The\u00a0Colombo Telegraph<\/a><\/span>\u00a0found the related leaked cable from the WikiLeaks database which details the secret agreement with the Tamil Tigers to suppress Tamil votes in the 2005 Presidential election. The cable was written on June\u00a014, 2007 by the US Ambassador to Colombo, Robert O. Blake.<\/p>\n

The ambassador wrote \u201cHowever, the sensitivity of the Rajapaksas to the allegations is understandable. It is a historical fact that threats by the Tamil Tigers suppressed the Tamil vote not just in the areas they control, but in all districts of the Northeast. Even the suggestion of a deal with the Tigers is anathema to many of the president’s supporters, especially the JVP, parts of which have begun to distance themselves from the Rajapaksas (ref C). It still seems unlikely to us that the GSL can successfully prosecute Alles; the collateral damage to Basil and the other figures in the case would be enormous. Already, the heavy-handed efforts to neutralize Alles<\/span><\/a>, former Foreign Minister Samaraweera and his understudy, Sooriyarachchi, have come at a high political cost and undermined the stability of the government. Alles’ release on bail may be a sign that the parties are again trying to settle their differences. If the new attempt is successful, the story will likely disappear. That said, he is hardly in the clear. Under the emergency regulations passed in December 2006, Alles could be detained again and held on suspicion by successive detention orders.\u201d<\/p>\n

(S) SUMMARY:  United National Party (UNP) Opposition\r\nleader Ranil Wickremesinghe,  citing the same grounds used by\r\nthe Terrorism Investigation Division (TID) to arrest Tiran\r\nAlles (ref A), has called for the arrest of the President's\r\nbrother Basil Rajapaksa and other members of the President's\r\ninner circle.  Alles has documented his own involvement and\r\nthe involvement of Basil and others in a secret agreement\r\nwith the Tamil Tigers to suppress Tamil votes in the 2005\r\nPresidential election.  Alles reportedly placed a sworn\r\naffidavit and a video disk of at least one secret meeting\r\nwith the Tigers in a secure location for his attorney's\r\npossible use in his legal defense.  On June 13, Alles was\r\nreleased on bail, but while he was in court for his hearing,\r\nhis house was reportedly ransacked and the video disk stolen.\r\n Two recent Supreme Court decisions have also opened the door\r\nfor Alles' defense attorney to move to unfreeze his bank\r\naccounts and gain compensation for the cancellation of his\r\nlicense to sell mobile phone services in Sri Lanka's\r\nNortheast.  END SUMMARY. \r\n\r\nRANIL CALLS FOR BASIL'S ARREST\r\n------------------------------ \r\n\r\n\u00b6<\/a>2.  (SBU) Opposition leader Ranil Wickremesinghe told his\r\nUnited National Party parliamentary group that the\r\nPresident's brother and advisor Basil Rajapaksa, Presidential\r\nChief of Staff Lalith Weeratunga, and Treasury Secretary P.B.\r\nJayasundera were implicated in the alleged pre-election deal\r\nwith the Tamil Tigers to assure Mahinda Rajapaksa's election.\r\n They should therefore also be arrested, just as former\r\nAirport Authority Chairman Tiran Alles was.  Alles' sworn\r\nstatement to the Terrorism Investigation Division reportedly\r\naccuses all three of having engineered a multi-million dollar\r\npayoff to the Tigers.  Until June 13, Alles was held under\r\narrest in National Hospital, where he was receiving treatment\r\n(ref A). \r\n\r\n\u00b6<\/a>3.  (S) A UNP source told Pol Chief that Tiran Alles had\r\nexecuted an affidavit detailing Basil Rajapaksa, Jayasundera\r\nand Weeratunga's involvement in the arrangements with Emil\r\nKanthan, a prominent Tamil businessman and suspected LTTE\r\nintelligence officer, some time ago.  Alles has deposited the\r\noriginal in a secure place accessible to his attorney.\r\nFurther, Alles had recorded at least one of the meetings\r\nbetween Kanthan and Rajapaksa's election team (Basil\r\nRajapaksa, Jayasundera and Weeratunga ) with his mobile\r\nphone's video camera.  (Note: at least one of the meetings\r\nreportedly took place in Alles' office.)  According to the\r\nsource, Alles also kept a copy of the video in a secure\r\nlocation.  Several Embassy contacts report having seen at\r\nleast parts of the video. \r\n\r\n\u00b6<\/a>4.  (SBU)  On June 13, Alles was released on one million\r\nrupees bail (roughly 90,000 U.S. dollars) under stringent\r\nconditions that include a weekly check-in with the TID.\r\nWhile Alles and his family members were in court for his bail\r\nhearing, his house was reportedly ransacked.  The burglars\r\nseemed to pay special attention to Alles' home office.\r\nAlles' close friend, former Port Development Minister\r\nSripathi Sooriyarachchi, was quoted in the Daily Mirror\r\nalleging that the video disk was taken.  In addition to the\r\nvideo, Alles stated that one million rupees was taken from\r\nhis house.  Despite this, Sooriyarachchi added that Alles has\r\n\"important things to disclose, which will be done in the near\r\nfuture,\" implying that Alles may have other copies of the \r\n\r\nCOLOMBO 00000844  002 OF 003 \r\n\r\nvideo. \r\n\r\nALLES' FAMILY DISTRAUGHT OVER HIS ARREST\r\n---------------------------------------- \r\n\r\n\u00b6<\/a>5.  (S) Pol Chief met family members of Tiran Alles on June\r\n\u00b6<\/a>4.  Alles' parents are well-known and respected educators who\r\nhave founded several schools in Sri Lanka, and who have\r\neducated many of Sri Lanka's elite.  Most recently, one of\r\ntheir schools had been providing free after-school tutoring\r\nto President Rajapaksa's youngest son to help him pass his\r\nuniversity entrance exams.  This relationship had persisted\r\nuntil late May, they told us.  The family was bitter about\r\nthe Rajapaksa's ingratitude.  They pointed out there is\r\nlittle doubt that the arrest of Alles was politically\r\nmotivated.  The investigation of Alles started when former\r\nForeign Minister Mangala Samaraweera began making allegations\r\nabout a secret deal between Basil Rajapaksa and the Tigers.\r\nThe investigation stopped while efforts to engineer a\r\nrapprochement between Samaraweera and the Rajapaksas\r\ncontinued, and began again just one day after those talks\r\nfinally broke down.  The Alles family had been opposed from\r\nthe beginning to Tiran's getting involved in politics, which\r\nthey considered a dirty and dangerous business.  However,\r\nthey never imagined he would find himself in such serious\r\ndifficulties.  They said Alles' medical condition was\r\nstress-related and serious.  Alles' parents told us that\r\nAlles had been trying to downplay the story, hoping to avoid\r\nit becoming a cause celebre ) and perhaps hoping to avoid\r\nwhat happened to Sooriyarachchi. \r\n\r\n\u00b6<\/a>6.  (SBU) Tiran Alles' attorney has, in the meantime, racked\r\nup some initial victories in his fight for vindication of his\r\nclient.  A three-judge panel of the Supreme Court ruled that\r\nthe Defense Ministry had no legal authority to order\r\nsuspension of the license of one of Alles' several companies\r\nto market mobile phone service in Sri Lanka's northeast.\r\n(Note: it was in the course of these legal transactions that\r\nAlles originally met Emil Kanthan.)  A separate Supreme Court\r\npanel also allowed another case filed on behalf of Alles to\r\nproceed.  This suit would lift the freeze on accounts that\r\nthe Central Banks' Financial Intelligence Unit (FIU) had\r\nimposed at the direction of the Defense Ministry.  The judges\r\nnoted that no provision of the Emergency Regulations gave the\r\nDefense Secretary authority to order the accounts frozen. \r\n\r\nCOMMENT\r\n------- \r\n\r\n\u00b6<\/a>7.  (S) A confidential source within the FIU told us the\r\ngovernment was apparently using the FIU to harass and\r\nintimidate Alles.  The former head of the FIU had declined to\r\nsign the order freezing Alles' accounts, saying there was no\r\nlegal basis for doing so.  He relented, under intense\r\npressure from Central Bank Governor Nivard Cabraal, and\r\nsigned the orders just days before his own resignation. \r\n\r\n\u00b6<\/a>8.
