behind the resolution was to safeguard the Sikh identity by securing a state structure that was decentralized, with non-interference from the central government. A majority of Akali Dal leaders pursued the idea of a more empowered Sikh-majority state within India. However, some Sikh leaders\u00a0such as Longowal and Bhindranwale pursued the idea of a sovereign Sikh state of Khalistan.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">Prime Minister Indira Gandhi considered the Anandpur Resolution as a secessionist document. She classified Akali Dal as a separatist party with the objective of seceding from India.<span class=\"Apple-converted-space\">\u00a0 <\/span>In 1982, Government of India (GoI) decided to deal with Sikh militancy with a heavy hand. Over a hundred people were killed in police firings.\u00a0The <\/span><span class=\"s3\">security forces arrested over thirty thousand Sikhs in two and half months.\u00a0To appease the Sikh community in July 1982, the government appointed <a href=\"https:\/\/en.wikipedia.org\/wiki\/Giani_Zail_Singh\"><span class=\"s5\">Giani Zail Singh<\/span><\/a>, then Home Minister as the President of India. <\/span><span class=\"s1\">It was known, militants responsible for bombings and murders were taking shelter in Sikh Gurdwaras (houses of worship).\u00a0Prime Minister Gandhi was kept informed of arms shipments received in Gurdwaras. However, GoI not wishing to hurt Sikh sentiments did not intervene.\u00a0In October 1983, six Hindu bus passengers were murdered resulting in emergency being imposed in Punjab.<a href=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2017\/06\/When-a-tree-shook-Dehi.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-178559\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2017\/06\/When-a-tree-shook-Dehi.jpg\" alt=\"\" width=\"897\" height=\"662\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2017\/06\/When-a-tree-shook-Dehi.jpg 572w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2017\/06\/When-a-tree-shook-Dehi-300x221.jpg 300w\" sizes=\"auto, (max-width: 897px) 100vw, 897px\" \/><\/a> <\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">The Akali Dal began another agitation in February 1984 protesting against clause (2)(b) of Article 25 of the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Indian_constitution\"><span class=\"s6\">Indian constitution<\/span><\/a><\/span><span class=\"s3\">. It <\/span><span class=\"s1\">ambiguously states &#8220;the reference to Hindus shall be construed as including a reference to persons professing the Sikh, Jaina or Buddhist religion&#8221;, though it also implicitly recognizes Sikhism as a separate religion with the words &#8220;the wearing and carrying of kirpans shall be deemed to be included in the profession of the Sikh religion.&#8221; This clause is deemed offensive by many minority religions in India, even today because of the failure to recognize these religions under the constitution separately. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Akali Dal members demanded amendments to the Constitution in order to remove the ambiguity of using the word Hindu when referring to a Sikh. One such amendment demanded was to permit those marrying under Sikh religion to register under Sikhism specific laws rather than under Special Marriage Act 1954 or Hindu Marriage Act.\u00a0<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\"><b>Operation Blue Star<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">It was eventually decided to disarm and evict Bhindranwala and his followers from their stronghold, the Golden Temple. Bhindranwala was assisted by <\/span><span class=\"s7\">former <\/span><span class=\"s1\">Maj. Gen.\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Shabeg_Singh\"><span class=\"s4\">Shabeg Singh<\/span><\/a>. <\/span><\/p>\n<p class=\"p3\"><span class=\"s7\">Vice-Chief of Indian Army <\/span><span class=\"s1\">Lt. Gen.\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Srinivas_Kumar_Sinha\"><span class=\"s4\">S. K. Sinha<\/span><\/a>, when requested to prepare a plan to storm the Golden Temple advised against the move, suggested an alternate solution and was dismissed.<span class=\"Apple-converted-space\">\u00a0 <\/span>The new Vice-Chief Lt. Gen. Krishnaswamy Sunderji planned and coordinated Operation Blue Star. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">It involved 700 Jawans from <\/span><span class=\"s7\">Border Security Force (BFS) and Central Reserve Police Force (CRPF), 150 Jawans from the Punjab armed Police and 10,000 armed troops from the Indian Army.