On 12 Oct. 2017, in the course of a debate on Sri Lanka in the House of Lords,\u00a0<\/span>Lord Naseby<\/a> (a.k.a., Michael\u00a0 <\/span>Morris<\/i>) had urged the British government, inter alia<\/i>,\u00a0–<\/b> To \u201c get\u00a0 <\/span>the UN and the UNHRC in Geneva to accept a civilian casualty\u00a0\u00a0<\/i><\/span>level of\u00a0 <\/span>7,000 to 8,000, not 40,000<\/i>.\u201d in the Sri Lankan ethnic war, and\u00a0<\/span>–<\/b> To acknowledge \u201cthat no one in the Sri Lankan Government ever wanted <\/i><\/span>to kill Tamil civilians<\/i>.\u201d\u00a0 <\/span><\/i>( Daily Mirror<\/i>, 14 Oct. 2017<\/i> \u2013 \u201cWest must remove\u00a0<\/i><\/span>war crime threats on SL\u2026..\u201d <\/i>)<\/p>\n

40,000 \u00a0 <\/span>Vs.\u00a0 <\/span>7,000<\/b><\/span>:<\/b><\/span><\/p>\n

While trashing the (Darusman Report) figures of 40,000 civilian casualties as\u00a0<\/span>\u201cbest-guess\u201d based,\u00a0 <\/span>Lord Naseby had\u00a0 <\/span>fixed the war casualty level at\u00a0 <\/span>7,000 to\u00a0<\/span>8,000. In support of his postulation,\u00a0 <\/span>he had cited the figures extracted from\u00a0different sources , viz<\/i>: UN Country Team,\u00a0<\/span>UTHR(J), Sri Lanka Census Dept., US\u00a0<\/span>envoy Robert Blake and Maj. Gen. Holmes. Most of them do not include the\u00a0<\/span>casualties of the closing days of fierce and intense fighting.<\/span><\/p>\n

The nationalists and \u2018patriotic\u2019 columnists in the mainstream media in Sri Lanka\u00a0<\/span>and commentators in Colombo Telegraph<\/i> have gaily greeted Lord Naseby\u2019s recent\u00a0\u00a0<\/span>manoeuvres.\u00a0<\/span>They believe\u00a0 <\/span>that the \u201cNaseby<\/i> revelations<\/i>\u201d would\u00a0 <\/span>convince the\u00a0<\/span>UNHRC to revisit resolution \u00a0<\/span>30\/1 and that Sri\u00a0 <\/span>Lanka\u00a0 <\/span>could wriggle\u00a0 <\/span>out of her <\/span>Geneva commitments.\u00a0<\/span>( The Island<\/i>, 30 Nov. 2017<\/i> \u00a0 <\/span>– \u201cNaseby <\/i> Revelations<\/i>\u2026\u2026\u201d). <\/span><\/p>\n

By the way,\u00a0 <\/span>although\u00a0 <\/span>the LTTE also stands accused of committing serious war <\/span>Crimes,\u00a0 <\/span>it is\u00a0 <\/span>intriguing that\u00a0 <\/span>the \u201cpatriots\u201d have been throwing temper <\/span>tantrums at the mention of the word\u00a0 <\/span>Geneva. <\/span><\/p>\n

\u2018Bombshell\u2019\u00a0 <\/span>Statement<\/b><\/span>?<\/span><\/p>\n

In a state of ecstasy,\u00a0 <\/span>the patriots tend to treat the Naseby revelations<\/i> as a rare\u00a0<\/span>discovery. The Island<\/i> (ibid.) has <\/i>described the disclosure as\u00a0 <\/span>\u201cNaseby\u2019s\u2026bombshell\u00a0<\/i><\/span>statement in the House of Lords\u2026<\/i>.\u201d <\/span><\/p>\n

Evidently, there is nothing to find a \u201cbombshell<\/i>\u201d in his statement. In fact, Lord <\/span>Naseby had already canvassed the same issue in a previous debate in the House <\/span>of Lords in Jan. 2013: <\/span><\/p>\n

