They wish to replay the old ethnic animosities of their homeland <span class=\"Apple-converted-space\">\u00a0 <\/span>in Canada too.<\/p>\n<p>This has been possible because of electorates where minority groups determine the \u201cswing vote\u201d. Canadian politicians usually know<span class=\"Apple-converted-space\">\u00a0 <\/span>little about Sri Lanka,<span class=\"Apple-converted-space\">\u00a0 <\/span>and prefer to<span class=\"Apple-converted-space\">\u00a0 <\/span>parrot what gets them the votes even when they find out the facts. Many candidates running for office in Canada believe or assume that<span class=\"Apple-converted-space\">\u00a0 <\/span>all Sri Lankan immigrants in Canada are Tamil ethnics. They readily<span class=\"Apple-converted-space\">\u00a0 <\/span>accept that a \u201cgenocide\u201d of Tamils had occurred, and that most<span class=\"Apple-converted-space\">\u00a0 <\/span>Sri Lankan immigrants are<span class=\"Apple-converted-space\">\u00a0 <\/span>refugees from that \u201cgenocide\u201d. This is surely very convenient for would be refugees.<\/p>\n<p>The now defunct Northern Provincial Council (NPC) of Sri Lanka led by Mr. Wigneswaran had declared in 2015 that all Sri Lankan governments since independence in 1948 had practiced \u201cgenocide\u201d against Sri Lankan Tamils (see: <a href=\"http:\/\/www.island.lk\/index.php?page_cat=article-details&amp;page=article-details&amp;code_title=119757\">Island<\/a>, Feb 2015,).<span class=\"Apple-converted-space\">\u00a0 <\/span>Sri Lankan political historians and jurists have largely ignored this,<span class=\"Apple-converted-space\">\u00a0 <\/span>conveniently treating it as<span class=\"Apple-converted-space\">\u00a0 <\/span>mere political rhetoric of extremists who even discourage<span class=\"Apple-converted-space\">\u00a0 <\/span>inter-ethnic<span class=\"Apple-converted-space\">\u00a0 <\/span>marriage and strive to create mono-ethnic communities subservient to them. But the Canadian Tamil Diaspora has taken up the drum beat of a \u201cTamil genocide\u201d back in Canada.<\/p>\n<p>Canada&#8217;s federal inquiry into missing and murdered Indigenous women and girls released its final report with a verdict of \u201cgenocide\u201d,<span class=\"Apple-converted-space\">\u00a0<\/span>indicting Canada&#8217;s policies since the times of Sir John A MacDonald.<span class=\"Apple-converted-space\">\u00a0 <\/span>Prime Minister Justin Trudeau accepted the findings of the report, while informally endorsing the claim of \u201cgenocide\u201d.<span class=\"Apple-converted-space\">\u00a0<\/span>The leader of the opposition, Andre Sheer contends<span class=\"Apple-converted-space\">\u00a0 <\/span>that \u201cGenocide\u201d isn\u2019t the right word to describe what was done to the Indigenous people.<\/p>\n<p><strong><span style=\"color: #ff6600;\">But was it right for what happened in Sri Lanka?<\/span><\/strong><\/p>\n<p>Canada is a signatory to the<span class=\"Apple-converted-space\">\u00a0 <\/span>1948 UN Convention on the<span class=\"Apple-converted-space\">\u00a0 <\/span>Crime of Genocide.<span class=\"Apple-converted-space\">\u00a0 <\/span>Following the federal<span class=\"Apple-converted-space\">\u00a0 <\/span>inquiry report, the Secretary General of the Organization of American States wants an international panel to investigate the claim and activate justice indicting Canada.