{"id":228066,"date":"2022-07-09T12:59:40","date_gmt":"2022-07-09T07:29:40","guid":{"rendered":"https:\/\/www.colombotelegraph.com\/?p=228066"},"modified":"2022-07-13T05:02:13","modified_gmt":"2022-07-12T23:32:13","slug":"war-on-china-v-a-carnival-of-quads","status":"publish","type":"post","link":"https:\/\/www.colombotelegraph.com\/index.php\/war-on-china-v-a-carnival-of-quads\/","title":{"rendered":"War On China? \u2013 V: A \u201cCarnival\u201d Of Quads"},"content":{"rendered":"<p><span style=\"color: #ff6600;\"><strong>By <a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/?s=Sachithanandam+Sathananthan\">Sachithanandam Sathananthan<\/a> &#8211;<\/strong><\/span><\/p>\n<div id=\"attachment_202551\" style=\"width: 160px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.colombotelegraph.com\/index.php\/how-we-came-to-this-pass-rise-of-militant-islam\/dr-sachithanandam-sathananthan\/\" rel=\"attachment wp-att-202551\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-202551\" class=\"size-thumbnail wp-image-202551\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2019\/06\/Dr.-Sachithanandam-Sathananthan-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2019\/06\/Dr.-Sachithanandam-Sathananthan-150x150.jpg 150w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2019\/06\/Dr.-Sachithanandam-Sathananthan-45x45.jpg 45w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a><p id=\"caption-attachment-202551\" class=\"wp-caption-text\">Dr. Sachithanandam Sathananthan<\/p><\/div>\n<p><span style=\"color: #ff6600;\"><strong>US Absolutism<\/strong><\/span><\/p>\n<p>The US administration sought an exemption for its armed forces personnel engaged in foreign military operations and compelled the UN Security Council to grant \u201cimmunity from prosecution\u00a0by the ICC (International Criminal Court) to United Nations\u00a0peacekeeping personnel from countries that were not party to the ICC\u201d, through the June 2002 <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/en.wikipedia.org\/wiki\/United_Nations_Security_Council_Resolution_1422\">UNSC Resolution 1422<\/a><\/span>, valid for 12 months. \u201cThe resolution was passed at the insistence of the United States, which threatened to\u00a0veto\u00a0the renewal of all\u00a0United Nations peacekeeping missions\u2026unless its citizens were shielded from prosecution by the ICC.\u201d The UNSC extended it for one year in 2003 but refused a further extension in 2004 citing abuse of inmates in the Abu Ghraib prison (Iraq); the US dropped its demand.<\/p>\n<p>Readers may recollect Washington <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/en.wikipedia.org\/wiki\/Nicaragua_v._United_States\">flouted<\/a><\/span> the 1986 ICJ (International Court of Justice) Ruling, that the US exercised \u201cunlawful use of force\u201d in its naval blockade of Nicaragua and support for Contras, alleging the ICJ had no jurisdiction though the \u201cCourt concluded that the United States, despite its objections, was subject to the Court&#8217;s jurisdiction\u201d. Washington refused to participate in the proceedings and moved its Veto in the UNSC to block Nicaragua enforcing the Ruling. In the following year the US withdrew its consent to ICJ\u2019s compulsory jurisdiction and also escalated the aggression. It\u2019s well known the US administration violates almost every canon of international law in the Guantanamo Bay and by the so-called <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.justiceinitiative.org\/voices\/20-extraordinary-facts-about-cia-extraordinary-rendition-and-secret-detention\">Extraordinary Rendition<\/a><\/span> (kidnap and torture) in similar black sites in allied countries. This illegality and more was justified by the so-called \u201cWar on Terror\u201d, undeclared against an amorphous enemy the US intelligence agencies had <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/afghanistan-i-americas-oil-jihad\/\">nurtured<\/a><\/span> in Afghanistan between the 1970s and 1990s.