Duminda Hulangamuwa and Prof. Anil Fernando have been appointed \u2018Senior Advisors to the President on Economic Affairs &amp; Finance\u2019.<\/span><\/p>\n<p class=\"p5\"><span class=\"s3\">As a person who voted for President <\/span>Anura Kumara Dissanayake who is also Minister of Finance, I am <b>shocked <\/b>to learn of the appointment of <b>Duminda <\/b><span class=\"s3\"><b>Hulangamuwa<\/b>.<\/span><\/p>\n<p class=\"p5\"><span class=\"s3\">My vote for AKD<\/span> was mainly due to my belief that he is sincere in combating corruption being at the center of his agenda.<\/p>\n<p class=\"p7\"><span class=\"s1\" style=\"color: #ff6600;\"><b>\u2018Aragalaya\u2019 &amp; Duminda Hulangamuwa<\/b><\/span><\/p>\n<p class=\"p9\">The <b>corrosive link<\/b> between politicians\/professionals\/private sector is best exemplified by the call of business chambers led by the Ceylon Chamber of Commerce (CCC) to <b>\u201ccall off mass protests\u201d<\/b> planned for 2 November 2022 by those seeking<span class=\"Apple-converted-space\">\u00a0 <\/span>economic and social justice and accountability for economic crimes after the \u2018<span class=\"s4\">Aragalaya\u2019 was <b>violently <\/b>dismantled by then unelected President Ranil Wickremesinghe.<\/span><\/p>\n<p class=\"p7\">The <b>spokesman<\/b> for the CCC was <span class=\"s3\">Duminda Hulangamuwa.<\/span><\/p>\n<p class=\"p7\">Given below is the link that <b>confirms<\/b> this:<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/1ipicr9mJ9g?si=hOgKlijz24Gr1Fg6\" width=\"900\" height=\"500\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p class=\"p7\"><span style=\"color: #ff6600;\"><span class=\"s1\"><b>\u2018Conflict of Interest<\/b><\/span>\u2019<\/span><\/p>\n<p class=\"p5\">The question is whether <span class=\"s3\">President <\/span>Dissanayake and <span class=\"s3\">Vijitha Herath were aware <\/span><b>prior<\/b> to making this appointment that <span class=\"s3\">Duminda Hulangamuwa apart from being the Chairman of the country\u2019s leading business chamber &#8211; <\/span>Ceylon Chamber of Commerce (CCC) is also the Managing Partner of leading audit firm Ernst &amp; Young in Sri Lanka?<\/p>\n<p class=\"p5\">If aware, do they believe that an auditor can be <b>INDEPENDENT<\/b> when coalescing with business chambers consisting of companies they are auditing?<\/p>\n<p class=\"p9\"><span class=\"s1\"><b>Auditors hold the key to combat corruption<\/b><\/span><\/p>\n<p class=\"p9\">I ask \u2013 can anyone engage in corruption without the complicity of professionals \u2013 particularly auditors\/chartered accountants and lawyers?<\/p>\n<p class=\"p9\">In any large organization be it in the public or private sector, the first line of defense against corruption is a chartered accountant who can blow the whistle on corruption. The last line of defense is an auditor who can also blow the whistle on corruption.<span class=\"Apple-converted-space\">\u00a0 <\/span>In the intermediate period are internal auditors.<\/p>\n<p class=\"p9\">Hence, should not any serious effort to combat large scale corruption <b>commence<\/b> with the role of chartered accountants\/auditors? Lawyers preparing legal documents also have a role in combating corruption. Are not top civil servants also professionals?<\/p>\n<p class=\"p9\"><span class=\"s1\"><b>Corrupt CA Sri Lanka<\/b><\/span><\/p>\n<p class=\"p7\">I state with responsibility that CA Sri Lanka which regulates the audit\/chartered accountancy profession in Sri Lanka is corrupt.<\/p>\n<p class=\"p7\">To date it has not concluded its investigation of my \u2018complaint\u2019 made as far back as 8 August\u00a02005 of the \u2018Professional Misconduct\u2019\u00a0by the local affiliates of\u00a0Price Waterhouse Coopers (PwC) and Ernst &amp; Young (EY) in relation to the unlawful privatisation\u00a0of the Sri Lanka Insurance Corporation (SLIC).<\/p>\n<p class=\"p7\">This is despite the <b>COPE\u00a0<\/b>Report to Parliament as recorded in the \u2018Hansard\u2019 stating &#8211; \u201cErnst &amp; Young auditors and PwC Consultants were directly involved in the said\u00a0fraudulent<b>\u00a0<\/b>conduct<b>.<\/b>\u201d\u00a0and the <b>\u2018Supreme Court\u2019<\/b>\u00a0(SC\u00a0FR 158\/2007) in its\u00a0landmark Judgment holding the SLIC privatisation to be\u00a0<b>\u201cillegal and invalid ab initio\u201d.<\/b><\/p>\n<p class=\"p9\"><span class=\"s1\" style=\"color: #ff6600;\"><b>Conclusion<\/b><\/span><\/p>\n<p class=\"p7\">1) How can corruption be combated when the agency that regulates the audit\/chartered accountancy profession is itself corrupt?<\/p>\n<p class=\"p7\">2) Even if some countries tolerate audit firms being members of business chambers, should not Sri Lanka if it is serious about combating corruption have its own <b>template<\/b> and be a <span class=\"s1\"><b>role model<\/b><\/span> for others to follow?<\/p>\n<p class=\"p7\">3) Should not <span class=\"s3\">President <\/span>Dissanayake consider an amendment to the Institute of Chartered Accountants of Sri Lanka Act to prohibit <span class=\"s1\"><b>practicing <\/b><\/span>auditors\/chartered accountants from being members of business\/trade chambers?<\/p>\n<p class=\"p7\">Let me state for the record that I have never met <span class=\"s3\">Duminda Hulangamuwa and have had no dealings whatsoever with him. My only objective is the <b>\u2018Public Interest\u2019<\/b>.<\/span><\/p>\n<p class=\"p7\"><span class=\"s3\">If AKD and his NPP are serious about combating corruption, should he not place in the public domain the phone number and e-mail address of a trusted individual with a designated office to receive complaints and suggestions from the public who must reveal their name and ID number?<\/span><\/p>\n<p class=\"p9\"><span class=\"s3\">In this instance, I would have preferred to have raised the issue concerning <\/span><span class=\"s4\">\u2018Aragalaya\u2019 &amp; Duminda Hulangamuwa <b>directly <\/b>with either <\/span><span class=\"s3\">President <\/span><span class=\"s4\">Dissanayake or Vijitha Herath.
