The cable classified as \u201c CONFIDENTIAL\u201d by ambassador Patricia A. Butenis.<\/p>\n<p>In a cable, written in 26<sup>th <\/sup>February 2010, under the sub-heading \u201cANGLICAN BISHOP OFFERS ADVICE AND HOPE\u201d\u00a0 the ambassador wrote that, he emphasized, however, that the US \u2013 and the international community \u2013 should frame problems as universal learning opportunities, acknowledging their own histories and responsibilities, rather than criticizing. (SBU) Ambassador called on Anglican Bishop Duleep Kamil De\r\nChickera, a well-respected and influential Sri Lankan cleric.\r\n The bishop had recently released a statement on Fonseka's\r\narrest and detention, calling for clarification of charges\r\nand a transparent judicial process.  He was also part of a\r\npost-election joint statement by six Roman Catholic and\r\nAnglican bishops highlighting concern over the campaign\r\nprocess, low Tamil voter turnout, the use of transfers for\r\npolitical ends, terminations and promotions to reward or\r\npunish military, police, and public servants after the\r\nelection, and the disappearance of journalist Mr. Eknaligoda.\r\n (NOTE: The bishop is considered liberal within Anglican\r\ncircles and drew international attention when he delivered a\r\nsermon at the Lambeth Conference, calling for inclusiveness\r\nin communion for all, \"regardless of color, ability, gender\r\nor sexual orientation.\"  END NOTE.)\r\n\r\nROLE FOR INTERNATIONAL COMMUNITY\r\n--------------------------------\r\n\r\n<a id=\"par3\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO142.html#par3\">\u00b6<\/a>3. (C) According to the bishop there are two major interfaith\r\norganizations bringing monks, Christian, Hindu, and Muslim\r\nleaders together: the Congress of Religions and the\r\nInter-religious Peace Foundation.  He recalled that the end\r\nof the war brought a new understanding among monks of how\r\n\"the crisis was eating at the roots of democracy\" and \"opened\r\npeoples' eyes to the movement against dissent\" in politics\r\nand the media.  But the interfaith groups had not moved\r\nforward to act.  (NOTE: The Fonseka arrest did galvanize\r\nmonks of varying castes into issuing a joint statement on\r\ndemocratic governance and calling for a council of clergy to\r\ndiscuss it. (Ref. A). At the local level, there\r\nwere many low profile interfaith groups, helpful for\r\n\r\nCOLOMBO 00000142  002.2 OF 002\r\n\r\nsustaining trust among communities, but otherwise limited in\r\ntheir roles.\r\n\r\nPOTENTIAL FOR IMPROVEMENT\r\n-------------------------\r\n\r\n<a id=\"par5\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO142.html#par5\">\u00b6<\/a>5. (C) While the bishop admitted to concern about \"moderate,\r\nprincipled people\" who seemed to have fallen in line with the\r\nRajapaksa regime, he also expressed hope for Sri Lanka.  In\r\nhis view, the Sinhalese vision for relations with Tamils and\r\nMuslims had improved.  The Sinhalese were more relaxed now\r\nthat the war was over, and they sensed no immediate threat\r\nfrom the LTTE.  Reports of intimidation of Tamils in daily\r\nlife had decreased.  The bishop also opined that change would\r\ncome \"when people come to their senses and say 'enough,'\"\r\nciting historical examples such as apartheid in South Africa,\r\ncivil rights in the U.S., and aboriginals in Australia.\r\n\r\nCOMMENT\r\n-------\r\n\r\n<a id=\"par6\" href=\"http:\/\/wikileaks.org\/cable\/2010\/02\/10COLOMBO142.html#par6\">\u00b6<\/a>6. (C) The bishop's encouragement to the Ambassador that she\r\ncontinue to express U.S. views and to promote international\r\nhuman values by framing problems as universal learning\r\nopportunities reflected thoughtful advice from a good embassy\r\ncontact with an important view on, and voice in, Sri Lanka.\r\nHis advice complemented the consensus approach to engaging\r\nthe GSL reached by Colombo-based chiefs of mission (COMs) in\r\na meeting hosted by the Ambassador later on February 25\r\n(septel).
