But <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.youtube.com\/watch?v=l9kqM6hW_Io\"><span class=\"s5\">he lamented<\/span><\/a><\/span> the supposed social improvements under the Operation are being reversed; \u201csadly\u201d, Bush grieved, \u201cAfghan women and girls are going to suffer unspeakable harm\u201d under the emerging rule by Taliban, the same Taliban his CIA had indoctrinated with Islamic extremism! <\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">The anxiety Bush expressed over the palpable decline in American power, couched in his transparent tear-jerking concern for Afghan women and children, is not surprising since the Taliban have <\/span><span class=\"s9\">pressed home their military advantage after compelling President <\/span><span class=\"s10\">Mohammad Najibullah to step down in 1992.<\/span><\/p>\n<p class=\"p5\"><span class=\"s6\">The US administration <\/span><span class=\"s2\">cobbled together a <\/span><span class=\"s6\">coalition government, the Islamic State of Afghanistan, with <\/span><span class=\"s2\">Burhanuddin Rabbani as President and Ahmad Shah Masoud as Defence Minister, both ethnic Tajiks, during <\/span><span class=\"s6\">the 1992 <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/en.wikipedia.org\/wiki\/Peshawar_Accord\"><span class=\"s3\">Peshawar peace talks<\/span><\/a><\/span>. The negotiations between several (not all) Mujahidin groups were nominally under the United Nations but the US-guided process excluded the Pashtun Taliban; predictably the new government <\/span><span class=\"s2\">did not last long.<\/span><\/p>\n<p class=\"p10\"><span class=\"s6\">Despite the labyrinthine twists and turns of the plethora of Mujahidin groups, their kaleidoscopic shifting alliances and alternating sponsors, it is nevertheless possible to stich together the plausible flow of events and role of personalities. <\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">When Taliban\u2019s brought Kabul under their control by 1996, Rabbani fled to Tehran but continued as President-in-exile. Masoud fled to<\/span><span class=\"s11\">\u00a0<\/span><span class=\"s6\">Kulob<\/span><span class=\"s11\">,\u00a0<\/span><span class=\"s6\">Tajikistan<\/span><span class=\"s2\"> where he gathered together several <\/span><span class=\"s11\">non-Pashtun Mujahidin groups to form the\u00a0<\/span><span class=\"s6\">United Islamic Front for the Salvation of Afghanistan<\/span><span class=\"s11\">\u00a0or <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/en.wikipedia.org\/wiki\/Northern_Alliance\"><span class=\"s3\">Northern Alliance<\/span><\/a><\/span> (NA), with Rabbani as President and backed by the Washington, New Delhi, Moscow and more. <\/span><\/p>\n<p class=\"p5\"><span class=\"s11\">US intelligence agencies resurrected their old ally, <\/span><span class=\"s6\">Gulbuddin Hekmatyar<\/span><span class=\"s2\">, a <\/span><span class=\"s6\">Ghilji Pashtun,<\/span><span class=\"s12\"> who <\/span><span class=\"s13\">contested <\/span><span class=\"s2\">Taliban\u2019s leader Mullah Mohammad Omar for power in Kabul. <\/span><span class=\"s6\">Hekmatyar\u2019s<\/span> <span class=\"s13\">Hezb-e-Islami Gulbuddin party and Masoud-led <\/span><span class=\"s12\">NA was to be the battering ram to bring the Taliban down.<\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">After the Taliban issued marching orders to UNOCAL (<\/span><span class=\"s6\">Union Oil Company of California<\/span><span class=\"s2\">) in 1998, the company<\/span><span class=\"s11\"> withdrew<\/span> <span class=\"s11\">from <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/en.wikipedia.org\/wiki\/CentGas\"><span class=\"s3\">CentGas<\/span><\/a><\/span> (Central Asia Gas Pipeline, Ltd.) consortium, formed in the early 1990s to build the TAPI <\/span><span class=\"s4\">(Turkmenistan-Afghanistan-Pakistan-India) <\/span><span class=\"s11\">pipelines and led by <\/span><span class=\"s2\">UNOCAL<\/span><span class=\"s11\"> together with<\/span><span class=\"s6\">\u00a0Delta Oil Company\u00a0of Saudi Arabia<\/span><span class=\"s11\">. <\/span><span class=\"s2\">The company\u2019s oilmen, though rebuffed by the Taliban, did not ride off into the sunset; instead, UNOCAL merged with Shevron to become an even more formidable foe. <\/span><\/p>\n<p class=\"p12\"><span class=\"s2\">The Taliban, sponsored by Pakistan\u2019s ISI, made short work of the Gulbuddin-NA opposition, which by 2001 controlled no more than 10% of the country. <\/span><\/p>\n<p class=\"p5\"><span class=\"s11\">The US-led NATO forces were compelled to put boots on the ground. They invaded in 2001 to salvage the situation and, allied with the troops of NA, drove the Taliban out of Kabul and other major cities. <\/span><span class=\"s2\">Rabbani was imported to head<\/span><span class=\"s11\"> a hastily crafted interim administration while <\/span><span class=\"s2\">the energy transnationals together with the NATO forces contrived to cultivate new assets among minorities they intended to exploit to contain the emboldened Taliban. However, Rabbani survived for less than a year in office partly because<\/span> <span class=\"s6\">Hekmatyar rejected the US-brokered structure \u2013 he demanded all power to himself.