<\/p>\n<p>According to the University of Wisconsin scholar William Denevan and collaborators, the population of native people in the early 16th century in North America may have been as high as 110 million. Of this, an<span class=\"Apple-converted-space\">\u00a0 <\/span>estimated native population<span class=\"Apple-converted-space\">\u00a0 <\/span>in Canada during Jacques Cartier&#8217;s times could have been as<span class=\"Apple-converted-space\">\u00a0 <\/span>high as<span class=\"Apple-converted-space\">\u00a0 <\/span>10 million. It dwindled to record lows in the late 19th century, and recovered partially. It<span class=\"Apple-converted-space\">\u00a0 <\/span>now stands at<span class=\"Apple-converted-space\">\u00a0 <\/span>nearly<span class=\"Apple-converted-space\">\u00a0 <\/span>a million, or about 1.5 million on including<span class=\"Apple-converted-space\">\u00a0 <\/span>M\u00e9tiis and<span class=\"Apple-converted-space\">\u00a0 <\/span>Inuits<span class=\"Apple-converted-space\">\u00a0 <\/span>as well. That is, the native population has dropped by a factor of at least 10<span class=\"Apple-converted-space\">\u00a0 <\/span>in<span class=\"Apple-converted-space\">\u00a0 <\/span>five<span class=\"Apple-converted-space\">\u00a0 <\/span>centuries, while<span class=\"Apple-converted-space\">\u00a0 <\/span>European numbers<span class=\"Apple-converted-space\">\u00a0 <\/span>have<span class=\"Apple-converted-space\">\u00a0 <\/span>increased exponentially. The record<span class=\"Apple-converted-space\">\u00a0 <\/span>lows in the Native population of the late 19th and early 20th century resulted from deliberate Colonial policies. Sir John A. MacDonald&#8217;s<span class=\"Apple-converted-space\">\u00a0 <\/span>policy of starving First Nations to death to make<span class=\"Apple-converted-space\">\u00a0 <\/span>room for<span class=\"Apple-converted-space\">\u00a0 <\/span>European settlers, willful denial of<span class=\"Apple-converted-space\">\u00a0 <\/span>health needs,<span class=\"Apple-converted-space\">\u00a0 <\/span>residential schools, negation of treaties etc., took their toll.<span class=\"Apple-converted-space\">\u00a0 <\/span>It was a time when a \u201cGood Injun was a dead Injun\u201d. More recently, during WWII, refugee Jewish ships were turned way with no qualms.<\/p>\n<p>However, Canada turned a page with the quiet revolution in Quebec, and with leaders like Tommy Douglas and Lester Pearson making a difference, and Canada became a country with a conscience.<\/p>\n<p>And yet, in spite of all these well-known facts, Canadian legislators have been very cautious since a<span class=\"Apple-converted-space\">\u00a0 <\/span>proclamation of a \u201cGenocide\u201d when Canada is at the receiving end is not in the plan. Casting stones at others is much easier, especially if there is political capital to be made.<\/p>\n<p>Three Canadian municipalities, namely Toronto, Pickering and Brampton<span class=\"Apple-converted-space\">\u00a0 <\/span>have rushed<span class=\"Apple-converted-space\">\u00a0 <\/span>to cast stones and declare<span class=\"Apple-converted-space\">\u00a0 <\/span>May 18 as the \u201cSri Lankan Tamil Genocide commemoration day\u201d. Furthermore, Mr.<span class=\"Apple-converted-space\">\u00a0<\/span>Vijay Thanigasalam (a provincial legislator)<span class=\"Apple-converted-space\">\u00a0 <\/span>has tabled the<span class=\"Apple-converted-space\">\u00a0<\/span>\u201cBill 104: Tamil Genocide Education Week in Ontario\u201d. Clearly,<span class=\"Apple-converted-space\">\u00a0 <\/span>inter-ethnic battles of their homeland<span class=\"Apple-converted-space\">\u00a0 <\/span>are<span class=\"Apple-converted-space\">\u00a0 <\/span>being imported to Canada by<span class=\"Apple-converted-space\">\u00a0 <\/span>militant diaspora groups who work hand in hand with Canadian legislators<span class=\"Apple-converted-space\">\u00a0 <\/span>who know very little about Sri Lanka.