The message we get indicates that the conclusions of the debaters are at great variance like the N and S poles. The discussions with the member countries take place through; <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Article IV consultations, where the IMF country teams analyze governance and corruption issues and provide policy advice to combat any shortcomings revealed. <\/span><\/p>\n<p class=\"p4\"><span class=\"s1\"><i>Lending programs<\/i>: with conditionality to assist in the achievement of the committed<span class=\"Apple-converted-space\">\u00a0 <\/span>Governance and anti-corruption and preventing mis-use of funds; <\/span><\/p>\n<p class=\"p5\"><span class=\"s1\"><i>Governance diagnostics<\/i>: IMF staff making diagnostic analyses\u00a0that\u00a0go deep into governance weaknesses and make specific and prioritized reform recommendations to strengthen governance; <\/span><\/p>\n<p class=\"p5\"><span class=\"s1\"><i>Capacity development:<\/i>\u00a0for IMF to provide technical assistance and training in the areas of fiscal governance, financial sector oversight, central bank governance and operations, anti-money laundering measures, and anti-corruption frameworks.<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\"><i>Followed by Research and outreach in the areas covered under the programs.<\/i><\/span><\/p>\n<p class=\"p6\"><strong><span class=\"s1\" style=\"color: #ff6600;\">IMF outlook towards the Pandemic Crisis<\/span><\/strong><\/p>\n<p class=\"p7\"><span class=\"s1\">Let us take a look at the pronounced IMF policy guideline on the Covid-19 Issue. <\/span><\/p>\n<p class=\"p8\"><span class=\"s3\">\u201c<\/span><span class=\"s1\"><i>COVID-19 is causing tragic loss of life and has disrupted economies and societies on a scale that we have not seen in living memory. The IMF is working closely with its members to meet their need for emergency financing, while sustaining its fight against corruption and the misuse of urgently needed resources. In this time of crisis, it is more important than ever to ensure that IMF financing is used to protect lives and livelihoods.\u201d<\/i><\/span><\/p>\n<p class=\"p10\"><span class=\"s1\">In the wake of the COVID-19 pandemic, the IMF continues to address governance and corruption vulnerabilities in member countries. The IMF is working to balance the need for immediate COVID-19 financing against appropriate accountability and transparency to ensure, as best as possible,\u00a0that financial help reaches those in need. IMF emergency financing is provided in upfront, outright disbursements. With much relaxed normal conditionality in the context of emergency financing, the IMF ensures its resources are used for their intended purpose by implementing the following:<\/span><\/p>\n<p><span class=\"s4\">1. Asking member authorities to commit undertaking to ensuring that emergency assistance is used for the very urgent purpose of resolving the current crisis and not diverted for other purposes.\u00a0<\/span><\/p>\n<p><span class=\"s4\">2. Identifying public financial management, anti-corruption, and anti-money laundering measures that countries can put in place without unduly delaying urgently-needed disbursements.<\/span><\/p>\n<p><span class=\"s4\">3. Ensuring that emergency resources are subject to IMF\u2019s \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.imf.org\/en\/Publications\/SPROLLs\/Safeguards-Assessments-Documents#sort=@imfdate%2520descending\"><span class=\"s5\">Safeguards Assessment<\/span><\/a><\/span>\u201d policy which involves a review of the central bank&#8217;s governance arrangements and legal framework, the audit mechanisms, financial reporting, and control systems. IMF ensures that a central bank&#8217;s governance framework is adequate to manage resources, including IMF disbursements. <\/span><\/p>\n<p><span class=\"s4\">4. Continuing to include governance and anti-corruption measures in these countries\u2019 with multi-year financing arrangements.\u00a0<\/span><\/p>\n<p class=\"p10\"><span class=\"s6\"><i>AS some of the basic pre-requisites<span class=\"Apple-converted-space\">\u00a0 <\/span>the IMF has asked member countries requesting emergency assistance towards Covid-19 related matters to commit to <\/i><\/span><\/p>\n<p><span class=\"s4\">1. enhanced reporting of crisis-related spending;<\/span><\/p>\n<p><span class=\"s4\">2. undertaking and publishing independent ex-post audits of crisis-related spending; <\/span><\/p>\n<p><span class=\"s4\">3. ensuring procurement transparency by, for example, publishing procurement contracts;\u00a0<\/span><\/p>\n<p><span class=\"s4\">4. preventing conflicts of interest and corruption by publishing the beneficial ownership information of firms awarded procurement contracts.<\/span><\/p>\n<p class=\"p10\"><span class=\"s1\">On the face of it and in the eyes of the public all these appear to be quite normal and easy requirements to comply with. But for some it looks like most of these requirements and conditions are paving the way for exposure of many shortcomings in our governance and accountability and opening the doors of cupboards with skeletons. Many of the things mentioned in the IMF process as matters coming under their purview are often questionable areas for us that have become highly critical with focused public concern.<\/span><\/p>\n<p class=\"p10\"><span class=\"s1\">WE wonder whether these are the reasons to shun the IMF and the government instead resorting to desperate makeshift arrangements for financing the ever-widening gap. On the other hand is it the reason why the opposition is pressing the government to go to IMF so that they could gain political mileage with the possible exposures that would follow and inevitable restrictions that may be imposed.