<\/p>\n<p>The Congress, ever faithful to its hallowed principle of \u201cwhat\u2019s wrong + what\u2019s legal = what\u2019s right\u201d, routinely passed the 2002 American Servicemembers&#8217; Protection Act (ASPA), which President Bush Jnr. signed into law. Human Rights Watch noted the ASPA\u2019s major <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.hrw.org\/legacy\/campaigns\/icc\/us.htm\">anti-ICC provisions<\/a><\/span>:<\/p>\n<ul>\n<li>\u201ca prohibition on U.S. cooperation with the ICC;<\/li>\n<li>an \u2018invasion of the Hague\u2019 provision: authorizing the President to \u2018use all means necessary and appropriate\u2019 to free U.S. personnel (and certain allied personnel) detained or imprisoned by the ICC;<\/li>\n<li>punishment for States that join the ICC treaty: refusing military aid to States&#8217; Parties to the treaty (except major U.S. allies).\u201d<\/li>\n<\/ul>\n<p>The US administration enticed numerous sovereign governments to approve bilateral \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.hrw.org\/sites\/default\/files\/related_material\/2003.06_US_Bilateral_Immunity_Agreements.pdf\">immunity agreements<\/a><\/span>\u201d that dictate US nationals shall not be handed over to the ICC. The result, noted HRW (Human Rights Watch), is \u201ca two-tiered rule of law for the most serious international crimes: one that applies to U.S. nationals; another that applies to the rest of the world&#8217;s citizens\u201d and it urged governments <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.hrw.org\/legacy\/campaigns\/icc\/us.htm\">not to sign<\/a><\/span> the \u201cimpunity agreements\u201d.<\/p>\n<p>Attempts have been made to extract a similar <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/www.island.lk\/index.php?page_cat=article-details&amp;page=article-details&amp;code_title=208189\">legal immunity<\/a><\/span> from Sri Lanka Government under the 2019 SOFA (Status of Forces Agreement), under which \u201cthe US armed forces and its civilian components, while in Sri Lanka, will not be subject to Sri Lankan criminal or civil laws.\u201d Public <a href=\"https:\/\/www.colombotelegraph.com\/index.php\/us-sl-draft-sofa-reveals-american-plan-to-turn-sl-into-military-colony-but-mangala-says-no-danger\/\"><span style=\"color: #ff6600;\">outcry<\/span><\/a> compelled President Maithripala Sirisena to suspend the proposed agreement; its current status seems murky.<\/p>\n<p>The US is manoeuvring to codify the peace-meal immunity agreements and extend them on a global scale under its version of a <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/war-on-china-iv-rules-based-international-order-normalising-global-state-terrorism\/\">RBIO<\/a><\/span> (Rules-Based International Order) in which, the Neoconservatives-controlled Washington apparently believes, the Congress and\/or Executive would draft laws for NATO to impose across the world. The existing UN-centred International Law Regime is a clear obstacle to establishing this near US Absolutism. The eastward expansion of NATO towards the Russian border, co-called \u201ccolour revolutions\u201d in several former Soviet republics, the 2014 regime change and on-going proxy war in Ukraine and many other egregious violations of International Law in the post-Soviet space have the potential to render the existing International Laws largely irrelevant. Washington is perhaps gambling most nations, compelled to desperately seek remedy under<em> any<\/em> legal regime, would not resist the US\u2019 version of a RBIO.<\/p>\n<p>The unprovoked aggression against China is a further nail, so the US-led NATO seems to believe, in the UN International Law Regime\u2019s coffin. Time will tell.