They don\u2019t lead but are dominant because it exercises the coercive power of the state.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Italian thinker Antonio Gramsci in his prison cell wrote that when it happens the great masses become \u201cdetached from their traditional ideologies, and no longer believe what they used to believe previously.\u201d The old way is dying and the new cannot be born. \u201cIn this interregnum a great variety of morbid symptoms appear.\u201d<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Louis XIV the Bourbon King, deposed in the revolution at the height of his power said, \u201cLaws are the sovereigns of sovereigns\u201d.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>General Francisco Franco who dismantled the Spanish republic to rule Spain for four decades said \u201c\u2026the defense of internal peace and order constitutes the sacred mission of a nation&#8217;s armed forces and that is what we have carried out.\u201c<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>In the evening of Friday 3<sup>rd<\/sup> February, a peaceful \u2018satyagraha\u2019 was disrupted by Police using water cannon.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Next day February 4<sup>th<\/sup> at Galle Face , Sri Lanka\u2019s \u2018Maidan\u2019 I watched a<span class=\"Apple-converted-space\">\u00a0 <\/span>morbid memorializing of our spurious independence &#8211;<span class=\"Apple-converted-space\">\u00a0 <\/span>when \u2018power\u2019 changed hands \u2013 from<span class=\"Apple-converted-space\">\u00a0 <\/span>foreigners\u2019 who gave us \u2018Habeas corpus\u2019 to natives who dodged Habeas corpus with the Prevention of Terrorism Act. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>A nation in tears marked the 75th Anniversary in sullen reconciliation with spiraling prices of essentials, exorbitant taxes and the brutality of a coercive state machine. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>In dark painful times, two types of people emerge. There is the 90 % of us who hate clowns. Then there are the clowns.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>I disapprove and detest the current ruling order. I was determined not to watch this spectacle. But then a longtime friend called advised me to switch on my TV because in his opinion it was a rare spectacle.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>So, I did.<span class=\"Apple-converted-space\">\u00a0<\/span>There were people on the elevated stage who had to be there. Theirs were cheerless faces. Then there were the political types ancient and current. Their miserable countenances would have gladdened the heart of any inept mortician. Hardly any work to improve upon them.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The Military parade was a choregraphed farce. It was really a stupid idea to hold a parade in these times of deprivation and uncertainty. When processions are banned, holding a parade was the ultimate expression of cynical power.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>A procession has participants. A parade is a performance that needs an audience. This parade had an audience made up of invitees.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Only a mind meandering in cloud cuckoo land, would claim that it would send out a positive image of a land which according to the Central Bank\u2019s latest \u2018Public Debt Bulletin\u2018 is \u2018experiencing an unprecedented economic crisis.\u00a0<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>It certainly sent out a message. It\u2019s that message that reminded me of Louis XIV and Generalissimo Francisco Franco.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The performance of the paratroopers was instructive. The wishy-washy commentator told us the number of jumps each paratrooper had on record. On the TV screen I saw Vajira Abeywardena,<span class=\"Apple-converted-space\">\u00a0<\/span>John Amaratunga and Range Bandara watching Para jumping with the attention of the connoisseur .<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>When you are angry, metaphors and similes just rush in.<\/p>\n<p>The Spanish filmmaker Alex de la Iglesias made a movie about how ordinary people are intimidated by the system. The story is about two characters in Franco\u2019s fascist Spain. It was called the \u2018Last Circus\u2019.<span class=\"Apple-converted-space\">\u00a0<\/span>A decidedly macabre commentary of the dark side of power.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>When the story was germinating in the brilliant mind of the filmmaker, he called it the \u2018Ballad of a Sad Trumpet&#8217;.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The Galle Face farce was indeed a ballad of a sad trumpet. So, I borrowed the title from Iglesias. I don\u2019t think February 4<sup>th<\/sup>, 2023, was the last circus. There\u2019s one more on the cards.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>With Franco regime as its backdrop, the story unfolds how good, and evil must accommodate tyranny.<span class=\"Apple-converted-space\">\u00a0<\/span>This strange and bewildering story occurred to me when watching how an exasperated<span class=\"Apple-converted-space\">\u00a0<\/span>lawyer tried to reason with a khakied dimwit on the finer points of a magistrate\u2019s order.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>That is our present lot. The independence commemoration was an invite only affair.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Nothing exasperate me more than the stupid question \u2018If he can\u2019t who else can?