\u201c\u2026\u2026On the numbers killed, four reports have come out recently. One was <\/i><\/span>produced by the UN Country Team, which was never published. \u2026\u2026\u2026\u2026.. That <\/i><\/span>indicated that 7,000 were killed. A satellite analysis by the Americans indicates <\/i><\/span>that fewer than 2,000 were killed within the graves that can be found. The recent <\/i><\/span>census by Tamil teachers, again, indicates that just over 7,000 were killed. There <\/i><\/span>were not 40,000 killed.\u201d <\/i>(House\u00a0 <\/span>of\u00a0 <\/span>Lords Hansard, Volume 742,<\/i> 8 Jan. 2013\u00a0<\/i>– <\/i><\/b><\/span>Sri Lanka debate<\/i>).<\/span><\/p>\n

The only element that sets apart Nasby\u2019s\u00a0 <\/span>recent grandstanding is that he had <\/span>since accessed the British Defence Attache dispatches.<\/span><\/p>\n

President Sirisena himself had, on 2 Nov. 2017, written to Naseby\u00a0<\/span>expressing\u00a0<\/span>appreciation for all his efforts on behalf of Sri Lanka. In particular, the President\u00a0<\/span>had thanked Naseby for keeping him \u201cperiodically briefed of<\/i>\u00a0 <\/span>his efforts\u2026\u201d\u00a0<\/i>( The Island, 16 Nov.2017<\/i> \u2013\u201cPrez thanks Lord Naseby<\/i>\u201d )<\/span><\/p>\n

Naseby\u2019s \u00a0 <\/span>preferences<\/b><\/span>:<\/span><\/p>\n

Lord Naseby\u2019s\u00a0 <\/span>predilections and preferences bear examination: Naseby has a\u00a0<\/span>weakness for Sri Lankan hosts and hospitality. He has been\u00a0<\/span>\u201cinterested in Sri <\/span>Lanka for 50 years\u201d.\u00a0<\/span>He is the founder-President of the All-party Parliamentary <\/i><\/span>Group on Sri\u00a0 <\/span>Lanka <\/i>(and there is a pro-Tamil rival grouping of\u00a0 <\/span>British M.Ps, called\u00a0<\/span>\u201cAll-Party\u00a0 <\/span>Parliamentary Group for Tamils<\/i>\u201d).\u00a0<\/span>He has visited\u00a0 <\/span>Sri Lanka many\u00a0times, including <\/i> two \u201ckey visits<\/i>\u201d in Jan. 2009 and March-April\u00a0 <\/span>2013. (Hansard<\/i>,\u00a0<\/i><\/span>Vol. 742<\/i> – ibid<\/i>). He <\/i> was awarded the \u201c Sri Lanka Rathna<\/i>\u201d national honour “for\u00a0<\/i><\/span>exceptional and\u00a0 <\/span>outstanding service to the nation.<\/i>” (Daily <\/i> Mirror<\/i>, 14 Oct.2017 \u2013\u00a0<\/i><\/span>ibid<\/i>). He has been <\/i>keeping President Sirisena \u201cperiodically <\/i> briefed of his efforts\u201d<\/i><\/p>\n

Apologist for Sri Lankan\u00a0 <\/span>govt.:<\/b><\/span><\/p>\n

Incidentally, Peter Osborne<\/i>, the chief political commentator of Daily Telegraph<\/i> <\/span>(UK) had some unkind\u00a0<\/span>words for Lord Naseby in the context of Nasby\u2019s snarky <\/span>remarks\u00a0<\/span>about Channel4 portrayal of the savage war in Sri Lanka:<\/span><\/p>\n

\u201c\u2026\u2026 Most troublingly he has become an apologist for the Sri Lankan\u00a0<\/i><\/span>government\u2026\u2026 it is essential to adhere scrupulously to the facts when\u00a0 <\/span>it comes <\/i><\/span>to an event as grave and sensitive as the massacre of the Tamils in the <\/i><\/span>final stages of the Sri Lankan civil war\u2026\u2026\u2026Lord Naseby has given misleading <\/i><\/span>testimony to the House of Lords, and his remarks\u00a0 <\/span>have been picked up in Sri <\/i><\/span>Lanka and are being used in defence of the regime.”<\/i><\/span><\/p>\n

