Patrick Evans<\/p><\/div>\n

After a week UN FAO Country Representative\u00a0Patrick Evans replied to our queries. \u00a0Interestingly, Patrick has never denied they paid US$ 1.57 million to \u201cghost\u201d companies<\/span>.<\/a> He says; \u201cThe issue you are raising has been thoroughly investigated and addressed in a proper manner.\u201d But we beg to differ and can categorically state that the UN FAO Country Representative is in a cover-up game.<\/p>\n<\/div>\n

We give below the full text of Patrick Evan’s response;<\/span><\/strong><\/div>\n

I arrived in Sri Lanka at the end of July 2008.\u00a0 It was a time of soaring food prices and we had a programme funded by FAO to supply seed paddy to farmers in the eastern province to boost paddy production.\u00a0 Having launched a tender process to purchase seed we issued purchase orders to a couple of seed suppliers in September 2008.\u00a0 I met with one and was discussing the order and he mentioned that he had not heard of the other which I could not believe was possible in such a small country.\u00a0 So I investigated and found that we had problems locating the supplier and subsequently arranged for a full audit investigation from our Headquarters.\u00a0 The results were that:<\/p>\n

1.\u00a0 no money was stolen or lost<\/p>\n

2.\u00a0 all inputs were delivered to the beneficiaries and were of suitable quality<\/p>\n

3.\u00a0 no crime was committed<\/p>\n

4.\u00a0 transparent procurement procedures were not properly followed<\/p>\n

5.\u00a0\u00a0immediate action was taken to correct the situation\u00a0including removal of the staff member involved and publication of an article in the local\u00a0newspapers informing the public of the same\u00a0and over the past few years:<\/p>\n

1.\u00a0 FAO has had a major role in supporting the re-settlement process in the north and east\u00a0of Sri Lanka\u00a0assisting returning IDPs to resume productive livelihoods.\u00a0 Since 2009 we have supplied more than 15 million USD worth of seed (paddy,\u00a0green gram, black gram, cow pea, ground nuts and vegetables) to vulnerable families in the east and north of the country.\u00a0 Millions\u00a0more have been spent on agriculture tools, fishing equipment, fruit trees and provision of livestock for vulnerable families.<\/p>\n

2.\u00a0 the current maha paddy harvest is the largest ever recorded in the country\u00a0and we had provided seed paddy for over 100,000 acres for this current season\u00a0(we provided even more the previous season to help bring up production for the re-settling families)<\/p>\n

3.\u00a0 FAO continues to assist the Government\u00a0to\u00a0addressing priority\u00a0needs in the agriculture, fisheries, livestock and forestry sectors.<\/p>\n

This is the news.\u00a0 The issue you are raising has been thoroughly investigated and addressed\u00a0in a proper manner.<\/p>\n\n\n\n