<\/p>\n<p><span style=\"color: #ff6600;\"><strong>Containing China<\/strong><\/span><\/p>\n<p>The British Royal Navy <a href=\"https:\/\/en.wikipedia.org\/wiki\/Battle_of_the_Leotung\"><span style=\"color: #ff6600;\">eliminated<\/span><\/a> alleged \u201cpirates\u201d \u2013 who for the most part were competing Chinese maritime traders \u2013 in China\u2019s Gulf of Leotung in 1855 to open the seas to \u201cfree passage\u201c and \u201clawful trade\u201d for, yes, the English and later British East India Company. Quite<em> accidentally<\/em>, of course, the Britain\u2019s navy found itself dominating the maritime trade routes and again <em>accidentally<\/em> ended up occupying littoral territories \u2013 Gibraltar, Cairo, Eden, Ceylon, Madras, Singapore, Malacca, etc. \u2013 a British \u201cString of Pearls\u201d that led many, as during the recent Falklands War, to <a href=\"https:\/\/www.independent.co.uk\/arts-entertainment\/piracy-has-always-driven-our-policy-in-the-falklands-1181057.html\"><span style=\"color: #ff6600;\">condemn<\/span><\/a> the British Navy as the most ruthless among pirates!<\/p>\n<p>During his October 2019 address to the Heritage Foundation (his speech on the State Department website has since been taken down), then Secretary of State Mike Pompeo evidently took a leaf out of British Imperialism: he peremptorily issued an ultimatum to Beijing. The \u201csecurity talks\u201d between US, India, Australia and Japan within the <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/the-evolving-asian-nato-for-the-indo-pacific-region\/\">East Asian Quad<\/a><\/span> (EAQ), he reportedly explained, \u201cwill prove very important in\u2026ensuring that China retains only its <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/finally-some-plain-talk-quad\">proper place<\/a><\/span> in the world\u201d \u2013 a \u201cproper place\u201d to be determined of course by Washington and its key NATO allies.<\/p>\n<p>President Vladimir Putin <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/www.en.kremlin.ru\/events\/president\/transcripts\/67843\">deplored<\/a><\/span> precisely \u201cthis insolent manner of\u00a0talking down from the\u00a0height of\u00a0their exceptionalism, infallibility and\u00a0all permissiveness\u201d among US officials in his February 2022 address to the Russian Federation, in, on the eve of launching Special Military Operations in Ukraine. He continued: \u201cwe saw a\u00a0state of\u00a0euphoria created by\u00a0the\u00a0feeling of\u00a0absolute superiority, a\u00a0kind of\u00a0modern absolutism, coupled with the\u00a0low cultural standards and\u00a0arrogance\u201d that peddled an \u201cempire of lies\u201d \u2013 that, we may add, includes the Domino Theory, Clash of Civilisations, Thucydides \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/war-on-china-i-justifications-for-war-thucydides-trap-clash-of-civilisations-domino-theory\/\">Trap<\/a><\/span>\u201d and the End of Peace <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/war-on-china-iv-rules-based-international-order-normalising-global-state-terrorism\/\">Narratives<\/a><\/span>.<\/p>\n<p>Pompeo\u2019s October Ultimatum cut through the academic waffle to state US\u2019s <em>realpolitik<\/em> steeped in dangerous undertones of Thucydides\u2019 <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.mtholyoke.edu\/acad\/intrel\/melian.htm\">primitive hubris<\/a><\/span>: \u201c\u2026right, as the world goes,\u201d Thucydides had cautioned Sparta more than two millennia ago, \u201cis only in question between equals in power, while the strong do what they can and the weak suffer what they must.\u201d Today\u2019s International Law Regime has been crafted precisely to prevent such arbitrary and destabilising exercise of State power and the US administration seeks to undermine it for that very reason.<\/p>\n<p><span style=\"color: #ff6600;\"><strong>Regional alliances against China<\/strong><\/span><\/p>\n<p>Washington swiftly escalated the EAQ, in the newly minted Indo-Pacific Region, from a \u201cSecurity Dialogue\u201d to a security doctrine &#8211; the \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/the-evolving-asian-nato-for-the-indo-pacific-region\/\">Asian NATO<\/a><\/span>\u201d \u2013 to \u201ccontain\u201d rising China. The US minted the \u201cIndo-Pacific Region\u201d as the EAQ\u2019s theatre of operations, instead of the traditional Asia-Pacific, in order to isolate China. New Delhi acquiesced in return for Washington\u2019s backing in the confrontation with Beijing on its northern border in the Himalayan region.