The cable is classified as \u201cCONFIDENTIAL\u201d and written by Charge\u2019d\u2019 Affaires James F. Entwistle. The cable details the political situation just after then President Chandrika Kumaratunge.<\/p>\n<p>Under the subheading \u201cImpact on the press\u201d James F. Entwistle wrote \u201cThese developments have already affected Sri- Lanka&#8217;s government-owned media houses, where new, pro-PA leadership has been hastily installed (see Ref B.) What impact these new players will have on the government- owned media remains to be seen. However, some observers have already noted changes &#8212; perhaps coincidental, probably not &#8212; in the above-the-fold front page of the government-controlled Lake House&#8217;s flagship daily, the English-language DAILY NEWS:<\/p>\n<p>&#8212; 11\/5: a headshot of the PM and headlines that call the President&#8217;s actions \u2018a deliberate and opportunistic act\u2019 and quote the PM as saying: \u2018I will ensure people&#8217;s mandate is implemented.\u2019<\/p>\n<p>&#8212; 11\/6: (the first day of the new PA-installed publishing leadership): \u2018Ceasefire agreement will stand \u2013 Kadirgamar\u2019 and &#8220;President supreme in Lanka&#8217;s defence &#8211; Supreme Court.&#8221;<\/p>\n<p>Under the subheading \u201cSituation in Colombo Calm\u201d James wrote \u201cThe situation in Colombo remains quiet, with people moving about the city as usual. After his visit to\r\nWashington and his Oval Office meeting, the PM is due\r\nback in Colombo early November 7. In other developments,\r\nthe President's party has reiterated its support for the\r\npeace process and the Supreme Court has ruled in favor\r\nof the President in regard to defense matters.  Tamil\r\nreaction to the President's moves has been one of deep\r\nconcern.  As of yet, there has been no further reaction\r\nfrom the Tigers.  Despite recent losses, the Colombo\r\nstock market closed marginally up.  There are some\r\nindications that the government-controlled press, which\r\nhas been taken over by the President, may be hewing more\r\nto her line. END\r\nSUMMARY. \r\n\r\nREPORTED LETTER OF CONFIDENCE IN PM\r\n----------------------------------- \r\n\r\n<a id=\"par2\" href=\"http:\/\/wikileaks.org\/cable\/2003\/11\/03COLOMBO1926.html#par2\">\u00b6<\/a>2.  (SBU) In an apparent show of support for Prime\r\nMinister Ranil Wickremesinghe, 130 MPs from several\r\nparties, including his United National Party (UNP), the\r\nTamil National Alliance (TNA), and Sri Lanka Muslim\r\nCongress (SLMC), have signed a letter expressing their\r\nfull confidence in his government.  In a list that is\r\nbeing kept close hold, there are also reportedly\r\nsignatures of several members of the President's\r\nPeople's Alliance party (PA), but that is not confirmed.\r\nIf 130 MPs have signed on, the figure is significantly\r\nabove the 113 MPs needed to form a majority in the 225-\r\nseat Parliament. \r\n\r\n<a id=\"par3\" href=\"http:\/\/wikileaks.org\/cable\/2003\/11\/03COLOMBO1926.html#par3\">\u00b6<\/a>3.  (C) In the meantime, party supporters are planning\r\nan expansive welcome for the Prime Minister on his\r\nreturn from his Washington visit early November 7.  UNP\r\nMPs are reportedly arranging to meet the PM at the\r\nairport and accompany him in a motorcade to \"Temple\r\nTrees,\" his official residence in downtown Colombo.  The\r\nrally may spark some tension in light of the state of\r\nemergency declared by the President on November 5.\r\n(Note:  We have advised Embassy employees and the\r\nAmerican community to exercise caution as they move\r\naround town on November 7.)  There is uncertainty over\r\nwhether the emergency regulations in place will be\r\nimposed to prevent the UNP MPs from rallying behind the\r\nPM.  (Note:  FYI:  The state of emergency is set to\r\nexpire 10 days from November 5 and would need the re-\r\nauthorization of Parliament to remain in effect.  One\r\npresidential advisor told us that the President most\r\nlikely will let the state of emergency lapse in 10 days,\r\nas she only enacted it to address immediate \"security\r\nconcerns\" arising from her November 4-5 actions.  End\r\nNote.) \r\n\r\nPRESIDENT TRYING TO GATHER SUPPORT\r\n---------------------------------- \r\n\r\n<a id=\"par4\" href=\"http:\/\/wikileaks.org\/cable\/2003\/11\/03COLOMBO1926.html#par4\">\u00b6<\/a>4.  (C) There are continuing indications that President\r\nKumaratunga and her party are trying to induce members\r\nof the UNP governing coalition to cross over to her PA\r\nparty.  If roughly 15-20 or so MPs do so, the PA would\r\nlikely attain a majority in Parliament without the\r\nPresident having to call elections, as some observers\r\nbelieve she may be inclined to do if all else fails.