\u201cThe rules are clear. Those who make misleading statements to Parliament <\/i><\/span>must correct the record at the first opportunity. Lord Naseby has misled\u00a0<\/i><\/span>parliament, and thus given comfort to perpetrators of state-sponsored terror. He\u00a0<\/i>must return\u00a0 <\/span>to Parliament and withdraw his allegations<\/i>.\u201d ( <\/b>Colombo Telegraph,\u00a0<\/i><\/span>6 June 2014 <\/i>\u2013 \u201cLord Naseby has misled the Lords over Sri Lanka\u2026..\u201d )<\/i><\/span><\/p>\n

The Lord\u2019s\u00a0 <\/span>attitude and antics would reveal his bias and propensity.\u00a0 <\/span>By way of <\/span>illustration: <\/span><\/p>\n

In his opening remarks in the House of Lords, Naseby has gone out of his\u00a0<\/span>way to appease the ultra-nationalists in Sri Lanka:<\/p>\n

\u201c\u2026..(B)ut we need to understand the history behind the current situation. In the <\/i><\/span>11th century AD Tamil Cholas invaded Sri Lanka and took over the north and <\/i><\/span>north-east. Understandably, the Sinhalese were left with the remainder\u2026..<\/i>.\u201d\u00a0<\/span>( Daily Mirror<\/i>, 14 Oct.2017<\/i> – ibid<\/i>)<\/span><\/p>\n

Naseby\u2019s\u00a0 <\/span>histrionics:<\/b><\/span><\/p>\n

Thus, Lord Naseby\u00a0 <\/span>had digressed from the issue and proceeded to denigrate the <\/span>Tamils as the progeny of alien invaders \u2013 not natives of the island\u00a0 <\/span>\u2013 not the\u00a0<\/span>original inhabitants of the North-East habitats, but illegitimate occupants.\u00a0<\/span>Lord Naseby\u2019s\u00a0 <\/span>histrionics can in no way detract from our distinct heritage and the <\/span>shared\u00a0<\/span>history with the Sinhala people.\u00a0<\/span>Proceedings in the House disclose that many\u00a0 <\/span>members did not buy Naseby\u2019s\u00a0<\/span>biased version and had politely disagreed with him. In the face of dissenting <\/span>voices, Naseby appeared pathetic, stumbling and bumbling during intervention. <\/span><\/p>\n

(Let me revisit the scenario): <\/span><\/p>\n

Lord Collins of Highbury\u00a0 <\/span>(Labour)<\/i><\/b><\/span><\/p>\n

\u201c\u2026But there still is a heavy military presence in the northern part of the country,\u00a0<\/i><\/span>which is a serious challenge to transitional justice. The largely Sinhalese and\u00a0<\/i>Buddhist army engages in everyday commercial activity,\u2026. It runs shops, <\/i><\/span>restaurants and hotels, leaving local businesses unable to compete. It is common\u00a0\u00a0<\/i><\/span>practice for the army to occupy, cultivate and harvest farmlands and sell produce <\/i><\/span>back to the local community. If that continues, it is bound to increase discontent\u00a0<\/i><\/span>among Tamil communities\u2026\u2026..\u201d.<\/i><\/p>\n

Lord Naseby <\/b>(Intervening )<\/span><\/p>\n

\u201cAs I said, I went there in February and <\/i>I saw the shops being closed. I was told <\/i><\/b><\/span>that there was no trading activity anymore<\/i><\/b> and I checked with the traders who\u00a0\u00a0<\/i><\/span>confirmed that. <\/i>The noble Lord is right that trading was happening extensively,<\/i><\/b> <\/i><\/span>but it <\/i>now seems to have ceased<\/i><\/b>\u2014or <\/i>at any rate at least 95% ceased<\/i><\/b>.\u201d\u00a0<\/i><\/span>(Daily Mirror<\/i>, 14 Oct. 2017 \u2013 ibid <\/i>)<\/b><\/span><\/p>\n

Abductions\u00a0 <\/span>trivialized<\/b><\/span>:<\/b><\/span><\/p>\n

Lord Naseby had\u00a0 <\/span>trivialized the serious issues of abductions and\u00a0<\/span>disappearances in Sri Lanka and treated them dismissively:<\/span><\/p>\n