<\/p>\n<p>The Quad faltered, rather inauspiciously, when it began in 2007 and was <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/warontherocks.com\/2017\/11\/rise-fall-rebirth-quad\/\">re-booted<\/a> <\/span>in 2017. It is buttressed by the trilateral military alliance, <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.bbc.com\/news\/world-58564837\">AUKUS<\/a><\/span>, cobbled together in 2021 to counter China and, again, steered by the US with UK and Australia in tow.<\/p>\n<p>Both alliances supplement the third, earlier one: The Five Eyes (<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/whatis.techtarget.com\/definition\/Five-Eyes-Alliance\">FVEY<\/a><\/span>), which was put together at the height of WW2 in 1941 and consolidated during the US-USSR Cold War. FVEY is the combined espionage network of UK and its Anglo-Saxon settler-colonies US, Canada, Australia and New Zealand. The FVEY extracted intelligence to prosecute wars (Vietnam, Falklands, Gulf), overthrow governments (Mosaddegh\u2019s in Iran, Allende\u2019s in Chile), assassinate nationalist foreign leaders (Patrice Lumumba, Muammar al-Qaddafi) and more. Washington and London are swinging FVEY around to confront China.<\/p>\n<p>New Zealand is the sole dissident within FVEY, less due to moral niceties and more because the country earns about 30% of its export revenue from trade with China. When the Foreign Minister &#8220;felt uncomfortable&#8221; and demurred, the CIA-front Voice of America <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.voanews.com\/a\/east-asia-pacific_new-zealand-criticized-five-eyes-alliance-stance-china\/6205205.html\">stridently bullied<\/a><\/span> Wellington for \u201cselling out to Beijing\u201d.<\/p>\n<p>The Australian strategic planners are similarly walking a political tight rope between the US and China, as their Prime Minister <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.pm.gov.au\/media\/where-we-live-asialink-bloomberg-address\">awkwardly put it<\/a><\/span>: \u201c[w]e are a staunch and active ally of the United States\u2026We share a comprehensive strategic partnership and free trade agreement with the People\u2019s Republic of China\u201d. Clearly Morrison, like Philippines President Duterte, worried about the <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.lexology.com\/library\/detail.aspx?g=f53a9d6f-053f-4a94-b42b-d919456a0341\">economic fallout<\/a><\/span> since China is an important trading partner.<\/p>\n<p>The national character of Britain\u2019s white rulers and of white-settlers who control the State in the other four FVEY member-countries has been forged in the crucible of colonial exploitation through slavery, land grab, resource theft and genocide of original peoples, whose remnants are now patronisingly labelled \u201cFirst Nations\u201d, etc. The resulting <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.history.com\/topics\/early-20th-century-us\/social-darwinism\">amoral ideology<\/a><\/span> of Herbert Spencer\u2018s \u201cSocial Darwinism\u201d, refined by Francis Galton into Eugenics, were invented in Britain to explain and justify why its white elite topped the Empire\u2019s food chain and why it ought remain there. Social Darwinism found a much larger and an enthusiastically receptive audience in the US and its influence underpins US\u2019 proxy war in Ukraine against \u201cinferior\u201d Russia\u2019s <em>Slavs<\/em> and extends to<em> Asiatics\/Mongoloids<\/em> in China in the confrontation in the South China Sea.<\/p>\n<p>In contrast, China and India, despite their admitted shortcomings, have developed and emerged as major powers on their own steam, without looting the labour, land and resources of other nations. The FVEY member-States fear the more replicable development models of China and India may be attractive not only to neo-colonial client States but, more dangerously, entice their own peoples. They are further reasons for the relentless drumbeat about the negatives of Chinese and Indian experiences and for lunging to crush China\u2019s economy and, inevitably, India\u2019s too.