Presidential pet Governor of Northern Province\u00a0Suren<\/a> R\u0101ghavan<\/a><\/strong>\u2019s attempt at hoodwinking the President and the Foreign Ministry to enter a bipartisan negotiation with the Government of India in total violation of Sri Lanka\u2019s constitution was raised in parliament yesterday by lawmaker M.A. Sumanthiran<\/strong><\/a> PC.\u00a0<\/span><\/p>\n

Judge Ilanchelian<\/p><\/div>\n

With the\u00a0Expos\u00e9 of the list of delegates<\/strong><\/a> in R\u0101ghavan’s\u00a0illegal \u201cofficial visit\u201d by Colombo Telegraph, it is reported that the legal community is stirred in controversy to note that a serving judge\u00a0Manickavasagar Ilanchelian\u2019s name appearing in the said list. As an officer of the judiciary holding a position warranting absolute impartiality and refrainment from politicking, llanchelian has violated the law of the land and the ethics of the legal service by being a part to an illegal effort of the bungling governor at overstepping authority and violating the constitution. Yesterday in parliament, Sumanthiran called this a \u201cridiculous state that the Executive has come to\u201d.<\/p>\n

Governor R\u0101ghavan<\/p><\/div>\n

Sources close to Tilak Marapana<\/strong><\/a>, Minister of Foreign Affairs confirmed that Ilanchelian\u2019s professional misconduct shall be taken before the Judicial Service Commission\u2019s upcoming sitting. \u201cThe gravity of the involvement of Ilanchelian in this unconstitutional move is well understood. It has further marred the crumbling reputation of the judiciary coming under constant fire by the public, social media and the legal community itself. Ilanchelian has taken political stoogery and naked breach of ethics to the next level. His office represents one of the three pillars of governance. He should not have fallen prey to the cheap political tactics of Governor R\u0101ghavan\u201d<\/p>\n

\u201cIt is common knowledge that Ilanchelian was aiming for a life in politics. He appealed to the collective emotions of the Sinhalese in the south capitalizing on the death of his body guard, portraying himself as the savior of his grief stricken Sinhala family. He capitalized it to such nauseating extent that within days we suspected his political aspirations. The cat is out of the bag now. Suren R\u0101ghavan is also setting the stage for his launch in politics with cryptic elements in India backing him. Who are the agencies or persons giving R\u0101ghavan the confidence to violate the constitution? The invisible Indian element behind this move cannot be taken lightly. R\u0101ghavan is clearly an agent of a bigger game plan. Is an Indian agency funding R\u0101ghavan’s\u00a0political career? Whose mandate is R\u0101ghavan carrying out?\u201d our source from the Northern Provincial Council stated.\u00a0<\/span><\/p>\n

Ambassador Fernando<\/p><\/div>\n

Further commenting on the debacle, our Foreign Ministry source stated “The Minister of Foreign affairs Tilak Marapana has seen the observations of Sri Lanka\u2019s envoy to India Ambassador Austin Fernando<\/strong><\/a> regarding this attempt at the violation of the constitution. It is reported that Fernando, an expert in the subject of devolution of power, in his characteristically straight forward and fact based manner had gone to the extent of quoting the case, Shiva Vs Felix where the former Chief Justice of Sri Lanka GPS De Silva has judged such encroachments in to administrative boundaries to be extremely detrimental to the sanctity of the constitution. Fernando has warned off R\u0101ghavan’s\u00a0attempt to usurp the powers vested on the Foreign Ministry and the President. He has also made an impassioned request to uphold the sanctity of the constitution stating that if violating the constitution is allowed in this instance \u201cI have no other option but to worship the judgement by Justice GPS De Silva.\u201d\u00a0<\/span><\/p>\n

\u201cUpon reading Ambassador Fernando\u2019s damning letter, Tilak Marapana immediately traced the referenced judgement by GPS De Silva and confirmed Fernando\u2019s observations to be true,\u201d our source at the Foreign Ministry confirmed.<\/p>\n

Our Foreign Ministry source stated \u201cPresident\u2019s new found pets are not only digging a political grave for him out of self-interest. They are also genuinely ignorant about the history, principals and the laws pertaining to the devolution of power. Isn\u2019t it deplorable that throughout this to and fro process, there wasn\u2019t a single officer in the Sri Lanka Administrative Service or the Foreign Service to state the obvious and defend the constitution till Fernando did?\u201d<\/p>\n
