Wickremesinghe told Emboffs that he envisioned a pre-election pact with Fonseka to include Fonseka abolishing the executive presidency and ceding power to a executive prime minister. FOWLER.  REASONS: 1.4 (B,\r\nD) \r\n\r\n<a id=\"par1\" href=\"http:\/\/www.wikileaks.ch\/cable\/2009\/11\/09COLOMBO1073.html#par1\">\u00b6<\/a>1. (C) SUMMARY:  Members of the main opposition United\r\nNational Party (UNP) are upbeat about the party's electoral\r\nprospects and are confident that UNF alliance candidate\r\nGeneral Sarath Fonseka can beat President Rajapaksa in the\r\nupcoming presidential election.  UNP party members noted that\r\nthe UNF's campaign message would focus on getting rid of the\r\nRajapaksas and the corruption associated with them.\r\nInterlocutors did not appear worried about General Fonseka\r\nbeing a team player if he won the election.  UNP party\r\nmembers uniformly predicted election-related violence and\r\nasked for international election observers to ensure a\r\ncredible election.  END SUMMARY. \r\n\r\nFonseka is the UNF Candidate\r\n---------------------------- \r\n\r\n<a id=\"par2\" href=\"http:\/\/www.wikileaks.ch\/cable\/2009\/11\/09COLOMBO1073.html#par2\">\u00b6<\/a>2. (C) Emboffs recently met with UNP leader Ranil\r\nWickremesinghe and several senior UNP leaders to discuss the\r\nway forward for the UNP.  In a 24 November meeting,\r\nWickremesinghe told the Charge that General Fonseka would be\r\nthe common candidate for the UNF alliance.  Wickremesinghe\r\nexpected the JVP to make a public announcement of the\r\ndecision on 25 November (the JVP announced the decision on 24\r\nNovember in the local media), the UNP working committee to\r\nmake an announcement on 26 November, and the entire alliance\r\nto announce the decision on 27 November.  Wickremesinghe\r\nnoted that the UNF was hoping to maximize the publicity and\r\nmedia coverage of the announcement by spreading out the\r\nunveiling of Fonseka over several days.  Wickremesinghe noted\r\nthat the UNP did not give serious consideration to the idea\r\nof Fonseka running as a UNP candidate because they did not\r\nwant the public to think that Fonseka was running as a front\r\nfor Wickremesinghe.  Separately, UNP party leaders stated\r\nthat Wickremesinghe was not considered as a presidential\r\ncandidate because he probably would not have been a\r\ncompetitive candidate against President Rajapaksa. \r\n\r\nFeeling Good About Electoral Prospects and Message\r\n--------------------------------------------- ----- \r\n\r\n<a id=\"par3\" href=\"http:\/\/www.wikileaks.ch\/cable\/2009\/11\/09COLOMBO1073.html#par3\">\u00b6<\/a>3. (C) All UNP interlocutors projected confidence about their\r\nelectoral prospects and campaign message.  UNP senior leader\r\nRavi Karunanayake assessed that President Rajapaksa had\r\nbecome too extreme in his views and that the electorate was\r\nready for a change.  UNP leader Dinesh Weerakkody noted that\r\nrecent polling completed by the UNP was partially behind the\r\nparty feeling confident about the upcoming presidential race.\r\n Weerakkody noted that the party,s internal polling had\r\nshown strong support for General Fonseka (especially amongst\r\nyounger voters) in a matchup with President Rajapaksa, but\r\nnot for Wickremesinghe.  Weerakkody frankly noted that the\r\npolling showed that Tamils were wary of General Fonseka, but\r\noverall the party was pleasantly surprised that Fonseka\r\npolled even with President Rajapaksa. \r\n\r\n<a id=\"par4\" href=\"http:\/\/www.wikileaks.ch\/cable\/2009\/11\/09COLOMBO1073.html#par4\">\u00b6<\/a>4. (C) Party leaders appeared to have already formed the main\r\ncrux of their campaign message.  Interlocutors, including\r\nWickremesinghe, noted that the UNF alliance would focus on\r\nthe misdeeds of the Rajapaksas -- including their association\r\nwith corruption and dynastic ambitions -- and the broader\r\nfailings of democracy within the country.  