<\/p>\n<p>Apparently the three regional groupings above are insufficient to contain China; so two other Quads are on the anvil. In 2021 the US drew Afghanistan (before completing the US\/NATO retreat), Pakistan and Uzbekistan into the Central Asian Quad (CAQ). The Biden administration <a href=\"https:\/\/www.state.gov\/announcing-the-u-s-afghanistan-uzbekistan-pakistan-quad-regional-support-for-afghanistan-peace-process-and-post-settlement\/\"><span style=\"color: #ff6600;\">claimed<\/span><\/a> the CAQ, \u201c[r]ecognizing the historic opportunity to open flourishing interregional trade routes, intend to cooperate to expand trade, build transit links, and strengthen business-to-business ties.\u201d<\/p>\n<p>In the same year, India joined the US-inspired embryonic \u201cIndiaArMid Quad\u201d (IAMQ) that includes the United Arab Emirates and Israel. It is expected to be an India-West Asia-Europe trade route \u201cto drive China\u2019s <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/usa.chinadaily.com.cn\/china\/2013-09\/08\/content_16952304.htm\">BRI<\/a> <\/span>[Belt and Road Initiative] <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/tfiglobalnews.com\/2021\/10\/28\/an-india-west-asia-europe-trade-corridor-is-all-set-to-drive-chinas-bri-into-the-ground\/\">into the ground<\/a><\/span>\u201d.<\/p>\n<p>Given the context of the US military build up in the South China Sea, it\u2019s evident the CAQ and IAMQ aim to keep Afghanistan (and some Central Asian countries) out of China\u2019s sphere of influence by blocking the extension of its BRI into West Asia. The publicly <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/theprint.in\/world\/us-afghanistan-pakistan-uzbekistan-to-form-new-quad-afghan-peace-process-a-key-focus-area\/697759\/\">stated rationales<\/a><\/span> are the supposed \u201cenhancing regional connectivity\u201d and promoting \u201cpeace\u201d in Afghanistan .<\/p>\n<p>The CAQ surfaced, significantly, in July 2021 barely a month before the US completed the retreat of US\/NATO forces from Afghanistan. In Washington\u2019s calculus, the war-shattered and dirt-poor country would desperately need money to rebuild social infrastructure and construct particularly its flagship project, <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.upstreamonline.com\/production\/taliban-tapi-gas-pipeline-is-a-priority-project\/2-1-1053761\">the TAPI<\/a> <\/span>(Tajikistan-Afghanistan-Pakistan-India) gas pipeline. If the Afghans cannot be decimated by the Gun, they can surely be defeated by the Dollar.<\/p>\n<p>Immediately after the Taliban took power in August the US administration <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.businessinsider.com\/federal-reserve-bank-of-new-york-holds-billions-from-afghanistan-2021-8\">sequestered<\/a><\/span> Afghan Central Bank reserves, between $ 7 billion to $ 10 billion, held in the Federal Reserve Bank in New York. Perhaps Washington expected the cash-starved Afghans could be brought to their knees. Within 10 days of Taliban leaders occupying the Presidential Palace, CIA Director Williams Burns <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/www.slguardian.org\/2021\/08\/cia-director-william-burns-meets.html\">visited<\/a><\/span> Kabul on the 25<sup>th<\/sup> of August to \u201cconsult\u201d with Taliban\u2019s leader Abdul Ghani Baradar.<\/p>\n<p>However, the regional power balance had shifted while the US intelligence agencies were engrossed over the two-decade long Afghan invasion and its debacle. On the heels of US\u2019 retreat, on 22 September Chinese and Russian diplomats re-established relations with Taliban leaders and <a href=\"https:\/\/www.business-standard.com\/article\/international\/russia-china-pakistan-agree-to-maintain-contacts-with-taliban-121092201147_1.html\"><span style=\"color: #ff6600;\">agreed<\/span><\/a> \u201cto maintain constructive contacts in the interests of Afghanistan&#8217;s peace and prosperity, and regional stability and development&#8221; and, perhaps, fund the TAPI pipeline.