{"id":215130,"date":"2020-12-16T23:27:57","date_gmt":"2020-12-16T17:57:57","guid":{"rendered":"https:\/\/www.colombotelegraph.com\/?p=215130"},"modified":"2020-12-24T00:33:44","modified_gmt":"2020-12-23T19:03:44","slug":"semiotic-aspects-of-the-discourse-on-ethnic-conflict-in-sri-lanka-a-re-reading-of-modern-mega-tragedy","status":"publish","type":"post","link":"https:\/\/www.colombotelegraph.com\/index.php\/semiotic-aspects-of-the-discourse-on-ethnic-conflict-in-sri-lanka-a-re-reading-of-modern-mega-tragedy\/","title":{"rendered":"Semiotic Aspects Of The Discourse On Ethnic Conflict In Sri Lanka; A Re-Reading Of Modern Mega-Tragedy"},"content":{"rendered":"<p><span style=\"color: #ff6600;\"><strong>By <a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/?s=Michael+Fernando\">Michael Fernando<\/a><span class=\"Apple-converted-space\">\u00a0\u2013<\/span><\/strong><\/span><\/p>\n<div id=\"attachment_160809\" style=\"width: 160px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2016\/04\/Michael-Fernando.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-160809\" class=\"size-full wp-image-160809\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2016\/04\/Michael-Fernando.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2016\/04\/Michael-Fernando.jpg 150w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2016\/04\/Michael-Fernando-50x50.jpg 50w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a><p id=\"caption-attachment-160809\" class=\"wp-caption-text\">Dr. Michael Fernando<\/p><\/div>\n<p>The civil war in the South Asian Island state Sri Lanka came to an end in<span class=\"Apple-converted-space\">\u00a0<\/span>April 2009 with the defeat of the separatist armed struggle carried out by the <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/?s=LTTE\">LTTE<\/a><\/span> (Liberation Tamil Tigers for a Elam) by the government military forces.<span class=\"Apple-converted-space\">\u00a0<\/span>What has been<span class=\"Apple-converted-space\">\u00a0 <\/span>happening<span class=\"Apple-converted-space\">\u00a0 <\/span>in this country since about 1936 under colonial and postcolonial conditions is a real human tragedy. <span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>One of the main problems of the discourse on ethnic conflict in Sri Lanka is the confusion created by the linguistic and nonlinguistic signs used by the discussants and their witting or unwitting interpretations by the stakeholders e.g. political leaders, religious leaders, academics and general<span class=\"Apple-converted-space\">\u00a0<\/span>public.<\/p>\n<p>The Semiotic approach that studies the<span class=\"Apple-converted-space\">\u00a0 <\/span>creation and<span class=\"Apple-converted-space\">\u00a0 <\/span>communication of meaning in society<span class=\"Apple-converted-space\">\u00a0<\/span>helps to understand the confusion<span class=\"Apple-converted-space\">\u00a0 <\/span>created by attempts of the main actors of the whole drama of the ethnic conflict to put forward their arguments. The advantage of this method over many other approaches is that it examines not only<span class=\"Apple-converted-space\">\u00a0 <\/span>linguistic but also other signs used by individuals, groups of people such as political parties and the state.<\/p>\n<p>This paper<span class=\"Apple-converted-space\">\u00a0<\/span>attempts to highlight some central<span class=\"Apple-converted-space\">\u00a0<\/span>linguistic expressions targeting the Sinhala speaking population in Sri Lanka especially those that have created confusions,<span class=\"Apple-converted-space\">\u00a0<\/span>misunderstandings and misinterpretations among the audience.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Almost all the main concepts that denote the subject under discussion such as <i>nation, nationality,<\/i> <i>ethnicity,\u00a0<\/i>have created diverse meanings which have confused<span class=\"Apple-converted-space\">\u00a0<\/span>the partners of the discourse and their audience as well.