We have not paid Rs 116,000 krors. Next year the amount of loans to be repaid is $650 crores.<span class=\"Apple-converted-space\">\u00a0<\/span>At present the central bank plans not to pay this also.<span class=\"Apple-converted-space\">\u00a0<\/span>We cannot stop payments like this.<span class=\"Apple-converted-space\">\u00a0<\/span>Those who have lent money to us will not stay silent. We had to go to the IMF.<span class=\"Apple-converted-space\">\u00a0 <\/span>It tells us that it will talk to our lenders but Sri Lanka has to give an assurance. There are things we can do to address this situation.<span class=\"Apple-converted-space\">\u00a0<\/span>You have to reduce expenses and increase the income. What has the government done to increase income?<span class=\"Apple-converted-space\">\u00a0<\/span>It has introduced many taxes. From October 2022, VAT has been increased from 8% to 15%.<span class=\"Apple-converted-space\">\u00a0<\/span>As a result, the price of all services and goods will increase.<span class=\"Apple-converted-space\">\u00a0<\/span>In the past, there was a 30% tax for company profits.<span class=\"Apple-converted-space\">\u00a0<\/span>Exporters had to pay 30% tax.<span class=\"Apple-converted-space\">\u00a0<\/span>From business Sales (pirivatuma) a 2.5% social security tax was also introduced.<span class=\"Apple-converted-space\">\u00a0<\/span>Further, the Govt increased the Pay as you go (PAYE) tax.<span class=\"Apple-converted-space\">\u00a0<\/span>Another tax was introduced in the budget.<span class=\"Apple-converted-space\">\u00a0 <\/span>As a result, the prices of pens, exercise books, pencil, school bags and shoes etc went up. Today the prices of goods and services have gone up to such an extent that people cannot bear it. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><span style=\"color: #ff6600;\"><b>High Interest Rates, Impact on Businesses and Job Losses<\/b><\/span><\/p>\n<p>Next the interest rate has gone up.<span class=\"Apple-converted-space\">\u00a0<\/span>Last Wednesday, Treasury Bill rate was 33%.<span class=\"Apple-converted-space\">\u00a0<\/span>They are considered in economics as the most stable deposits.<span class=\"Apple-converted-space\">\u00a0 <\/span>If you go to a bank to get an OT, the interest is 35% or 36%.<span class=\"Apple-converted-space\">\u00a0<\/span>Banks have stopped giving loans.<span class=\"Apple-converted-space\">\u00a0<\/span>Bank of Ceylon branch at Badulla owes money to the BOC head office.<span class=\"Apple-converted-space\">\u00a0<\/span>Bank of Ceylon head office owes money to the government.<span class=\"Apple-converted-space\">\u00a0<\/span>Total economy is shrinking (Akilemin tibenava).<span class=\"Apple-converted-space\">\u00a0<\/span>Industries are being destroyed.<span class=\"Apple-converted-space\">\u00a0 <\/span>In the construction industry alone, 600,000 have lost jobs.<span class=\"Apple-converted-space\">\u00a0<\/span>Textile industry is facing an emergency.<span class=\"Apple-converted-space\">\u00a0<\/span>Orders have declined by 40%.<span class=\"Apple-converted-space\">\u00a0<\/span>Small businesses with 30-40 employees are dwindling.<span class=\"Apple-converted-space\">\u00a0<\/span>No new employment is created.<span class=\"Apple-converted-space\">\u00a0<\/span>People are losing employment in lakhs.<span class=\"Apple-converted-space\">\u00a0<\/span>About 300,000 people come to the employment market annually looking for work.<span class=\"Apple-converted-space\">\u00a0 <\/span>Farms are becoming barren.<span class=\"Apple-converted-space\">\u00a0<\/span>Fisheries industry is destroyed.<span class=\"Apple-converted-space\">\u00a0<\/span>A decision has been made to increase the electricity bill.<span class=\"Apple-converted-space\">\u00a0<\/span>All the destructions that can befall a country\u2019s economy are being enforced now. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>This is an unusual situation.<span class=\"Apple-converted-space\">\u00a0<\/span>This is the most dire economic decline in Sri Lanka\u2019s history.