<\/p>\n<p><span style=\"color: #ff6600;\"><strong>Brzezinski\u2019s nightmare<\/strong><\/span><\/p>\n<p>Washington made apparently little progress on the CAQ and IAMQ, probably due to its involvement in the Ukraine proxy war. The US-led NATO has <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.nakedcapitalism.com\/2022\/03\/ukraine-updates-and-scott-ritter-on-russia-military-strategy-and-progress.html\">armed and trained<\/a><\/span> Ukraine\u2019s army after the 2014 right-wing coup in Kiev and US personnel largely <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/www.informationliberation.com\/?id=63015\">orchestrate<\/a><\/span> the army\u2019s ground operations against Russian forces. The palpable strategy is to emasculate the <em>militarily<\/em> powerful Russia, consolidate US control over that country and then tackle the <em>economically<\/em> more challenging competitor, China.<\/p>\n<p>President Trump\u2019s Secretary of Defence General Jim Mattis in his 2018 National Defence Strategy, <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.defense.gov\/News\/Transcripts\/Transcript\/Article\/1420042\/remarks-by-secretary-mattis-on-the-national-defense-strategy\/\">cautioned<\/a><\/span> \u201cthe present time [is] one of global disorder\u201d and repeated the Neoconservative rhetoric of \u201cthe decline of the rules-based international order established at the end of the World War II.\u201d Gen. Mattis\u2019 contribution to \u201cglobal disorder\u201d is not insignificant. During his stint in the US-led NATO\u2019s wars in Iraq and Afghanistan, the Marine Forces General\u2019s own troops <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/en.wikipedia.org\/wiki\/Jim_Mattis\">nicknamed<\/a><\/span> him Gen. Jim \u201cMad Dog\u201d Mattis.<\/p>\n<p>He carefully distanced himself from the UN\u2019s International Law Regime and pushed the alternative \u201crules-based\u201d US-led Imperial Order in which Washington writes the rules, enforced by NATO. Observing the US hitherto fought <em>regional<\/em> wars in Vietnam, Iraq, Afghanistan, etc., Gen. Mattis converged to Brzezinski\u2019s <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/ukraine-natos-angst\/\">Neoconservative Project<\/a><\/span>: Mattis insisted on readying the US to fight <em>Big Power<\/em> wars, if necessary simultaneously, <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/warontherocks.com\/2018\/03\/jim-mattis-fires-a-clear-warning-shot\/\">against Russia and China<\/a><\/span> \u2013 the two Eurasian Big Powers Brzezinski had stressed must be subdued \u2013 to shore up US-centred unipolarity.<\/p>\n<p>The rhetoric of Big Power war implied the US-led NATO forces are ready to take on Russia and China, if necessary simultaneously. The reality so far, however, is that Washington did not confront Moscow head on. Instead the US has used Ukrainians as cannon fodder, hoping to weaken the Russian military. Does NATO intend to then put boots on the ground to mop up the remnants? Or has the Vietnam Syndrome entrenched itself more deeply in the US psyche after Iraq and Afghan debacles and foreclosed anther foreign ground war? Or is Washington aiming to launch an air war to crush Russia, in which case what purpose does the proxy war serve?<\/p>\n<p>The absurd assertion that China is a military threat to the US has hardly any merit. However ratcheting up war fever serves the <em>political<\/em> function of justifying military spending to pull the US and western industrial economies out of the Monopoly Capital-induced <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/war-on-china-iv-rules-based-international-order-normalising-global-state-terrorism\/\">Stagflation<\/a><\/span>, which registers in the neo-classical economists\u2019 mind as its empirical symptom of unemployment and inflation rising in tandem. So, the financial outlays for the M-I Complex are well underway. The Quad, AUKUS and FVEY alliances are aggressively postured against the PRC. While Beijing so far has only one foreign military base in Djibouti far from the US border, China is <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.youtube.com\/watch?v=vAfeYMONj9E\">ringed<\/a><\/span>, reported John Pilger, by approximately 400 (four hundred) US and allied military bases in countries Noam Chomsky characterised as \u201c<span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.youtube.com\/watch?v=8Jr0PCU4m7M\">sentinel States<\/a><\/span>\u201d.