Johnson.<\/p>\n<p>Placing a comment the US Embassy Oslo wrote &#8220;the\u00a0The Oslo meetings offered a good opportunity to exchange views on current strategy and dispel the rumors that Co-Chair unity is fragmenting. While participants agreed that there is little to no progress to report since the Co-Chairs met in Washington in November, there was also a sense that the rising economic consequences of the conflict, the Tigers, stronger than expected showing in recent engagements in the north and east, are for the first time exerting political pressures on President Rajapaksa from his southern base to give peace a chance and address the human rights problem. All participants agreed that the situation is bleak\r\nwith few small signs of opportunity.  Assistant Secretary\r\nRichard Boucher heading the U.S. delegation stressed that the\r\nGovernment,s failure to address human rights problems and\r\nthe need for a devolution proposal that meets Tamil needs had\r\nunited Sri Lanka,s Tamils on the wrong side.  In response to\r\nNorway,s skepticism that the All Parties Representative\r\nCommittee would develop a viable devolution proposal, Boucher\r\nurged that the Co-Chairs give the All Parties process a\r\nchance since a credible proposal would be an important signal\r\nto Tamils.  The Co-Chairs discussed the political\/security,\r\nhumanitarian, development assistance, and civil society\r\nsituations.  Participants agreed that Co-Chair ambassadors in\r\ncountry will present five points to President Rajapaksa (see\r\nparagraph 7) while Norway will present Co-Chair points to the\r\nLiberation Tigers of Tamil Eelam.  The participants also\r\nagreed to begin a dialogue with the Tamil diaspora\r\ncommunities in their respective countries.  End Summary. \r\n\r\n-------------\r\nBriefings\r\n------------- \r\n\r\n\u00b62. (C)  Norwegian Special Envoy Jon Hanssen-Bauer opened the\r\ndiscussion by giving a summary of the working level meeting\r\nthat took place on June 28.  The political and security\r\ngroup, chaired by U.S. Ambassador Robert Blake concluded that\r\nthe Sri Lankan government needs to take bold steps to achieve\r\npeace.  These included expediting the All Parties\r\nRepresentative Counsel efforts to develop a credible\r\ndevolution proposal that goes beyond the proposals outlined\r\nby President Kumaratunga in 2000, not undertaking any\r\nmilitary offensives in the North, stopping human rights\r\nviolations, encouraging the main Sri Lankan political\r\nopposition UNP to cooperate on a devolution proposal, reining\r\nin the Karuna group, and allowing Norway to resume meeting\r\nwith the Tamil Tigers. \r\n\r\n\u00b63.  (C)  With regard to human rights, participants agreed\r\nthat while there are major areas of concern, there are also\r\nsome positive indicators.  The Government should be\r\nencouraged to take bold actions to stop all human rights\r\nabuses.  Participants agreed the Co-Chairs should support the\r\nInternational Independent Group of Eminent Persons (IIGEP)\r\nand encourage them to resolve their dispute with the Attorney\r\nGeneral through dialogue rather than public letters, bring\r\nindictments in four cases that the Government claims are\r\nready for this phase, and support UN High Commissioner for\r\nHuman Rights Louise Arbour,s proposal to establish a field\r\noffice in Sri Lanka.  The EU, which led the human rights\r\ndiscussion, agreed to report on estimated human rights\r\ntrends, based on statistics. \r\n\r\n\u00b64. (C)  Japanese Special Representative Yasushi Akashi led\r\nthe discussion on development assistance.  The largest aid\r\ndonor to Sri Lanka, Japan reported that total aid flows to\r\nSri Lanka fell from $1.6 billion in 2005 to $1.5 billion in\r\n2006 (reflecting a decrease in tsunami recovery assistance).\r\nThe Japanese also revealed that because all of their\r\nlongstanding aid in concessionary yen loans, the value of Sri\r\nLankan repayments on such loans exceeds the value of the new\r\nmoney Japan is allocating.  The Co-Chair participants agreed\r\nthat external humanitarian assistance to the civilian\r\npopulation should continue.  However, development assistance\r\nfor the east should await an improvement in the security\r\nsituation in the East and improved access for international\r\nnon-governmental organizations.  Co-Chairs and other donors\r\nmust also press for improved humanitarian access to the Vanni\r\nregion.  Several participants expressed concern that the\r\nGovernment equates aid with support for its policies.  The EU\r\nnoted that it plans to increase aid, channeled through the\r\ngovernment, conditioned on the improvement of the political\r\nsituation.  Norway suggested engaging China in aid\r\ndiscussions.  The EU suggested such a dialogue be conducted\r\nin Brussels where recent engagement with China on Africa has\r\nproved productive.\r\n5 (C)  The final working group discussion  dealt with \"Track\r\nTwo\" and diaspora issues.  