<i><span class=\"Apple-converted-space\">\u00a0<\/span><\/i> <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The widely used<span class=\"Apple-converted-space\">\u00a0<\/span>Sinhala <span class=\"Apple-converted-space\">e<\/span>quivalent<span class=\"Apple-converted-space\">\u00a0<\/span>for the word <i>nation <\/i>is <i>jatiya<\/i> or <i>jati <\/i>as in<i><span class=\"Apple-converted-space\">\u00a0<\/span><\/i>the case of many South Asian languages. In<span class=\"Apple-converted-space\">\u00a0<\/span>the Sinhala language there are several meanings for this word such as birth and cast. Furthermore the words <i>jatiya<\/i> or <i>jati <\/i>are also used to depict the status of a group of people<span class=\"Apple-converted-space\">\u00a0<\/span>as low and high by adding adjectives denoting its standing in the hierarchy. Already in 1922 one of the pioneer Sinhala social reformers<span class=\"Apple-converted-space\">\u00a0<\/span>wrote that Sinhala<span class=\"Apple-converted-space\">\u00a0 <\/span><i>jatiya<\/i>\u00a0is one of the two greatest <i>jatis <\/i>in the whole world. The implied subordination of other national cultures has done<span class=\"Apple-converted-space\">\u00a0 <\/span>lasting harm.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Another problem concerning the terms<span class=\"Apple-converted-space\">\u00a0<\/span><i>nation and<span class=\"Apple-converted-space\">\u00a0<\/span>nationalism <\/i>was the use of them by many scholars from a Eurocentric point of view. According to one scholar \u201cIn Western Europe the process of state building preceded and assisted the process of nation-formation. In consequence, the concept of the nation that developed from this process focused on the political community as<span class=\"Apple-converted-space\">\u00a0 <\/span>defined by the institutional and territorial framework.\u201d Using<span class=\"Apple-converted-space\">\u00a0<\/span>the word \u201cnation\u201d in this sense to explain the ethno-cultural social groups in countries like Sri Lanka created confusion between the participants of the discourse<span class=\"Apple-converted-space\">\u00a0 <\/span>and the audience.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>An important concept for which the partners of the discourse have not yet found a term to convey it to the audience is <i>ethnicity <\/i>and the adjective<i> ethnic.<\/i> The Sinhala equivalents of these terms are <i>janavargikatvaya <\/i>and <i>janavargika<\/i> respectively.<i> <\/i>The Sinhala words can be easily interpreted as \u201crace\u201d \/ \u201cracial\u201d thus confusing the audience. From the early stages of the discourse on ethnic conflict, the difficulty of finding Sinhala<span class=\"Apple-converted-space\">\u00a0 <\/span>terms to convey the \u201cmeaning\u201d of these concepts was recognized.<span class=\"Apple-converted-space\">\u00a0<\/span>Some scholars even opted to use the English term \u201cethnic\u201d in their writings in the Sinhala language. However this was a futile exercise.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>During the last four decades the conflict has been turned into a civil war causing severe damage to the human lives, the economy and the culture of the country.<span class=\"Apple-converted-space\">\u00a0<\/span>Attempts to find a solution to the conflict have become<span class=\"Apple-converted-space\">\u00a0 <\/span>extremely complicated and complex. In the process of searching for a solution to this conflict there has been a discourse both<span class=\"Apple-converted-space\">\u00a0<\/span>in the national and the international arenas. On the one hand are the forces that<span class=\"Apple-converted-space\">\u00a0<\/span>believe in a military solution<span class=\"Apple-converted-space\">\u00a0<\/span>belonging or supporting the two main camps of the conflict. On the other hand are the forces that believe in a peaceful solution belonging to all nationalities of the country. The discourse involving all these actors are marked with semiotic factors that are detrimental to any peaceful settlement of the conflict. <span class=\"Apple-converted-space\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0<\/span><\/p>\n<p>One of the main suggestions put forward by national and international partners of the discourse as the basis of any peaceful solution is the \u201cDevolution of Power\u201d. This concept has nevertheless created<span class=\"Apple-converted-space\">\u00a0 <\/span>misunderstandings in the minds of<span class=\"Apple-converted-space\">\u00a0<\/span>the majority of the Sinhala speaking population who are in favor of a negotiated settlement.