The cable is classified as \u201cCONFIDENTIAL\u201d and written by the Charge d&#8217;Affaires James R. Moore.<\/p>\n<p style=\"text-align: justify;\">There is as yet no evidence that this concern on his behalf will translate into concrete positive steps from GSL. Third, Rajapaksa is beginning to focus on a political way forward along the lines of the 13th Amendment-plus.<\/p>\n<p style=\"text-align: justify;\">James Moore wrote \u201cUK Foreign Secretary Miliband and French Foreign Minister Kouchner arrived on April 29, visited the Manik Farm IDP site and the new French field hospital, and met with senior GSL leadership.\u201d<\/p>\n<p style=\"text-align: justify;\">\u201cAt the conclusion of his visit, Miliband asked Charge to convey the following points back to the Department. First, it appeared very difficult for anyone to get accurate information about what is actually happening on the ground. President Rajapaksa himself appeared poorly informed about ground realities. Second, the President appeared increasingly worried about the opinion of the international community, in particular with regard to the IMF stand-by loan and the GSP negotiations with the EU. There is as yet no evidence that this concern on his behalf will translate into concrete positive steps from GSL. Successive visits by UN Under Secretary\r\nGeneral for Humanitarian Affairs John Holmes, UK Development\r\nMinister Mike Foster, UK Foreign Secretary Miliband and\r\nFrench Foreign Minister Kouchner, as well as frequent\r\nhigh-level contacts by Charge with GSL have yielded no\r\nprogress on getting a UN security team into the No-Fire Zone\r\n(NFZ) or achieve a humanitarian pause in fighting.  Japanese\r\nFM Akashi was expected to arrive April 30 for a three-day\r\nvisit.  President Rajapaksa announced the end of combat\r\noperations at mid-day on April 27, and in particular the end\r\nof the use of heavy caliber guns, combat aircraft and aerial\r\nweapons, but sources inside and outside the NFZ say this\r\npledge has not been kept.  President Rajapaksa told Holmes on\r\nMonday that medicine would be allowed into the NFZ on the\r\nICRC medevac ferry.  GSL is promising better cooperation and\r\ncoordination on aid for IDPs, and some limited progress has\r\nbeen seen on allowing international aid into the IDP camps.\r\nHowever GSL appears intent on taking control of the entire\r\nNFZ militarily, whatever the cost to civilians still there.\r\nThe GSL shows no signs of honoring an agreement to Nambiar\r\nand the UN SG to allow a UN team into the NFZ to try to\r\nobtain a release of civilians from the Liberation Tigers of\r\nTamil Eelam (LTTE).  End Summary. \r\n\r\nJOHN HOLMES VISIT\r\n-----------------\r\n<a id=\"par2\" href=\"http:\/\/wikileaks.org\/cable\/2009\/04\/09COLOMBO479.html#par2\">\u00b6<\/a>2.  (SBU)  UN Under Secretary General for Humanitarian\r\nAffairs John Holmes visited IDP camps and met with President\r\nRajapaksa on April 27 to press for access for a UN team into\r\nthe NFZ to negotiate with the LTTE for their surrender and\/or\r\na release of civilians.  Results were disappointing, with\r\nonly an agreeement to allow medicine into the NFZ on the ICRC\r\nmedical evacuation ferry, which happened April 28. (C)  British Deputy High Commissioner reported to Charge\r\nthat Miliband and Kouchner focused on three main issues - a\r\nceasefire, access to IDPs and a timetable for IDP returns.\r\nThey made a strong push with the President, Foreign Minister\r\nand Defense Secretary for a ceasefire to allow civilians out\r\nand humanitarian aid in.  The GSL was steadfast in its\r\nopposition to a ceasefire, saying the LTTE was nearly\r\ndefeated and a ceasefire would only allow the LTTE to\r\nregroup. \r\n\r\n<a id=\"par5\" href=\"http:\/\/wikileaks.org\/cable\/2009\/04\/09COLOMBO479.html#par5\">\u00b6<\/a>5.  (C)  In all their meetings with the GSL, Miliband and\r\nKouchner pushed for full access to IDP camps for humanitarian\r\nworkers and for treatment of IDPs that meets international\r\nhumanitarian standards.  They raised the problems of\r\nnon-issuance of visas for ICRC staff and military checkpoint\r\nblockages of aid shipments to the camps.  The President\r\nappeared to be unaware of such problems and turned to the FM\r\nfor clarification.  The President committed to better\r\ncooperation with the UN and NGOs and to greater access to IDP\r\ntransit sites.  At Miliband's suggestion, the President\r\nagreed to meet with the UN and ICRC resident representatives\r\nto discuss these concerns. \r\n\r\n<a id=\"par6\" href=\"http:\/\/wikileaks.org\/cable\/2009\/04\/09COLOMBO479.html#par6\">\u00b6<\/a>6.  (C)  Miliband and Kouchner stressed the need for a\r\nmonth-by-month plan with benchmarks for returning IDPs to\r\ntheir homes.