\u201c A great issue has been made of abductions. I have looked at the figures. In 2011, <\/i><\/span>there were 239, with 226 now traced; in 2012, there were 225, with 207 now <\/i><\/span>traced\u2026<\/i>\u201d (Hansard, <\/i>Vol. 742 \u2013 ibid<\/i> )<\/span><\/p>\n

It is not clear as to who fudged these figures for Lord Naseby. Al Jazeera<\/i> reports <\/span>emanating around this time said:<\/span><\/p>\n

\u201cDespite government claims of peace, torture and abductions continue to be used <\/i><\/span>to stifle ethnic and political dissent\u2026. Travelling to the north of Sri Lanka, we meet <\/i><\/span>civilians whose loved ones are still missing after surrendering alive at the end of <\/i><\/span>the war<\/i>.\u201d\u00a0 <\/span>( Al Jazeera,<\/i> 27 Dec 2013- \u201cScars of Sri Lanka<\/i>\u201d )<\/span><\/p>\n

Also, reports concerning the aborted Debate on the \u201cEnforced Disappearances<\/i>\u201d <\/span>Bill<\/i>\u00a0 <\/span>fly in the face of Naseby\u2019s assertions: <\/span>\u201cDebate on the disappearances bill stopped by prez<\/i>\u201d\u00a0 <\/span>(The Island<\/i>, 17 Sept. 2017<\/i>) <\/span><\/p>\n

War without witnesses<\/b>:<\/span><\/p>\n

The savage war was universally known as the \u201cWar Without Witnesses.<\/i>\u201d Peter <\/i><\/span>Westmore <\/i> of\u00a0 <\/span>Newsweekly<\/i>,\u00a0<\/span>Australia,\u00a0<\/span>writing on the \u201cMass\u00a0<\/span>carnage of Tamils <\/i><\/span>in war without witnesses <\/i>\u201d said: <\/i>\u201cA civil war of merciless atrocity, in which tens of <\/i><\/span>thousands of Tamils have been\u00a0 <\/span>killed recently by the Sri Lankan army, came to an <\/i><\/span>end last month<\/i>\u2026.\u201d\u00a0 <\/span><\/i>(Newsweekly<\/i><\/b>, June 13, 2009<\/b>.)<\/span><\/p>\n

Months before embarking on its \u201cno-holds-barred\u201d bloodbath campaign in 2009, <\/span>Colombo had given the marching orders to all potential witnesses who could\u00a0<\/span>otherwise have borne testimony to the calculated\u00a0<\/span>carnage.\u00a0<\/span>\u201cGet Out\u201d orders\u00a0<\/span>targeted the whole gamut of UN agencies, Aid agencies, INGOs, NGOs, local and\u00a0global media etc. Thus, the UN agencies got ready to leave Vanni in late\u00a0 <\/span>2008:<\/span><\/p>\n

\u201cNearly 70 UN workers are to pull out from LTTE-held Kilinochchi<\/i>\u201d<\/b><\/span><\/p>\n

\u201cUnited Nations say that it is withdrawing from LTTE held territory in northern Sri\u00a0<\/i><\/span>Lanka. The UN statement issued from Colombo on Tuesday came after the Sri <\/i><\/span>Lankan\u00a0 <\/span>government ordered the withdrawal of all foreign and local aid workers <\/i><\/span>From\u00a0<\/span>LTTE-held Vanni.<\/i>\u201d (<\/i>BBC News<\/i>, 09 Sept. 2008<\/i>) <\/b><\/span><\/p>\n

In support of his claim on casualties (i.e., 7,000 \u2013 8,000), Lord Naseby had cited, <\/span>inter alia<\/i>,\u00a0<\/span>the UTHR(J)<\/i> Report as his source material. He cannot make selective <\/span>use of a piece of\u00a0 <\/span>documentary evidence. It is relevant to see what the UTHR(J)<\/i> <\/span>says about the\u00a0 <\/span>casualties.\u00a0 <\/span><\/span><\/p>\n
