{"id":231259,"date":"2023-02-07T10:22:44","date_gmt":"2023-02-07T04:52:44","guid":{"rendered":"https:\/\/www.colombotelegraph.com\/?p=231259"},"modified":"2023-02-08T09:48:41","modified_gmt":"2023-02-08T04:18:41","slug":"mahinda-rajapaksa-ministers-tri-services-police-corporates-owe-massive-amount-in-electricity-bill-payments-rti-disclosures-show","status":"publish","type":"post","link":"https:\/\/www.colombotelegraph.com\/index.php\/mahinda-rajapaksa-ministers-tri-services-police-corporates-owe-massive-amount-in-electricity-bill-payments-rti-disclosures-show\/","title":{"rendered":"Mahinda Rajapaksa, Ministers, Tri-Services\/Police, Corporates\u00a0Owe Massive Amount In Electricity Bill Payments, RTI Disclosures Show \u00a0"},"content":{"rendered":"<p>Release of records of the Ceylon Electricity Board (CEB) naming those owing unpaid electricity bills over Rs 500,000\/= (Rupees Five Hundred Thousand) upon a directive handed down by Sri Lanka\u2019s Right to Information Commission on 3<sup>rd<\/sup> January 2023, has disclosed an ex-President\/Prime Minister, several Ministers, \u2018favoured\u2019 domestic consumers and tri-services\/police as defaulters.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-226775\" src=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2022\/04\/Mahinda-Rajapaksa-1-1024x682.jpeg\" alt=\"\" width=\"900\" height=\"600\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2022\/04\/Mahinda-Rajapaksa-1-1024x682.jpeg 1024w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2022\/04\/Mahinda-Rajapaksa-1-300x200.jpeg 300w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2022\/04\/Mahinda-Rajapaksa-1-768x512.jpeg 768w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2022\/04\/Mahinda-Rajapaksa-1-1200x800.jpeg 1200w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2022\/04\/Mahinda-Rajapaksa-1-128x86.jpeg 128w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2022\/04\/Mahinda-Rajapaksa-1.jpeg 1280w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/>This information has come to light in a period when electricity bills of the \u2018ordinary\u2019 Sri Lankan people have shot up skyhigh, with red light notices by the CEB being routinely issued and disconnection of electricity following if bills of any small amount are not paid promptly.<\/p>\n<p>The information released by the CEB show ex-President\/Prime Minister <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/?s=Mahinda+Rajapaksa\">Mahinda Rajapaksa<\/a><\/span> as owing a sum of Rupees 722,216.77 in unpaid electricity bills as at November 2022, which is the date up to which the balances have been currently maintained. The records were handed over in front of the RTI Commission after months of CEB refusing to give the information to \u2018<i>Thunhela\u2019<\/i> National Organisation led by Ven Omalpe Kassapa Thero, saying that \u2018personal details\u2019 of individuals will be made public.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>On 3<sup>rd<span class=\"Apple-converted-space\">\u00a0 <\/span><\/sup>January 2023, <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/?s=RTI+Commission\">RTI Commissioners<\/a><\/span> Kishali Pinto-Jayawardena, Jagath Liyana Arachchi and AM Nahiya refused to accept the submission of the CEB for further time and strictly ordered that the information be released by 25<sup>th<\/sup> January 2023. The CEB was censured for its failure to adhere to the Right to Information Act.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The Colombo Telegraph has looked at the list handed over by CEB to \u2018<i>Thunhela\u2019<\/i> and found several other politicians included. These include Rishard Bathudeen (Rupees 970,128,82); KDMC Bandara (Rupees 856,561.01), RMCB Ratnayake (Rupees 731,405.13), P Harison (Rupees 577,415.12).<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Meanwhile social activists who gave the list to Colombo Telegraph point out that these politicians, who owe payments to CEB amounting to several lakhs of rupees, inclusive of Mahinda Rajapaksa are named as \u2018Hon\u2019 in the CEB documents. Referring to these individuals as \u2018Hon\u2019 show the slavish mentality of the CEB officials, they say. <span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>A \u2019secretary to the President\u2018 (address at No 19, Malalasekera Mawatha) is further named as owing a sum of Rupees 527,755.94 while a \u2018secretary to the Prime Minister owes a sum of Rupees 1,114,127.28). Other than these, various offices of the tri-services and the police (despite large components of the national budget being reserved for them) owe bills of several hundred thousands to the CEB. The CEB list shows an individual named as an \u2018inspector\u2019 (address at Rest House Road, Kulyapitiya) owing close to Rupees 2.4 million in unpaid amounts.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>Earlier, <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/index.php\/sri-lankas-privileged-are-massive-defaulters-in-unpaid-electricity-bills-rti-disclosures-show\/\">profit earning companies<\/a><\/span> like Iconic Development, Dialog, Nawaloka had earlier been<span class=\"Apple-converted-space\">\u00a0 <\/span>listed as majorly due in their massive electricity bill payments through information previously released by LECO before the RTI Commission. That list also included the tri-services and the police. <span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p>\n<p>The total of money owing to the CEB by politicians, \u2018favored\u2019 officials and domestic consumers comes to more than Rupees Sixty Million while the arrears of a great number of security establishments, government entities together with private companies named by LECO in its separate consumers list, total to more than ten times that amount.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Consumer groups and \u2018<i>Thunhela\u2019<\/i> have vowed to take the CEB to court on refusal of their duty to enforce payment by \u2018favoured\u2019 consumers while Sri Lanka is undergoing a severe financial crisis with the Treasury drained dry. \u2018We will take poor consumers whose electricity has been cut off for inability to pay nominal sums in arrears, to show the huge injustice\u2019 they told Colombo Telegraph.<span
