\u201cThe Secretary sought Indian assistance to persuade the Government of Sri Lanka (GSL) to resettle the internally displaced persons in Sri Lanka.\u201d a US State Department cable says.<\/strong><\/p>\n

The\u00a0Colombo Telegraph<\/a><\/span>\u00a0found the related leaked \u201cCONFIDENTIAL\u201d cable from the WikiLeaks database. The cable was signed on October 27, 2009 by the US Secretary Of State Hillary Clinton. <\/strong>The cable seems to be written after a meeting with India’s External Affairs Minister\u00a0S.M.\u00a0Krishna. (<\/em>Paragraph 10 of the original cable is missing from the WikiLeaks database.)<\/strong><\/em><\/p>\n

\u201cKrishna said India had had considerable interactions with the GSL. While describing the IDP situation as a humanitarian concern, he did not think the GSL could meet the 180-day timeline to relocate the IDPs because the monsoon would start soon. Moreover, demining the areas to give people the confidence to return to their homes would take time.\u201d the cable further says.<\/p>\n

END SUMMARY. \r\n\r\n--------------------------------\r\nAFGHANISTAN:  IRISH WANT TO HELP\r\n-------------------------------- \r\n\r\n\u00b6<\/a>4.  (C) Secretary Clinton highlighted the\r\nAdministration's Afghanistan review.  Minister Martin\r\noffered Ireland's help in promoting efforts in\r\nAfghanistan and explained that Ireland has recently\r\nhosted an Afghan parliamentary delegation at the\r\nreconciliation center at Glencree.  Ireland would be\r\ndelighted to host similar efforts in the future. \r\n\r\n---------------------\r\nVISAS AND IMMIGRATION\r\n--------------------- \r\n\r\n\u00b6<\/a>5.  (C) Secretary Clinton noted some form of an amnesty\r\nprogram for those illegally in the United States would\r\nbe part of comprehensive immigration reform legislation.\r\nMinister Martin confirmed that according to Irish\r\ndiaspora lobby groups there are currently 50,000\r\nundocumented Irish in the United States.  There did not\r\nappear to be a new wave of illegal immigration to the\r\nUnited States; Irish policy was committed to preventing\r\na new wave of illegal immigration by using certain visa\r\nprograms.  He also understood that efforts in this\r\nregard would likely be in the context of comprehensive\r\nimmigration reform rather than a bi-lateral agreement.\r\nMartin praised the recent 12 month interim work and\r\ntravel program implemented in January 2008 by Ireland \r\n\r\nPARTO 00000006  002.2 OF 003 \r\n\r\nand the United States, and suggested it be reviewed\r\nafter one year.  He also suggested that Ireland be added\r\nto the E-3 visa program (currently available only to\r\nAustralians) with a reciprocal program for Americans to\r\nwork in Ireland. \r\n\r\n----------------------------------------\r\nTAX CODE REFORM: IRELAND NOT A TAX HAVEN\r\n---------------------------------------- \r\n\r\n\u00b6<\/a>6.  (C) Minister Martin highlighted concern that\r\npossible U.S. tax code reform could have a punitive\r\neffect on U.S. companies based in Ireland, costing jobs.\r\nIreland is a low tax country, with a corporate tax rate\r\nof 12.5 percent for both Irish and foreign companies,\r\nnot subject to change by the EU, but is not a tax haven,\r\nMartin stressed.  U.S. investment in Ireland had done\r\nmuch more than create direct jobs; it had resulted in\r\nthe development of an enterprise culture in Ireland, he\r\nadded. \r\n\r\n------------------\r\nDONOR COORDINATION\r\n------------------ \r\n\r\n\u00b6<\/a>7.  (C) Turning to donor coordination and food security\r\npolicy, Secretary Clinton stressed an integrated whole-\r\ngovernment approach to maximize effects and told Martin\r\nthat previous restrictions on funding to certain\r\norganizations had been lifted, resulting in greater\r\nflexibility and effectiveness.  There have been great\r\nsuccesses in certain areas such as PEPFAR.  However, in\r\norder to make progress against HIV\/AIDS, greater efforts\r\nare needed to rationalize donor approaches -- both in\r\nthe U.S. government and in the wider donor community --\r\nin order to avoid duplication and maximize outputs.\r\nMinister Martin concurred and suggested that Ireland and\r\nthe U.S. co-host an event at a future UN Development\r\nGoals Summit. \r\n\r\n------------------------------\r\nKIDNAPPED AID WORKER IN DARFUR\r\n------------------------------ \r\n\r\n\u00b6<\/a>8.  (C) Minister Martin thanked the U.S. for supporting\r\nefforts to recover Irish aid worker Sharon Commins who\r\nwas kidnapped by bandits in Darfur on July 3rd.\r\nAccording to Martin, U.S. interlocutors in Sudan were\r\nthe most knowledgeable about the situation, and\r\nKhartoum's apparent willingness but inability to secure\r\nthe kidnapped aid worker's release may show that\r\nKhartoum is no longer in control of tribal groups in\r\nDarfur. \r\n\r\n--------------------------------------------\r\nFORMER GUANTANAMO DETAINEES SETTLING IN WELL\r\n-------------------------------------------- \r\n\r\n\u00b6<\/a>9.  (C) Secretary Clinton praised the Irish acceptance\r\nof two former Guantanamo detainees, and noted that Irish\r\npolicy of allowing family members to join them in\r\nIreland would likely have the positive effect of easing\r\nthe transition into Irish society.\r\nCLINTON \r\n\r\nPARTO 00000006  003 OF 003 \r\n\r\ninformation India could, and it was up to Pakistan to\r\ntake it to its \"logical conclusion.\" \r\n\r\n\u00b6<\/a>11.  (C) Krishna said he would meet September 27 with\r\nPakistan Foreign Minister Qureshi.  He said that he\r\nwould again offer Indian assistance, because \"terror\r\nknows no boundaries.\"  He repeated PM Singh's statement\r\nthat India is willing to go more than half way in the\r\n\"hope to take up from where we left\" with respect to the\r\ncomposite dialogue.  The Secretary said that we consider\r\nall Pakistan-based terror groups a threat to regional\r\nand international security.  She recounted that the\r\nUnited States had been working with Pakistan to close\r\ndown terrorist operations.  While we had seen some good\r\ndevelopments, she observed, we expect Pakistan to do\r\nmore.  She said the Indian offer of cooperation and\r\nassistance to Pakistan was an important gesture to make\r\nclear that the two countries had a common cause. \r\n\r\n-----------\r\nAFGHANISTAN\r\n----------- \r\n\r\n\u00b6<\/a>12.  (C) Krishna said India had been providing\r\nassistance at the invitation of Afghanistan.  He averred\r\nthat India had no hidden agenda or vested interest in\r\nthe country and was only there to help rebuild\r\ninfrastructure.  He queried why some countries would\r\nthink otherwise.  The Secretary expressed appreciation\r\nwith India's assistance in Afghanistan and said the best\r\nway to dispel allegations about India's possible role in\r\nBaluchistan would be to address them directly with\r\nQureshi.  Krishna said he would do so and expressed the\r\nhope that it could be a \"path-breaking\" meeting. \r\n\r\n---------\r\nSRI LANKA\r\n--------- \r\n\r\n\u00b6<\/a>13.
