Navaratnam<\/p><\/div>\n<p class=\"p3\"><span class=\"s1\" style=\"color: #ff6600;\"><b>\u2018Fire and fury\u2019<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">UNHRC &#8211; 46<\/span><span class=\"s2\"><sup>th<\/sup><\/span><span class=\"s1\"> session at Geneva had drawn to its close four weeks ago. Yet, the <\/span><span class=\"s1\">virulent attacks unleashed, initially, against the UN-HR Chief Ms. Michelle <\/span><span class=\"s1\">Bachelet and the UK-led sponsors, and lately, against an expanded list of <\/span><span class=\"s1\">\u2018enemies\u2019 (including countries which had voted for the Resolution plus others <\/span><span class=\"s1\">who had abstained from voting) still continue unabated with the same intensity. <\/span><span class=\"s1\">Apparently, the latest salvo of recriminations on the subject has been fired by <\/span><span class=\"s1\">Public Security Minister Sarath Weerasekera ( Daily Mirror, 20 April 2021 \u2013 <\/span><span class=\"s1\"><i>\u201cGeneva -the misconceptions \u2026\u2026.\u201d) <\/i>In the run-up to the D-day at Geneva, when <\/span><span class=\"s1\">discerning sections of the<i> <\/i>citizenry were despairing that this country had got to <\/span><span class=\"s1\">this sorry pass, frantically fishing for friends at Geneva, the ultra-nationalists, <\/span><span class=\"s1\">rehashing their bellicose rhetoric, had ganged up on the global West \u2013 <\/span><span class=\"s1\">threatening to unleash \u2018fire and fury\u2019 (Trump style, vis-\u00e0-vis North Korea). <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Pseudo-patriots<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Pseudo-patriots had closed ranks in a show of tribal solidarity. The most <\/span><span class=\"s1\">vituperative among them were the tribal journalists \u2013 viz. columnists, <\/span><span class=\"s1\">commentors and other nondescript scribblers. They had started trashing<span class=\"Apple-converted-space\">\u00a0 <\/span>Ms. <\/span><span class=\"s1\">Bachelet\u2019s Report on Sri Lanka (A\/HRC\/46\/20) even before the report officially <\/span><span class=\"s1\">entered the public domain. Mediascape in Sri Lanka had since been saturated <\/span><span class=\"s1\">with their nasty narratives on the subject, couched in ethno-fascist vocabulary <\/span><span class=\"s1\">vilifying the Tamil people.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Quest for Justice<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In the post-Mullivaikkal milieu, aside from certain international advocacy groups, <\/span><span class=\"s1\">ethnic Tamils have led the collective cry and have largely been the dominant <\/span><span class=\"s1\">voices in the persistent quest for international justice at Geneva \u2013 although some <\/span><span class=\"s1\">enlightened liberals from the ethnic majority have empathized with the Tamil <\/span><span class=\"s1\">pursuit of justice. But happily, this time around, even some sections of the Sinhala <\/span><span class=\"s1\">and Muslim political activists have articulated their qualified support for the <\/span><span class=\"s1\">Geneva agenda on Sri Lanka. There are reasons for this change \u2013 factors which <\/span><span class=\"s1\">have even shifted the focus of the new Resolution: This time, the main thrust is <\/span><span class=\"s1\">not on war crimes; the Resolution has taken note of some ongoing abuses in <\/span><span class=\"s1\">Rajapaksas regime; Muslim minorities and sections of the Sinhala people also <\/span><span class=\"s1\">have been directly hit and hurt by an abusive\/oppressive administration; small <\/span><span class=\"s1\">pockets of progressives from among the intelligentsia wanted to arrest this trend. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In any event, when all&#8217;s said and done, it has been business as usual for the <\/span><span class=\"s1\">dominant ultra-nationalists who call the shots in a depraved domain &#8211; the <\/span><span class=\"s1\">mediascape. Some representative samples of their discourses may be revealing: <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Dr. Laksiri Fernando<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Dr. Laksiri Fernando\u2019s series of articles \u2013 diatribes, discharged in rapid succession <\/span><span class=\"s1\">against Ms. Bachelet \/UNHRC\/UK-led Core Group\/Amnesty International and <\/span><span class=\"s1\">other \u2018enemies\u2019 confirmed his credentials as a closet-racist from Down Under. His <\/span><span class=\"s1\">latest piece is a loser\u2019s lamentation:<span class=\"Apple-converted-space\">\u00a0 <\/span>(CT, 08 April 2021 -\u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/after-geneva-resolution-what-next\/\"><i>After Geneva Resolution: <\/i><\/a><\/span><\/span><span class=\"s1\"><i><span style=\"color: #ff6600;\">What Next?<\/span>\u201d<\/i> ). In fact, Geneva proceedings touching on Sri Lanka have had a <\/span><span class=\"s1\">laxative effect on the bowels of many a member of the SB literati.\u00a0<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Lest we forget, Laksiri had been one of the fair-weather friends of the Rajapaksas. <\/span><span class=\"s1\">Close on the heels of the Mullivaikal massacre of Tamil civilians in May 2009, and <\/span><span class=\"s1\">when Rajapaksas were basking in the glory of the war victory and gloating over <\/span><span class=\"s1\">their triumph, it was Laksiri<span class=\"Apple-converted-space\">\u00a0 <\/span>who, as member of the Colombo University Senate, <\/span><span class=\"s1\">on 29<\/span><span class=\"s2\"><sup>th<\/sup><\/span><span class=\"s1\"> May 2009, initiated the move to decorate the \u2018learned\u2019 Rajapaksa <\/span><span class=\"s1\">brothers, Mahinda and Gotabaya, with honorary Doctorate degrees \u2013 LL.D and <\/span><span class=\"s1\">D.Sc degrees, respectively. <\/span><\/p>\n<p class=\"p3\"><span class=\"s3\" style=\"color: #ff6600;\"><b>Sublime to ridiculous!<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">BTW: There was a time when a <i>cr\u00e8me de la cr\u00e8me<\/i> of intellectual giants and <\/span><span class=\"s1\">scholars par excellence of the calibre of Dr. Gamini Corea, Dr. C.G. Weeramantry, <\/span><span class=\"s1\">Justice Mark Fernando <i>et al<\/i> were the recipients of honorary<span class=\"Apple-converted-space\">\u00a0 <\/span>Doctorates from the <\/span><span class=\"s1\">Colombo University.!. <i>O tempora! O mores!<\/i><span class=\"Apple-converted-space\">\u00a0 <\/span>From the sublime to the ridiculous. <\/span><span class=\"s1\">But, there is another facet of this funny story. In 2015, Laksiri sought to revoke <\/span><span class=\"s1\">the honorary degrees of the two Rajapaksa siblings.<span class=\"Apple-converted-space\">\u00a0 <\/span>(Colombo Telegraph, 11 Oct. <\/span><span class=\"s1\">2015 \u2013 \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/i-propose-to-revoke-doctorates-from-gr-mr\/\"><i>I propose to revoke doctorates from GR &amp; MR<\/i><\/a><\/span>\u201c )<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Volte-face <\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Interestingly, in seeking to revoke Rajapaksas\u2019 honorary degrees, one of the <\/span><span class=\"s1\">reasons cited by Laksiri was as follows: \u201c<i>There are <\/i><b><i>credible allegations of gross <\/i><\/b><\/span><span class=\"s1\"><b><i>human rights violations at the last stages of the war under their command<\/i><\/b>.\u201d<\/span><span class=\"s1\">(<b>Colombo Telegraph \u2013 <i>ibid<\/i><\/b>). Perusing his articles carrying brazen denial of the war <\/span><span class=\"s1\">crimes and broadsides against the HR Chief\u2019s report and recommendations, it beg <\/span><span class=\"s1\">the question &#8211; what is it that this gentleman is denying and disputing now?. And <\/span><span class=\"s1\">why this complete <i>volte-face<\/i>? <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Aberrations<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Getting back to Laksiri\u2019s aberrations, he has lunged at Ms. Michelle Bachelet <\/span><span class=\"s1\">snarling and breathing fire and brimstone:<\/span> <span class=\"s1\"> \u201c<i>I can be very clear and blunt. The <\/i><\/span><span class=\"s1\"><i>Office of the UN High Commissioner for Human Rights is going in the <\/i><\/span><span class=\"s1\"><i>authoritarian and dictatorial direction preaching others to be democratic and <\/i><\/span><span class=\"s1\"><i>justiciable <\/i>(Sic).