class=\"wp-caption-text\">Christopher Rezel<\/p><\/div>\n<p class=\"p4\"><span class=\"s1\">Sri Lanka&#8217;s wildlife parks have recently been in the news for the wrong reasons.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">In mid-October a helicopter of a private airline flew at low altitude over the Kaudulla National Park spooking elephants and visitors. <\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">It seems the pilot was doing so for the amusement of fee-paying passengers. <\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">It is claimed the helicopter has been visiting the park regularly, probably flying low and stampeding elephants on every occasion.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">More recently, <a href=\"https:\/\/www.colombotelegraph.com\/index.php\/sajith-premadasa-behind-yala-protest-is-yahapalana-minister-pushing-to-scrap-environmental-laws\/\">safari jeep drivers<\/a> called a boycott of the <a href=\"https:\/\/www.colombotelegraph.com\/?s=Yala+National+Park\">Yala National Park<\/a> because the <\/span><span class=\"s2\">Wildlife Department decided to restrict jeep numbers to 300 vehicles daily.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">The boycott meant a refusal to take tourists on excursions into the park, the most visited and second largest wildlife park in Sri Lanka.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">Following the boycott and a recent round of talks, the Wildlife Department agreed to permit an additional 150 jeeps a day. <\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">This means 400 through the main Palatupana entrance and 50 from the Kataragama-Katagamuwa entrance.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">That has angered wildlife enthusiasts who say ballooning jeep numbers are causing damage to the park.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">Nor has the increase satisfied jeep drivers.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">According to Yala Safari Jeep owners\u2019 association president, Ajith Priyantha, previously over 1000 vehicles were permitted each day to enter the park.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">He rightly claims the entire area depends on tourism, implying that restricting jeep drivers will impoverish people. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">In other words he is pushing for a return to 1000 vehicle visits per day.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">The difference is 550 daily visits between his demand and the 450 visits now authorised by the Wildlife Department. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">How this tussle will be resolved is anybody\u2019s guess.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">But the impacts will be felt by Yala village and surrounding towns that have expanded mostly because of the park. <\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">Flash hotels and humble lodges have sprung up, as also <\/span><span class=\"s1\">shops, home gardens and other downstream support facilities that provide employment and incomes to many.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Undoubtedly the park has made some rich. <\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">Jeep owners have invested in yet more<\/span><span class=\"s1\"> jeeps and recruited drivers and support staff. <\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">All of them will need to survive, one way or another.<\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">Adding to the burgeoning developments are <\/span><span class=\"s1\">politicians who promote their prot\u00e9g\u00e9s, even to the extent of breaking laws. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">In July this year I was a visitor to Yala for three days with a group of friends who, together with me, have been visiting the park for over 50 years.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">For many visitors, the main attraction are elephants and leopards. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">But such animals do not show up on demand. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">So people may come away claiming disappointment. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">In such instances, it seems the sighting of buffalo, deer, monkey, reptile or birds are of no consequence. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">If I too was to insist on seeing elephant and leopard, then not all my recent hours spent in Yala were successful.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Their scarcity made me suppose they had learned to avoid the tracks <\/span><span class=\"s3\">because of vehicles and man.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">But overall I did see the pachyderms, sometimes in small herds.<\/span><\/p>\n<p class=\"p7\"><span class=\"s2\">I learned some come dangerously close to vehicles, h<\/span><span class=\"s1\">aving been habituated by visitors and drivers who feed them.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">I even had the luck to glimpse the fiery pelt of a leopard that mostly stayed concealed in scrub.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Throughout my three days I was witness to another spectacle: hundreds of jeeps with foreign tourists rushing about on Yala tracks. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">They raised clouds of dust and frequently created something like rush-hour traffic.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">In their eagerness to please clients, some drivers tend to flout rules, speeding, straying off the track, damaging verges.<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">Getting close to animals and giving clients a greater thrill ensures better tips.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Whenever elephants were present, or if there had been the hint of a leopard, the jeeps would assemble like great herds, revving engines and jostling each other for position. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Drivers keep in touch by phone. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">So they rev up and speed off to meet colleagues who have signalled a special viewing opportunity.<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">Speeding jeeps in Yala are alleged to have caused the deaths of two leopards &#8211; near Patanangala in 2011 and inside the park in 2015. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">In the good old days, encountering another jeep or a foreign tourist in Yala was a rare occasion. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Then you usually stayed within Yala in a park bungalows for the special thrill of listening to jungle sounds and seeing animals from your veranda. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">I count myself lucky there was no helicopter to stampede me and hundreds of elephants that showed up the day I visited Kaudulla National Park.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">But unfortunately another unacceptable event would take place.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">In early evening elephants began emerging from the surrounding jungle in groups of 10 or 30 or more &#8211; adults, juveniles, babies. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">They were spread out on the extensive tank bed that had dried up and turned into an uneven grassy plane. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Along with the elephants came the jeeps.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">There could have been nearly fifty.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">The elephants were in no hurry to get to water at the centre of the plane, leisurely eating grass all along the way. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Giving onlookers a further thrill was a proud tusker who challenged and chased off another bull. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Elephants in small herds are usually docile, their concerns focussed on care for babies and juveniles. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">But they will aggressively confront any perceived threat.\u00a0<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">That is exactly what happened. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Jeeps jostling for position annoyed a large matriarch. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">She trumpeted and charged. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">A panicked driver hurriedly backed his jeep into the front of another vehicle. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Then followed a shouting display. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Threats and counter threats were hurled and claims made that the matter would be settled later, outside the park.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Such unruliness is bound to increase with the expansion of jeeps and tourists, and the seeming lack of protocols and supervision.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">As it is in Kaudulla, no park guards or guides come along with the jeeps. It appears drivers merely buy a permit to enter.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">In Yala a park ranger as guide must accompany visitors. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Initially that meant a ranger in every jeep. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Manpower shortages now mean a single guide is assigned to groups of visitors in three or four jeeps. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">The ranger travels in the lead jeep with little supervision over visitors in the other vehicles.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">Everyone must observe simple park rules. But not all do. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">All along the road to the Kaudulla National Park, modest homes advertise rooms for tourists or jeeps for hire.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">That happens in Yala too. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">The front verandas of some homes have become cafes.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">The Habarana railway and bus stations were busy with backpackers. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">So obviously word is getting around.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">And with time visitor numbers to Kaudulla National Park will grow as exponentially as it has at Yala.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">And if that means elephants and other wildlife are going to be stressed, it can all end up badly. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">The recent Wildlife Ministry decision to curtail daily jeep numbers within the Yala National Park is a belated attempt to re-establish the decree that the parks exist solely for wildlife conservation. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">All else is secondary.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Uncontrolled growth of jeeps and visitors in any area of tourist interest will undoubtedly impact on fauna and flora.<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">Left-behind garbage disposal is only the beginning of problems.<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">At its nastiest, the constant churning of dust and human activity can turn such areas into wastelands, minus grasses, trees and animals.<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">Damage due to overcrowding may already be happening to the delicate eco systems on Horton Plains, Adam\u2019s Peak and similar places. <\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">Other locations to be watchful over are whitewater rafting at Kitulgala and whale watching at Mirissa.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">In past decades the Wildlife Ministry has been negligent by allowing tourists and vehicles to balloon uncontrollably, bringing about disarray.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">But as the Yala Safari Jeep owners\u2019 association president implies, entire economic systems have sprung up around tourism venues and are vulnerable to regression and collapse should the main attraction be curtailed.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Yet such restrictions are a must if future generations too are to enjoy the joys of Sri Lanka\u2019s unique eco systems. <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">And in that context it becomes obligatory on the Wildlife Ministry, together with other state authorities, to find ways to ensure that people and towns dependant on tourism attractions are not suddenly left destitute.<\/span><\/p>\n<p class=\"p10\"><span class=\"s1\"><i>*My park visits were facilitated by Mr &amp; Mrs Prasad and Devinka Dissanayake.<\/i><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p> [&hellip;]<\/p>\n","protected":false},"author":200,"featured_media":183837,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[3,46,8],"tags":[],"class_list":["post-183834","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-colombotelegraph","category-constitutional-reforms","category-editorial"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.3 -
