Dr Rukshan Bellana, infamous officer of the Ministry of Health, interdicted in the aftermath of the formation of the Yahapalana government in 2015 for engineering a false testimony regarding sexual misconduct of Maithripala Sirisena, Presidential Candidate is currently involved in fraudulent procurement at the National Blood Transfusion Services (NBTS) commonly known as the Blood Bank of Sri Lanka. Bellana, who was a Rajapaksa acolyte was a fierce campaigner against Sirisena stooping to the level of facilitating and executing a mud-slinging campaign against Sirisena entangling him in cooked up story of abduction of a young mother and sexual debauchery.\u00a0<\/span><\/p>\n

Further, Bellana also is known to be the person who authored and printed a stinker about Chathura Senaratne, son of Rajitha Senaratne<\/a>, Minister of Health, referring to a medical condition of Chathura Senaratne which included leakage of possibly cooked up information referring to sexual dysfunction and opioid addiction.\u00a0<\/span><\/p>\n

These serious and unethical actions, carried out in violation of the common law, the Hippocratic Oath and the code of conduct of the Sri Lanka Medical Association (SLMC) essentially warrant cancellation of Bellana\u2019s\u00a0 <\/span>medical license if law and order were upheld. However in the natural style of the impotent Yahapalana Government, Bellana, instead of being penalized, was rewarded with an irregular appointment as Acting Deputy Director NTBS. Bellana resolved all enmity with the Senaratnes with an unholy alliance made for allegedly future financial gains for both Bellana and Senaratnes as this expose would elaborate.\u00a0\"\"<\/a><\/span><\/p>\n

A soft loan project with the Government of Netherlands and NTBS, due to conclude on the 30th<\/sup> of June is left with 1 million US dollars which, if unutilized will be returned. The College of Transfusion Specialists of Sri Lanka, the apex professional body and the technical experts of the subject have requested for the HLA Matching unit and reagents to be bought with the monies. This machine will expedite the donor- recipient tissue matching for patients awaiting kidney transplant for chronic kidney failure. Currently, even after finding a donor, patients have to wait up to 2to 3 months for HLA matching that is done at the NTBS. Bellana has strongly opposed this move and is adamant that the remaining money should be used to buy a Next- Gen Sequencing Machine (NGS) which is used for bone marrow transplantation. Bone Marrow transplantation technology is currently in its infancy in Sri Lanka and the Ministry of Health is in its preliminary stages of holding meetings in planning such services. Bellana wants to buy the NGS with reagents for 3 years for a programme which is still in discussion stage. It is also interesting to note that the brother of Rajitha Senaratne is the underground front runner in the kidney dialysis industry in Sri Lanka with the insider support of Dr Rumi, the business gimp of Rajitha Senaratne within the Ministry. The Senaratnes would be financially affected if the kidney donor programme succeeded making dialysis less necessary for patients. Rajitha’s brother was infamously noted for his involvement in the cancer drug deals.<\/p>\n

It appears that Bellana and the Blood Brother of the Minister of Health all have their interlocked fingers in the till.\"\"<\/a><\/p>\n

The College of Transfusion Specialists of Sri Lanka has issued a letter opposing the move to buy NGS machine in place of equipment to facilitate the patients of chronic kidney disease who will be conclusively cured if transplantations were facilitated. Bellana, who verbally abused the medical officer who is the coordinator for the Netherlands Project forced him to write and file a back dated latter preceding the date of the letter by the specialists requesting the procurement of the NGS machine. The project coordinator did not comply and this illegal coercion notified it to the GMOA which has informed the Secretary Ministry of Health Janaka Sugathdasa of the incident on 12.06.2018, requesting an impartial inquiry. True to his form, Sugathadasa, famous for administrative inactivity as his core behavior has not taken any action so far.\u00a0\"\"<\/a><\/span><\/p>\n

Further, in gross violation of the Procurement Guidelines of the Government of Sri Lanka,Bellana has requested the NGS machine by brand name blocking the process of competitive bidding even if it were to be procured. This illegal procurement is known to benefit Thilak Manamperi of Foresight\u00a0Engineering, the illusive business partner of the brother of Rajitha Senaratne. Manamperi is one of the \u2018quasi agents\u2019 for the NGS machine who will receive a commission if the machine were procured by brand. Manamperi, due to his involvement with the moneymaking machinery for the Senaratne brothers remains the top winner of the bids of Ministry of Health for all Turn Key Projects. He famously and mysteriously won the Turn Key Project for the building and equipping of the Dental Building of Cancer Institute Maharagama. Senaratne-Bellana- Manamperi-Rumi quadroika remains one of the most powerful bandit machines in the health sector today in terms of tender awards and procurement.\u00a0<\/span><\/p>\n

A delegation of doctors are scheduled to meet the Secretary Ministry of Health Janaka Sugathdasa\u00a0regarding this matter today (20.06.2018). They are expected to discuss the financial frauds and other professional misconducts of Bellana which include abuse of power over administrative issues and harassment of medical officers where he is reported to be coercing them to engage in conversations of sexual nature via late night calls and other forms of verbalized sexual advances. \u00a0<\/span><\/p>\n

Since January 2018, the post of Director NTBS is vacant when Dr. Anil Dissanayake, former Director NTBS was posted as the Chief Epidemiolgist. This post of Director NTBS is known to be kept vacant by Rajitha Senaratne because this paves way for Bellana to remain the top administrator of the NTBS and make irregular and fraudulent financial decisions for himself and the Senaratnes. The insiders of the Ministry of Health and NTBS are confident that this vacancy will not be filled so long as Janaka Sugathadasa, famous for using administrative delaying as his major survival tactic remains Secretary to the Ministry of Health.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