<\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">For twenty years, from 2001 to 2021, NATO struggled to cobble together one client regime after another. The US engineered legal cover for its invasion through the 2001 <\/span><span class=\"s3\">Bonn Agreement<\/span><span class=\"s2\">, under UN auspices no less, by foisting a pro-West Afghan Interim Authority (AIA) and converting the invading US-led NATO forces into an ISAF (International Security Assistance Force). They daubed a succession of satraps in Kabul with a veneer of constitutional respectability using the ISAF-imposed 2004 Constitution, beginning with Presidents Hamid Karzai (Acting, 2001 &#8211; 2004 and President 2004-2014), Ashraf Ghani (2014-2021) and Amrullah Saleh (August 2021). <\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">The US administration dignified the sordid game of musical chairs played by its odious proxies as \u201cnation-building\u201d for its undiscerning domestic spectators while manoeuvring to prop up the tottering Kabul regime. President after US President simultaneously demanded <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/www.dawn.com\/2008\/07\/26\/top8.htm\"><span class=\"s3\">Islamabad should do more<\/span><\/a><\/span> to stem the \u201cflow of militants across its border into Afghanistan\u201d, the same Taliban the US intelligence agencies had indoctrinated and <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/emperors-clothes.com\/news\/abc.htm\"><span class=\"s3\">nurtured earlier<\/span><\/a><\/span>. During the interview for our documentary film \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/youtu.be\/PO6ZxE_Rg2c\"><span class=\"s3\">Dinner with the President<\/span><\/a><\/span>\u201d around 2005-2006, President Pervez Musharraf recounted the US intervention\u2019s devastating consequences for Afghanistan, Pakistan and the wider region. <\/span><\/p>\n<p class=\"p13\"><span class=\"s9\">For breath-taking lawlessness it\u2019s difficult to do better than \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/2005\/11\/02\/cia-holds-terror-suspects-in-secret-prisons\/767f0160-cde4-41f2-a691-ba989990039c\/\"><span class=\"s3\">Extraordinary Rendition<\/span><\/a><\/span>\u201d, an Orwellian doublespeak that justified the <\/span><span class=\"s2\">George W. Bush administration\u2019s illegal operations. Under them the CIA kidnapped and dragged away \u201cat least hundreds of people to torture in other countries, both in facilities run by foreign intelligence agencies or in CIA-run \u2018<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.aclu.org\/issues\/national-security\/torture\/extraordinary-rendition\"><span class=\"s3\">black sites<\/span><\/a>\u2019<\/span>\u201d<\/span><span class=\"s9\"> and often arbitrarily execute them outside the jurisdiction of US law. <\/span><\/p>\n<p class=\"p7\"><span class=\"s9\">To mask its literally bloody fangs, <\/span><span class=\"s1\">the Bush Administration arm-twisted the UN Security Council (UNSC), with a <a href=\"https:\/\/en.wikipedia.org\/wiki\/United_Nations_Security_Council_Resolution_1422\"><span class=\"s14\"><span style=\"color: #ff6600;\">threatened veto<\/span>\u00a0<\/span><\/a><\/span><span class=\"s15\">of the renewal of several UN peacekeeping missions,<\/span><span class=\"s1\"> to ram through <a href=\"http:\/\/unscr.com\/en\/resolutions\/1422\"><span class=\"s5\"><span style=\"color: #ff6600;\">Resolution 1422<\/span><\/span><\/a> to shield American servicemen and mercenaries (\u201ccontractors\u201d) from ICC\u2019s war crimes investigations for one year. The immunity was extended in 2003 but <a href=\"https:\/\/www.hrw.org\/news\/2004\/06\/08\/britain-reject-immunity-us-troops\"><span class=\"s5\"><span style=\"color: #ff6600;\">refused by the UNSC<\/span><\/span><\/a> in 2004 after photographs surfaced of gruesome treatment of Iraqi prisoners by US troops in Abu Ghraib<\/span><span class=\"s15\">. (The US extracted similar immunity from prosecution in Iraqi courts under <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.dawn.com\/news\/1069215\"><span class=\"s3\">Order no. 17<\/span><\/a><\/span> but failed in <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/www.dailymirror.lk\/breaking_news\/SL-renounces-legal-immunity-to-US-military\/108-167771\"><span class=\"s3\">Sri Lanka<\/span><\/a><\/span>.)