<span class=\"Apple-converted-space\">\u00a0<\/span>The concept \u201cDevolution of Power\u201d is translated into Sinhala as <i>balaya<\/i> <i>bedeema <\/i>which is commonly<span class=\"Apple-converted-space\">\u00a0<\/span>understood<span class=\"Apple-converted-space\">\u00a0<\/span>as \u201cdivision or separation of power\u201d and<span class=\"Apple-converted-space\">\u00a0<\/span>the intended concept \u201csharing of power\u201d is not clearly conveyed.. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Thus the concept \u201c<i>balaya bedeema<\/i>\u201d<i> <\/i>has produced and communicated more than one meaning.<span class=\"Apple-converted-space\">\u00a0<\/span>Understandably those who are against any type of devolution of power have made use of this misinterpretation saying \u201c<i>balaya bedeema<\/i> definitely leads to a<i> rata bedeema\u201d(<\/i>Division of power leads to<span class=\"Apple-converted-space\">\u00a0 <\/span>a division of the country.)<span class=\"Apple-converted-space\">\u00a0<\/span>Those who aware of<span class=\"Apple-converted-space\">\u00a0<\/span>the ambiguity conveyed by the Sinhala translation of \u201cdevolution of power\u201d searched for alternative words or phrases. These attempts led to another dialogue resulting in the emergence of new phrases like <i>balaya vimadhya gata kireema <\/i>(decentralization of power) and<span class=\"Apple-converted-space\">\u00a0<\/span><i>bala havulkarakama <\/i>(sharing of power). This<span class=\"Apple-converted-space\">\u00a0 <\/span>debate itself initiated another dialogue which made the \u201cdevolution of power\u201d acceptable to a larger section of the population and created a situation where the main political forces of the country have recognized<span class=\"Apple-converted-space\">\u00a0<\/span>\u201cdevolution of power\u201das the prerequisite for solving the current ethnic-conflict.<\/p>\n<p>Another revealing example which explains the resulting<span class=\"Apple-converted-space\">\u00a0<\/span>confusion in the discourse is<span class=\"Apple-converted-space\">\u00a0<\/span>the introduction of<span class=\"Apple-converted-space\">\u00a0<\/span>the concept of \u201cFederalism\u201d which is translated into Sinhala as \u201c<i>pedaral vadaya<\/i>\u201d. (Political scientists and some \u201ceducated\u201d politicians use words like <i>sandheeya<\/i>). Unfortunately a great antipathy developed against this concept among many Sinhalease as they linked up \u201cFederalism\u201d with the Federal Party which was established by Tamil politicians in 1949. The Tamil name given to the party was <i>Thamil Arasu Kachchi <\/i>(Tamil State Party).<i> <\/i>The majority of the Sinhalese thinks that<span class=\"Apple-converted-space\">\u00a0 <\/span>Federalism leads to a division of the country. (Interestingly the term \u201cFederalism\u201d<span class=\"Apple-converted-space\">\u00a0<\/span>is translated into Tamil<span class=\"Apple-converted-space\">\u00a0<\/span>as <i>samasthi and k\u00fbttatchi <\/i>conveying the meaning<i> \u201c<\/i>joint rule\u201d.)<span class=\"Apple-converted-space\">\u00a0 <\/span>However among the leaders of the majority<span class=\"Apple-converted-space\">\u00a0<\/span>political parties support for a federal solution is gathering momentum due to their attempts to understand<span class=\"Apple-converted-space\">\u00a0 <\/span>the concept through practical examples.<\/p>\n<p>Some of the main concepts such as <i>\u00calam, nijabhumi, eksath, ekeeya\u00a0<\/i>which have been used by the main groups involved in the conflict and also in the discourse have also greatly confused the stakeholders. Even though serious studies have been carried out examining the above mentioned concepts, and the results were published in main three languages of the country, they have not reached the main stakeholders i.e, the masses of the country.