<\/span><span class=\"s8\"> <a href=\"https:\/\/en.wikipedia.org\/wiki\/Tank\"><span class=\"s4\">Tanks<\/span><\/a><\/span><span class=\"s1\">, artillery, helicopters, armored vehicles and\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Tear_gas\"><span class=\"s4\">tear gas<\/span><\/a> were used in the operation to flush out 250 \u2013 300 Sikh militants from the Golden Temple.<\/span><\/p>\n<p class=\"p5\"><span class=\"s3\">The operation commenced at 12.40 pm on June 01 1984 with BSF and CRPF opening fire. The army attacked utilizing artillery and tanks. <\/span><span class=\"s1\">On 3 June, a 36-<\/span><span class=\"s3\">hour\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Curfew\"><span class=\"s5\">curfew<\/span><\/a>\u00a0was imposed<\/span><span class=\"s1\"> on the state of Punjab with all methods of communication and public travel suspended. The electricity supply was also interrupted, creating a total blackout and cutting off the state from the rest of the world.\u00a0Complete media censorship was enforced. The militants put up stiff resistance for five days. The operation ended <\/span><span class=\"s3\">at 10.00 pm on June 06 and t<\/span><span class=\"s1\">he forces had full control of Harmandir Sahib complex by the morning of June 7. <\/span><span class=\"s3\">Sikh leader Bhindranwale and\u00a0Maj. Gen. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Shabeg_Singh\"><span class=\"s5\">Shabeg Singh<\/span><\/a>\u00a0were killed in the operation. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">According to GoI, Indian army losses amounted to 83 dead and 249 wounded besides 493 dead militants and civilians. However, unofficial sources placed army causalities at 700 dead and 5,000 wounded, besides 20,000 civilian casualties.\u00a0<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The military action led to an uproar amongst Sikhs worldwide and increased tension following the action. Many Sikh soldiers in the Indian army\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Mutiny\"><span class=\"s4\">mutinied<\/span><\/a>. Many Sikhs resigned from armed and civil administrative office. Several returned awards and honors received from GoI.<b> <\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The British Special Air Service (SAS) played an advisory role in the operation.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Indira Gandhi was criticized for the timing of the operation as being politically motivated, in view of impending parliamentary elections.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\"><b>Aftermath <\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">On June 23, 1985, Air India Flight 182, a\u00a0Boeing 747-237 operating from <a href=\"https:\/\/en.wikipedia.org\/wiki\/Vancouver\"><span class=\"s4\">Vancouver<\/span><\/a> to Delhi via London was destroyed by a bomb. It crashed into the Atlantic Ocean killing a total of 329 passengers which included 268 Canadians, 27 British and 24 Indians.<\/span> <span class=\"s7\">The attack is thought to have been a retaliation against India for\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Operation_Blue_Star\"><span class=\"s3\">Operation Blue Star<\/span><\/a><\/span><span class=\"s1\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">There are certain similarities in the events which unfolded in Sri Lanka in July 1983 Tamil pogroms, after 13 soldiers were ambushed and killed by <a href=\"https:\/\/www.colombotelegraph.com\/?s=LTTE\">LTTE<\/a> in Tinneveli, Jaffna and in India in November 1984 in the Sikh pogroms after the assassination of Prime Minister Indira Gandhi, by two of her Sikh bodyguards on October 31, 1984.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">It was alleged, Indian Central Bureau of Investigation\u00a0(<a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_Bureau_of_Investigation\"><span class=\"s4\">CBI<\/span><\/a>)\u00a0seized historical artefacts and manuscripts in the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sikh_Reference_Library\"><span class=\"s4\">Sikh Reference Library<\/span><\/a>, before burning it down similar to the alleged burning down of the Jaffna Public Library by a group of Policemen.\u00a0 <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In what is believed to be a revenge attack, Prime Minister <a href=\"https:\/\/en.wikipedia.org\/wiki\/Indira_Gandhi\"><span class=\"s4\">Indira Gandhi<\/span><\/a> was shot at 9.20 am at her\u00a0residence in Delhi on October 31, 1984.<span class=\"Apple-converted-space\">\u00a0 <\/span>passed away at 10.50 am.\u00a0She was assassinated by two of her\u00a0Sikh <a href=\"https:\/\/en.wikipedia.org\/wiki\/Bodyguard\"><span class=\"s4\">bodyguards<\/span><\/a>,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Satwant_Singh\"><span class=\"s4\">Satwant Singh<\/span><\/a>\u00a0and\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Beant_Singh_(assassin)\"><span class=\"s4\">Beant Singh<\/span><\/a>. After committing the crime, Beant Singh supposedly stated \u201c<\/span><span class=\"s7\">I have done what I had to do. You do what you want to do.