<\/span><\/p>\n<p class=\"p7\"><span class=\"s1\">In short the liberal-democratic western powers baptized the US-led NATO\u2019s unlawful occupation forces into an Afghan \u201cpeacekeeping mission\u201d, innocuously renamed the ISAF!<\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">Simultaneously a US Secretary of State (who to our eyes resembled more a mafia don and less a suave diplomat) applied gunboat diplomacy. He demanded Islamabad rein in the Taliban and deliver \u201cterror suspects\u201d; and, obviously alluding to Henry Kissinger\u2019s <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/en.wikipedia.org\/wiki\/Operation_Menu\"><span class=\"s3\">illegal bombing of Kampuchea<\/span><\/a><\/span> during the Vietnam War, he bluntly warned President Musharraf: <\/span><span class=\"s16\">\u201cBe prepared to be bombed. Be prepared to go <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.theguardian.com\/world\/2006\/sep\/22\/pakistan.usa\"><span class=\"s3\">back to the stone age<\/span><\/a><\/span>\u201d<\/span><span class=\"s2\">. At a 2008 hearing of Senate Armed Services Committee then Secretary of Defence reiterated the threat: the \u201cUnited States has a right to act against terrorist targets in Pakistan\u201d in self defence, that Islamabad has to be \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/www.dailytimes.com.pk\/default.asp?page=2008%255C09%255C25%255Cstory_25-9-2008_pg1_1\"><span class=\"s3\">a willing partner<\/span><\/a><\/span>.\u201d<\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">President Musharraf clearly grasped that the combined might of NATO forces could not stop the Taliban and that the US-trained and fed mercenary Afghan militia is incapable of stabilising the Kabul regime. However, he was not in the business of helping the US climb out of the Afghan quagmire of its own making, especially since Washington sabotaged his cherished IPI (India-Pakistan-Iran) <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/www.thehindubusinessline.com\/2005\/06\/10\/stories\/2005061001230800.htm\"><span class=\"s3\">energy pipeline<\/span><\/a><\/span> by menacing Islamabad with <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/www.thehindu.com\/2005\/06\/14\/stories\/2005061406191201.htm\"><span class=\"s3\">sanctions<\/span><\/a><\/span> and coercing New Delhi <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.dawn.com\/news\/190243\/pakistan-to-get-33pc-more-gas-india-almost-out-of-iran-pipeline-project\"><span class=\"s3\">to pull out<\/span><\/a><\/span>. To prevent the carnage the US administration threatened to rain on Pakistan, Musharraf went through the motions of succumbing to Washington\u2019s threats, including reportedly handing over some \u201csuspects\u201d to the CIA, while reinforcing Islamabad\u2019s Strategic Depth in Afghanistan. <\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">The Taliban drew inspiration and strength from their ancestral Mujahidin and parent Al Qaeda, both promoted by the politically myopic US military strategists, to inexorably advance and expel the US-led NATO forces in August 2021.\u00a0<\/span><\/p>\n<p class=\"p7\"><span class=\"s9\">The Taliban made good their taunt <\/span><span class=\"s1\">\u2013 \u201cYou have the Watches, We have the Time\u201d\u2013 by interminably stretching the war out to shatter America and NATO\u2019s delusions of invincibility.<\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">It would be edifying to revisit \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.netflix.com\/gr-en\/title\/70060021\"><span class=\"s3\">Charlie Wilson\u2019s War<\/span><\/a><\/span>\u201d, to assess how the Texan\u2019s reckless, cowboy antics have dragged the US-led NATO forces into the unprecedented catastrophe.<\/span><\/p>\n<p class=\"p5\"><span class=\"s6\">T<\/span><span class=\"s2\">he Anglo-American corporate media scrambled to save face by blaming corruption: an official <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.pressreader.com\/pakistan\/pakistan-today-lahore\/20210815\/282127819545560\"><span class=\"s3\">US auditor lamented<\/span><\/a><\/span>, <\/span><span class=\"s6\">\u201cthe end of the US supply chain in Afghanistan is the Taliban.\u201d <\/span><span class=\"s2\">Scribes in the western corporate media <\/span><span class=\"s6\">buried their heads in the sand: one flatly declared, <\/span><span class=\"s2\">\u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/foreignpolicy.com\/2021\/08\/20\/china-russia-afghanistan-victory\/\"><span class=\"s17\">Nobody Wins in Afghanistan<\/span><\/a><\/span><\/span><span class=\"s4\">\u201d.