<span class=\"Apple-converted-space\">\u00a0<\/span>But this is not due to a natural cause like floods, storm, or an earth slip.<span class=\"Apple-converted-space\">\u00a0<\/span>In recent years, this is a decline (Vyasanaya) created by our ruling groups such as Mahinda and Gotabaya Rajapaksa, Cabraal, Lakshman, Attygalle, Father of this destruction is Ranil Wickremesinghe.<span class=\"Apple-converted-space\">\u00a0<\/span>At the start of his budget speech, he makes a confession.<span class=\"Apple-converted-space\">\u00a0<\/span>He says, this and this has happened.<span class=\"Apple-converted-space\">\u00a0 <\/span>Anura wanted to rise up and ask was it we who did this? <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><span style=\"color: #ff6600;\"><b>Follow Old path or an Alternative path<\/b><\/span><\/p>\n<p>Thus, our people and motherland have been caught up in a long-term decline.<span class=\"Apple-converted-space\">\u00a0<\/span>What do we have to do now?<span class=\"Apple-converted-space\">\u00a0<\/span>The question before us is whether we go along this path or change it?<span class=\"Apple-converted-space\">\u00a0<\/span>I ask parents and brothers in Badulla whether we shall allow this same (destructive) path to continue or we shall change it?<span class=\"Apple-converted-space\">\u00a0<\/span>We need to change the path.<span class=\"Apple-converted-space\">\u00a0<\/span>Don\u2019t ever allow this to continue.<\/p>\n<p><span style=\"color: #ff6600;\"><b>Changing Leaders\/ Governments with Good Intentions But?<\/b><\/span><\/p>\n<p>For a long time, our people changed governments with good intentions.<span class=\"Apple-converted-space\">\u00a0<\/span>No one wanted new governments to engage in theft.<span class=\"Apple-converted-space\">\u00a0<\/span>No one changed governments asking to protect thieves.<span class=\"Apple-converted-space\">\u00a0<\/span>They didn\u2019t change governments asking them to put country in a debt trap.<span class=\"Apple-converted-space\">\u00a0<\/span>People accomplished a significant job in electing Gotabaya Rajapaksa as President in the last election.<span class=\"Apple-converted-space\">\u00a0<\/span>Many professionals who did not engage in politics such as doctors, engineers, managers, also involved in politics to elect him as the President.<span class=\"Apple-converted-space\">\u00a0<\/span>Many Buddhist monks also campaigned for his victory.<span class=\"Apple-converted-space\">\u00a0<\/span>Many businessmen also did so.<span class=\"Apple-converted-space\">\u00a0<\/span>Why did they do so?<span class=\"Apple-converted-space\">\u00a0<\/span>People had a good aspiration.<span class=\"Apple-converted-space\">\u00a0<\/span>As he was a person who did not engage in politics until then, and a new person to the political arena, people expected that he will change the political culture.<span class=\"Apple-converted-space\">\u00a0<\/span>But it did not happen.<span class=\"Apple-converted-space\">\u00a0<\/span>The old political culture continued under his rule also. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>People thought he will not allow those in the government to steal (Horakam).<span class=\"Apple-converted-space\">\u00a0<\/span>Instead the friend circle stole from antigen kits, sugar deals, coal deals, hotel accommodation during the pandemic.<span class=\"Apple-converted-space\">\u00a0<\/span>People expected that he will create a society where rule of law existed.<span class=\"Apple-converted-space\">\u00a0<\/span>They thought he will halt the spread of drugs.<span class=\"Apple-converted-space\">\u00a0<\/span>Police officials will be able to perform duties according to their position and the type of stars given to them in a respectful manner.<span class=\"Apple-converted-space\">\u00a0<\/span>They thought he will stand firm (against vices). <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>What actually happened after he came to power?<span class=\"Apple-converted-space\">\u00a0<\/span>Drugs business started to expand.<span class=\"Apple-converted-space\">\u00a0<\/span>Drug dealers were given protection.