The scale of destruction and the interaction of multiple hazards made emergency response and recovery extraordinarily challenging. <span style=\"color: #ff6600;\"><a style=\"color: #ff6600;\" href=\"https:\/\/www.colombotelegraph.com\/?s=Ditwah\">Cyclone Ditwah<\/a><\/span> stands among the most devastating events Sri Lanka has faced in recent decades, affecting all 25 districts with extreme rainfall, deadly landslides, and widespread flooding. More than 2 million people were affected, nearly 90,000 homes were damaged or destroyed, and close to 100,000 individuals sought refuge in temporary shelters. As of 11 December 2025, authorities reported a staggering death toll of 639 people and more than 190 missing, predominantly due to landslides and flooding. The central highlands recorded exceptionally intense rainfall, up to 540 mm in 24 hours, triggering numerous significant landslides, while districts such as Puttalam, Gampaha, and Colombo experienced severe riverine and flash flooding. Even with the most advanced preparedness systems, any country would have struggled to contain an event of this magnitude.<\/p>\n<p class=\"p3\"><span style=\"color: #ff6600;\"><b>Persistent Vulnerabilities That Amplified the Disaster<\/b><\/span><\/p>\n<p class=\"p1\">The call issued by the author last year to urgently reassess the nation\u2019s flood and landslide risks remains highly relevant, as successive disasters continue to expose longstanding gaps in planning and preparedness. Chronic vulnerabilities, including poor land-use practices, unsafe housing, and weak regulatory enforcement have intensified the impacts, while institutional fragmentation has complicated coordination across interconnected hazards. Building long-term resilience will require comprehensive improvements throughout the disaster management cycle, from <b>mitigation and preparedness<\/b> to <b>response<\/b> and <b>recovery<\/b>. Priority actions should include stabilizing landslide-prone slopes, enforcing safer building standards that account for changing risk profiles, upgrading climate-sensitive infrastructure, improving drainage and watershed management, and strengthening early warning systems and emergency response capacity. Cyclone Ditwah underscores the country\u2019s growing exposure to climate-driven extremes and the urgent need for coordinated, science-based, forward-looking action to reduce risk and safeguard communities.<\/p>\n<p class=\"p3\"><span style=\"color: #ff6600;\"><b>Floodplain Management and Land Use Challenges<\/b><\/span><\/p>\n<p class=\"p3\">Flooding is a natural feature of Sri Lanka\u2019s river basins, but it has been significantly worsened by deforestation, the disruption of natural floodways, encroachment into floodplains, and unsafe development on landslide-prone slopes. Effective floodplain management such as delineating regulatory flood zones, restricting encroachments, and requiring flood or landslide insurance remains largely absent. Misconceptions about traditional design floods persist. Climate change is expected to increase the frequency of high-magnitude hazards, necessitating rebuilding to higher protection standards than those used today so that, when the next storm arrives, the country is more resilient.<\/p>\n<p class=\"p1\">Sri Lanka\u2019s major rivers originate in the central highlands and traverse large drainage basins with numerous tributaries and smaller streams. Along these waterways lie paddy fields and wetlands that naturally store and slow floodwaters. Many urban centers, from small towns to major cities, have developed along these networks and now face recurring floods, as demonstrated in the recent event. While flooding in river basins is a natural response to intense rainfall, human alterations have heightened both flood risk and the likelihood of catastrophic landslides. Key contributing factors include:<\/p>\n<p class=\"p1\"><span style=\"color: #ff6600;\"><b>Deforestation:<\/b><\/span> Clearing forests in headwaters river basins accelerates runoff and increases sediment loads that alter river channels.<\/p>\n<p class=\"p1\"><span style=\"color: #ff6600;\"><b>Disruption of Natural Floodways:<\/b><\/span> Traditional pathways, creeks, streams, wetlands, and paddy fields, have been obstructed by encroaching settlements and poorly designed infrastructure such as roads with drainage.<\/p>\n<p class=\"p1\"><span style=\"color: #ff6600;\"><b>Encroachment on Floodplains:<\/b><\/span> Expansion of urban development into flood-prone lowlands has increased exposure during high-water events.<\/p>\n<p class=\"p1\"><span style=\"color: #ff6600;\"><b>Unsafe Housing in Landslide Zones:<\/b><\/span> The construction of homes at the base of unstable slopes has heightened vulnerability during periods of intense rainfall.<\/p>\n<p class=\"p1\">Governance fragmentation further complicates flood and landslide management, with responsibilities distributed across multiple ministries and agencies. Countries with stronger flood-risk outcomes often consolidate these functions under a dedicated authority with clear mandates and technical capacity. Sri Lanka could benefit from similar institutional reforms.<\/p>\n<p class=\"p3\"><span style=\"color: #ff6600;\"><b>Data Gaps and Limitations in Monitoring, Forecasting, and Planning<\/b><\/span><\/p>\n<p class=\"p3\">Data limitations hinder effective decision-making. Public access to high-resolution elevation data, historical rainfall records, river-flow measurements, soil information, and land-use datasets remain limited or prohibitively expensive, constraining research and planning especially by the academic institutions. Publicly funded data should be freely accessible for scientific, engineering, and community use. Sustained investment is needed to modernize national monitoring and forecasting systems, including Doppler radar, real-time hydrometeorological networks, and basin-scale flood models, rather than relying on<\/p>\n<p class=\"p3\"><span style=\"color: #ff6600;\"><b>Modernizing Early Warning and Forecasting Systems<\/b><\/span><\/p>\n<p class=\"p3\">Technological advancements, such as enhanced early warning systems, are equally important. Reports of government interest in acquiring high-resolution Doppler radar for the Meteorology Department are encouraging, as radar provides essential spatial detail on storm events, especially given the limitations of Sri Lanka\u2019s rain-gauge network. Expanding real-time rainfall and river-level monitoring through telemetry or cellular networks and establishing a centralized flood forecasting system based on robust rainfall forecasts, hydrologic models, and flood predictions ahead of storms, is urgently needed. Without a reasonably accurate forecast several days in advance, the NBRO cannot provide actionable landslide risk predictions, and the Irrigation Department will be unable to develop operational strategies for managing floods prior to an advancing storm. The Meteorology Department will need to acquire the necessary tools and expertise to provide such forecasts.<\/p>\n<p class=\"p3\"><span style=\"color: #ff6600;\"><b>Building Back Better: A Forward-Looking Framework for Recovery<\/b><\/span><\/p>\n<p class=\"p3\">Recent actions by the government and the public demonstrate notable resolve and commitment in responding to this crisis. However, given the scale of the disaster, particularly for a small island nation, recovery will be a demanding and complex process. As climate change is expected to increase both the frequency and intensity of similar events, reconstruction efforts must adopt a forward-looking approach. In this context, recovery should be guided by the principles of \u201c<b>building back better<\/b>\u201d (B3), designed for future conditions rather than those of the past. Globally, this concept is becoming the norm.<\/p>\n<p class=\"p1\">Finally, sustained capacity building is vital. Sri Lanka\u2019s engineers and scientists possess strong potential but require structured training, institutional support, and opportunities to develop advanced expertise in flood modeling and disaster-risk analysis. Cultivating in-country technical capacity will be essential for building durable resilience.<\/p>\n<p class=\"p1\"><span style=\"color: #ff6600;\"><strong><i>*The writer is a graduate of the Faculty of Engineering, University of Peradeniya.