<\/p>\n<p>Demographics <span class=\"Apple-converted-space\">\u00a0 <\/span>indicate a<span class=\"Apple-converted-space\">\u00a0 <\/span>robust growth, rather than<span class=\"Apple-converted-space\">\u00a0 <\/span>a genocide of Sri Lankan Tamils, a 12% minority. The Tamil population<span class=\"Apple-converted-space\">\u00a0<\/span>of 734,000<span class=\"Apple-converted-space\">\u00a0 <\/span>in 1946 (i.e., just before independence)<span class=\"Apple-converted-space\">\u00a0 <\/span>increased<span class=\"Apple-converted-space\">\u00a0 <\/span>to 2.3 million at the 2011 census,<span class=\"Apple-converted-space\">\u00a0<\/span>after the fall of<span class=\"Apple-converted-space\">\u00a0 <\/span>the \u201cTamil Tigers\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>in May 2009. In addition, some 0.9 million Tamils have emigrated, with most coming<span class=\"Apple-converted-space\">\u00a0 <\/span>to Canada. So the Tamil population has increased by<span class=\"Apple-converted-space\">\u00a0 <\/span>a factor of 4.4., strongly exceeding the 3.5 factor of<span class=\"Apple-converted-space\">\u00a0 <\/span>growth of the Sinhalese (the 72% majority) during the same period.<\/p>\n<p>The majority of Tamil speakers<span class=\"Apple-converted-space\">\u00a0 <\/span>live in the Sinhalese areas. According to<span class=\"Apple-converted-space\">\u00a0 <\/span>CIA fact sheets,<span class=\"Apple-converted-space\">\u00a0<\/span>at most 5% of the population were under<span class=\"Apple-converted-space\">\u00a0 <\/span>the Tigers.<span class=\"Apple-converted-space\">\u00a0<\/span>The RCMP and the news media in Canada (e.g., Stewart Bell, <a href=\"http:\/\/news.nationalpost.com\/2011\/01\/21\/documents-courts-seize-assets-from-the-world-tamil-movement\/\">National Post<\/a>),<span class=\"Apple-converted-space\">\u00a0 <\/span>as well as in Sri Lanka<span class=\"Apple-converted-space\">\u00a0 <\/span>(e.g., see<span class=\"Apple-converted-space\">\u00a0 <\/span>Shamindra Ferdinando&#8217;s<span class=\"Apple-converted-space\">\u00a0 <\/span>series entitled \u201cWar on Terror\u201d, Island) have reported how<span class=\"Apple-converted-space\">\u00a0 <\/span>Canadian Tamil organizations<span class=\"Apple-converted-space\">\u00a0 <\/span>funded<span class=\"Apple-converted-space\">\u00a0 <\/span>the Tigers who are proscribed as Terrorists in most countries even today. The columns of the veteran Tamil Journalist JBS Jayaraj claim that the Tigers killed more Tamils<span class=\"Apple-converted-space\">\u00a0 <\/span>than<span class=\"Apple-converted-space\">\u00a0<\/span>attributable to state terror. This view seems to be echoed by<span class=\"Apple-converted-space\">\u00a0<\/span>the late Sebastian Rasalingam <a href=\"http:\/\/federalidea.com\/focus\/archives\/201\">a writer<\/a> who is believed to be a rare voice of<span class=\"Apple-converted-space\">\u00a0<\/span>the \u201cdepressed\u201d castes.<span class=\"Apple-converted-space\">\u00a0<\/span>Even<span class=\"Apple-converted-space\">\u00a0 <\/span>Mr. Chandrahasan, the son of the iconic Tamil leader SJV Chelvanayakam seems to have echoed similar views.<\/p>\n<p><span class=\"Apple-converted-space\">\u00a0<\/span>SJV Chelvanayakam<span class=\"Apple-converted-space\">\u00a0 <\/span>founded the Ilanaki Tamil Arasu Kadchi (ITAK) in 1949 claiming a part of Ceylon as the \u201cexclusive homeland of the Tamils.\u201d. The idea of ethnic communities living apart \u2013 apartheid &#8211; was a respectable political philosophy in 1949.