\r\nSupporting the theory that the President is trying to\r\nwoo MPs to her side, Dr. Sarath Amunugama, a senior PA\r\nMP, suggested to poloff on November 6 that some Muslim\r\nMPs might be tempted to defect from the governing\r\ncoalition.  In a possible sign of trouble for the PA,\r\nNorwegian Ambassador Hans Brattskar told the Charge'\r\nthat he had recently met Opposition Leader Mahinda\r\nRajapakse.  Rajapakse said he was extremely upset over\r\nthe President's actions, adding that the chance of the\r\nPA winning an election against the UNP was extremely\r\nslim. \r\n\r\nPRESIDENT'S PARTY UNDERSCORES SUPPORT FOR CEASEFIRE\r\n--------------------------------------------- ------ \r\n\r\n<a id=\"par5\" href=\"http:\/\/wikileaks.org\/cable\/2003\/11\/03COLOMBO1926.html#par5\">\u00b6<\/a>5.  (C) As the President did in her nationally televised\r\nspeech on November 4 (see Ref B), presidential advisor\r\nLakshman Kadirgamar told a news conference late November\r\n5 that the ceasefire agreement would be respected and\r\nthat the President had no intention of resuming\r\nhostilities.  Kadirgamar further noted that the\r\nPresident was committed to a political solution and was\r\nready to negotiate with the Liberation Tigers of Tamil\r\nEelam (LTTE).  The President's office also issued a\r\npress release November 6 assuring the people of Sri\r\nLanka that there was \"no cause for alarm or panic,\" and\r\nstating that the President was \"committed to the\r\ncontinuity of the ceasefire agreement.\" \r\n\r\nCHIEF JUSTICE RULES IN FAVOR OF PRESIDENT\r\n----------------------------------------- \r\n\r\n<a id=\"par6\" href=\"http:\/\/wikileaks.org\/cable\/2003\/11\/03COLOMBO1926.html#par6\">\u00b6<\/a>6.  (SBU) In a development favorable to the President,\r\nthe Supreme Court, headed by Chief Justice Sarath Silva,\r\nhas ruled that executive power relating to defense\r\nissues was vested in the President by the Constitution.\r\nThe ruling was made public on November 5.  President\r\nKumaratunga had asked for the determination several\r\nweeks ago in response to amendments made to military\r\nregulations by then-Minister of Defense Marapana, who\r\nwas removed from office by the President on November 4.\r\nAs previously reported, an impeachment motion citing\r\nalleged abuse of power charges was entered by UNP MPs\r\nagainst Chief Justice Silva on November 4.  Silva is\r\nwidely seen as a crony of the President's by the UNP and\r\nneutral observers, but it is unclear whether the charges\r\nhave any merit.  Because of Parliament's suspension, no\r\nfurther action has been taken on the impeachment matter\r\nas of yet. \r\n\r\nTAMILS WORRIED; TIGERS QUIET\r\n---------------------------- \r\n\r\n<a id=\"par7\" href=\"http:\/\/wikileaks.org\/cable\/2003\/11\/03COLOMBO1926.html#par7\">\u00b6<\/a>7.  (C) Reaction among Tamils has been one of deep\r\nconcern, particularly in light of the President's\r\ndeclaration of a state of emergency on November 5.\r\nJoseph Pararajasingham, a TNA MP for the eastern town of\r\nBatticaloa, told poloff on November 6 that the state of\r\nemergency had caused \"fear and uncertainty\" in the Tamil\r\ncommunity.  Pararajasingham added that the President's\r\nmoves had caused a feeling among Tamils that the peace\r\nprocess was in real jeopardy.  Gajen Ponnambalam,\r\nanother TNA MP, said there was a general skepticism\r\namong the LTTE regarding the President's actions, adding\r\nthat Tamils were very concerned over the current\r\nsituation.  As of yet, there has been no further\r\nreaction from the Tigers beyond the group's vague\r\nexpression of \"concern\" on November 4. \r\n\r\nECONOMIC UPDATE\r\n--------------- \r\n\r\n<a id=\"par8\" href=\"http:\/\/wikileaks.org\/cable\/2003\/11\/03COLOMBO1926.html#par8\">\u00b6<\/a>8.  (SBU) Despite recent losses (see Ref B), Sri Lanka's\r\nstock market closed marginally up on November 6, though\r\nthe frenzied trading pace of November 5 was not evident.\r\nBusiness groups continued to call for the various\r\nparties to the dispute to work together and not further\r\ndamage the country's international reputation.\r\nPresidential Secretariat Director General Mano\r\nTittawella advised the private sector to view the\r\nPresident's moves \"in their proper context\" and noted\r\nthey were not undertaken to \"promote chaos or anarchy.\"\r\nThe Sri Lankan rupee depreciated further against the\r\ndollar.  Citibank CEO Kapila Jayawardene told Econ FSN\r\nthat he expected the next three weeks to be turbulent,\r\nand that banks were currently not quoting exchange\r\nprices given the volatility in the market. \r\n\r\nIMPACT ON THE PRESS\r\n------------------- \r\n\r\n<a id=\"par9\" href=\"http:\/\/wikileaks.org\/cable\/2003\/11\/03COLOMBO1926.html#par9\">\u00b6<\/a>9.