<span class=\"Apple-converted-space\">\u00a0<\/span>Today the drug called Ice is spreading in villages rapidly.<span class=\"Apple-converted-space\">\u00a0<\/span>People thought he will change the country.<span class=\"Apple-converted-space\">\u00a0 <\/span>They did not expect him to do any wrong.<span class=\"Apple-converted-space\">\u00a0<\/span>People gave him six months, one year, two years to rule properly but he followed the same old path (Parana Gamana).<span class=\"Apple-converted-space\">\u00a0<\/span>What happened then?<span class=\"Apple-converted-space\">\u00a0<\/span>Due to the disappointment experienced (Apeksha Bhangathvaya), people came to the street and expelled the President whom they themselves elected.<span class=\"Apple-converted-space\">\u00a0 <\/span>Most of such people were those who campaigned to elect him.<span class=\"Apple-converted-space\">\u00a0<\/span>People believed that he will not disappoint them as such.<\/p>\n<p>Even though people changed governments anticipating answers to their problems, they did not get expected answers.<span class=\"Apple-converted-space\">\u00a0<\/span>Sometimes, governments have actually not changed.<span class=\"Apple-converted-space\">\u00a0<\/span>He gives an example of a minister who has been a minister since 1994 even though the governments changed.<span class=\"Apple-converted-space\">\u00a0<\/span>Though governments changed the man has not changed? (laughter from the crowd).<span class=\"Apple-converted-space\">\u00a0<\/span>During the rule of Gotabaya, a complaint was made by the Japanese government against a minister for demanding a commission of Rs 200 million from a Japanese funded project in the Katunayake airport.<span class=\"Apple-converted-space\">\u00a0<\/span>Gotabaya asked the minister to resign and the minister obliged.<span class=\"Apple-converted-space\">\u00a0<\/span>After Ranil became the President, he appointed a committee of inquiry.<span class=\"Apple-converted-space\">\u00a0<\/span>Chair of the commission was Kusala Sarojani.<span class=\"Apple-converted-space\">\u00a0<\/span>It was the same minister who actually asked the President to appoint her as the chair.<span class=\"Apple-converted-space\">\u00a0<\/span>The committee said that there was no such complaint.<span class=\"Apple-converted-space\">\u00a0<\/span>Thus, the minister was reinstated in his position.<span class=\"Apple-converted-space\">\u00a0<\/span>For a long time, such things have happened.<span class=\"Apple-converted-space\">\u00a0<\/span>Thus, even if people wanted to change governments their aspirations have not been fulfilled.<span class=\"Apple-converted-space\">\u00a0<\/span>I can tell many things which have happened.<span class=\"Apple-converted-space\">\u00a0<\/span>You know more than me about such things.<span class=\"Apple-converted-space\">\u00a0<\/span>You know the problems in the kitchen.<span class=\"Apple-converted-space\">\u00a0<\/span>When your child doesn\u2019t have a job, you know the nature of the problem. When you don\u2019t have enough business, you know the problem.<span class=\"Apple-converted-space\">\u00a0<\/span>If you have taken a loan to do a small business you know the problem.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><span style=\"color: #ff6600;\"><b>What Do We Have to do Now? Elect A People\u2019s Government<\/b><\/span><\/p>\n<p>We now know enough about what the problem is?<span class=\"Apple-converted-space\">\u00a0<\/span>What do we have to do now? First, we have to get power back from those who have ruled the country in order to form a People\u2019s government through a new election.<span class=\"Apple-converted-space\">\u00a0<\/span>We need to make sure it will be a government formed by National People\u2019s Power (NPP).<span class=\"Apple-converted-space\">\u00a0<\/span>First solution is this.<span class=\"Apple-converted-space\">\u00a0<\/span>If we go along the old path, nothing will change.<span class=\"Apple-converted-space\">\u00a0<\/span>If you think now Ranil has corrected his wrongs (hadila), you are wrong.