<\/p>\n<p>One of the significant characteristics of the<span class=\"Apple-converted-space\">\u00a0 <\/span>discourse on ethnic-conflict in Sri Lanka is its trilingual character,<span class=\"Apple-converted-space\">\u00a0<\/span>the<span class=\"Apple-converted-space\">\u00a0<\/span>languages used by the partners of the dialogue. The language used by policymakers and the elitist<span class=\"Apple-converted-space\">\u00a0 <\/span>leaders including academia<span class=\"Apple-converted-space\">\u00a0<\/span>is English. Sinhala or Tamil are the languages used by the masses belonging to the main three ethnic groups. Production of concepts\/meanings was mainly in the English language by borrowing or assimilating Euro-American concepts often creating misunderstandings and misinterpretations. On the other hand there is hardly any serious<span class=\"Apple-converted-space\">\u00a0<\/span>dialogue between monolingual Sinhala and monolingual Tamil population.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The whole Peace process and the discourse on the ethnic conflict in the country suffers considerably<span class=\"Apple-converted-space\">\u00a0<\/span>due to such semiotic problems, especially due to the difficulties of the communicating<span class=\"Apple-converted-space\">\u00a0 <\/span>the meanings of the suggested solutions to the masses. This situation is not only<span class=\"Apple-converted-space\">\u00a0<\/span>disadvantageous for the forces for peace but also advantageous for the schemes of those who are against any type of peaceful settlement. They could make use of this state of affairs very effectively to achieve their purpose.<\/p>\n<p>One might argue that this is a minor problem created by wrong translations\/adaptations<span class=\"Apple-converted-space\">\u00a0<\/span>and can be easily remedied by finding more suitable words and phrases.<span class=\"Apple-converted-space\">\u00a0<\/span>However it is not only a problem of the use of<span class=\"Apple-converted-space\">\u00a0<\/span>words and phrases. The crux of the matter is the insensitiveness to the process of the production and communication of meanings that<span class=\"Apple-converted-space\">\u00a0<\/span>has already done<span class=\"Apple-converted-space\">\u00a0<\/span>serious harm to rapproachment and ethnic harmony. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>From a semiotic point of view \u201csigns\u201d other than<span class=\"Apple-converted-space\">\u00a0<\/span>words such as a flag or<span class=\"Apple-converted-space\">\u00a0<\/span>acts like arson or common celebrations can create and communicate \u201cmeanings\u201d or messages that affect<span class=\"Apple-converted-space\">\u00a0<\/span>the ethnic harmony in a society positively or negatively.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Awareness of the social semiotics i.e. the functioning of the meaning bearing process of society and the sensitive response<span class=\"Apple-converted-space\">\u00a0<\/span>of individuals and social institutions<span class=\"Apple-converted-space\">\u00a0<\/span>towards this process<span class=\"Apple-converted-space\">\u00a0<\/span>is one of<span class=\"Apple-converted-space\">\u00a0 <\/span>the basic<span class=\"Apple-converted-space\">\u00a0<\/span>preconditions in<span class=\"Apple-converted-space\">\u00a0 <\/span>achieving harmony in a multicultural society, even though the finding of a<span class=\"Apple-converted-space\">\u00a0<\/span>final solution for the conflict<span class=\"Apple-converted-space\">\u00a0<\/span>is a political exercise.<\/p>\n","protected":false},"excerpt":{"rendered":"<p> [&hellip;]<\/p>\n","protected":false},"author":320,"featured_media":194403,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[3,46,8],"tags":[],"class_list":["post-215130","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-colombotelegraph","category-constitutional-reforms","category-editorial"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.3 - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>Semiotic Aspects Of The Discourse On Ethnic Conflict In Sri Lanka;