<span class=\"Apple-converted-space\">\u00a0<\/span>However, the majority community has never accepted the concept of an exclusive Tamil homeland. The Moors living in the Eastern province have strongly opposed the amalgamation of the East and the North to form an \u201cEelam&#8221;.<span class=\"Apple-converted-space\">\u00a0<\/span>Consequently<span class=\"Apple-converted-space\">\u00a0 <\/span>the ITAK was never trusted by the majority community or by the Moors. The ITAK in its turn did little to win such trust, printing Eelam stamps even in the 1950s, while its chief ideologue of the times, Mr. Navaratnam, wrote a text emphasizing the irreconcilability of the Sinhalese and the Tamils. The Sinhalese were themselves concerned with preserving their Identity derived from a Sinhala-Buddhist heritage, with &#8220;political monks&#8221; behaving with scant regard to the very teachings of the Buddha. The ITAK<span class=\"Apple-converted-space\">\u00a0 <\/span>gradually morphed into a<span class=\"Apple-converted-space\">\u00a0 <\/span>full-blown separatist party that pledged military action in 1976 at Vaddukkoddai. As an irony of history, this was an ancient garrison-fortification town known as &#8220;Batakotte&#8221;, designated to protect the country against Chola invasions.<span class=\"Apple-converted-space\">\u00a0<\/span>The ITAK, having roused the militancy of its \u201cboys\u201d, and<span class=\"Apple-converted-space\">\u00a0 <\/span>having<span class=\"Apple-converted-space\">\u00a0 <\/span>failed in its attempts to reach<span class=\"Apple-converted-space\">\u00a0 <\/span>a negotiated settlement with the state, actually found itself at the mercy of its own extremists.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The northern peninsula, cleansed of Sinhalese and Muslims by the Tigers, and with Northern Tamils a mere 5% of the population, was now pitted against the military might of the state backed by the Sinhalese and the Moors. This<span class=\"Apple-converted-space\">\u00a0 <\/span>launched a set of<span class=\"Apple-converted-space\">\u00a0 <\/span>armed conflicts supported by<span class=\"Apple-converted-space\">\u00a0<\/span>unprecedented types of terrorist action, use of suicide cadre and child soldiers,<span class=\"Apple-converted-space\">\u00a0<\/span>now known as the Eelam wars.<span class=\"Apple-converted-space\">\u00a0<\/span>They lasted for three decades, mainly because the tigers were supplied with weapons and funds from the Diaspora living in the West. The Western politicians<span class=\"Apple-converted-space\">\u00a0 <\/span>pushed for<span class=\"Apple-converted-space\">\u00a0<\/span>peace negotiations but took no action to control the flow of such funding of terrorism from within their<span class=\"Apple-converted-space\">\u00a0 <\/span>shores.<\/p>\n<p>Deaths during the Eelam wars struck all<span class=\"Apple-converted-space\">\u00a0 <\/span>Lankan ethnic groups equally hard. The claim of \u201cgenocide\u201d focusing only on Tamil deaths of<span class=\"Apple-converted-space\">\u00a0<\/span>a claimed 40,000 during the last days of the<span class=\"Apple-converted-space\">\u00a0 <\/span>Eelam wars is currently under review by the UN Human Rights Commission (UNHRC).<span class=\"Apple-converted-space\">\u00a0<\/span>The Organization of American States probably wants a similar review against Canada in regard to its treatment of native people. It should be noted that Canada is<span class=\"Apple-converted-space\">\u00a0 <\/span>a main sponsor of the indictment against Sri Lanka, now that the USA under Donald Trump has left the UNHRC.