<span class=\"Apple-converted-space\">\u00a0<\/span>He has been in the parliament for 45 years.<span class=\"Apple-converted-space\">\u00a0<\/span>He was either a minister, prime Minister or the opposition leader.<span class=\"Apple-converted-space\">\u00a0<\/span>Not a simple MP.<span class=\"Apple-converted-space\">\u00a0 <\/span>Then he says when he was born Ceylon did better than Japan in terms of the economy but today it is not so.<span class=\"Apple-converted-space\">\u00a0 <\/span>Who is responsible?<span class=\"Apple-converted-space\">\u00a0<\/span>There are no solutions in the failed old path to our contemporary problems.<span class=\"Apple-converted-space\">\u00a0<\/span>To get solutions we need a new political change or transformation (parivartanayak). <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>When we look around the world, economies or states that declined were not renewed by those who made them decline.<span class=\"Apple-converted-space\">\u00a0<\/span>Only a new movement or power force (balavegaya) can revive a declined economy or country.<span class=\"Apple-converted-space\">\u00a0<\/span>National People\u2019s power is that new force.<span class=\"Apple-converted-space\">\u00a0<\/span>Now we have to acquire power.<span class=\"Apple-converted-space\">\u00a0<\/span>When I look at the faces of you from Badulla seat, it tells me that you are ready to give us a big victory (Crowd is clapping).<span class=\"Apple-converted-space\">\u00a0<\/span>But we should not under estimate the enemy.<span class=\"Apple-converted-space\">\u00a0<\/span>They have wealth, power, media power, and the underworld. Enemy is very powerful. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><span style=\"color: #ff6600;\"><b>Opponents will not Give Power to us on A Plate<span class=\"Apple-converted-space\">\u00a0<\/span><\/b><\/span><\/p>\n<p>Some people say that Gotabaya invited all (party leaders) to accept the Prime Minister post but only Ranil came forward.<span class=\"Apple-converted-space\">\u00a0<\/span>He told Anura also to accept it.<span class=\"Apple-converted-space\">\u00a0<\/span>Actually, he didn\u2019t ask us.<span class=\"Apple-converted-space\">\u00a0<\/span>They don\u2019t hand over power like that.<span class=\"Apple-converted-space\">\u00a0<\/span>Will he give power to me knowing that I will send him to prison?<span class=\"Apple-converted-space\">\u00a0<\/span>We wrote a letter on 11<sup>th<\/sup> May where we stated that we are ready to save the country from this downturn if we can appoint a cabinet to our liking.<span class=\"Apple-converted-space\">\u00a0<\/span>We said we will then solve basic problems in 6 months, will go to an election, then establish a people\u2019s government.<span class=\"Apple-converted-space\">\u00a0<\/span>We sent the letter on 11<sup>th<\/sup> May but Ranil was appointed on the 14<sup>th<\/sup>.<span class=\"Apple-converted-space\">\u00a0<\/span>They don\u2019t give power to us like that.<span class=\"Apple-converted-space\">\u00a0<\/span>Not only that they will do everything in their power to prevent us acquiring power also. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>They have launched a lot of attacks targeting NPP.<span class=\"Apple-converted-space\">\u00a0<\/span>But don\u2019t get rattled.<span class=\"Apple-converted-space\">\u00a0<\/span>Enemy is rattled now.<span class=\"Apple-converted-space\">\u00a0<\/span>(Anura explains how the government brought cows from abroad and a Minister purchased 50 cows at a subsidised rate?)<span class=\"Apple-converted-space\">\u00a0<\/span>Everywhere politicians are talking about us. They are trying to persuade us to travel on a different path.<span class=\"Apple-converted-space\">\u00a0<\/span>i.e. to push us to the jungle. Some come to us as friends.<span class=\"Apple-converted-space\">\u00a0<\/span>Others come as leftists. But we are not willing to do so.<span class=\"Apple-converted-space\">\u00a0<\/span>Our aim is to organise the people and build a grand peoples\u2019 movement. Some suggests us that we should buy a TV channel.