The cable is classified as \u201cSECRET\u201d and recounts details of a meeting ambassador Robert O. Blake has had with President Rajapaksa in December 2007. According to the cable they discussed issues such as implementing 13 th amendment , APRC power sharing proposals, negotiations with the LTTE, elections, US donation of maritime surveillance radar, real-time intelligence on Pabakharan&#8217;s whereabouts, Rajapaksa\u2019s shaky support in Parliament and paramilitary activities.<\/p>\n<p>Ambassador Blake wrote \u201cThe Ambassador and his family were invited by Sri Lankan First Lady Shiranti Rajapaksa to be chief guests for the annual music pageant for the Carlton primary school in the southern town of Tangalle, where President Rajapaksa began his career as a lawyer and member of Parliament. President Rajapaksa elected to attend the celebration which gave the Ambassador a chance to discuss with him some of the important issues facing his country.\u201d<\/p>\n<p>Under the subheading \u201cBiographic Notes\u201d ambassador Blake wrote \u201cThis was the first time we had visited with the President in his home district. It was in Tangalle that the President began his law practice, rented his first home, and was elected in 1968 as the youngest member of parliament at the age of 24. The President proudly pointed out a statue in the town center of his father who had served as an MP for the district 1945 to 1960. These roots in a southern small town clearly drive the President&#8217;s thinking and self-image. One MP who has worked with the President for three decades told us the President is very conscious of his lower class roots from a village in the south that contrast with the upper class urban roots of many in the UNP such as former UNP Prime Minister Ranil Wickremesinghe.\u201d<\/p>\n<p>\u201cTwo of the President&#8217;s three sons joined us for the day trip to Tangalle. All three of the sons attended the local Carlton primary school that the first lady has been active with for more than 20 years. The eldest son Namal is currently completing a degree in London, but is the son most likely to follow in his father&#8217;s political footsteps. Already he has founded a youth organization &#8220;Tharunyata Hetak&#8221; (a better tomorrow for youth). The President&#8217;s second son Yoshita is a naval cadet currently undergoing training at the Royal Naval College in Dartmouth, UK. The third son, Rohitha, is attending St.Thomas College (a secondary school in Colombo) and told the Ambassador he hopes to pursue a career in aeronautical engineering. The President proudly pointed out that all three of his sons had captained the rugby team at St.Thomas.\u201d he further wrote.<\/p>\n<p>Placing a comment ambassador Blake wrote \u201cIt is clear from his comments to the Ambassador that even though the GSL will have a clear opportunity to get things done in the next year (assuming it wins the budget vote), it lacks a clear strategy both on how to pursue peace and whether to seek new elections. Trade Minister and peace process advisor GL Peiris confirmed as much in a later conversation at a National Day in which he told the Ambassador that the GSL&#8217;s early focus will be on implementing the 13th Amendment. This clearly reflects the advice that the Indian Government has been giving the GSL, but cannot substitute for a power-sharing proposal which Peiris acknowledged. Rajapaksa hopes to finalize the power sharing proposal\nbeing considered by the All Parties Representative Committee,\nbut knows he lacks the 2\/3 parliamentary majority required to\namend the constitution and thereby implement the APRC\nproposal.  He wants to pursue contradictory goals of\nnegotiations with the LTTE while maintaining military\npressure on them.  He confided the GSL is receiving better\nreal-time intelligence on the whereabouts of the LTTE\nleadership.  He is resisting calls by some of his Ministers\nto call early elections, and will not make a decision until\nor unless inflation comes down to single digits, perhaps by\nmid-2008. The President revealed that the government is\npreparing for local \"Pradeshiya Sabha\" elections in the east\nin March, in part to ensure that Tamils in areas of the east\nformerly controlled by the LTTE can have political\nrepresentation.  The Ambassador flagged the imperative of\nstopping illegal paramilitary activities as a pre-condition\nfor free and fair elections. (C) The President expressed optimism that his government\nwould prevail in the third and final budget vote expected to\ntake place on December 14.  He admitted that Rauff Hakeem of\nthe Sri Lankan Muslim Congress and the current Minister of\nPosts and Telecommunications, continues to withhold\nconfirmation he will support the budget.  But the President\nthought Hakeem was doing so for tactical reasons to extract\nas much patronage and other political favors as possible in\nreturn for his support.  The President stated that Hakeem\nfaces fractures within his own party and can ill afford to\nbreak with the Government, particularly now that it seems\nlikely the Government will prevail.\n\nPursue APRC Agreement with Caveats\n----------------------------------\n\n<a id=\"par4\" href=\"http:\/\/wikileaks.org\/cable\/2007\/12\/07COLOMBO1640.html#par4\">\u00b6<\/a>4.  (C) Asked for his priority following the budget,\nPresident responded that he hopes to finalize the power\nsharing proposal being considered by the All Parties\nRepresentative Committee (APRC), but noted several caveats.