<\/p>\n<p>Would the people in the Quad countries, like the Ukrainians, become cannon fodder in the US\u2019 pursuit of its strategic interests in the near future?<\/p>\n<p><span style=\"color: #ff6600;\"><strong>China-Russia Pact<\/strong><\/span><\/p>\n<p>Unsurprisingly hostility from the US-led NATO has pushed Beijing and Moscow closer, a nightmarish situation (for Washington) that worried Brzezinski in his 1997 <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.cia.gov\/library\/abbottabad-compound\/36\/36669B7894E857AC4F3445EA646BFFE1_Zbigniew_Brzezinski_-_The_Grand_ChessBoard.doc.pdf\"><em>Chessboard<\/em><\/a><\/span>: \u201cthe most dangerous scenario would be a grand coalition of China, Russia, and perhaps Iran, an \u2018antihegemonic\u2019 coalition united not by ideology but by complementary grievances\u2026China would likely be the leader\u2026Averting this contingency\u2026will require a display of U.S. geostrategic skill on the western, eastern, and southern perimeters of Eurasia simultaneously\u201d (p.44), in order no doubt to extend the North American <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/en.wikipedia.org\/wiki\/Manifest_destiny\">Manifest Destiny<\/a><\/span> of US\u2019 White Anglo-Saxon Protestants (WASP) over Eurasia.<\/p>\n<p>Clearly that \u201cskill\u201d is in woeful short supply. The proxy war in Ukraine, cornering China using a surfeit of Quads and Washington transferring to AUKUS partner Canberra US technology to build, for the first time, nuclear-powered <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.bbc.com\/news\/world-58564837\">submarines<\/a><\/span> \u2013 in violation of the Nuclear Non-Proliferation Treaty (NPT) \u2013 are two US administration\u2019s manoeuvres that, rather than deflate, has in fact strengthened the China-Russia partnership.<\/p>\n<p>The US Hawks\u2019 fears have come to pass in the wide-ranging February 2022 bilateral <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"http:\/\/en.kremlin.ru\/supplement\/5770\">Pact<\/a><\/span> between China and Russia. It dealt with numerous issues; among them are:<\/p>\n<p><span style=\"color: #ff6600;\"><strong><u>On World Order <\/u><\/strong><\/span><\/p>\n<p>* protecting the\u00a0UN-driven \u201cworld order based on\u00a0international law, including the\u00a0purposes and\u00a0principles of\u00a0the\u00a0Charter of\u00a0the\u00a0United Nations\u201d, and \u201cadvance multipolarity\u201d and pursue \u201ctrue multilateralism\u201d,<\/p>\n<p>* seeking \u201cgenuine multipolarity\u201d with\u00a0UN\/ UNSC playing a\u00a0central role,<\/p>\n<p>*\u00a0to \u201cresist attempts to\u00a0substitute universally recognized formats and\u00a0mechanisms that are consistent with international law for\u00a0rules elaborated in\u00a0private by\u00a0certain nations or\u00a0blocs of\u00a0nations\u201d [RBIO],<\/p>\n<p>* democracy is \u201ca\u00a0universal human value\u201d, that \u201cthere is no one-size-fits-all template\u201d and the importance of opposing \u201c[c]ertain States&#8217; attempts to\u00a0impose their own \u2018democratic standards\u2019 on\u00a0other countries [and] monopolize the\u00a0right to\u00a0assess\u2026compliance\u201d,<\/p>\n<p>* the\u00a0\u201cfull and\u00a0effective implementation of\u00a0the\u00a0Paris Agreement\u201d on Climate Change.<\/p>\n<p><strong><span style=\"color: #ff6600;\"><u>On security<\/u><\/span><\/strong><\/p>\n<p>* collective security within the UN framework: \u201c[n]o State can or\u00a0should ensure its own security separately from the\u00a0security of\u00a0the\u00a0rest of\u00a0the\u00a0world and\u00a0at\u00a0the\u00a0expense of\u00a0the\u00a0security of\u00a0other States.