<span class=\"Apple-converted-space\">\u00a0<\/span>But it is not possible to do so.<span class=\"Apple-converted-space\">\u00a0<\/span>Our enemies have a couple of TV channels.<span class=\"Apple-converted-space\">\u00a0<\/span>You can start many thousands of channels if you start talking about the situation in buses, trains in Badulla. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><span style=\"color: #ff6600;\"><b>Power Rests with the People: Political Change is for the Good<\/b><\/span><\/p>\n<p>Many thought that the power rests with them.<span class=\"Apple-converted-space\">\u00a0<\/span>But it is not so.<span class=\"Apple-converted-space\">\u00a0<\/span>Recent events have shown that the power rests with the people.<span class=\"Apple-converted-space\">\u00a0<\/span>Earlier people thought Rajapaksas were an unshakable mountain.<span class=\"Apple-converted-space\">\u00a0<\/span>People came to temple trees at night and the PM left by helicopter.<span class=\"Apple-converted-space\">\u00a0<\/span>Then the people thought power rests with the President.<span class=\"Apple-converted-space\">\u00a0<\/span>People came to his residence and he left through the secret door.<span class=\"Apple-converted-space\">\u00a0<\/span>Power lies with the people.<span class=\"Apple-converted-space\">\u00a0<\/span>Same happened to Basil also. When he had to look for a way out of the country he had to travel around the country by air to find an exit.<span class=\"Apple-converted-space\">\u00a0<\/span>Earlier, people were astonished to see those with power when they come in luxury cars with a security guard.<span class=\"Apple-converted-space\">\u00a0<\/span>Now the ministers don\u2019t come to villages.<span class=\"Apple-converted-space\">\u00a0<\/span>Before people were afraid of the ministers.<span class=\"Apple-converted-space\">\u00a0<\/span>Now the ministers are afraid of the people.<span class=\"Apple-converted-space\">\u00a0<\/span>It is a good development.<span class=\"Apple-converted-space\">\u00a0<\/span>Political changes (parivarthana) in our country are desirable. The most important power is the one that is with the people. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Our task is to organise that power.<span class=\"Apple-converted-space\">\u00a0<\/span>We need to organise Kottasa Sabha in Badulla electorate.<span class=\"Apple-converted-space\">\u00a0<\/span>Already 23 Kottasa have been organised.<span class=\"Apple-converted-space\">\u00a0<\/span>Five have yet to be organised.<span class=\"Apple-converted-space\">\u00a0<\/span>We need to organise Grama Seva Vasam Sabha also.<span class=\"Apple-converted-space\">\u00a0<\/span>That way we have to unite the people.<span class=\"Apple-converted-space\">\u00a0<\/span>That is the grand power we will have.<span class=\"Apple-converted-space\">\u00a0<\/span>We are getting ready to acquire power.<span class=\"Apple-converted-space\">\u00a0<\/span>To do so we have to win over the consent of the majority.<span class=\"Apple-converted-space\">\u00a0<\/span>We need to get power and use it to redevelop the country.<span class=\"Apple-converted-space\">\u00a0<\/span>Our success depends on the extent to which we are able to gather people (to our cause) in places like Badulla.<span class=\"Apple-converted-space\">\u00a0<\/span>If we can\u2019t, we have to stop here and now.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Today other parties can\u2019t come here including Pohottuwa.<span class=\"Apple-converted-space\">\u00a0<\/span>When I met a prominent member of Pohottuwa in the parliament, I asked why is it divided now?<span class=\"Apple-converted-space\">\u00a0<\/span>He tells me that it is scattered like a Pol Mal (Coconut flower) when it is thrashed against the floor.<span class=\"Apple-converted-space\">\u00a0<\/span>Today there is no leader for Pohottuwa.<span class=\"Apple-converted-space\">\u00a0<\/span>Ranil is an installed leader. He lost his parliamentary seat also.<span class=\"Apple-converted-space\">\u00a0(<\/span>Anura is laughing by referring to another leader).