<i> This is very clear from the Report\u2026\u2026. In February 2009, Castro <\/i><\/span><span class=\"s1\"><i>called her part of the \u2018fascist and vengeful Chilean oligarchy\u2019 \u201d<\/i><\/span><span class=\"s1\">(Commenting on Ms.Bachelet\u2019s<span class=\"Apple-converted-space\">\u00a0 <\/span>recommendations to GoSL) \u201c\u2026\u2026 <i>Who is this <\/i><\/span><span class=\"s1\"><i>High Commissioner dictating terms for a \u2018vision for Sri Lanka\u2019 giving the <\/i><\/span><span class=\"s1\"><i>impression that the country has no efforts to be \u2018inclusive\u2019 or \u2018pluralistic\u2019? <\/i><b><i>I will <\/i><\/b><\/span><span class=\"s1\"><b><i>explain to you who she is later<\/i><\/b>.\u201d (Sounds like goons\u2019 gutter lingo ?)<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\" style=\"color: #ff6600;\"><b>HRCSL Chairperson<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\"> <i>\u201cIn December 2020, the President proceeded with the appointment of new <\/i><\/span><span class=\"s1\"><i>members to the HRCSL, including a former Minister as chairperson. The High <\/i><\/span><span class=\"s1\"><i>Commissioner is concerned that the new appointment process undermines the <\/i><\/span><span class=\"s1\"><i>credibility and independence of the Commission.\u201d <\/i><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\"><i>\u201c\u2026. the comedy is that the High Commissioner who makes this<\/i> (sic) <i>observations <\/i><\/span><span class=\"s1\"><i>or accusations herself is not just a former Minister but a former President of a <\/i><\/span><span class=\"s1\"><i>country, Chile (2006-2010 and 2014-2018)<\/i>.<\/span> <span class=\"s1\">(Colombo Telegraph,17 Feb.2021 <b>&#8211;<\/b>\u00a0<\/span><span class=\"s1\"><i>\u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/authoritarian-hypocritical-recommendations-of-the-un-high-commissioner-for-human-rights-on-sri-lanka\/\">Authoritarian &amp; Hypocritical recommendations of the UN High Commissioner\u2026.<\/a><\/span>\u201d) <\/i><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The comedy lies in the cockeyed \u2018chalk and cheese\u2019 comparison of this academic. <\/span><span class=\"s1\">Doesn\u2019t Laksiri see the fundamental difference? Human rights issues which come <\/span><span class=\"s1\">within the purview of HRCSL\/Chairperson Jagath Balasuriya<span class=\"Apple-converted-space\">\u00a0<\/span>(Rajapakses\u2019 relative, <\/span><span class=\"s1\">Mahinda\u2019s former Minister &amp;<span class=\"Apple-converted-space\">\u00a0 <\/span>SLPP Organiser of Kegalle) are critical issues arising <\/span><span class=\"s1\">within the<span class=\"Apple-converted-space\">\u00a0 <\/span>territorial and jurisdictional confines of Sri Lanka. The Resolution that\u00a0<\/span><span class=\"s1\">was under deliberation at the UNHRC 46<\/span><span class=\"s2\"><sup>th<\/sup><\/span><span class=\"s1\"> session was not concerned with Chile.! <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Revelations!<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Perhaps, the following<span class=\"Apple-converted-space\">\u00a0 <\/span>features about<span class=\"Apple-converted-space\">\u00a0 <\/span>Ms. Bachelet\u2019s personal\/public life may <\/span><span class=\"s1\">be the details which Laksiri offered to expose when he first said: \u201c<i>I will explain to <\/i><\/span><span class=\"s1\"><i>you who she is later.<\/i>\u201d (Colombo Telegraph \u2013<i> ibid<\/i>). Evidently, there is nothing <\/span><span class=\"s1\">particularly shocking or sensational about Ms. Bachelet\u2019s profile. Any serious <\/span><span class=\"s1\">student of contemporary history would appreciate that a host of celebrated rebel <\/span><span class=\"s1\">leaders\/revolutionaries &#8211; Yasser Arafat to Nelson Mandela included &#8211; have had <\/span><span class=\"s1\">traces of similar traits\/track record.