&#8221; He was killed by other guards within minutes. Satwant Singh was hanged in 1989. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">By late afternoon, a crowd that gathered around the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/All_India_Institute_of_Medical_Sciences\"><span class=\"s4\">All India Institute of Medical Sciences<\/span><\/a> where Indira Gandhi\u2019s body had been brought, began screaming for vengeance shouting &#8220;Blood for blood!&#8221; They turned unruly and stoned President\u00a0Singh\u2019s vehicle which arrived at 5.20 pm. The mob began assaulting Sikhs by stopping cars and buses to pull Sikhs out of them and burn them, similar to what took place in Borella immediately after the funeral of the 13 dead soldiers.\u00a0\u00a0<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Congress Party leaders, similar to some UNP leaders in Sri Lanka in <a href=\"https:\/\/www.colombotelegraph.com\/?s=July+1983\">July 1983<\/a>, were supportive of rioters, looters and murderers. Congress party\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Member_of_Parliament#India\"><span class=\"s4\">MP<\/span><\/a>\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sajjan_Kumar\"><span class=\"s4\">Sajjan Kumar<\/span><\/a>\u00a0and\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Trade_unions_in_India\"><span class=\"s4\">Trade Union<\/span><\/a>\u00a0leader\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Lalit_Maken\"><span class=\"s4\">Lalit Maken<\/span><\/a>\u00a0handed out 100\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Indian_rupee\"><span class=\"s4\">rupee<\/span><\/a>\u00a0notes and bottles of liquor to assailants.\u00a0\u00a0Mobs were allegedly told &#8220;attack Sikhs, kill them, and loot and burn their properties&#8221; besides &#8220;Kill the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sardar\"><span class=\"s4\">Sardars<\/span><\/a>&#8221; and &#8220;Indira Gandhi is our mother and these people have killed her&#8221;.\u00a0<\/span><span class=\"s7\">Sikh households and businesses to be attacked by mobs were identified and marked using voter lists provided by Congress party officials, similar to what took place in Colombo. \u00a0 <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Delhi erupted in riots with a vengeance on November 01 morning with armed mobs occupying the streets, as in Colombo on July 24. No intervention by authorities was forthcoming till the next day, November 02 when curfew was declared but ignored. Even though the army was deployed, they were not allowed to open fire without concurrence from a senior police officer and magistrate. The Police did not cooperate. It was only on November 03, late evening that some order was restored. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The Indian government estimated the death toll, mostly Sikhs, at 2,800. However, independent sources placed the death toll around 20,000.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">It was revealed in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/WikiLeaks_cables\"><span class=\"s4\">2011 WikiLeaks cable leaks<\/span><\/a>,\u00a0 the United States was convinced of the complicity of\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Government_of_India\"><span class=\"s4\">the Congress party <\/span><\/a>in the riots.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">To India\u2019s credit, it appointed three different commissions of inquiry were appointed to investigate different aspects of the tragedy, including lapses of the Police. Unlike India, Sri Lanka is yet to investigate events which took place in Sri Lanka from July 23, 1983 for several days. <\/span><\/p>\n<p class=\"p4\"><span class=\"s7\">442 rioters were convicted. 49 were <\/span><span class=\"s1\">sentenced to <a href=\"https:\/\/en.wikipedia.org\/wiki\/Life_imprisonment\"><span class=\"s4\">life imprisonment<\/span><\/a> and another<\/span><span class=\"s7\"> three imprisoned for 10 years. 6 Delhi Police officers were punished for lapses during the riots.\u00a0<\/span><span class=\"s1\">In April 2013, the Delhi District court acquitted Congress leader\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sajjan_Kumar\"><span class=\"s4\">Sajjan Kumar<\/span><\/a>,\u00a0who was seen handing 100\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Indian_rupee\"><span class=\"s4\">rupee<\/span><\/a>\u00a0notes and bottles of liquor to assailants.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Indira Gandhi\u2019s son Rajiv Gandhi was sworn in as Prime Minister on October 31, 1984, the same day of the assassination.