\u201d<\/p>\n<p>* oppose further \u201cenlargement of\u00a0NATO\u201d and \u201cits ideologized cold war approaches\u201d,<\/p>\n<p>* the threat to peace and\u00a0stability\u00a0of\u00a0the\u00a0US&#8217; \u201cIndo-Pacific strategy\u201d and\u00a0\u201cU.S. withdrawal from the\u00a0Treaty on\u00a0the\u00a0Elimination of\u00a0Intermediate-Range and\u00a0Shorter-Range Missiles\u201d,<\/p>\n<p>* the\u00a0peaceful uses of\u00a0outer space\u201d under the\u00a0\u201ccentral role of\u00a0the\u00a0UN Committee on\u00a0the\u00a0Peaceful Uses of\u00a0Outer Space\u201d, and prevent \u201cthe\u00a0weaponization of\u00a0space\u201d,<\/p>\n<p>* prohibit \u201cthe\u00a0Development, Production and\u00a0Stockpiling of\u00a0Bacteriological (Biological) and\u00a0Toxin Weapons\u201d,<\/p>\n<p>* the US is \u201cthe\u00a0sole State Party to\u00a0the\u00a0Convention that has not yet completed the\u00a0process of\u00a0eliminating chemical weapons\u201d,<\/p>\n<p>* the\u00a0\u201cShanghai Cooperation Organization (SCO)\u201d to\u00a0further shape \u201ca\u00a0polycentric world order\u201d based on\u00a0\u201cthe\u00a0universally recognized principles of\u00a0international law\u201d, and<\/p>\n<p>* to\u00a0\u201cdevelop cooperation within the\u00a0\u201dRussia-India-China\u201c format\u201d.<\/p>\n<p>To achieve the above and more goals in the Pact, \u201c[f]riendship between the\u00a0two States has no limits, there are no \u2018forbidden\u2019 areas of\u00a0cooperation\u201d. Most western media outlets have quoted this last sentence out of context and in isolation to insinuate the China-Russia Pact is an anti-West conspiracy.<\/p>\n<p>Both Beijing and Moscow are of course pursuing their own geo-strategic interests; it would be ludicrous to assert otherwise. However, whilst Washington wishes to entrench unipolarity both Eurasian powers are at this writing struggling against the US-led NATO to defend the fledgling multipolarity that is conducive to their ambitions and advantageous for most UN member-countries. The rejection of US sanctions against Russia by the majority of nations, among them key ones \u2013 India, China, Brazil, South Africa \u2013 in the Global South underlines this perception.<\/p>\n<p>Though cooperation with the stronger Russia may be a shot in the arm for China, China in fact expects to take about 25 (twenty five) years from now, up to 2049, to reach <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.youtube.com\/watch?v=g8ANbB8-ztA\">military parity<\/a><\/span> with the US. Till then the balance of armed power is overwhelmingly advantageous to the US. Anglo-American military planners, consequently, are asserting a \u201climited war\u201d could be fought in, and contained largely to, the Chinese mainland. The objectives are to assuage the US and West European publics that hostilities will not spill over to their home territories and to inveigle the US middle and working classes to condone Biden\u2019s whopping $813 billion <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/thehill.com\/policy\/defense\/599997-biden-unveils-813-billion-request-for-fy-2023-defense-national-security-budget\/\">arms budget<\/a><\/span> to pay for weapons and military contractors, envisaged by Mattis\u2019 2018 National Defence Strategy. To make the unprecedented allocation to the M-I Complex palatable, the arms expenditures are sugar-coated with proposals <em>inter alia<\/em> for a minimum income tax on the super rich and an increase in corporate tax; how the tax collection would play out in practice remains to be seen.<\/p>\n<p>Peoples\u2019 Forums in the US have firmly questioned the so-called \u201cdefence spending\u201d. For instance, President of the US advocacy group Public Citizen Robert <strong>Weissman<\/strong> <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.citizen.org\/news\/biden-releases-strong-domestic-budget-but-813-billion-for-the-pentagon-is-astronomically-wasteful\/\">reasoned<\/a><\/span> it \u201cis ill-advised and enormously wasteful.