Participants agreed on adopting a\r\n\"long-term\" approach, with the Co-Chairs engaging their\r\nrespective diaspora communities, regardless of the hard-line\r\npro-Tiger views that many in the diaspora espouse.  Norway\r\nemphasized and all participants agreed that these contacts\r\ncannot replace Norway,s direct contact with the Tigers in\r\nKillinochchi, particularly given that diaspora communities\r\nmay be reticent to talk to governments following the recent\r\narrest of Tamil activists in London on charges of aiding\r\nterrorist organizations.  More enerally, participants agreed\r\nthat Track II initatives that several countries have\r\nunderway can help define the differences between the\r\nnegotiatin positions of the Tigers and the government and\r\nerhaps offer suggestions on how to bridge the gaps. \r\n\r\n-------------------------\r\nPrincipals Statements\r\n-------------------------- \r\n\r\n \u00b66. (C)  Norwegian Minister of International Development Erik\r\nSolheim described the government and the Tigers as \"two\r\nentities not interested in diplomatic niceties,\" who are not\r\nresponding to Norway,s messages.   Solheim said President\r\nRajapaksa is focused on his Sinhalese electorate in Sri\r\nLanka, \"like a US Congressman\" focused on his constituents.\r\nWhile Solheim,s recent meeting with Rajapaksa in Geneva was\r\n\"pleasant,\" his overall sense was the president has no plan\r\nor strategy to solve the Tamil issue nor does he appear that\r\ninterested since he does not even have a good Tamil advisor.\r\nOn the other side, Tiger leader Prabhakaran is preoccupied\r\nwith waging war.  Solheim stated that it has become more\r\ndifficult for Norway to assess the current Tiger position\r\nwithout regular contact and without a senior Tiger leader\r\noutside the country to fill the shoes of the late\r\nBalasingham.  Solheim emphasized the need to keep Norway,s\r\ncommunication with them open, particularly through access to\r\nKillinochchi. \r\n\r\n\u00b67. (C)  Solheim summarized five points that the Co-Chairs\r\nagreed to present to the government and Tigers: \r\n\r\n- There is no international support for war in Sri Lanka.\r\nThe conflict cannot be won through military means. \r\n\r\n- Human rights abuses must stop now.  There are no acceptable\r\nexcuses.  As long as human rights abuses continue, all those\r\nworking in Sri Lanka (aid groups, journalists,\r\nbusinesspeople, etc.) will continue to be afraid. \r\n\r\n- Both parties must give uninhibited humanitarian access,\r\neven if the war continues. \r\n\r\n- If the government wants to restart talks, it must establish\r\ncontact with the Tigers, at least through Norway.  The\r\ngovernment cannot be advised by the Norwegian facilitators if\r\nthe latter have no contact with the Tigers. Preparations for\r\npotential talks should begin immediately. \r\n\r\n- The All Parties process should be completed, and a credible\r\ndevolution package for resolving the conflict presented.\r\n(FYI: On this point, Solheim thought not much progress will\r\nresult from the All Parties process.  Even if there is a\r\ndevolution proposal, he believes it is unlikely to be of\r\ninterest to the Tamil Tigers. End FYI) \r\n\r\n\u00b68. (C)  Assistant Secretary Boucher emphasized the futility\r\nof further military action.  He stated the Government has\r\nbegun to see the consequences of its actions such as\r\ndecreased tourism and investment, and the shutdown of Colombo\r\nairport following the Tamil Tiger aerial attacks.  Boucher\r\nnoted the difficulty in \"reading\" Prabhakaran and suggested\r\nbroadening discussions with the Tamil side to include\r\nnon-Tiger Tamils such as the Tamil National Alliance.\r\nBoucher suggested that groups of experts from countries with\r\nsignificant Tamil diasporas such as Canada and India could\r\nusefully meet to map out what can be achieved in\r\nnegotiations.  Finally, while accepting Solheim,s point that\r\nthe All Parties process should not be overstressed, Boucher\r\nemphasized that if the process can deliver a credible\r\nproposal, it would provide a strong signal to Tamils.  For\r\nthe moment, the absence of action to address their grievances\r\nhad united Tamils on the wrong side. \r\n\r\n\u00b69. (C)  Akashi agreed that the All Parties process is a\r\n\"slender hope that should not be discounted\" and urged the\r\nCo-Chairs to press President Rajapaksa to use all his\r\nenergies to bolster the process and sell its final proposal.\r\nAkashi said the international community should not try to\r\nisolate Rajapaksa, but rather capitalize on whatever positive\r\nactions emerge.  Although Akashi felt All Parties Chairman\r\nVitarana may be overconfident about the All Parties process,\r\nVitarana is also highly competent.  If and when the All\r\nParties reach a consensus, the Co-Chairs should press\r\nRajapaksa to push the package through parliament and a\r\nreferendum quickly. \r\n\r\n-----------------------------\r\nDelivering the Messages\r\n----------------------------- \r\n\r\n\u00b610.