<span class=\"Apple-converted-space\">\u00a0 <\/span>Now, let\u2019s see<span class=\"Apple-converted-space\">\u00a0 <\/span>Laksiri\u2019s<span class=\"Apple-converted-space\">\u00a0 <\/span>\u2018revelations\u2019 ! :<\/span><span class=\"s1\">\u201c<i>She is utterly political. As a Minster of Defense (2002-2004) she is known to have <\/i><\/span><span class=\"s1\"><i>wearing sometimes a military cloak and a cap. In her fairly young days (1985-<\/i><\/span><span class=\"s1\"><i>1987) she was alleged to have connections with the Manuel Rodriguez Patriotic <\/i><\/span><span class=\"s1\"><i>Front, \u2018an armed group that among other activities attempted to assassinate <\/i><\/span><span class=\"s1\"><i>Pinochet in 1986.\u2019 During her Presidency she was known to have tried to preach <\/i><\/span><span class=\"s1\"><i>and dictate terms to other Latin American countries\u2026\u201d<\/i>(Colombo Telegraph-<i>ibid<\/i>)<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Dr. Mervyn Silva<\/b><\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">In seeking to denigrate Madame Bachelet Dr. Laksiri Fernando\u2019s<span class=\"Apple-converted-space\">\u00a0 <\/span>diction and tone <\/span><span class=\"s1\">are reminiscent of the crude remarks of another \u2018doctoral degree-holder\u2019 vis-\u00e0-vis <\/span><span class=\"s1\">a former UN Human Rights Commissioner. In August 2013 during HR Chief Navi <\/span><span class=\"s1\">Pillay\u2019s official visit to Sri Lanka on the invitation of Mahinda government, Minister <\/span><span class=\"s1\">Mervyn Silva, addressing a public meeting at Maradana, Colombo offered to marry <\/span><span class=\"s1\">the visiting Human Rights Chief. Far from being indignant, the local media was quite <\/span><span class=\"s1\">amused at the antics of Mervyn Silva. A week later, at a press briefing Minister <\/span><span class=\"s1\">Alahapperuma apologized to Ms. Navi Pillay. <b>( <\/b>DailyFT, 5 Sept.2013 \u2013 \u201c<i>Dulles <\/i><\/span><span class=\"s1\"><i>apologises for Mervyn\u2019s proposal to Pillay<\/i>\u201d). Such boorish behaviour by a State <\/span><span class=\"s1\">Minister towards a UN dignitary would not have impressed observers from civilized <\/span><span class=\"s1\">nations. It is in this backdrop that recently \u2018<i>Daily Mirror\u2019<\/i> had carried a news item <\/span><span class=\"s1\">that the government intended to invite Ms. Bachelet for a visit to Sri Lanka. (Daily <\/span><span class=\"s1\">Mirror, 16 March 2021). Welcome Madame Bachelet! Stay safe in Sri Lanka !.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">But then, Laksiri Fernando prefers an aggressive approach ! : \u201c<i>I recommend <\/i><\/span><span class=\"s1\"><i>the Sri Lanka government to completely prohibit anyone from the OHCHR to step <\/i><\/span><span class=\"s1\"><i>into the country\u201d.<\/i> (<i>per <\/i>Laksiri, Colombo Telegraph, 29 March 2021 <b>&#8211;<\/b> \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/amnesty-internationals-questionable-approach-to-human-rights\/\"><i>Amnesty <\/i><\/a><\/span><\/span><span class=\"s1\"><i><span style=\"color: #ff6600;\">International\u2019s questionable approach to human rights<\/span>\u201d<\/i>)<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Jittery about UNHRC<\/b><\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Is it not strange that the mere mention of the name \u2018UNHRC\u2019 has always made Sri <\/span><span class=\"s1\">Lankan rulers jittery. SB helmsmen have always had something to hide from the <\/span><span class=\"s1\">international community and have been furtively pussyfooting around accredited <\/span><span class=\"s1\">international fora. Ms. Bachelet is not the first and only UN-HR Chief who is <\/span><span class=\"s1\">anathema and a <i>persona non grata<\/i> to Sri Lankan rulers. To everyone\u2019s knowledge, <\/span><span class=\"s1\">at least during the past two decades, every other HR Chief who preceded <\/span><span class=\"s1\">Ms. Bachelet and held that office eminently had been vilified by<span class=\"Apple-converted-space\">\u00a0 <\/span>Sri Lankan ruling <\/span><span class=\"s1\">cabal and the tribal media\u2013 whether it be Ms. Louise Arbour (2004-2008), Ms. Navi <\/span><span class=\"s1\">Pillay (2008-2014) or Mr. Zeid Raad Al Hussain (2014-2018), they were all excoriated and demonized by Rajapaksas and their loyal subjects. Is it not uncanny, <\/span><span class=\"s1\">if not outrageous? Maybe, the ruling class may not change their stance until<span class=\"Apple-converted-space\">\u00a0 <\/span>one <\/span><span class=\"s1\">of their ilk \u2013 say, Sarath<span class=\"Apple-converted-space\">\u00a0 <\/span>Weerasekara, Wimal Weerawanse or Udaya Gammanpila <\/span><span class=\"s1\">&#8211; assumes the mantle of HR High Commissioner in Geneva.