<\/span> <span class=\"s2\">The media highlighted Russia\u2019s <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/tribune.com.pk\/story\/2316207\/afghan-embassy-urges-interpol-to-arrest-ghani-for-stealing-public-wealth\"><span class=\"s3\">RIA news agency report<\/span><\/a><\/span> that Ghani fled <\/span><span class=\"s6\">country \u201cwith four cars and a helicopter full of cash and had to leave some money behind as it would not all fit in.\u201d<\/span> <span class=\"s6\">In essence the unfolding narrative, replete with self-serving rhetoric, alleges corruption among Afghans from top to bottom had strengthened the Taliban and hobbled the US-led NATO\u2019s invincible military machine!<\/span><\/p>\n<p class=\"p15\"><span class=\"s2\">Could one expect any better from amoral Dogs of War and fortune-hunting political henchmen? <\/span><\/p>\n<p class=\"p5\"><span class=\"s6\">The US strategists ought to have anticipated this outcome from their Vietnam debacle. But <\/span><span class=\"s2\">from the \u201cFall\u201d of Saigon to the \u201cFall\u201d of Kabul they <\/span><span class=\"s6\">learnt nothing and forgot nothing! They seem impervious to even the folk wisdom of their Wild West, \u201cthere\u2019s always a faster gun!\u201d Or did they fantasize the US armed forces would <i>always<\/i> be faster on the draw?<\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">Lastly, a few words about the so-called \u201cfailure\u201d. <\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">Did successive US administrations fail to transfer the bulk of the $2 trillion to the US military-industrial complex? Certainly not! What\u2019s more, only a paltry $150 billion went to the Afghan clients. The rest never left the shores of the United States! The Kabul regime\u2019s nearly $10 billion with its Central Bank are safely lodged in the <\/span><span class=\"s19\">Federal Reserve Bank of New York <\/span><span class=\"s2\">and <a href=\"https:\/\/www.businessinsider.com\/federal-reserve-bank-of-new-york-holds-billions-from-afghanistan-2021-8\"><span class=\"s3\"><span style=\"color: #ff6600;\">frozen by Joe Biden\u2019s administration<\/span><\/span><\/a>!<\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">Has the US military-industrial complex failed to experiment new weapon systems and robotic warfare? Not at all. They have had resounding successes going by the estimated one million Afghan civilians \u2013 men, women and children \u2013 callously put to death as guinea pigs.<\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">Did \u201cPublic Diplomacy\u201d of the US and its allies fail the minorities? Yes. It is a strategy to buy over selected sections of the population \u2013 the NA for example \u2013 and turn them against the nationalist resistance to the US-led invasion. We recollect a similar strategy by the US administration, which instigated the Iraqi Kurds in the north of the country to revolt against President Saddam Hussein and, after he was overthrown, abandoned the Kurds. As for Afghanistan\u2019s women, RAWA is well aware that \u201cgoodies\u201d handed over by an occupation force would evaporate as soon as the alien soldiers depart. <\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">Has the US administration failed to loot the natural resources of the Afghan people? They have indeed, thanks to the legendary political resistance by the Afghan people. Have they failed to discharge their racist White Man\u2019s Burden? Yes, thanks to the implacable cultural resistance by the people. <\/span><\/p>\n<p class=\"p5\"><span class=\"s2\">Does that mean the Taliban have succeeded? Yes, in the battle against the NATO armies. But they have a long way to go to unlearn the cruel childhood indoctrination by US intelligence agencies that we discussed in Part I of this series; they also have to re-orient the Taliban cadre for peacetime governance \u2013 not a difficult task as demonstrated during reconstruction after the revolutions in, for example, Algeria and Iran. However, just as the US has pursued destabilisation to sabotage the Iranian Revolution, the military-industrial-financial complex is gearing up to torpedo Taliban\u2019s <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.dawn.com\/news\/1641540\"><span class=\"s3\">Islamic Emirate of Afghanistan<\/span><\/a><\/span>. The strategy is faithful to the vision of a war without end: in his 2001 presidential <\/span><span class=\"s6\">Address to a joint session of Congress and the nation<\/span><span class=\"s2\"><span style=\"color: #ff6600;\"> <a style=\"color: #ff6600;\" href=\"https:\/\/www.washingtonpost.com\/wp-srv\/nation\/specials\/attacked\/transcripts\/bushaddress_092001.html\"><span class=\"s3\">President Bush Jr. was ecstatic<\/span><\/a><\/span>: \u201cOur war on terror begins with Al Qaeda, but it does not end there. It will not end until every terrorist group of global reach has been found, stopped and defeated.