<\/p>\n<p><span class=\"Apple-converted-space\">\u00a0<\/span>The indictment before the UNHRC is<span class=\"Apple-converted-space\">\u00a0 <\/span>contested by<span class=\"Apple-converted-space\">\u00a0 <\/span>knowledgeable authorities including Lord Neseby&#8217;s<span class=\"Apple-converted-space\">\u00a0<\/span>British House of Lords investigation.<span class=\"Apple-converted-space\">\u00a0<\/span>Their estimates of<span class=\"Apple-converted-space\">\u00a0<\/span>casualties come to some 7000, of which 5000 are Tamil-Tiger<span class=\"Apple-converted-space\">\u00a0<\/span>fighters.<span class=\"Apple-converted-space\">\u00a0<\/span>Scholarly studies of wiki-leaks of diplomatic dispatches, studies by the American Physical Society of satellite images of shelling,<span class=\"Apple-converted-space\">\u00a0<\/span>the report of the Paranagama commission etc., indicate similar<span class=\"Apple-converted-space\">\u00a0<\/span>lower figures of casualties.<\/p>\n<p>However,<span class=\"Apple-converted-space\">\u00a0 <\/span>the municipalities of Toronto, Brampton and Pickering<span class=\"Apple-converted-space\">\u00a0 <\/span>rushed to judgment to please ethnic pressure groups. The Canadian Parliament itself sponsored<span class=\"Apple-converted-space\">\u00a0 <\/span>a sham hearing hosted by Mr. Garry Anandasangaree where the event was announced with short<span class=\"Apple-converted-space\">\u00a0<\/span>notice.<span class=\"Apple-converted-space\">\u00a0<\/span>Admissions were controlled and cut to a short time window to just voice the genocide story. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>If a genocide of 40,000 occurred in the last weeks of<span class=\"Apple-converted-space\">\u00a0 <\/span>Eelam IV,<span class=\"Apple-converted-space\">\u00a0 <\/span>mass graves of<span class=\"Apple-converted-space\">\u00a0 <\/span>40,000 killed<span class=\"Apple-converted-space\">\u00a0<\/span>have to be somewhere. But even the<span class=\"Apple-converted-space\">\u00a0<\/span>NPC under Mr. Wigneswaran who claimed a Tamil genocide has NOT<span class=\"Apple-converted-space\">\u00a0<\/span>succeeded in demonstrating any mass graves. The Mannar mass grave, which was excavated with great expectations of providing some support to the NCP genocide claim fell completely flat.<span class=\"Apple-converted-space\">\u00a0<\/span>Radio-carbon data indicated that the skeletons were from a massacre during Portuguese times by a Hindu-Tamil chieftain who exterminated fellow Tamil converts<span class=\"Apple-converted-space\">\u00a0 <\/span>to Catholicism.<span class=\"Apple-converted-space\">\u00a0<\/span>Furthermore, if 40,000 were killed by shell fire and bombings, some 160,000 injured are expected as \u201ccollateral\u201d, but<span class=\"Apple-converted-space\">\u00a0 <\/span>very few<span class=\"Apple-converted-space\">\u00a0 <\/span>injured were found among the 300,000 held in the war zone when freed in May 2009.<\/p>\n<p>A grave injustice is being committed<span class=\"Apple-converted-space\">\u00a0<\/span>by the Canadian municipalities in their rush to judgment about a \u201cTamil genocide\u201d. This contrasts strongly with<span class=\"Apple-converted-space\">\u00a0 <\/span>the cautious approach<span class=\"Apple-converted-space\">\u00a0<\/span>of<span class=\"Apple-converted-space\">\u00a0<\/span>the House of Commons regarding<span class=\"Apple-converted-space\">\u00a0 <\/span>the alleged<span class=\"Apple-converted-space\">\u00a0 <\/span>genocide of aboriginal peoples.
