A Leaked \u201cCONFIDENTIAL\u201d US diplomatic cable, dated June 2, 2009, recounts the details of a meeting US officials in New Delhi, India has had with\u00a0newly appointed Indian External Affairs Minister\u00a0S.M.\u00a0Krishna and Indian Foreign Secretary Menon.\u00a0The\u00a0Colombo Telegraph<\/strong><\/a>\u00a0found the related leaked cable from the WikiLeaks<\/a><\/span> database.<\/p>\n

Under the subheading “Sri Lanka: Delegation Coming Next Week” US \u00a0CDA Peter Burleigh wrote “The Sri Lankan President’s Senior Advisor Basil Rajapaksa<\/a><\/span> as well as Secretary of Defense Gothabaya Rajapaksa<\/a><\/span> were now slated to come to New Delhi for talks next week, but a time for these discussions had not yet been nailed down. He underscored that the GOI was interested in hearing Sri Lankan plans both with regard to Tamil IDPs<\/a><\/span> and regarding political negotiations. He hoped that the GSL was not aiming for quick elections in the north to establish an unrepresentative provincial government, as had been done in the Easter Province earlier. Menon speculated that after the visit, the GOI should have a better feel for GSL intentions.”<\/p>\n

In a prior\r\nmeeting with Foreign Secretary Menon, the Charge flagged the\r\nneed to move forward on \"legacy\" issues in the run-up to next\r\nweek's visit by Under Secretary Burns.  Menon said he would\r\nsoon share information on India's review of various bilateral\r\ndialogues and looked for progress on military-to-military\r\nagreements and civil nuclear implementation.  The Charge\r\nurged that visas be issued to a delegation from the\r\nCommission on International Religious Freedom. (SBU)  In a twenty-minute courtesy call June 2 on new\r\nIndian External Affairs Minister S.M. Krishna, the Charge\r\nunderlined the importance of moving ahead in the bilateral\r\nrelationship, as reflected by the Secretary in her telephone\r\nconversation with Krishna on May 29.  Krishna assured the\r\nCharge that he welcomed the expanding scope of the\r\nrelationship.  While there had been a change in the Ministry,\r\nthere would be no change in the support of the UPA government\r\nfor strong ties to the United States, he said. \r\n\r\n\u00b6<\/a>3.  (C)  The Charge flagged the upcoming visit of Under\r\nSecretary Burns as an opportunity to resolve lingering\r\nbilateral issues while laying the groundwork for an enhanced\r\nstrategic dialogue with India.  Noting that Krishna had\r\nhimself been a Fulbright scholar in the U.S. in the sixties,\r\nthe Charge said that educational cooperation would be one of\r\nthe likely topics of bilateral talks.  Krishna said he looked\r\nforward to reviewing proposals to bolster dialogue with India\r\nand wanted a road map for forward progress.  He said India\r\nwould be happy to receive the Secretary this summer and said\r\nhe would like to visit the United States early on, but this\r\nwould not be likely before fall. (C)  In a prior meeting on June 2 with Foreign Secretary\r\nMenon, the Charge informed Menon that the U.S. was currently\r\nreviewing the various bilateral dialogues with India to see\r\nwhether discussions could be enhanced and the structure of\r\ntalks made more useful.  Menon acknowledged the GOI was going\r\nthrough a similar process and that the intent was to revise,\r\nreduce and \"evolve\" the sets of dialogues to make the entire\r\nstructure more rational.  While this process had begun some\r\ntime ago, it could not be completed until a new government\r\nwas in office in India and the various stakeholders in the\r\nIndian bureaucracy had been satisfied.  This was moving\r\nforward and Menon hoped to be able to share the results when\r\nUnder Secretary Burns visited next week, if not before.\r\nIndia viewed the dialogues as falling into two basic\r\ncategories -- political\/military\/security and economic. (C)  Menon acknowledged that India was reviewing its\r\nposition on End Use Monitoring.  He said that final approval\r\nof the Logistics Support Agreement may come relatively soon,\r\nbut that an agreement on interoperability of equipment was\r\nunder review by the Ministry of Defense.  Menon said that the \r\n\r\nNEW DELHI 00001129  002 OF 002 \r\n\r\nGOI aimed at completing agreements in these areas by or\r\nbefore the time that the Secretary of State might visit. The Charge encouraged the GOI to issue visas\r\nexpeditiously to the CIRF delegation because a visit\r\npresented India with an opportunity to let the members see\r\nfor themselves what the situation was on the ground and meet\r\nstakeholders.
