The cable is classified as \u201cCONFIDENTIAL\u201d and written by the Ambassador Robert O. (C) Ambassador met alone with Presidential Secretary\r\n(defacto National Security Advisor) Lalith Weeratunga on\r\nNovember 7 to register concern that the Sri Lankan military's\r\nrecent military actions had become increasingly difficult to\r\njustify as \"defensive.\"  The U.S. wanted to continue to\r\nsupport Sri Lanka's right to defend itself, but rather than\r\nexercising military restraint, the Sri Lankan military\r\nappeared to be using every opportunity it could to pursue\r\nmilitary action against the LTTE.  For example, the military\r\nappeared to be using reports of LTTE meetings such as that in\r\nKilinochchi or minor LTTE military movements to justify\r\naerial bombings of LTTE positions that were often\r\ndisproportionate and clearly not in the spirit of the\r\nmilitary restraint that the government had committed itself\r\nto.  Continued disproportionate and offensive military action\r\nrisked an equal response by the LTTE, possibly in Colombo or\r\nthe south, which in turn would lead to a further escalation\r\nof the conflict and diminish pro\r\nspects for resuming peace negotiations.\r\n\r\n<a id=\"par2\" href=\"http:\/\/wikileaks.org\/cable\/2006\/11\/06COLOMBO1863.html#par2\">\u00b6<\/a>2. (C) Turning to the humanitarian situation in Jaffna,\r\nAmbassador asked what the GSL's plan was to relieve\r\nconditions there.  Weeratunga responded that he had been\r\nasked by the President to chair a high-level task force with\r\nthe Commissioner General of Essential Services and others to\r\norganize a GSL air and sealift operation of humanitarian\r\nsupplies to Jaffna.  As a result the government was now\r\nsending three C-130 loads a day of medical and other supplies\r\nand was organizing shiploads of bulk grains and fuel that\r\nwere going up Sri Lanka's western coast from Colombo to the\r\nport of Kankesantural (commonly known as KKS) north of\r\nJaffna.  He said he expected to have all of Jaffna's needs\r\nfully met in the near future and to have a one-month supply\r\nof buffer stocks of food, fuel and medical supplies by\r\nDecember 1.\r\n\r\n<a id=\"par4\" href=\"http:\/\/wikileaks.org\/cable\/2006\/11\/06COLOMBO1863.html#par4\">\u00b6<\/a>4.  (C) Ambassador welcomed the government's pro-active work\r\nto help relieve conditions in Jaffna, but noted that such an\r\noperation had to be very costly for the GSL.  He asked\r\nwhether it wouldn't make sense for the longer term to open\r\nthe A-9 road?  Weeratunga first responded that the government\r\nwould never open the A-9 road both because it does not want\r\nto give the LTTE the opportunity to tax vehicles going\r\nthrough the areas it controls, but also because it does not\r\nwant to allow the LTTE greater flexibility to move military\r\nequipment and personnel along the A-9.  With respect to the\r\ntax issue the Ambassador suggested that the co-chairs were\r\nthinking of a proposal that would allow the UN or ICRC to\r\norganize convoys of humanitarian supplies on a weekly or\r\nbi-weekly basis along the A-9.  In return the LTTE would\r\nagree not to tax these convoys and would also agree not to\r\nattack ICRC or UN flagged vessels carrying humanitarian\r\nsupplies from Trincomalee to Jaffna.  Would the government\r\nsupport such a proposal he\r\n asked? Ambassador will visit Ampara on November 9-10,\r\nafter which he will seek a private meeting with the Defense\r\nSecretary to underline the need for military restraint.