\nFirst, he expressed concern that even if the receives\nparliamentary support for the budget he will not have the 2\/3\nparliamentary majority required to amend the constitution and\nthereby implement an APRC proposal.  He noted that the JVP's\ncontrol of the trade unions gives them a politically\ndangerous ability to mobilize trade union action against the\ngovernment.  Second, he noted continued strong skepticism by\nmany Sri Lankans that LTTE supremo Prabakharan will negotiate\nin good faith and not simply use the opportunity afforded by\nnegotiations to rearm the LTTE.  Therefore he said the\ngovernment plans to enter into negotiations, but \"keep the\n\nCOLOMBO 00001640  002 OF 003\n\npressure on the LTTE\".\n\n<a id=\"par5\" href=\"http:\/\/wikileaks.org\/cable\/2007\/12\/07COLOMBO1640.html#par5\">\u00b6<\/a>5. (C) The President said the government also would give\nrenewed focus to implementing the 13th Amendment, which\nalready devolves significant powers to the provincial\ncouncils and could help give Tamils and Muslims greater\nauthority over key areas of governance in the areas where\nthey have voting majorities.  As an example, he noted that\nthe government already was providing training for what would\nbecome the nucleus of a Tamil police force in the east.  The\nAmbassador welcomed the government's intention to implement\nthe 13th Amendment, but warned that it could not substitute\nfor the far-reaching APRC proposals now under consideration.\nThe President acknowledged the point.\n\n<a id=\"par6\" href=\"http:\/\/wikileaks.org\/cable\/2007\/12\/07COLOMBO1640.html#par6\">\u00b6<\/a>6. (C) The Ambassador expressed doubt that the LTTE would\nenter into negotiations without a ceasefire agreement of some\nkind.  Regarding LTTE intentions to rearm, the Ambassador\nbriefed the President on public remarks the Ambassador made\nat the November ceremony marking the hand-over of maritime\nsurveillance radar to the Sri Lankan Navy in which the\nAmbassador said that the purpose of the radar was to help the\nNavy interdict LTTE arm shipments and send a message that the\nLTTE should not believe it will have a better opportunity in\nthe future to enter into negotiations.  The President\nresponded that he had seen and appreciated those remarks, but\nreiterated the need to keep the pressure on.\n\n<a id=\"par7\" href=\"http:\/\/wikileaks.org\/cable\/2007\/12\/07COLOMBO1640.html#par7\">\u00b6<\/a>7. (S) Noting an earlier private comment to us by Defense\nSecretary Gotabhaya Rajapaksa that the Government had bombed\n\nSIPDIS\nthe Voice of Tigers transmitter station in Killinochchi\nbecause of information that Pabakharan might have been in the\nstation, the Ambassador asked if the GSL has better real-time\nintelligence on Pabakharan's whereabouts.  President\nRajapaksa said they did without offering more specific\ninformation.  He elaborated that the government had\ninformation that the LTTE had ordered all NGOs out of\nMullaittivu on the east coast of the Vanni, because the LTTE\nbelieved the NGOs had provided information to the GSL that\nhad improved its targeting of senior LTTE leaders.\n\nNew Elections?\n--------------\n\n<a id=\"par8\" href=\"http:\/\/wikileaks.org\/cable\/2007\/12\/07COLOMBO1640.html#par8\">\u00b6<\/a>8. (C) Turning back to his shaky support in Parliament, the\nPresident told us many of his Ministers are pressing him to\ncall early elections to consolidate SLFP support.  The\nPresident confided that he has rejected such suggestions for\nthe moment until political conditions improve.  He said he\nenjoys strong support in the south and north-central\nprovinces, and growing support in the east.  However, he\nacknowledged that many voters in Colombo and other urban\nareas in the center are unhappy with the high cost of living.\n He expressed hope that inflation could be brought down from\nthe current 17 percent into single digits by the middle of\n<a id=\"par2008\" href=\"http:\/\/wikileaks.org\/cable\/2007\/12\/07COLOMBO1640.html#par2008\">\u00b6<\/a>2008.  (Comment: Iran's willingness to allow Sri Lanka to\ndefer payment on all oil imports from Iran for 7 months could\nbe helpful in this regard.)\n\nElections in the East\n---------------------\n\n<a id=\"par9\" href=\"http:\/\/wikileaks.org\/cable\/2007\/12\/07COLOMBO1640.html#par9\">\u00b6<\/a>9. (C)  The President revealed that the government is\npreparing for local \"Pradeshiya Sabha\" elections in the east\nin March, in part to ensure that Tamils in areas of the east\nformerly controlled by the LTTE can have political\nrepresentation.  He said the government had struggled to find\nTamils who could represent the interests of their communities\nin ongoing discussions with the government on planned\nstabilization and reconstruction programs.  The Ambassador\ncautioned that it would be extremely difficult to hold free\nand fair elections in the east when the TMVP  continues to\nengage in murders, extortion, and other illegal activities.\nWhile Karuna is now in custody in the United Kingdom, one of\nhis commanders Pillayan had continued where Karuna left off.\nLike his brother Gotabaya in earlier conversations with us,\nthe President expressed confidence that Pillayan was someone\n\nCOLOMBO 00001640  003 OF 003\n\nwith whom the government could work with in the east.  The\nAmbassador rejoined that as one of Sri Lanka's most adept\npoliticians, the President surly knew that no paramilitary\nleader who engages in extortion, murder and other forms of\nintimidation and harassment, could ever hope to compete\nsuccessfully in free and fair elections.