&#8217;<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>I am not an economist. But I try to understand what this crisis is all about. It seems our dysfunctional democracy is now sliding in to \u2018Econocracy\u2019 where ordinary people are told that this is very complex issue and solutions are extremely technical.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>I happen to have on my bookshelf a slim Penguin Publication &#8211; \u2018The Econocracy \u2013 On the perils of leaving economics to the experts.<span class=\"Apple-converted-space\">\u00a0<\/span>It defines this new \u2018Econocracy\u2018.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>\u201cEconocracy is a society in which political goals are defined in terms of their effect on the economy, which is believed to be a distinct system with its own logic but that requires experts to manage it.\u201c<\/p>\n<p>It is a serious critique of the contemporary approach to the dismal science of economics by professionals and academics with a forward by Andrew Haldane \u2013<span class=\"Apple-converted-space\">\u00a0 <\/span>chief economist of the Bank of England in 2008.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>I pull out this little book when I have to shut up idiots who ask \u201cIf not this man who else?\u201c<\/p>\n<p>The Ministry of Finance, Economic Stabilisation<span class=\"Apple-converted-space\">\u00a0 <\/span>and National Policies has released it\u2019s &#8216;Quarterly Debt Bulletin\u2019 as of end September 2022.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>It explains:<span class=\"Apple-converted-space\">\u00a0<\/span>\u201cCommercial debt represented a significant portion of Central Government external debt which amounted to 42 percent followed by the bilateral debt (31 percent) and multilateral debt (27 percent). About 85 percent of the Commercial category debt consisted of International Bond Issuances (ISBs) and the rest from Term Financing Facilities (Syndicated Loans). The World Bank and the Asian Development Bank were the major multilateral creditors representing over 95 percent of the total multilateral debt. Under Bilateral debt, more than 60 percent of its debt represented by non-Paris Club countries while about 12 percent from Paris Club countries.\u201d <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Table 6 in the Bulletin has a bar chart that offers a clear picture of our ISB borrowings. During the period 2015 2019 under the \u2018Yahapalnaya\u2018 regime where Prime Minister Ranil Wickremesinghe was the virtual Czar on matters economic we have<span class=\"Apple-converted-space\">\u00a0 <\/span>borrowed more on ISBs compared to MR-Cabraal period.<\/p>\n<p><span style=\"color: #ff6600;\"><b>Table 6:\u00a0<\/b><\/span><b><span style=\"color: #ff6600;\">Maturity Structure of International Sovereign Bonds &#8211;\u00a0<\/span><\/b><span style=\"color: #ff6600;\"><strong>As of 30.09.2022<img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-231236\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2023\/02\/Maturity-Structure-of-International-Sovereign-Bonds-1.jpg\" alt=\"\" width=\"892\" height=\"1130\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2023\/02\/Maturity-Structure-of-International-Sovereign-Bonds-1.jpg 892w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2023\/02\/Maturity-Structure-of-International-Sovereign-Bonds-1-237x300.jpg 237w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2023\/02\/Maturity-Structure-of-International-Sovereign-Bonds-1-808x1024.jpg 808w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2023\/02\/Maturity-Structure-of-International-Sovereign-Bonds-1-768x973.jpg 768w\" sizes=\"auto, (max-width: 892px) 100vw, 892px\" \/><\/strong><\/span>Now as I stated in a previous essay on \u201cOn Odious Debt\u201d.<\/p>\n<p>When MR-Cabraal combine sought ISB funds, Ranil Wickremesinghe warned international banks that a UNP administration would not honor <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.sundaytimes.lk\/070826\/News\/nws5.html\">repayment of such debt<\/a><\/span>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The chart above tells exactly what his administration did about ISB loans. While MR settled for an interest of 5.88% the successor Maestro raised the last loan at 7.55.<\/p>\n<p>&nbsp;<\/p>\n<p>As I said, I don\u2019t intend to venture in to unfamiliar territory. But the Central Bank\u2019s Debt Bulletin makes exciting reading.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>I wish some expert from the SJB would deal with this subject and tell us what the \u201cYahapaanaya \u201cregime did with these enormous amounts.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Yes. They may have raised ISB loans to settle previous ISB debts. Exactly how much was raised to meet profligacy of the Mahinda Chinthanaya. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The way I see it, the self-proclaimed Economic mechanic decided<span class=\"Apple-converted-space\">\u00a0<\/span>to kick the can down the road. As the Chart shows the can was kicked down ten times.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The danger of kicking the can down the road is that at some point you run out of road. Real shit hits at the cul-de sac. That was Gota\u2019s misfortune.<\/p>\n<p>The people are entitled to know who did what and when with Commercial debt. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>As Architect and sage Buckminster Fuller said,<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cYou never change things by fighting the existing reality. To change something, we must build a new model that makes the existing model obsolete.\u201d<\/p>\n<p>To put it simply, we cannot restructure a rotten structure.