<span class=\"Apple-converted-space\">\u00a0<\/span>We travel to villages and organise people to become the main force. Jathika Vidvath Sanvidhanaya held discussions with businesses, professionals and religious leaders who guide people in the Badulla district.<span class=\"Apple-converted-space\">\u00a0<\/span>Held discussions in Bandarawela also.<span class=\"Apple-converted-space\">\u00a0<\/span>For each field we need to gather more people and formulate a great people power in order to acquire governing power. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><span style=\"color: #ff6600;\"><b>Need for Elections for New Mandate and Abolition of Privileges to Ministers and Former Presidents<\/b><\/span><\/p>\n<p>But for this we need an election.<span class=\"Apple-converted-space\">\u00a0<\/span>For instance, Local government elections are to be held before 20<sup>th<\/sup> March 2023.<span class=\"Apple-converted-space\">\u00a0 <\/span>Ranil is contemplating how to postpone it?<span class=\"Apple-converted-space\">\u00a0<\/span>Why can\u2019t the government hold this election? 1). How can they contest?<span class=\"Apple-converted-space\">\u00a0 <\/span>Do they contest Pohottuwa as a separate party or in combination with the UNP?<span class=\"Apple-converted-space\">\u00a0<\/span>They can\u2019t contest as two parties while in the government together.<span class=\"Apple-converted-space\">\u00a0<\/span>Could they contest together?<span class=\"Apple-converted-space\">\u00a0<\/span>No, because people in the villages will not unite. 2) even if they contest, the result will not be to their liking.<span class=\"Apple-converted-space\">\u00a0<\/span>Most importantly, if Ranil loses at the local government elections, he will realise the extent of his measure.<span class=\"Apple-converted-space\">\u00a0<\/span>If they get a poor result, they will not be able to govern the country afterwards. What is this car?<span class=\"Apple-converted-space\">\u00a0<\/span>These are government vehicles. The one he used as the Prime Minister.<span class=\"Apple-converted-space\">\u00a0<\/span>How can Ranil tell people to tighten belts?<span class=\"Apple-converted-space\">\u00a0<\/span>All ministers (and former Presidents) live in government houses. There are TV advertisements warning us not to come by boat.<\/p>\n<p>In short if we are to rebuild this country we need 1) rule of law 2) a new constitution 3) recognised country by the world.<span class=\"Apple-converted-space\">\u00a0<\/span>We are willing to make this country a recognised one by the world.<span class=\"Apple-converted-space\">\u00a0<\/span>A country where women and children have the protection. Corrupt and fraudulent people will not rule it. In agrarian services (Govi Jana Seva) or in Kachcheriyas.<span class=\"Apple-converted-space\">\u00a0<\/span>Graduates do not have jobs suitable for their qualifications. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Look at our tea. 78% is sent abroad as bulk tea to Dubai.<span class=\"Apple-converted-space\">\u00a0<\/span>Only 22% is sent as packets.<span class=\"Apple-converted-space\">\u00a0<\/span>But Dubai does not have a single tea plant yet it has become the central hub for export.<span class=\"Apple-converted-space\">\u00a0<\/span>We have to value add for the tea export.<span class=\"Apple-converted-space\">\u00a0<\/span>Then our tea industry will grow.<span class=\"Apple-converted-space\">\u00a0 <\/span>More employment will be created.<span class=\"Apple-converted-space\">\u00a0 <\/span>Same for our Cinnamon.<span class=\"Apple-converted-space\">\u00a0<\/span>We may not be able to export to Europe as they are concerned about quality but we can export to African zone.<span class=\"Apple-converted-space\">\u00a0<\/span>We have to investigate what they want?<span class=\"Apple-converted-space\">\u00a0 <\/span>Then we can produce those items in Badulla or Mahiyanganaya.<span class=\"Apple-converted-space\">\u00a0<\/span>Jobs will then be created.<span class=\"Apple-converted-space\">\u00a0<\/span>We need to create a new class of entrepreneurs.