Weerakkody noted\r\nthat UNP polling had shown the electorate was ready for the\r\nconcept of change and said the alliance probably would model\r\nits broad electoral message after the recent U.S.\r\npresidential election.  When queried on the possible role of \r\n\r\nCOLOMBO 00001073  002.2 OF 003 \r\n\r\nthe economy in the presidential campaign, Wickremesinghe\r\nassessed that the economy most likely would only be brought\r\nup indirectly.  Wickremesinghe noted that the UNP had tried\r\nto gain political traction on the economy before and had\r\nfailed in its efforts; he also opined that there were far too\r\nmany differences between the UNP and the leftist JVP on the\r\nissue of the economy to campaign on the issue. \r\n\r\nAlliance Cooperation Will Be Crucial\r\n-------------------------------------- \r\n\r\n<a id=\"par5\" href=\"http:\/\/www.wikileaks.ch\/cable\/2009\/11\/09COLOMBO1073.html#par5\">\u00b6<\/a>5. (C) Weerakkody, Karunanayake, and UNP senior leaders John\r\nAmaratunga and Dr. Jayalath Jayawardena all assessed that\r\nmembers of the UNF would have to work closely together if\r\nthey hoped to defeat Rajapaksa.  All interlocutors opined\r\nthat the parties of the alliance would have to make up for\r\neach other's weaknesses.  In general, the UNP leaders noted\r\nthat the UNF would focus on the UNP's strength in urban\r\nareas, the JVP's strength in the south and its vast\r\ngrassroots networks, the Tamil parties' relative strength in\r\nthe north and the east, and Christian leaders' strength in\r\nJaffna.  Weerakkody noted that the party's internal polling\r\nhad shown that the UNP's support base was a solid 35 percent\r\nand the JVP's 8-10 percent.  He assessed that General\r\nFonseka's popularity would be the last bit of electoral\r\nsupport the alliance needed to win the presidency. \r\n\r\n<a id=\"par6\" href=\"http:\/\/www.wikileaks.ch\/cable\/2009\/11\/09COLOMBO1073.html#par6\">\u00b6<\/a>6. (C) All interlocutors opined that the role of\r\nWickremesinghe would be crucial for the UNF's electoral\r\nprospects.  Party members noted that the role of the Tamil\r\nparties would be huge in the election and that Wickremesinghe\r\nwas the only one who could calm their concerns over Fonseka\r\n(see REF). \r\n\r\nUNP Not Concerned About Fonseka...\r\n----------------------------- \r\n\r\n<a id=\"par7\" href=\"http:\/\/www.wikileaks.ch\/cable\/2009\/11\/09COLOMBO1073.html#par7\">\u00b6<\/a>7. (C) All UNP interlocutors noted that they were worried\r\nabout the conduct of the upcoming election.  Amaratunga,\r\nWeerakkody, Karunanayake, and Jayawardena all feared that the\r\nupcoming presidential election would be characterized by\r\nwidespread political violence and the government misusing\r\nstate resources to gain an electoral advantage.  Within this\r\ncontext, Amaratunga stated that the opposition parties would\r\nhave to rely on a credible election commission (NOTE: The \r\n\r\nCOLOMBO 00001073  003.2 OF 003 \r\n\r\nelection commission is not independent because President\r\nRajapaksa has not implemented the 17th amendment to the\r\nconstitution, which requires multi-party representation on\r\nthe commission, and appointed his own people. END NOTE.) and\r\nChief Justice.  Wickremesinghe and Amaratunga additionally\r\nnoted that they were relying on General Fonseka to split the\r\nloyalties of the security services, who they feared would be\r\nused to crack down on the opposition during the election.\r\nKarunanayake noted that unions probably would be a part of\r\nthe political violence as well. \r\n\r\n<a id=\"par10\" href=\"http:\/\/www.wikileaks.ch\/cable\/2009\/11\/09COLOMBO1073.html#par10\">\u00b6<\/a>10. (C) The UNP leaders all stressed the importance of\r\ninternational pressure and election monitors to ensure that\r\nthe election would be credible.
