Major General Samarasinghe who is also the Chief Signal Officer (CSO) of the Army and Chief Controller, Centre for Research and Development at Ministry of Defence. He has also been the Commander for three separate Brigades in Jaffna, Wanni and Trincomalee, Colonel General Staff, 22 Division Headquarters, Trincomalee, Colonel General Staff, Directorate of Operations, Army Headquarters, Assistant Military Secretary, Army Headquarters and the Centre Commandant, Sri Lanka Signal Corps.\u00a0He previously served as the military spokesman to the Sri Lanka High Commission in London on a diplomatic posting.<\/p>\n<div id=\"attachment_4340\" style=\"width: 510px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/02\/prasad_s_b-colombotelegraph.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-4340\" class=\"size-full wp-image-4340\" title=\"prasad_s_b colombotelegraph\" src=\"http:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/02\/prasad_s_b-colombotelegraph.jpg\" alt=\"\" width=\"500\" height=\"311\" srcset=\"https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/02\/prasad_s_b-colombotelegraph.jpg 500w, https:\/\/www.colombotelegraph.com\/wp-content\/uploads\/2012\/02\/prasad_s_b-colombotelegraph-300x186.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-4340\" class=\"wp-caption-text\">Samarasinghe - a political insider within the Rajapaksa administration,<\/p><\/div>\n<p>The Colombo Telegraph found the related leaked cable from the WikiLeaks database. The cable is classified as \u201cSECRET\u201d and discuses Sri Lanka\u2019s problem of political abductions and abductions-for-ransom. The cable was written by the Charge d&#8217;Affaires, James R. Moore.<\/p>\n<p>The cable, dated July 6,2007, updated the Secretary of State on Sri Lanka\u2019s issue of abductions and asked strictly protect Military Spokesman Prasad Samarasinghe as their source. Samarasinghe was described as a political insider within the Rajapaksa administration.<\/p>\n<p>The Charge d&#8217;Affaires wrote \u201cDespite the GSL&#8217;s efforts to tout arrests of alleged abductors, critics and some government insiders claim that there is little genuine connection between the abductions and those that the Government has arrested. Military Spokesman Prasad Samarasinghe (strictly protect), a political insider within the Rajapaksa administration, told us that the arrest on June 26 of the five alleged abductors working with Gajanayake was political retribution against those thought to be disloyal to the Rajapaksa administration. (C)  SUMMARY:  The Government of Sri Lanka (GSL) has\nrecently made several announcements about its efforts to\neliminate abductions in Sri Lanka.  On July 4 Defense\nSpokesman Keheliya Rambukwella announced the arrest of 10\nsuspected abductors in the GSL's efforts to eliminate\nabductions-for-ransom.  On June 21 the GSL arrested N.\nGajanayake (ref A), a suspected abductions ring-leader, and\non June 26, the police arrested five other alleged abductors\nthought to be working with Gajanayake, bringing the total\nnumber arrested to 16.  Critics of the administration allege\nthat there is little connection between those arrested and\nthe rash of abductions-for-ransom, charging instead that the\nGSL is arresting scapegoats to appease the international\ncommunity.  However, in addition to arrests, the GSL has\nestablished a \"help center\" to assist family members who wish\nto file a \"missing person\" report.  Minister Rajitha\nSenaratne, one of a five-member team appointed to oversee the\nnew center, said that he is committed to providing a level of\ntransparency to the GSL's investigations while shielding\ncivilians afraid to file claims against military or police\nforces.  The GSL on June 29 publicly released some of its\nfindings after looking into a list of alleged disappearances\nprovided by the Ambassador.  While the Embassy welcomes the\nGSL's efforts to investigate the whereabouts of those on the\nAmbassador's list, we have informed the Government that it\nshould take credit for the list rather than making it appear\nas though it is acting on behalf of the Embassy.  END SUMMARY.\n\nGOVERNMENT TOUTS ABDUCTIONS ARRESTS;\nCRITICS ALLEGE POLITICAL RETRIBUTION\n------------------------------------\n\n<a id=\"par2\" href=\"http:\/\/wikileaks.org\/cable\/2007\/07\/07COLOMBO959.html#par2\">\u00b6<\/a>2.  (SBU)  During his weekly press briefing on July 4,\nDefense Spokesman Keheliya Rambukwella stated: \"One ex-Air\nForce officer (Gajanayake), a serving airman and four police\nofficers have already been arrested and another 10 suspects\ncomprising four Muslims and six Sinhalese have been arrested\nin connection with ransom cases.\"  Rambukwella further\nalleged that police have identified the suspects involved in\nkilling two Red Cross employees on June 1 (ref C), but that\nthey had escaped into territory controlled by the Liberation\nTigers of Tamil Eelam (LTTE).  He also stated that the police\nwere working with Interpol to arrest a suspected abductions\nring-leader who fled to Italy.  Noting that those arrested\ncomprised both Muslim and Sinhalese, Rambukwella dismissed\ncritics' allegations that abductions were targeting Muslims\nbased on their ethnicity.  Rambukwella also dismissed\nallegations that United National Party (UNP) Parliamentarian\nLakshman Seneviratne made in Parliament on June 6 alleging\nthat Rambukwella's security detail was involved in abducting\na Muslim businessman (ref D).  Rambukwella stated that there\nhave been no abductions in Colombo since June 18 and cited\nthis as evidence that the GSL's efforts to bring abductors to\njustice is working.\n\n<a id=\"par3\" href=\"http:\/\/wikileaks.org\/cable\/2007\/07\/07COLOMBO959.html#par3\">\u00b6<\/a>3.
