The arrest sparked the monks to raise broader issues of democratic governance and to call a Sangha Sabha (council of clergy) to discuss the situation. But the council was indefinitely postponed after the monks received bomb threats. The Colombo Telegraph found the cable from WikiLeaks database. The cable was written on February 26, 2010\u00a0by the US Ambassador to Colombo Patricia A. Butenis.<\/p>\n<p>\u201cOn February 14, Mahanayake of Asgiriya Rev. Udagama Sri Buddharakkitha, Mahanayaka of Malwatte Rev. Thibbotuwawe Sri Sumangala, Mahanayake of Ramanna Nikaya Rev. Weveldeniye Medhalankara, and Mahanayake of Amarapura Nikaya Rev. Divuldena Ganissara in a joint statement said the arrest of Fonseka was unjustified and unacceptable\u201d the Ambassador wrote. Placing a note she said \u201cIn the recorded history of over two thousand years of Buddhism in Sri Lanka, there have been very few such councils of monks. A Sangha Sabha was summoned only when the king exceeded his limits, and the monks felt duty-bound to ask for governance.\u201d<\/p>\n<p>US Ambassador wrote \u201c The mahanayaka of the Malwatta Chapter went further to criticize attacks on journalists and the current state of democracy in the country.\u201d \u201cStatements by the monks criticizing the Fonseka arrest and warning that democracy on the island was at risk reportedly enraged the Rajapaksas. Two days before the Sangha Sabha was to open, Buddhist contacts from the provinces informed us that temples had been told that bombs would be hurled at buses transporting monks to the council. (SBU) On February 14, Mahanayake of Asgiriya Rev. Udugama Sri\r\nBuddharakkitha, Mahanayake of Malwatte Rev. Thibbotuwawe Sri\r\nSumangala, Mahanayake of Ramanna Nikaya Rev. Weveldeniye\r\nMedhalankara, and Mahanayaka of Amarapura Nikaya Rev Divuldena\r\nGnanissara in a joint statement said the arrest of Fonseka was\r\nunjustified and unacceptable. (SBU) These statements were followed by a call for a Sangha Sabha\r\n(council of clergy) by monks of all four sects at Kandy on February\r\n18, which was to have assembled hundreds of monks from temples\r\nacross the island.  (NOTE: In the recorded history of over two\r\nthousand years of Buddhism in Sri Lanka, there have been very few\r\nsuch councils of monks.  A Sangha Sabha was summoned only when the\r\nking exceeded his limits, and the monks felt duty-bound to ask for\r\ngood governance.  END NOTE.)\r\n\r\nTHREATS FORCE CANCELLATION OF MONKS' COUNCIL\r\n--------------------------------------------\r\n\r\n<a id=\"par4\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO140.html#par4\">\u00b6<\/a>4. (SBU) Statements by the monks criticizing the Fonseka arrest and\r\nwarning that democracy on the island was at risk reportedly enraged\r\nthe Rajapaksas.  Two days before the Sangha Sabha was to open,\r\nBuddhist contacts from the provinces informed us that temples had\r\nbeen told that bombs would be hurled at buses transporting monks to\r\nthe council.  On February 16, the mahanayake of Malwatte announced\r\nthe assembly had been indefinitely postponed due to security\r\nconcerns.  General Secretary of the main opposition UNP Tissa\r\nAttanayake claimed government ministers were directly involved in\r\nthreatening the mahanayakas to stop the Sangha Sabha.\r\n\r\nRAJAPKSAS SEEK OWN BUDDHIST SECT\r\n--------------------------------\r\n\r\n<a id=\"par5\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO140.html#par5\">\u00b6<\/a>5. (SBU) Government apologists then made it known that the\r\ngovernment would retaliate against the Malwatte chapter (its\r\nmahanayaka led the call for convening the Sangha Sabha) by removing\r\n500 southern province temples (of the central province-based\r\nMalwatte chapter) and re-aligning these temples with the\r\nlesser-known Rohana sect of the south (the political home turf of\r\nthe Rajapaksas).  They also discussed the creation of another major\r\nBuddhist sect with its loyalties to the Rajapaksas.\r\n\r\nBACKGROUND ON BUDDHIST SECTS\r\n----------------------------\r\n\r\n<a id=\"par6\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO140.html#par6\">\u00b6<\/a>6. (SBU) The Siyam Nikaya (high-ordination clergy of the Asgiriya\r\nand Malwatte chapters) has been the guardian of orthodox Buddhism\r\nfor over a thousand years.  The Asgiriya chapter is the older and\r\nholds the Kandy tooth relic of the Buddha, which was regarded as the\r\nsymbol of sovereignty of Sri Lankan rulers.  The Malwatte chapter is\r\nthe largest Buddhist sect in Sri Lanka.  Both the Asgiriya and\r\nMalwatte chapters permit higher ordination only to those of the\r\nGovigama caste (to which the Rajapaksas belong).  The Amarapura and\r\nRamanna Nikayas were founded in the late eighteen century to open\r\n\r\nCOLOMBO 00000140  002 OF 002\r\n\r\nhigher ordination to those of the non-Govigama caste (to which\r\nFonseka belongs).  These two nikayas were founded on the initiative\r\nof Colonel Henry Steele Olcott of the United States, a theosophist\r\nwho led a Buddhist revival in colonial Ceylon.\r\n\r\nCOMMENT\r\n-------\r\n\r\n<a id=\"par7\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO140.html#par7\">\u00b6<\/a>7. (SBU) Contacts have told us that the monks' rebellion against the\r\nRajapaksas was unprecedented insofar as the monks disregarded their\r\ntraditional caste differences to come together against what they saw\r\nas abuses by the Rajapaksas.  The significance of this step can\r\nhardly be over-estimated.  President Rajapaksa has often made highly\r\npublicized visits to temples and has relied on the support of the\r\nmainstream Buddhist clergy.  That the clergy now has so publicly\r\nregistered its dissatisfaction with the country's governance is an\r\nindication of the deep rifts within the Sinhala majority community.\r\nReligious-freedom experts told us that the Buddhist clergy was\r\nperhaps closer to the pulse of the rural masses than anyone.  \"They\r\nsummoned a Sangha Sabha with the full knowledge of the hurt feelings\r\nof the Sinhalese.