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Malinda<span class=\"Apple-converted-space\">\u00a0 <\/span>Seneviratne<\/b><\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Malinda Seneviratne is yet another columnist \u2013 a<i> columnist\u00a0<\/i>as well ! \u2013 of the <\/span><span class=\"s1\">Sinhala-Buddhist fascist mold, still smarting under the Geneva fiasco. Lest you may <\/span><span class=\"s1\">forget, Malinda was the proud recipient of a gift of (2) free laptops from President <\/span><span class=\"s1\">Mahinda at a public ceremony in Dec. 2013. He had ever since vowed fealty to the <\/span><span class=\"s1\">Rajapaksas and had remained fiercely \u2018independent\u2019 as a journalist, churning out <\/span><span class=\"s1\">copious stories fomenting ethnic passions and defending war crimes. Of course, the <\/span><span class=\"s1\">poor tax-payers paid for the laptops. To their credit, <i>Ravaya<\/i> News Editor Lasantha <\/span><span class=\"s1\">Ruhunage and <i>Sunday Times <\/i>Editor Sinha Ranatunge had some semblance of <\/span><span class=\"s1\">integrity to spurn Rajapaksa\u2019s offer of free laptops. Freeloading <i>fakirs<\/i> are the <\/span><span class=\"s1\">frontline media warriors mostly fulminating against the Geneva proceedings. <\/span><\/p>\n<p class=\"p6\"><span class=\"s3\" style=\"color: #ff6600;\"><b>\u201cCesspool of bias\u2019\u2019<\/b><\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Malinda\u2019s vitriolic diatribes denouncing the Human Rights agency had<\/span> <span class=\"s1\"><i>ad nauseam<\/i> <\/span><span class=\"s1\">used the \u2018<i>cesspool<\/i>\u2019 simile to buttress his arguments. The powerful Jewish lobby in the US, <\/span><span class=\"s1\">backing pro-Israel Trump, hated the Human Rights body for its pro-Palestinian <\/span><span class=\"s1\">stance. \u201c<i>Haley also pointed to the continued existence of \u201cagenda item 7\u201d, <\/i><\/span><span class=\"s1\"><i>a permanent fixture on the schedule, exclusively devoted to the discussion of <\/i><\/span><span class=\"s1\"><i>rights violations in the West Bank and Gaza Strip<\/i>.\u201d ( The Guardian, UK, 19 June <\/span><span class=\"s1\">2018 \u2013\u201c<i>US quits UN human rights council\u2026..\u201d)<\/i> <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Naseby brouhaha<\/b> <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Malinda\u2019s latest fusillade is against the UK. The context?<span class=\"Apple-converted-space\">\u00a0 <\/span>UK had<\/span> <span class=\"s1\">refused Sri Lanka\u2019s request <\/span><span class=\"s1\">made during the Geneva session for the disclosure of wartime dispatches from the <\/span><span class=\"s1\">High Commission in Colombo. The dispatches were the basis of Lord Naseby\u2019s <\/span><span class=\"s1\">brouhaha about the number of civilian deaths during the final stage of the war and <\/span><span class=\"s1\">he had disputed the casualty figures<span class=\"Apple-converted-space\">\u00a0 <\/span>produced by Darusman Report. Naseby had <\/span><span class=\"s1\">frequently visited Sri Lanka as state guest &#8211; and had enjoyed the lavish hospitality <\/span><span class=\"s1\">of Rajapaksas. He had thus established a close liaison with the SB lobby. What was <\/span><span class=\"s1\">the response of the British Foreign Office? <\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">\u201c<i>The FCO (Foreign and Commonwealth Office), in its objections filed with the <\/i><\/span><span class=\"s1\"><i>Information Commission, following Lord Naseby\u2019s bid to gain dispatches from <\/i><\/span><span class=\"s1\"><i>Colombo, stated; \u201cLt. Col. Gash was the FCO\u2019s defense attach\u00e9 at the British <\/i><\/span><span class=\"s1\"><i>Commission in Colombo during the closing stages of Sri Lanka\u2019s civil war.