<\/span><\/p>\n<p class=\"p12\"><span class=\"s1\">According to the current facilities available and policy arrangements the IMF is providing financial assistance and debt service relief to member countries facing the economic impact of the COVID-19 pandemic. IMF has approved<span class=\"Apple-converted-space\">\u00a0 <\/span>from March 2020 under its various lending facilities and debt service relief financed by the Catastrophe Containment and Relief Trust (CCRT). Overall, the IMF is currently making about $250 billion, a quarter of its $1 trillion lending capacity, available to member countries.<\/span><\/p>\n<p class=\"p12\"><span class=\"s1\">Borrowing countries commit to undertake governance measures to promote accountable and transparent use of these resources when they borrow under the Covid<span class=\"Apple-converted-space\">&#8211;<\/span>19 relief arrangements. <\/span><\/p>\n<p class=\"p12\"><span class=\"s1\">Between the period March 2020 to January 2021, nine (9) low income countries in the Asia and Pacific<span class=\"Apple-converted-space\">\u00a0 <\/span>have obtained a total of US $ 2226.88 million as assistance under the IMF<span class=\"Apple-converted-space\">\u00a0 <\/span>Rapid Financing instrument and Rapid Credit facility for Covid-19 relief.<\/span><\/p>\n<p class=\"p12\"><span class=\"s1\">29<span class=\"Apple-converted-space\">\u00a0 <\/span>lower income countries from different parts of the world<span class=\"Apple-converted-space\">\u00a0 <\/span>have received in 3 tranches of Debt Service Relief amounting to US$ 726.75million during this same period.<\/span><\/p>\n<p class=\"p12\"><span class=\"s1\">Whatever is the outcome or the objective of the internal political war between parties, Sri Lanka\u2019s worst problem is the debt service burden. Irrespective of who is responsible for allowing it to grow to this magnitude we are today among the few nations of the low-income developing countries<span class=\"Apple-converted-space\">\u00a0 <\/span>facing a serious financial stability risk.<\/span><\/p>\n<p class=\"p12\"><span class=\"s1\">It is time that we either produce our own plans and program to face this situation or resort to immediate assistance available as debt service relief from possible sources. When we examine the sources we come across the following;<\/span><\/p>\n<p><span class=\"s1\">* IMF ,emergency facilities\u2014such as \u00a0<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.imf.org\/en\/About\/Factsheets\/Sheets\/2016\/08\/02\/21\/08\/Rapid-Credit-Facility\"><span class=\"s8\">Rapid Credit Facility<\/span><\/a><\/span>\u00a0(RCF)\u00a0and\u00a0<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.imf.org\/en\/About\/Factsheets\/Sheets\/2016\/08\/02\/19\/55\/Rapid-Financing-Instrument\"><span class=\"s8\">Rapid Financing Instrument<\/span><\/a><\/span>\u00a0(RFI)\u00a0\u2014providing assistance to member counties during the crisis.<\/span><\/p>\n<p><span class=\"s1\">* The IMF has extended <\/span><span class=\"s6\"><b>debt service relief<\/b><\/span><span class=\"s1\"> through the\u00a0<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.imf.org\/en\/About\/Factsheets\/Sheets\/2016\/08\/01\/16\/49\/Catastrophe-Containment-and-Relief-Trust\"><span class=\"s10\">Catastrophe Containment and Relief Trust (CCRT)<\/span><\/a><\/span>\u00a0to vulnerable member countries on their IMF obligations, covering<span class=\"Apple-converted-space\">\u00a0 <\/span>debt falling due to the IMF for the period between April 2020 and mid-October 2021, also project the duration to be extended to up to a two year period, ending April 2022.<\/span><\/p>\n<p><span class=\"s1\">* The <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.imf.org\/en\/News\/Articles\/2020\/04\/15\/pr20160-remarks-managing-director-kristalina-georgieva-g20-fin-min-cen-bank-gov-meeting\"><span class=\"s10\">G20 responded<\/span><\/a><\/span> to a call of the IMF<span class=\"Apple-converted-space\">\u00a0 <\/span>on April 15, 2020, by agreeing to suspend repayment of official bilateral credit from the poorest countries until the end of 2020, was extended until end 2021. <\/span><\/p>\n<p><span class=\"s1\">* The IMF has <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.imf.org\/en\/News\/Articles\/2020\/04\/15\/pr20163-imf-adds-liquidity-line-to-strengthen-covid-19-response\"><span class=\"s10\">approved<\/span><\/a><\/span>\u00a0the establishment of a\u00a0<a href=\"https:\/\/www.imf.org\/en\/About\/Factsheets\/Sheets\/2020\/04\/17\/short-term-liquidity-line\"><span class=\"s10\"><span style=\"color: #ff6600;\">Short-term Liquidity Line (SLL)<\/span><\/span><\/a>\u00a0to further strengthen the global financial safety net. The facility is a revolving and renewable backstop for member countries with very strong policies and fundamentals in need of short-term moderate balance of payments support.<\/span><\/p>\n<p><span class=\"s1\">* The IMF is augmenting existing lending programs to accommodate urgent new needs arising from the pandemic, thereby enabling existing resources to be channeled to the necessary spending on medical supplies and equipment and for containment of the outbreak.<\/span><\/p>\n<p><span class=\"s1\">* In addition to the Financial support IMF is also extending policy advice services to recommend policies needed to overcome the crisis, protect the most vulnerable and set the stage for economic recovery.<\/span><\/p>\n<p class=\"p14\"><span class=\"s1\">All these point towards the need to move forward with the global trends. Countries will have to be open to the global developments. This unprecedented human catastrophe demands unified action and the flexibility to mobilize universal support. Our policies should be more carefully tailored with proper advice. <span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p14\"><span class=\"s1\">As IMF Managing Director Kristalina Georgieva noted ahead of the<\/span><span class=\"s11\">\u00a0<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/meetings.imf.org\/en\/2021\/Spring\"><span class=\"s5\">April 2021 IMF\/World Bank Annual Meetings<\/span><\/a><\/span><\/span><span class=\"s1\">: \u201cThe global economy is on firmer footing as millions of people benefit from vaccines. But while the recovery is underway, too many countries are falling behind and economic inequality is worsening.
